Message On behalf of the Provincial Government of Albay,

I would like to laud the efforts of the Department of Science and Technology V and all other stakeholders as you conduct the Document Presentation of Bicol Regional R&D Agenda and the celebration of the Regional Science and Technology Week.

As chairman of the Bicol Regional Development Council, one of my priorities is to ensure that we achieve maximum economic and social benefits for the Bicolanos. All your sincere efforts to implement programs and projects on the delivery of Science and Technology services as well as promotion and information dissemination will help in achieving this goal. With available technology today, it is essential that we optimize the integration of such innovations in our region.

Together with other agencies, Local Government Units, private institutions and organizations, we can continue to unify our resources and work towards a common goal which it to create an all-inclusive growth in the Bicol Region.

Message Informed decisions and evidence-based policies are

crucial in attaining the desired growth and development for any

region. As such, to formulate a research agenda that caters to

the potentials and development priorities of the region has to

be in place. The Research and Development Agenda for 2018

– 2022 is thus intended to set the direction for and the

investments in the researches to be undertaken by the

academe or research communities. The recently completed R&D Agenda, along with the

Harmonized National R&D Agenda of the Department of Science and Technology, will serve as the guiding framework in the conduct of researches supportive of the priorities identified in the Bicol Regional Development Plan (2017-2022). This is likewise aligned with the direction towards attaining the

Filipinos aspirations expressed in the long-term vision dubbed as Ambisyon Natin 2040: matatag, maginhawa at panatag na buhay para sa lahat.

The R&D Agenda contains research priorities on agriculture, aquatic and natural resources,

health, industry, energy and emerging technology, and basic research which will help achieve the strategy on enhancing capacity for technology generation, acquisition and adoption of the Bicol Regional Development Plan. The latter aims to lay down the foundation to attain inclusive growth, a high-trust and resilient society and a globally competitive knowledge economy.

Crafting the Agenda was a task shared by the many stakeholders both from the government agencies, the academe, the local government units, and the private sector. It is a product that resulted from successive consultations and workshops until a refined R&D Agenda is achieved. This was made possible under the able leadership of Regional Director Tomas Brinas of the Department of Science and Technology and his indefatigable team of technical staffs. The Directors and members of the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD), Bicol Consortium for Health Research and Development (BCHRD), Bicol Consortium for Industry, Energy and Emerging Technology Research and Development (BCIEERD), and the Commission on Higher Education all had their significant share in this achievement.

In my capacity as Vice-Chairperson of the Regional Development Council and as active member of the Regional Research and Development Committee, I continue to challenge all stakeholders to pursue what have been laid down in the Research and Development Agenda 2018-2022 as this is our way to contribute towards realizing the dreams of the Bicolanos we serve.

Message Innovation is fueled by research and development in

attaining sustainable economic growth. Rather than relying solely on previous discoveries, investment in R&D will generate novel breakthroughs that will serve as catalysts for progress.

The scientific community’s undertakings in promoting Innovation for collective prosperity and inclusive development complements the current administration's emphasis on providing a comfortable and secure life for the Filipinos. This is why the Department of Science and Technology (DOST) created the Harmonized National R&D Agenda (HNRDA) to serve as a guide in unifying all the R&D endeavours and initiatives in the country.

In the Bicol Region, the crafting of the Regional R&D Agenda is one of the strategies in pursuance of the goals and objectives under Chapter 14 of the Philippine Development Plan and the Bicol Regional Development Plan 2017-2022 to help attain the sector outcome of enhancing the capacity for technology generation, acquisition and adoption. It is anchored with the HNRDA of DOST, 10-Point Socioeconomic Agenda of President Rodrigo Duterte's administration and in line with the Philippine Development Plan and "AmBisyon Nation 2040".

The RDCom is proud to present the Regional R&D Agenda for 2018-2022 which will serve as the guiding framework in the conduct of researches by different R&D institutions, bridging the gaps and challenges of progress to ensure quality researches and projects to accelerate the region’s socio-economic development. The Regional R&D Agenda will be a continuing work in process to cover new innovations and reinforce the goals and objectives set by the RDCom member-institutions and stakeholders.

The R&D Agenda and its components is an integration of the existing agenda of government agencies conducting R&D, as well as inputs from various sectors and stakeholders. It is a product of collaborative effort of the three (3) consortia: Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development, Bicol Consortium for Health Research and Development, Bicol Consortium for Industry, Energy and Emerging Technology Research and Development and Commission on Higher Education and series of consultations from various stakeholders. We enjoin the continued support of our key partners and stakeholders in this undertaking. In behalf of the RDCom, I commend all those who contributed in crafting the region’s research agenda.

Regional Research and Development Agenda 2018-2022

Introduction

The Regional Research and Development Committee (RDCom), a special committee of the Regional Development Council (RDC) in consultation with national government agencies, consortia, local government units the academe, industry and other concerned stakeholders formulated the regional R&D Agenda 2018-2022 to ensure that results of the S&T activities are geared towards accelerated regional socio-economic development.

The regional R&D Agenda is aligned with Ambisyon Natin 2040: matatag, maginhawa, at panatag na buhay para sa lahat. Supported by the three (3) pillars: Malasakit (enhancing the social fabric), Pagbabago (reducing inequality) and Kaunlaran (increasing potential growth) which are braced by inclusive growth, high-trust and resilient society and globally competitive knowledge economy. It is also aligned with the Harmonized National R&D Agenda of DOST, R&D priorities of DA and other relevant institutions.

A Stakeholders’ Consultative Meeting was conducted last 11 May 2018 in cooperation with the Bicol Consortium for Agriculture, Aquatic and Natural Resources (BCAARRD), Bicol Consortium for Health Research and Development (BCHRD), and Bicol Consortium for Industry, Energy and Emerging Technology (BCIEERD) and Commission on Higher Education in pursuit of crafting the draft R&D Agenda.

Prior to this activity, the three (3) consortia and CHED V have already existing research agenda according to the region’s priority. Through the consultative meeting conducted the different stakeholders were enjoined to help in the validation and identification of other areas of research that corresponds to the needs of the region.

On 30 May 2018 the Regional R&D Summit was conducted together with relevant stakeholders to harmonize, polish and finalize the result of the draft Regional R&D agenda, the region’s research and development agenda and priorities for 2018-2022 anchored with the Bicol Regional Development Plan. The Regional R&D Agenda serves as the guiding framework in the conduct of researches from different research agencies to bridge the gap and challenges of development thrusts to ensure quality researches and projects for an accelerated regional socio-economic development.

The Regional R&D Agenda is organized into four (4) sectors: Agriculture, Aquatic and Natural Resources; Health; Industry, Energy and Emerging Technology and Basic Research. The agenda was formulated by the Bicol Consortium for Agriculture, Aquatic and Natural Resources (BCAARRD), Bicol Consortium for Health Research and Development (BCHRD), and Bicol Consortium for Industry, Energy and Emerging Technology (BCIEERD) and Commission on Higher Education (CHED) in cooperation with stakeholders in the various sectors.

SECTION I

Agriculture, Aquatic and Natural Resources (AANR) Research and Development Agenda

2018-2022 The regional R&D Agenda in AANR 2018-2022 is an integration of the existing R&D agenda and priorities various government agencies conducting R&D in said sector including inputs from different stakeholders. The AANR agenda is a result of the multi-sectoral consultations prior to the crafting of the plan. The draft output of the consultations was presented during the R&D Summit last 30 May 2018 at RDC Hall, NEDA Region V, Arimbay, Legazpi City. The AANR sector supports the use of different technologies and continuous to develop new researches with substantial impact to the sector. Said sector supports agricultural crops, national programs on aquatic, forestry and natural resources, technology transfer, DRRM-CCA and projects under the S&T Action Frontline for Emergencies and Hazards (SAFE) Program. The AANR sector is a partner for a strong and significant part in the field of research towards countryside development. Utilization of human and physical resources to streamline the sector increases agricultural productivity, efficiency and competitiveness towards regional development.

Health Research and Development Agenda

2018-2022

The Regional Unified Health Research Agenda (RUHRA) 2018 to 2022 of Bicol was formulated through a Regional Consultation among Bicol Stakeholders with support from the Bicol Consortium for Health Research and Development (BCHRD). This RUHRA serves as the guiding document reflecting Bicol’s health research needs and priorities. It also directs the focus of national and regional funding, as well as opportunities for collaboration among local stakeholders. Prior to crafting of said agenda regional consultations were conducted in preparation for the presentation during the R&D Summit last 30 May 2018. During the stakeholders’ consultative meeting on 11 May 2018 validation of the existing health research agenda was done. This process yielded Bicol’s health research priorities, which have ten (10) priority research themes with corresponding forty-three (43) topics and three (3) subtopics. These topics and subtopics refer to the focus areas as suggested by the stakeholders. The top five highest ranked health research themes are: (1) health services, (2) disaster risk reduction and climate change adaptation, (3) policy and governance, (4) food safety and related diseases, and (5) environmental health. The broad plans for implementation of RUHRA were hinged on how it will be disseminated across the region, and how will it be monitored and evaluated for its progress and success. The plans focus on seeking support from the Regional Development Council of Bicol through the R&D Committee to formally establish the health research agenda as well as effectively disseminate to all stakeholders and institutions. Existing mechanisms from the BCHRD and key regional government agencies like Department of Science and Technology Region V, Commission on Higher Education Region V, Department of Health Regional Office V, and National Economic and Development Authority Region V, shall be utilized to reach all higher education institutions, hospitals, local government units, and the private sector.

Industry, Energy and Emerging Technology Research and Development Agenda

2018-2022

The main objective of the Bicol Consortium for Industry, Energy and Emerging Technology is to strengthen these sector through research and development support, institutional development, technology diffusion and enabling policies. The Regional R&D Agenda for the Industry, Energy and Emerging Technology Sectors for 2018-2022 was formulated through consultations with the various national government agencies, the academe, private institutions and other stakeholders. To ensure reliability, viability and updated areas for research in the region, the agenda was crafted through a consultative process aligned with the region’s development plans, the latest of which was last 11 May 2018 and 30 May 2018, respectively. This was conducted to ensure its continued relevance besides technological changes and increasing technological demands for this sector. Efforts on R&D by research institutions are directed towards improving regional productivity and development and BCIEERD continuously collaborate with its stakeholders and ensure that relevant resources within the priority thrusts in the industry and energy sectors in the region. It is also vital that the industry competitiveness focus on the micro, small and medium enterprises (MSMEs) towards economic progress in the countryside. The agenda in this sector certainly focuses on product development, post-harvest equipment and machineries, resiliency and sustainability initiatives and ICT development that will support economic activities towards regional development. Basic Research Research and Development Agenda

2018-2022

Research is a major function in higher education and the Commission on Higher Education is mandated to encourage, direct and support the higher education institutions (HEIs) in performing their research functions. Enabling the HEIs to conduct quality researches that will propel advancement in learning and regional development, the CHED Region V spearheaded the crafting of the regional R&D Agenda for Basic Research. Conduct of multi-disciplinary research in HEIs across the region ensures continual growth and development in the entire higher education sector. Along this line, CHED supports research through all discipline towards developing timely research thrusts which may have practical applications. For 2018-2022, the Basic Research Sector focuses based on identified priorities and key areas of concern of the region in line with the Philippine Development Plan (PDP). There are three (3) major areas of concern and sixteen (16) thematic areas identified during the crafting of said agenda. The Basic Research Agenda is an output of the consultation and summit conducted in May 2018.
