1. Commit additional fund balance within the General Fund for future expenditures 2. Transfer unassigned fund balance from the General Fund to restricted fund balance within the Capital Reserve Fund for future projects
B. Finance ‐ JP Harris Agreement
Motion to approve the agreement with JP Harris for the collection of past due cafeteria fees and other student fees.
C. Finance ‐ Special Counsel Agreement
Motion to approve entering into an agreement with Weiss, Burkardt, Kramer, LLC to conduct an investigation into student services and personnel matters.
D. Finance ‐ Insurance Quotations
a. Motion to approve the 2018‐19 Insurance quotation from Arthur J. Gallagher for the commercial package policy with CM Regent for general liability, property, crime, business auto, educators legal, and umbrella coverages and student accident compulsory coverage with Axis Insurance.
b. Motion to approve the insurance quotation from Arthur J. Gallagher for the Workers Compensation fully insured premium for 7/1/18‐6/30/19 through Key Risk Insurance. This is based on 2018‐19 Final General Fund payroll costs.
E. Finance ‐ Franklin Learning Center General Operating Budget for 2018/19 School Year
Motion to approve the proposed Franklin Learning Center General Operating Budget for the 2018/19 school year.

F. Finance ‐ 2018/19 Final General Fund Budget
Motion to adopt the listed 2018/19 School Year Final General Fund Budget items.
a. To approve the mill rate for the Tuscarora School District set at 122.6 mills (3.6 mill increase) on assessed valuation of real estate for the 2018/19 fiscal year.
b. To adopt a Final General Fund Budget as proposed, as advertised and as amended, be adopted in its final form for the 2018/19 school year. The 2018/19 fiscal year Final General Fund Budget shows total expenditures in the amount of $38,456,237 and total revenues in the amount of $38,406,237 and a budget deficit in the amount of $50,000 to come from committed fund balance for laptops.
G. Finance ‐ 2018/19 Tax Structure
Motion to approve the listed 2018/19 School Year Budget Tax Structure items.
a. To approve the Tuscarora School District not collect the Amusement Tax enacted the 1998/99 school year for the 2018/19 school year. The tax will remain on our books.
b. To approve a 1% Real Estate Transfer Tax under Act 511 be imposed for the 2018/19 School Year and that the Resolution adopted effective for the 1988/89 School Year be re‐enacted without substantial change for the 2018/19 School Year.
c. To approve the Earned Income and Net Profits Tax enacted for the School Year 1966‐67 by "The Local Tax Enabling Act of 1965" and as a result of Act 511 being amended by Act 166 on December 9, 2002 at the rate of one‐half of 1% on Earned Income and Net Profits of residents of the Tuscarora School District be re‐enacted without substantial change for the 2018/19 School Year.
d. To approve a discount of 2% be granted to all Tuscarora School District taxpayers paying their real estate taxes on or before September 30, 2018 and that a penalty of 10% be added to all real estate taxes paid on or after December 1, 2018. Delinquent accounts will be referred for collection to Franklin County as of January 1, 2019.
e. To authorize the Board Secretary to file all tax notices with any governmental agency which may be required by law.
f. To re‐adopt the Tax Installment Plan Resolution effective the 2007/08 School Year for the 2018/19 School Year.

g. To adopt the Resolution Authorizing Homestead and Farmstead Exclusion Real Estate Tax Assessment Reductions for the Fiscal Year beginning July 1, 2018. The state property tax reduction allocation for Tuscarora School District for 2018/19 is $633,576.67. The homestead and farmstead assessed exclusion amount is $1,059. The real estate tax reduction amount applicable to each approved homestead and each approved farmstead is $130.08.
H. Transportation ‐ Contract Motion to approve the Contract for the Transportation of School Pupils for 2018‐2019, with the option to renew for up to four additional years. I. Personnel
Motion to approve the hiring of Rodney Benedick as Acting Superintendent for the 2018/19 School year, subject to the terms outlined in the Agreement between the District and Mr. Benedick; and authorize the Board President to effectuate all documents necessary for the hire.

Public Comment on Non‐Agenda Items
Dr. Tom Stapleford – citizen, former superintendent – excellent choice for Acting Superintendent. Prior tax increases. Commended the Board for tough decisions.
Donald Strait – citizen – concern on money being spent on facilities, Mountain View driveway, solar project. Teacher salaries, course credit reimbursement costs, subjects taught to student concerns.
Allen Piper – citizen – Questions asked at the last Board meeting. Why – people leaving district, losing students, losing businesses. Issues need to be addressed. Solar project update and concern.
Dr. Strine thanked the Board for his time in Tuscarora School District. Good Administrative team in place. Mr. Benedick thanked Dr. Strine for his direction and vision.
