Basements & Crawlspaces: What’s the Difference, and Who Cares?NY CE: 1.5 LS/PEWendy Lathrop, PLS, CFM8:30am – 10:00amThe difference between a basement and a crawlspace seems clear by common perception of what each one is. But when it comes to floodplain management, the distinction, while very specific, may not be as easy for some to discern. Whether designing a structure to be constructed in a 1% chance floodplain,

completing an Elevation Certificate for insurance or Letter of Map Change purposes, or completing paperwork for processing a buyout, the differentiation is critical for achieving the basic objectives of the National Flood Insurance Program. This session is designed to clarify the distinction and underscore its significance. Participants will leave with a better understanding of the various meanings of “lowest floor”.

Adirondack Park Land Use and DevelopmentNY CE: 1.5 LS/PEChristopher E. Cooper, Esq.8:30am – 10:00amSubdivision and development in the Adirondack Park may require a permit or variance from the Adirondack Park Agency (APA). Surveyors may be called on to identify boundaries and specific features of a subdivision or other development to support review of a permit or variance request. Agency Staff will provide background on the APA and more detailed information on permitting requirements and procedures of the Agency, including what information is required for permit and variance review for subdivisions and other development.

Stone Walls: As Boundary LinesNY CE: 1.5 LS/PERichard C. Brooks, PLS8:30am – 10:00amAgricultural stone walls, the grandest of all boundary line monumentation, had a distinct roll in forming New York’s early landscape as well as its boundary line case law. This presentation will acquaint the attendee with the history of stone walls. The human interaction with these stones will be explored, looking at the wall placement, their juxtaposition and functions. We will track their evolution from being an agricultural structure into a boundary line land form. Tying these unique monuments to a boundary line location is not an automatic exercise. We will review the Doctrine of Practical Location and the legal concept of acquiescence. We will explore case laws that rely on these overruling principles to move the boundary listed in the deeds to the physical location of a stone wall. The cases to be reviewed include: Kennedy v. Nimons, Appellate 3rd, (2014); Henry v. Male

Appellate 3rd (1999); and others. Downey Farms v. Town of Cornwall Planning Board, Appellate 3rd, (2004) will also be reviewed as to its relevance in using stone walls as tool to be used by oppositional forces to stop a residential subdivision.

Pin CushioningNY CE: 1.5 LS/PERichard C. Brooks, PLS10:30am – 12:00pmThe focus will be the occurrence of multiple monuments occupying the same property corner, commonly called the pin cushion effect. The attendee will be introduced to a different perspective on how to recognize and analyze this seemingly everyday occurrence. The lecture will be focused on actual survey retracements that have been subjected to being pin cushioned. The lecture will expose the attendee to a method of establishing each monument’s pedigree and then applying that period’s of measurement precision to the final boundary line determination.

Harassment in the Workplace[Meets NY Requirements for Harassment Prevention Training]NY CE: n/aLori E. Miller10:30am – 12:00pmHarassment in the workplace can have serious consequences for both employees and employers. This training is designed to increase employee understanding of sexual harassment and other forms of harassment and its prevention. Preventing harassment is largely dependent upon workplace culture, values, and behaviors that are encouraged or discouraged. Participants will learn about the law, workplace policies and procedures and how to handle various situations in the workplace to ensure it is harassment free!

NYS GIS ClearinghouseNY CE: 1.5 LS/PEFrancis Winters10:30am – 12:00pmIn New York State we are fortunate to have a large and growing set of GIS resources available publicly. The NYS ITS GIS Program Office hosts the States framework data program, the GIS Coordination Program, and a GIS web services platform. This training will expose participants to framework data resources including orthoimagery, elevation, addresses, streets, municipal boundaries, and property parcels. All of these data collections require partnerships,

TECHNICIAN'S TRACKsome with local governments, and others with private companies. This program will describe the GIS Program Office’s partnership strategies and vision. Finally, participants will gain an understanding of the benefits of connecting to GIS web services which remove the burdens of downloading and handling large GIS data sets while making use of their content. The GIS Clearinghouse (gis.ny.gov) is the gateway to these programs, as well as data resources provided by many other agencies.

Counting Down to 2022 – Are you Ready for the New Datums?NY CE: 4.0 LS/PEDaniel J. Martin1:30pm – 6:00pmIn 2022, NGS will be replacing the US horizontal and vertical datums (NAD 83 and NAVD 88). In this workshop we will review the need and process for these changes, and the progress made over the last year. We will begin with a brief discussion of the history of the North American Datum of 1983 and the North American Vertical Datum of 1988, their relationships to other reference frames, and the reasons for their ongoing evolution. We will then discuss what activities are being undertaken to ensure a smooth transition to include new State Plane Coordinates, GPS on BM for Geoid18 and the new vertical transformation tool, NGS Conversion and Transformation tool (NCAT), and a new data delivery system.

Record Research: Paper versus Ground TruthNY CE: 4.0 LS/PEWendy Lathrop, PLS, CFM1:30pm – 6:00pmWhat does the record say as compared to what is actually on the ground? Title searchers and surveyors both have an interest in public records relating to particular properties. However, the same documents may have different significance to each of these professionals. The most current recorded document does not always accurately describe the property on the ground. But sometimes the written record can reveal clues about additional evidence that we should be seeking out. Using real-life examples, we will explore difficulties with chains of title, what physical and record tells

us about the history and location of a property and its markers, and how to better preserve the evidence in our own written descriptions.

Applied Mathematics for Land SurveyorsNY CE: 4.0 LS/PEScott R. Reeser, PLS1:30pm – 6:00pmThis session is intended to provide the attendees with the opportunity to refresh and expand their survey math skills thru the review and completion of real-world survey applications. While attendees are expected to have a working knowledge of basic survey math functions, a brief review will be provided, including the following: basic geometry, trigonometry, coordinate geometry, bearings and azimuths

and curve functions. The attendees will be provided with real-world survey problems which will need to be solved with a basic calculator, pencil and paper. Each attendee must bring a calculator capable of solving basic trigonometric functions (sine, cosine & tangent). The attendees should be familiar with their own calculators prior to the session. Pre-programmed calculators and/or those with coordinate geometry programs are discouraged. This is a hands-on session where the attendees will spend the majority of the course working through real-world survey problems without the aid of a computer.


What is the Technician’s Track?An education track specifically designed to address the needs of pre-licensed surveying employees. It is designed for party chiefs, field crew, rod persons, students and other surveying staff specialists who demonstrate the following:• commitment to the land surveying profession;• willing to go “above and beyond” in their current position;• have one to five years of experience in surveying techniques or currently enrolled

in a college level surveying program;• willing to be change agents and risk takers in their company; and,• open to examining their current thinking and the status quo.

This specialized series of classes creates a learning experience where participants explore key concepts and gain greater self-awareness of their own professional advancement strategies.

Working with other future leaders, attendees build a strong community of fellow peers, explore new roles for survey leaders, identify ways to better manage work responsibilities, and enhance their commitment and motivation as a surveying professional.

Is there a registration fee?Discounted registration is offered for the Technician’s sessions. You can attend the specialized Technician education track Wednesday through Friday. You may also visit the exhibition hall, featuring the largest gathering of surveying suppliers and manufacturers in the Northeast.

Who should attend?Surveying field crew staff and those striving to obtain experience necessary to obtain a license. College and University students are encouraged to attend as these programs will provide a new perspective on the experience needed to become a licensed land surveyor.

Student Networking Learning Exchange RoomNY CE: n/a2:00pm – 2:45pmAs part of student networking day, join us in our “learning exchange room” to further the networking experience between students and licensed professionals. This room will be reserved for professionals and students to relax over a cup of coffee, discuss their experiences in an informal setting and address questions the students may have regarding entering the workforce as a surveying professional. Or participants can use this time period to stroll the exhibit hall (licensees: this is a great way to acquaint students with your technical contacts at our tradeshow). Adirondack Park Wetlands and Current RegulationsNY CE: 1.5 LS/PEChristopher E. Cooper, Esq.2:00pm – 3:30pmThe Adirondack Park Agency has jurisdiction over projects involving wetlands within the Park. Projects in or near wetlands may require a permit or variance from the Adirondack Park Agency (APA). Surveyors may be called on to identify boundaries of a subdivision involving wetlands or specific features of a proposed development and alternatives in relation to wetlands to support review of a permit or variance request. Agency Staff will provide background on APA wetlands jurisdiction and more detailed information on wetlands regulations, delineations, and impacts on potential subdivisions and development.

Education SummitNY CE: n/a3:00pm – 4:00pmA round table education summit meeting with New York State Licensed Professional Land Surveyors, College Professors from ABET accredited colleges, students and our invited guest dignitaries from bordering states, Vermont, New Jersey, Pennsylvania, Connecticut, Rhode Island, NSPS Officers and international representatives from Canada. Discussions focus on how we as Professionals can better educate our licensed members and the students (future surveyors). The visiting

dignitaries provide us with what their states have implemented successfully to address the needs of licensed land surveyors with technical and/or regulatory issues and college programs. The college professors provide course offering and information gained from the students who have completed their internships and how licensed land surveyors could help improve the student experience. Licensed Surveyors share their unique experiences on boundary issues and working relations with the public and regulatory agencies in the everyday world. Therefore, discussion will include current legislative and regulatory issues affecting the profession. Attending students will give us an insight into the future from angles yet to be observed. We will also explore what courses need to be offered to students to become licensed professional land surveyors and what technical programming is needed for current licensees.

Ethics for the Professional SurveyorNY CE: 1.5 LS/PEJoseph V.R. Paiva, PhD, PS, PE4:00pm – 5:30pmEthics for many surveyors, whether when preparing for the land surveying exam, or discussing with other surveyors, falls in the category of “least favorite.” In this course, we will discuss how the land surveyor can potentially open him or herself up to complaints and legal actions if they ignore thoughtful consideration of the impact of decisions that fall in the areas of morality, ethics and professional responsibility. We will discuss some of the subtle differences between these terms. We will also discuss how the surveyor may teach some of the key ethical concepts to team members. This will be done through discussion of real and “near-real” case studies.

Real World Perspectives Panel: Starting Your Professional CareerNY CE: n/aModerator: Richard C. Brooks, PLS4:30pm – 5:30pmSession includes a panel discussion focusing on the different types of Land Surveying firms available, ranging from the sole proprietor to the huge multi-disciplined professional service firms. The panelists will discuss what you can expect from each type of firm and the different career paths and opportunities they can provide. Students and mentors are encouraged to attend this session together.

Least SquaresNY CE: 4.0 LS/PEJoseph V.R. Paiva, PhD, PS, PE8:00am – 12:30pmLeast squares is a tool that surveyors think is similar to other traverse adjustment tools such as the compass or Bowditch Rule. While this is true, the use of least squares is much more. There is a tendency among surveyors, with improvements in specification of total stations and GNSS, to think that analysis of raw data and adjustments to apply account for random error are unnecessary. This couldn’t be farther from the truth. With these new “black box” technologies, it is steadily becoming harder to state with confidence that the measurements are correct, as surveyors have lost touch with the technology. When used properly and with understanding, least squares can be used to detect errors and blunders, and improve the quality of positions. Achievement of objectives or specifications such as accuracy stipulated by ALTA can be designed before the survey, and afterwards, used to analyze the raw data to ensure that the objective has been met. A variety of example applications will be discussed with case studies to show how it can be an extremely useful tool.

FEMA Elevation Certificates/ LOMA/InsuranceNY CE: 4.0 LS/PEE. Tyler Ardron, CFM8:00am – 12:30pmThis FEMA and National Flood Insurance Program (NFIP) class will provide up-to-date information on the outcome of the NFIP reauthorization and the proposed bills to extend and modify the insurance program. We will review how these changes will affect the Elevation Certificate services you provide and what information you need to know to educate your clients. Private Flood Insurance is a growing market segment and we will review the differences these policies have as compared to the NFIP program. We will provide an in depth look into how the Elevation Certificate is utilized by the insurance industry to rate a property’s flood risk for NFIP Flood Insurance, in addition we will explain how a local municipality uses the form to enforce their Floodplain Management Ordinance. The NEW Elevation Certificate has some changes that will make documenting flood vents easier and we will have a full review of those changes. At the end of this upbeat class, participants will be better equipped to complete the Elevation Certificate correctly and more accurately.

Dendrology for the Land SurveyorNY CE: 4.0 LS/PEGregory M. Vaverchak8:00am – 12:30pmDendrology is the study of trees and woody plants. This course is directed toward the skill of identifying different tree species that the New York State Land Surveyor would come into contact within the course of preparing a survey. Whether locating a specific tree or stump referred to in an old boundary description or identifying a tree at a boundary corner for a new description, tree identification is an important skill for the professional surveyor. Can’t tell the difference between a red and white oak, a red or sugar maple or a white and black walnut? This is the course for you. Taxonomy will also be discussed. Knowing the Latin/Greek names of various common tree species is helpful information to pass on to Architects, particularly Landscape Architects for both new and existing development. At the end of the course, participants can test their new found knowledge with a self-grading test of various examples of leaves, twigs and bark.

Mock Trial: Harper v. Sunshower ResortNY CE: 6.0 LS/PEGary R. Kent, PS8:00am – 3:30pmThe Harpers had Peyton Mann perform a survey to prepare for construction of a new house on their lakefront property. Sunshower Resort – owners of the property north of the Harpers – took exception to Mann’s opinion and hired their own surveyor, Tommy Bradley, who disagreed with the Mann survey. Litigation ensued and although the surveyors met in order to attempt to resolve their differences, title problems, a lack of documentation of original surveys, and numerous historically conflicting surveys prevented a clear resolution to the conflict. Two actual attorneys and a judge will participate with the audience sitting in as jury as the plaintiff and defendant, the two surveyors, and a title expert. We will explore the chains of title, conflicting lines of possession, the related boundary law principles and differing claims of title. As an integral part of the trial, questions will be taken from the audience. In addition, the judge will discuss the process and procedures in such a case and the attorneys will offer guidance and suggestions to those who would testify as expert witnesses.

Using Modern Survey Packages, Workflows and Applications with Civil 3DNY CE: 4.0 LS/PEJohn Cooke1:30pm – 6:00pmAutodesk Civil 3D® is a very powerful and popular solution applicable in many Civil Engineering and Survey firms. Despite its power, Civil 3D’s core survey functionality has not kept pace with developments by other vendors, including Leica, Trimble, Carlson and others. This class, drawn on real-world experience in a medium-size survey and engineering firm, focuses on two major areas: First, the class identifies core functionality within Civil 3D essential and common to survey and engineering applications, and looks at configuring that environment to work optimally. Kent, PS8:00am – 12:30pmThe importance of communicating with clients, title companies and attorneys about the results of a survey is an important, but typically overlooked part of completing a survey. Even though a surveyor may spend an inordinate amount of time searching for, sorting through, and weighing evidence related to determining a boundary, the final plat typically reflects little if any of that effort. Surveyors need to do a better job of communicating what has been done, and why, and perhaps most importantly, what the results of the survey mean (and do not mean). This program will present the concept of a Surveyor’s Report and discuss what information is relevant and desirable to include in such a report – and why. A number of laws, standards and articles dealing with Surveyor’s Reports will be reviewed so the audience can benefit from the ideas of others. Surveys will be used to generate an interactive dialogue with the audience on who will benefit from a surveyor’s report, what information it should and could include, and how it should be organized to best meet those objectives. The audience will then participate in writing several Surveyor’s Reports based on scenarios provided to the audience. A well-written, readily-understood Surveyor’s Report can be a vehicle to communicate meaningful information to the client and to other surveyors.

Mr. Aaberg has been in the Land Surveying/Civil Engineering business his entire career which began in 1977. E. Tyler Ardron, CFME. Tyler Ardron is a Certified Floodplain Manager and a Licensed Insurance Broker. As the Vice President of Risk Reduction Plus Group he leads a team of Flood Insurance experts that focus on reducing flood insurance costs for property owners utilizing FEMA mitigation techniques and proper rating strategies. Over the past 5 years, Tyler has worked closely with communities in and out of the Community Rating System program to educate residents on flood insurance. In addition, he helps communities with cleaning up non-compliance issues that lead to insurance increases by deploying the Flood Risk Evaluator process which he helped develop as a tool for not only industry professionals, but also homeowners. Tyler enjoys traveling the country and educating professionals on the use of the Elevation Certificate as it pertains to flood insurance and how the data translates into a premium for a property owner. In his free time, he enjoys golfing, watching local sports teams, and spending time with his fiancé, 7-year old son and German Sheppard.

Laura E. Ayers, EsqNew York Attorney Laura E. Ayers focuses her law practice on real property. Actively at the helm of her own law firm since 2010, Laura has over fifteen years of experience dealing with the special issues that arise in complex real property disputes and is often retained as special counsel or as an expert witness. Bill has made over 2,000 presentations on engineering and

surveying projects to local and state agencies. Prior to his retirement, he was the owner and Director of Engineering for Beardslee Engineering Associates in Sparta, NJ. Bill holds a Bachelor of Science in Civil Engineering from New Jersey Institute of Technology and a Master of Arts Degree in Corporate & Organizational Communications from Fairleigh Dickinson University. Now retired in North Carolina, he stays active in business development for Davis-Martin-Powell in High Point, NC.

Richard C. Brooks, PLSRichard Brooks, PLS is the Vice President of Brooks and Brooks, P.C., Land Surveyors and Land Planners. Licensed as a Land Surveyor in 1984, he started his land surveying career in 1974 and is a third generation surveyor. His firm routinely represents residential and commercial clients in front of municipal boards in a five county region in the Mid-Hudson Valley and Catskill Mountain Region. Mr. Brooks is a past president and current member of the Mid-Hudson Valley Land Surveyors Association. In addition he is a current member of: NYSAPLS, VSLS, NSPS, NYS GIS Association and the Surveyors Historical Society. Mr. Brooks is also an adjunct profession at SUNY Ulster College, teaching Legal Aspects of Land Surveying and Land Use Management.

Thomas E. Cerchiara, Jr., PLSTom is a professional land surveyor with nineteen years of boundary and engineering experience. He is a self-admitted technology addict who loves to dig into solving complex problems. Hobbies include analyzing data, thinking creatively, and taking calculated actions to play pranks on his kids. Professionally, Tom is the founder of TEC a surveying and geospatial firm focusing on energy, infrastructure, and development projects. Outside of TEC, Tom is an avid mountain biker and backpacker who enjoys good beer and good humor.

John CookeJohn Cooke has been continuously affiliated with Autodesk Civil/Survey applications since 1989 and has an extensive background in the development, implementation and training of Autodesk AEC Civil Engineering, Surveying, GIS and BIM solutions. He has provided training to thousands of individuals nationwide, assisted numerous clients in implementing Civil software, CAD standards and practices, and provided project consulting to many clients in unusual or challenging project applications. His experience level covers a spectrum from wide-area network-based systems for large international clients to individual data collection and mapping stations for survey sole practitioners. Operating CivilTraining, LLC, Mr. Cooke continues to provide training and consulting services to national clienteles and participates in development efforts for engineering and survey automation within Wetland Studies and Solutions, Inc. and the Davey Resource Group, including the creation of custom software for stream restoration based on AutoCAD Civil 3D.

Christopher E. Cooper, Esq.Christopher E. Cooper, Esq. started as Adirondack Park Agency Counsel in March 2019. He is responsible for helping to implement and ensure compliance with the New York State Adirondack Park Agency Act, the Freshwater Wetlands Act, and the Wild, Scenic, and Recreational Rivers System Act. He also advises on complex legal interactions between Town Law, local zoning codes, and Agency requirements. He advises the Agency Board and Executive Staff on all legal matters related to the Agency. Prior to joining the Agency, Mr. Cooper served as a Town Attorney and ran a private practice in the Park. Mr. Cooper received his B.S. in Marine Engineering Systems from the U.S. Merchant Marine Academy and his J.D. from New York School of Law.

Theodore W. Firetog, Esq.Mr. Firetog is an Environmental Attorney with his own law practice in Farmingdale, NY. His 35 years of environmental law expertise has been built on the practical experience that he received as a Staff Attorney with the Environmental Law Institute, an Attorney-Advisor with the United States Environmental Protection Agency in Washington, D.C. and as environmental counsel with the former NYC law firm of Shea & Gould. Mr. Firetog’s clients include real estate developers, pharmaceutical and manufacturing companies, commercial real estate owners, and property management companies. He has authored various articles on environmental law and has served as a faculty member and speaker for numerous environmental law symposiums and conferences. Mr. Firetog is a member of the New York State Bar Association, Environmental Law Section and the American Bar Association, Section of Natural Resources Law. Mr. Firetog is also an Associate Justice for the Incorporated Village of Farmingdale.

Christine Gayron, PLSChristine Gayron is President of Gayron de Bruin Land Surveying and Engineering. Christine began her career in the civil engineering industry in 2000 after completing a Bachelor’s Degree in Geology at City University of New York – Queens College. She started as a technician and design engineer working on utility design projects for public and private clients. Christine became a project manager in 2002, and gained extensive experience performing high accuracy surveying and mapping. Christine became a Licensed Land Surveyor in 2010, and partnered with Greg de Bruin to form Gayron de Bruin (GdB). She has presented PDH technical lectures on general surveying and LiDAR, and she is a faculty member for GeoLearn, an online PDH learning center. Christine has been recognized in xyHt Magazine as one of the “40 under 40” noteworthy geospatial professionals worldwide. Christine is a member of NYSAPLS and also serves as the NYS delegate to the Young Professionals Network of NSPS. Gary R. Kent, PSGary Kent is in his 36th year with The Schneider Corporation, a surveying, GIS and consulting engineering firm based in Indianapolis, and with offices in North Carolina, Florida, Texas and Iowa. He has been chairman of both the ALTA and NSPS committees on the ALTA/ACSM (now NSPS) Standards since 1995. Gary is a past-president of both the American Congress on Surveying and Mapping and the Indiana Society of Professional Land Surveyors. From 1999-2006 he taught boundary law, legal descriptions, property surveying and land survey systems for Purdue University in Indianapolis. He has served on the Indiana State Board of Registration for Professional Surveyors since 2004 and is frequently called as an expert witness in cases involving boundaries, title, easements and land surveying practice. Gary regularly presents programs across the country on surveying and title topics, and he also writes a column for The American Surveyor magazine.

Wendy Lathrop, PLS, CFMWendy Lathrop, president and owner of Cadastral Consulting, LLC, is a licensed Professional Land Surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, a Professional Planner in New Jersey, and a Certified Floodplain Manager through the Association of State Floodplain Managers. She

has served on both the first and second Technical Mapping Advisory Councils to FEMA, and on a panel studying flood hazard mapping accuracy for the national Academies of Science, resulting in the 2009 report “Mapping the Zone: Improving Flood Map Accuracy”. Wendy has been involved since 1974 in surveying projects ranging from construction to boundary to environmental land use dispute. She has taught seminars nationwide since 1986 and has been a regular columnist in national magazines since 1983, currently for The American Surveyor. She is a contributing author to the American Bar Association’s “Land Surveys: A Guide for Lawyers and Other Professionals,” and co-author of “Professional Surveyors and Real Property Descriptions: Composition, Construction, and comprehension.” She is also on faculty of GeoLearn, a web-based educational provider.

Daniel J. MartinDan Martin works for the National Geodetic Survey as the Northeast Regional Geodetic Advisor. As the Regional Advisor, he instructs local surveyors, state and municipal agencies, and the geospatial community at large, on how to use and preserve the National Spatial Reference System, and provides a liaison between the National Geodetic Survey and the States of ME, NH, VT, MA, CT, RI, NY and NJ, as well as other federal agencies. He worked in the Route Survey and Geodetic Survey sections of the Vermont Agency of Transportation from 1988 through 2003, and held the position of Geodetic Program Supervisor for the Agency from 1999 through 2003. In 2003, Dan began his career with the National Geodetic Survey as the Vermont Geodetic Advisor. Dan is Past President and Fellow Member of the American Association for Geodetic Surveying (AAGS), he is also a member of the Vermont Society of Land Surveyors and the New Hampshire Land Surveyors Association.

Dr. Paiva also continues to serve as a consultant in the field of geomatics and general business, particularly to international developers, manufacturers and distributors of instrumentation and other geomatics tools. His special areas of interest include interface development and design for software and hardware, errors analysis and survey instrumentation of all types. Even though Joe has civil engineering degrees, he became licensed first as a professional surveyor and soon after as a professional engineer. Joe is a proud member of the Surveying and Geomatics Educators Society (SaGES), where he just finished a two-year term as President, and he will continue for another two years serving as Past President.

Scott R. Reeser, PLSScott R. Reeser, has over 30 years of experience in surveying and design. Mr. Reeser is a graduate of the Penn State University Surveying Program, holding an Associate’s Degree in Surveying Technology. He has been a licensed Professional Land Surveyor in PA since 2008, and also holds surveying licenses in NY, WV, and CO. He is a Past-President of the of the Pennsylvania Society of Professional Land Surveyors, where he serves on the Executive Committee and Education Committee. Throughout his career he has worked for various engineering, surveying and civil consulting firms. His diversified experience has allowed him to work on projects that serve different market sectors including the general public, state and local government, private developers, public utilities and private utilities. Gregory M. VaverchakGreg Vaverchak is an International Society of Arboriculture, Board Certified Master Arborist. He is also an assistant professor at the SUNY ESF Ranger School in the Department of Forest and Natural Resources Management. Greg has been practicing arboriculture for 16 years.

Francis WintersFrank Winters is a New York State Geographic Information Officer (GIO), a position in the Office of Information Technology Services. In this role, he is responsible for Statewide GIS coordination, policy, and framework data programs. Frank also serves as the Executive Director of the New York State Geospatial Advisory Committee. In his past role as GIS Director for the New York State Department of Transportation, Frank served as a member of the AASHTO GIS for Transportation Task Force. Last year, Frank was appointed to the Board of Directors for the National State Geographic Information Council. Frank has a Master of Science in Geography from the University of Idaho and has been involved with GIS in New York State Government for 28 years. In his free time, Frank is the president of a not-for-profit ski corporation and is a level 3 mountain bike coach with the Nation Interscholastic Cycling Association.

Pillars of Excellence Awards

The annual conference gives us the unique opportunity to honor dedicated surveying professionals who have made a difference in the surveying community. Nominate someone today for one of the following distinguished awards:

1. NYSAPLS Meritorious Service Award: Goal: NYSAPLS highest service award, established in 1989, given to NYSAPLS member who, over an extended period of time, has given exemplary service and dedication to the surveying profession and in particular NYSAPLS.

The nominee shall generally: ■ Have exhibited outstanding service to NYSAPLS through

active participation on committees and/or board of directors over an extended period of time.

■ Have played an active role in his/her local regional affiliate over an extended period of time and must document such volunteer involvement in their letter of nomination.

■ Have demonstrated service given to the surveying profession and/or the public that stands as a model of professionalism, dedication and commitment of moral conduct by a professional land surveyor.

■ Have demonstrated willingness to serve NYSAPLS in a leadership position.

2. Surveyor of the Year Award:Goal: The NYSAPLS Surveyor of the Year award was created in 2007. It recognizes one professional land surveyor who has best supported and promoted the land surveying profession.

■ Must be a licensed land surveyor. ■ Service given to the surveying profession and/or the public

that stands as a model of professionalism, dedication and commitment of moral conduct by a professional land surveyor.

■ Demonstrated ability to enhance the land surveying profession by mentoring new surveyors, working with those in the profession who are pursuing a land surveying career, and/or emphasizing continuing education to upgrade the profession.

■ Major involvement in the completion of a short term project or task that resulted in a positive asset to the association and/or profession, or to the public perception thereof.

■ The committee has the right to review candidate’s records of current or pending disciplinary actions.

3. NYSAPLS Associate of the Year Award:Goal: NYSAPLS created this award to recognize and honor an associate member who has made significant contributions to the profession, their employer and/or the public. The NYSAPLS Associate of the Year award is given to an outstanding leader who demonstrates a deep commitment to professionalism and career advancement in the field of land surveying.

■ Nominee must be an active Associate or Student member of NYSAPLS and be nominated by a NYSAPLS member or committee.

■ The award is open to NYSAPLS student members currently enrolled in a land surveying curriculum, employed field crew, surveying office staff and employees of an educational institution.

4. Lifetime Achievement Award:Goal: Awarded to an individual whose achievements in his or her career contributed to the advancement and recognition of the land surveying profession.

■ Candidates are not required to hold an active registration, but must be licensed.

■ Must be a current NYSAPLS member, or have been a member for at least 10 consecutive years.

■ Demonstrated service given to the surveying profession and/or the public that stands as a model of professionalism, dedication and commitment of moral conduct by a professional land surveyor.

Information regarding booth set-up, drayage, etc. will be provided once exhibit space is secured. 3. USE OF SPACE - Exhibitors are not permitted to sublet or divide space or display any items of any non-exhibitor without written approval from the Committee in advance. Distributing of advertising is limited to each booth. The back of the booth must not exceed eight feet (8’) in height and not exceed four feet (4’) in height on either side. Exhibits 8’ high may not extend more than 3’ from the booth backwall nor should they be more than 4’ high in space from the backwall to the front of the booth. If in doubt, consult the Committee. 4. ELECTRICAL USE - Exhibitors shall make arrangements with Nationwide for their electrical requirements. Ordering information will be forwarded approximately 6 weeks prior to the conference. 5. INSTALLATION OF EXHIBITS - The exhibit area at the meeting facility will be ready for occupancy from 3:00pm – 7:00pm on January 21 and 7:00am – 10:00am on January 22. Exhibitors are required to have booth setup completed by 10:00am on January 22. 6. REMOVAL OF EXHIBITS - No exhibit may be taken down during the show hours of the convention. Exhibitors are responsible for re-packing and shipping of their own exhibits.

7. LIMITATION OF LIABILITY - It is mutually agreed that NYSAPLS, Turning Stone Resort and Casino shall not be liable to an exhibitor for any damage to infer the loss or destruction of an exhibit or the property of an exhibitor or injuries to his/her person or persons from any cause, all claims for any such loss, damage or injury, being waived expressly by exhibitor. It is expressly agreed that exhibitor will be liable for any and all injuries to any person or property which may occur as a result of any act or omission by the exhibitor or any one acting in behalf such area in a clean and orderly fashion. Any and all insurance for any such injuries must be purchased by exhibitor. 8. EXHIBITOR HOLD HARMLESS - Exhibitor hereby expressly agrees that it will defend indemnify and hold harmless NYSAPLS for any and all liability NYSAPLS may incur as a result of exhibitor’s negligence or failure to conform to the terms of this contract. 9. GENERAL POLICY - As a matter of general policy, NYSAPLS reserves the right to restrict exhibits which, because of noise, method of oper-ation, materials, or any other reason become objectionable, and allow prohibiting or evicting any exhibit which in the Association’s opinion may de-tract from the general character of any exhibit as a whole. This policy includes persons, things, conduct, printed matter, or anything of a character which is determined to be objectionable to the exhibit. In the event of such restriction or eviction, NYSAPLS is NOT LIABLE for any refunds or rentals or other exhibit expense, for a liability loss of prestige to the company, business volume loss, expense of personnel to the conference, etc. 10. FIRE REGULATIONS - All materials used in the exhibit hall must be flame proof and conform to all Fire Department Regulations. 11. ACCEPTANCE - Upon acceptance of the application/contract by NYSAPLS, it shall be a legally binding contract between the exhibitor and NYSAPLS. 12. CANCELLATION OF EXHIBIT SPACE - Should exhibitor desire to cancel this contract, written notice shall be provided to NYSAPLS. In the event that notice of cancellation is received after December 1, 2019, exhibitor agrees to pay the full amount of exhibit fee, plus any additional expenses incurred by NYSAPLS; payment by exhibitor of said amounts shall relieve exhibitor of any further obligations under this agreement. Should NYSAPLS desire to cancel this contractor be unable to provide exhibit space or perform this contract for any reason, written notice shall be provided to exhibitor. In the event of such cancellation, NYSAPLS agrees to refund exhibitor only the amounts paid by exhibitor to NYSAPLS for the exhibit fee. Payment by NYSAPLS of said amounts shall relieve NYSAPLS of any further obligation under this agreement. Exhibitor hereby agrees that any amounts expended by exhibitor in reliance, advancement or execution of this contract, other than the exhibit fees noted in this paragraph, are solely the responsibility and obligation of exhibitor and in no instance shall NYSAPLS by responsible for any loss incurred by exhibitor resulting from cancellation of this contract. Exhibitor

agrees that failure to adhere to the stipulations stated herein on the decorum of a business exposition could result in the closing of an exhibit and cancellation of this contract by NYSAPLS with no refund of any amount to exhibitor. 13. SPONSORSHIP - As a sponsor, your company name and information will be listed on all NYSAPLS marketing brochures and the official NYSAPLS conference journal. In order to guarantee a listing in the journal, contracts must be received by November 27, 2019. 14. NYSAPLS Conference Cancellation PolicyWe now offer cancellation insurance through Allianz Global Assistance, a third party provider. The insurance is ONLY available by registering for this event on our website with a credit card payment. Register online at www.nysapls.org for more details. By submitting a paper registration form, you do not have an option to obtain cancellation insurance and will not receive a refund if you cancel less than 30 days prior to the event.

Payment must be made in full upon registration. Purchase orders not accepted. Cancellations submitted in writing 30 days or more prior to the event, will be granted a 100% refund, less a 10% processing fee. After the 30 day window, I understand that my event ticket purchase is intended to hold my reservation. Therefore, 0-29 days prior to the event, registration fees are non-refundable unless I obtain the cancellation insurance provided by Allianz Global Assistance, a third party provider, during checkout. Registration Information For those traveling to the conference and not staying at the hotel, single day and half-day registration rates are available. Please see page 23 for a complete description of fees and package plans. To ensure a quality educational experience is enjoyed by all participants, all sessions are subject to a maximum number of attendees. You must pre-register for courses you plan to attend during the conference when sending in your registration form and payment. Registrations will not be complete without program selections for each day of attendance. Changes may be made at the registration desk only and subject to space availability. Only one (1) course selection may be made for each time slot.

Onsite registrations are welcome on the first day of the conference, but are subject to course availability and offered on a first-come, first-served basis. Advance registration is strongly recommended. Pre-registrations will not be accepted at the NYSAPLS Headquarters office after January 6, 2020.

Only one (1) registration type permitted per attendee. Attendance requiring more than 1 day of educational sessions shall require a minimum of a 3-day registration.

Student RegistrationsNYSAPLS will provide a complimentary registration to any student member (student membership $10 application available on web at www.nysapls.org) currently enrolled in a surveying study program from a recognized New York State college. Student members who receive the complimentary registration understand that they will be available to participate at the conference under the direction of the conference committee. Any college student who is not currently enrolled in a NYS college surveying program, or wishes not to participate as a volunteer as directed by the conference committee must submit a $50 registration fee. All student registrations will include admittance to educational sessions, handouts, exhibits, breakfast and breaks.

“A Career in Surveying” Networking Day for StudentsPlease indicate your interest on the registration form found on page 23 if you wish to participate. Event details can be found on page 14 or by calling NYSAPLS headquarters at 518-432-4046.

Attendee GiveawayOne item will be given to each monumental registration, 3-day education pass, 1-day education pass, half-day education pass and technician pass registration on a first-come, first-served basis. The Turning Stone Resort in Verona, NY is the overnight hotel for the NYSAPLS Annual Conference and Exhibition. Attendees are offered a special discounted rates starting at $126 for standard hotel rooms and $199 for Lodge suites, plus applicable taxes.

Reservations must be made directly with the hotel by calling 1-800-771-7711. Be sure to identify yourself as part of the “NYS Association of Professional Land Surveyors room block”.

Rooms are available on a first-come, first-served basis. It is recommended that you make your hotel reservations as soon as possible. Reservations must be made by December 27, 2019 to guarantee the discount.

Hotel check in time is 3:00pm and check-out time is 11:00am. All individual reservations will require a one night’s room deposit and valid credit card to guarantee the reservation. Individuals may cancel their room reservations up to 48 hours prior to arrival. Cancellations made after this time will result in a forfeiture of the deposit.
