Harold W. Riley Elementary School is a K-6 school with current enrollment of approximately 150 students. The original 2804 m2 school was constructed in approximately 1972. No permanent additions or extensions have reportedly been constructed since original construction of the existingschool. The student capacity is reported to be approximately 400 students.

General Summary:

Structural Summary:The original building construction includes cast in place reinforced concrete spread footings and grade beams, load-bearingmasonry perimeter and interior walls and piers and open webbed steel joists supporting metal roof decks. The school structure is generally in good overall condition.

Envelope Summary:Exterior walls are primarily clad in masonry brick, 'big block' cement masonry unit (CMU) and exposed aggregatecementitious stucco finish near the roofline and upper portion of the Gymnasium walls. Exterior windows are original fixed and hopper-style metal and glass units with insulated glazing units (IGUs) set inaluminum frames or single pane metal and galls with Georgian wire security glass in steel frames. Some sealedwindows have integral Venetian blinds between panes. All exterior windows have painted metal security mesh on theexterior. Exterior doors are single and double painted solid core wood and insulated hollow metal. The doors are equipped withpanic hardware and automated door closers. The roof assemblies consist of two-ply modified bitumen membrane (a.k.a. SBS) roofing with granular-surfaced capsheetand flashing. Parapet flashing and roof divider / expansion joints are protected by factory-finished metal coping andflashing. Repairs to isolated damage to the exterior masonry cladding will be required over the term of this report. There are no barrier free accessible (BFA) entrances to this school. A BFA upgrade is recommended. The roof assemblies were replaced in 1997 and are in good overall condition. The building envelope is generally in acceptable overall condition.

Interior Summary:There are no barrier free access (BFA) entrances, interior paths of travel or restrooms at this school. Interior flooring systems consist primarily of seamless resilient sheet and vinyl composite tile flooring throughout theschool with wood flooring in the gymnasium and carpets in the library and music room. Interior stairs have vinyl composite flooring and non-slip nosing. Handrails are wall mounted wood. The school is an open classroom concept. There are few partitions between classrooms. Interior walls are a mixture ofpainted cement masonry unit (CMU) block and painted or vinyl-papered gypsum permanent and demountable partitions.Repairs and painting of the interior wall assemblies was last reported done in 2003/04. Interior doors are hollow and solid core wood. Fire doors were equipped with panic hardware and standard door closerswere observed open. Interior ceilings are a mixture of painted suspended gypsum and suspended acoustic tile throughout. The Gymnasiumceiling is open to the exposed roof structure. The interior fire doors were observed being held open by door stops. It is recommended to upgrade the fire doors withelectrically supervised door hold open devices that are activated by the central fire alarm system. Interior doors have knob-type handsets and should be replaced with BFA-compliant lever-type handsets.

There are no barrier free washrooms at this facility. It is recommended to provide at least one universal handicapwashroom for barrier free accessibility. The interior finishes are generally in acceptable overall condition.

Mechanical Summary:The mechanical systems throughout the school are for the most part original to the building construction in 1972. Heating is provided by 2 original Crane Canada 400 Series gas-fired boilers, each rated for 2,400 MBTUH with perimeterhot water heating finned tube radiation throughout the school and radiation cabinets in ceilings at entrances. Ventilation is accomplished through an original air handling unit (AHU) in the fan room (no data available) and rooftopmechanical fans and passive vents. Air conditioning is accomplished by 2 original Carrier Air Conditioning (Canada) Ltd. rooftop A/C condensers. Domestic hot water is provided by a RUDD GLAS gas-fired water heater rated at 324 MBTUH and replaced in 1993. Utility services include a 2 in. Natural gas supply and a 150 mm city water supply with backflow preventers. Fire suppression is by wall mounted portable ABC-type carbon dioxide extinguishers. Exhaust fans are manually operated and were not running during the survey. Entrance doors were not fully closing dueto building over-pressurization. The gas meter room requires ventilation. An upgrade to auto-flush urinals and water closets, as well as motion sensor lavatories is recommended to increaseefficiency of water management. An upgrade to barrier free access (BFA) complaint faucets is recommended for the universal washroom in the infirmary. The mechanical systems are generally in acceptable overall condition.

Electrical Summary:The electrical supply is a 800 Amp, 120/208 Volt, 3-phase 4-wire service. Distribution panelboards are 42 circuit 225 Amp and branch wiring throughout is copper. Interior lighting throughout is T-12 fluorescent tube strip lighting. Interior lighting in the gymnasium is by hi-bay mercuryvapour fixtures. Emergency lighting is by 12 Volt DC integral wall-mount battery-packs with halogen lamps. Exterior lighting consists of wall-mounted HID fixtures along the perimeter of the building. Exterior lighting systems areon electronic timers and photocell controls. Fire detection was upgraded with a Silent Knight combination intrusion and fire alarm system in approximately 2004. Exit signs are original dual 25 watt bulb incandescent fixtures. The public address system is original but was upgraded and integrated with the SuperNet wireless and telephony inapproximately 2004. Energy saving upgrades with replacement of existing lighting systems to T-8 fluorescent lighting and motion sensorlighting controls in washrooms is recommended. Upgrade exit signs to light emitting diode (LED) fixtures. Install additional exterior lighting fixtures for increased public safety. The electrical systems are in acceptable overall condition.

Asbestos survey report dated 2005 revealed asbestos was not detected in samples of friable (readily crumpled or pulverizedby hand) materials on pipe elbows. Non-friable materials (i.e., vinyl floor tiles and resilient flooring) were not sampled andmay contains asbestos. Based on the age of the building, undiscovered asbestos may be present within wall and ceilingcavities.

No evidence of mould or excessive moisture were observed.
