Fluellen Associates is a research and consulting firm whose mission is to assist organizations, institutions and governments improve public policy, public health and public safety that lead to improving the quality of people's lives. It analyzes policies, evaluates programs and informs community development to improve social and civic well-being and public safety. ADDICTION RESEARCH AND TREATMENT CORPORATION (ARTC) Brooklyn, N.Y. 2011-2012 Senior Vice President of Forensic Health Services Addiction Research and Treatment Corporation (ARTC) has been providing substance abuse treatment and related services (i.e., mental health, HIV/AIDS, primary health care) to adult men and women in disadvantage communities in New York City for the past 40 years. ARTC decided to extend its services to youth involved in the criminal justice system. In 2011, the Division of Forensic Health Services was created and Dr. Fluellen was appointed division head. The appointment came as a result of Dr. Fluellen’s successful takeover of Hope Care’s contract with the Division of Youth and Family Justice Services (DYFJS) to provide mental health services to youth confined in New York City’s detention facility. As the Senior Vice President, Dr. Fluellen oversaw the provision of mental health services to male and female youth in two New York City detention facilities (Horizon and Crossroads) and eighteen non-secure group homes. He managed a staff of sixteen mental health clinicians and, through a consultant agreement, a

mental health and addiction psychiatrist. Dr. Fluellen’s duties also included spearheading ARTC’s effort to diversify its target population and expand its catchment area outside of New York City to include people who reside in Nassau and Suffolk County and upstate New York. NATIONAL BLACK LEADERSHIP COMMISSION ON AIDS (NBLCA) New York, N.Y. 2002-2005 Vice President Community Development The National Black Leadership Commission on AIDS is a public policy agency that mobilizes community leaders to advocate for policy changes that improve public health care and prevention services in underserved, minority communities. As the VP, Dr. Fluellen spearheaded the agency's affiliate development initiative, which set as its goal establishing NBLCA affiliates in 17 cities across the United States. Between 2002 and 2005, Dr. Fluellen established six affiliate sites: two in New York State—Buffalo and Albany—and four in cities outside of New York State—Baltimore, Maryland, Cleveland, Ohio, Detroit, Michigan, and Atlanta, Georgia; Managed five professional staff and two support staff. SOURCEBOOK OF CRIMINAL JUSTICE STATISTICS 2000-2002 Hindelang Criminal Justice Research Center University at Albany Albany, New York Assistant Editor Assessed the reliability and validity of secondary sources of data from numerous sources for inclusion in the Sourcebook; Presentation of data in tables and figures, development of explanatory text, annotations and appendices; and analysis of data on computer tapes from various public opinion and victimization surveys. VERA INSTITUTE OF JUSTICE 1999-2000 New York, N.Y. Research Associate Was the principle investigator evaluating the “Jubilee Network Program.” This program, which operates in eight New York State prisons, four work release facilities and two New York City communities, uses peer-to-peer counseling in a therapeutic community setting to change prisoners’ negative behavior and strengthen their commitment to leading a crime-free life. Also responsible for writing briefing papers for state officials and other policy makers on state sentencing and correction issues as a part of Vera’s State Sentencing and Correction Program. Responsibilities also included developing a data archive of sentencing and corrections data that provides states with the capacity to conduct cross-state comparisons on sentencing and corrections data. Finally, analyzed drug treatment data to determine the length of stay and completion outcomes in drug

treatment programs of released prisoners who were mandated to attend treatment programs and prisoners who voluntarily attended treatment programs. POLICE-COMMUNITY INTERACTION PROJECT 1998-1999 School of Criminal Justice University at Albany, Albany, N.Y. Research Assistant As part of a NIJ funded project on police-neighborhood interaction, was responsible for defining the dimensions of police-neighborhood interaction that are relevant to community policing. Also responsible for developing usable measures of these interaction dimensions. The measures were being developed for use by police administrators, neighborhood organizations and researchers in the area of community policing. NATIONAL BLACK LEADERSHIP COMMISSION ON AIDS (NBLCA) New York, N.Y. 1994-1995 Vice President Community Development & Evaluation As VP of Community Development and Evaluation, replicated agency in four cities in New York State—Rochester, Syracuse, Hempstead, Newburg—and one city outside New York State—Newark, New Jersey. Mr. Fluellen was also responsible for evaluating the community organizing process; Managed seven professional staff and two support staff. Organized local leadership and AIDS service providers in each city; Coordinated technical assistance to identified leadership and local AIDS service providers in each city; Coordinated media and public relation campaigns on status of AIDS epidemic for targeted populations in each city; Supervised the gathering and analyzing of data on AIDS in each city; Conducted process evaluation of community organizing process. NATIONAL BLACK LEADERSHIP COMMISSION ON AIDS (NBLCA) New York, N.Y. 1993-1994 Director of Research and Evaluation Responsible for gathering AIDS data in New York City—the epicenter of the epidemic— and other hard hit cities in the United States. Monitored the trends of the epidemic for targeted populations—women, children, African-Americans, Latinos. Responsible for maintenance of computer system and software. Created a clearing house for AIDS data and information-- "Data on Demand" project. Analyzed AIDS data and wrote reports, fact sheets, policy papers. Provided technical assistance and made presentations to AIDS service providers. Presented AIDS up-dates to New York State Legislators.
