General problems felt

Landfill Directive and recycling
• Germany: if properly applied, costs must raise. However: waste hierarchy not compulsory
• Belgium: landfilling is prohibited• Netherlands: positive effects. In parallel
incineration of non-inert must be discouraged
• Spain: poor enforcement
