Gaining knowledge on the local economy and best practices created great synergy among the Charlottesville REALTOR® community during its daylong Business Summit last week. CAAR’s 2013 fall education program drew more than 100 members to the Doubletree on Thursday, September 19.

The morning keynote by Christine Chmura, one of the nation’s leading forecasters of interest rates and hous-ing activity, gave attendees a broad look at economic trends and then a drill-down of key indicators here at home: declining federal contracts mixed with steadying employment, rising construction wages and mort-gage delinquency rates almost half of national average. “Virginia continues to benefit from some decent growth, at about the rate of the United States or faster,” Chmura said.

Later sessions covered all the topics necessary to boost efficiency in busi-ness practices and enhance client re-lations. Nobu Hata is the mobile and social media strategist for the National Association of REALTORS® based in Chicago, and his session made a big impact.

“I attended Nobu Hata’s session in the morning and Leigh Brown’s ses-sion in the afternoon, and both were incredibly informative, brimming with information that I am implementing in my business immediately,” Michelle Pike, REALTOR® at Montague Miller & Co, said. “Overall, the event was well organized, well located and completely accommodating to our needs.”

Greater Charlotte, NC area REAL-TOR® Leigh Brown presented a class on customer care and retention, where she emphasized continually upgrad-ing business technology to better serve buyer, seller and agent clients.

“Marketing and safety classes were the best,” Jan Shiflett of Roy Wheeler Realty Co. said.

The closing session continued the local economic discussions with pan-elists Neal Barber, president of Com-munity Futures, and Susan Stimart,

economic development facilitator for Albemarle County.

As if the learning wasn’t a big enough prize, several REALTORS® were lucky in the door prize drawings. What’s Happening Around Town?Create Charlottesville Steering Committee Approves Cultural Plan

On September 13, 2013, the Create Charlottesville Steering Committee voted unanimously to approve the area’s first-ever cultural plan and rec-ommended its adoption by the City of Charlottesville and Albemarle County. The approved plan is posted on www.charlottesvillearts.org/createcville.

As the designated local arts agency of Charlottesville and Albemarle, PCA coordinated the cultural planning pro-cess, which launched in January 2013 and involved a 28-member Steering Committee, PCA working group, and task forces, as well as interviews and focus groups with more than 200 area citizens and an electronic survey com-pleted by 1,000. The Arts & Econom-ic Prosperity IV study data and other

recent area research were also incorpo-rated into the planning process.

Based on examples from other cit-ies, a cultural plan will enhance quality of life and creative economic develop-ment initiatives. The plan enables more strategic local investment in arts and culture, with a greater return on that investment for the community. It also better equips PCA and our partners to respond to arts-related needs. Create Charlottesville will enhance promo-tion of cultural, economic develop-ment, and tourism interests; increase collaboration among artists and arts organizations; and improve services provided to our citizens and visitors. It also helps area funders, public and pri-vate, understand prioritized needs in the arts community so they can make more informed funding decisions.

Public feedback on the Create Charlottesville draft was accepted through September 2, 2013 and the comments were incorporated into the final stages of the planning process.

The planning process is now com-plete and the cultural plan has entered the implementation stage. PCA is hopeful that the cultural plan will be adopted by the City and County.

The finalized plan will be released to the community with a January 2014 exhibit at CitySpace.

SPCA Adds Microchipping & Frontline Sale to Fall Rabies Clinic

On Sunday, September 29th from 11:00 a.m. to 3:00 p.m., the Charlottesville- Albemarle SPCA is holding its annual low-cost Rabies Vaccine Clinic in honor of World Ra-bies Day. This year, the SPCA has added microchipping service and the discount sale of Frontline flea and tick preventative to their Clinic. Pet owners can have their pet(s) vaccinated at the SPCA during this Clinic for just $10.00 per pet, have their pet microchipped for $25.00 or receive both services for just $30.00. This is the perfect time for the public to protect their pets in three important ways at a very low cost. The Charlottesville-Albemarle SPCA is lo-cated at 3355 Berkmar Drive; the clinic will take place on the left side of the SPCA, in the building’s ground-floor education room.

Rabies is a deadly but preventable virus. In an effort to protect people and pets against the rabies virus, Vir-ginia state law requires that all dogs and cats over the age of four months get vaccinated against rabies. The SPCA asks that Clinic attendees bring all dogs on a leash and all cats in a car-rier. Pet owners will need to show proof of current rabies vaccine in order to re-ceive a three-year vaccine. The clinic is first come, first served and limited to vaccine and microchips available. The microchips include a lifetime registra-

tion. “One in three pets will get lost in

their lifetime and proper identification is their quickest ticket home,” says Lisa Lane, Director of Marketing and Development at the Charlottesville-Al-bemarle SPCA. “We are happy to pro-vide these three important services

Today Virginia’s apple industry continues to flourish and with the ad-vent of fall, there are many fun-filled apple activities the entire family can do. Central Virginia is blessed with an abundance of orchards and right now the fall crops are ready to be harvested. Apple picking is something that can be done by all ages, so gather up the kids and grandparents and head out to one of the many orchards in our neck of the woods. These are just a few! The orchard grows about 100 acres of apples, with about 15 different vari-eties. Nestled against the eastern edge of the Blue Ridge Mountains, the cool mountain air gives its apples great col-or and excellent flavor. Enjoy the view from the orchard when the fall foliage is in full color and the apples are fresh on the tree.

Harvest begins early August and ends late October. Golden Delicious and Jonagold were ready in early Sep-tember, followed by Red Delicious and Empre in mid-September and Granny Smith in late September. In early Oc-tober, there are Rome apples and in mid-October there are Fuji, Stayman and Winesap varieties; Pink Lady come in the first week of November.

If you come to the packing shed, you will find several different ways to purchase apples. You may select your own individual apples, or purchase pre-packed boxes.

Prices are by the pound if not in pre-boxed bushels. You must arrive before 4:00 p.m. to pick your own apples.

“NOT A LOT OF PEOPLE get reverse mortgages,” observes Peter Cefaratti, mortgage advisor with Prime-Lending in Charlottesville, “but I believe that’s because they are a semi-unknown concept despite advertising on televi-sion. If they were more widely known, people would use them.”

John O’Connor, a local reverse mortgage expert at American Nation-wide Mortgage Company in Crozet, who first learned about reverse mort-gages while assisting his own parents through the process, agrees that peo-ple don’t understand reverse mortgag-es. “For many seniors, staying in their home regardless of their income may be possible with the help of a reverse mortgage,” he says. “It’s an opportuni-ty to take equity from their home.”

What is a reverse mortgage? It’s a very specific type of home loan,

available only to borrowers at least 62

years old who live in a home they own outright or with very little balance on their mortgage. The reverse mortgage lets them convert a portion of their home equity into cash which can be used to supplement retirement pay-ments, cover unexpected medical ex-penses, or make home improvements or modifications for a person with disabilities. Some people use a reverse mortgage to repay substantial debts with high interest rates.

The property must be a single-fam-ily home, a 2-4 unit dwelling with one unit occupied by the borrower, a condo, or a manufactured home that meets FHA requirements. The borrow-er must pay real estate taxes, utilities, maintenance and insurance premiums.

There are two types of reverse mort-gages available to seniors, O’Connor explains. The Home Equity Conver-sion Mortgage (HECM) offered by the Department of Housing and Urban

Development (HUD) represents about 95 percent of the market while propri-etary reverse mortgages are offered by some banks and other financial com-panies to people with very high value homes.

The money received from a reverse mortgage is tax-free and borrowers may receive the proceeds as a lump sum, a fixed monthly payment, a line of credit or a combination of the three. When used as a line of credit, interest accrues only on the amount actually used. The method of payment may be changed.

When the home is no longer used as a primary residence for at least one borrower for any reason—moving to another home or to assisted living, for instance, or the death of the final bor-rower—the cash, interest, and finance charges must be repaid to the lend-er. Any remaining proceeds go to the borrower or an estate, but no debt is passed along to the estate or heirs.

Pros: People with little retirement income

can benefit by having a regular fixed monthly payment.

“You can avoid making payments as you would with a home-equity loan,” points out mortgage advisor Cefaratti, “and for the most part, lenders don’t require credit scores. If there is suffi-cient equity in home, borrowers can even use a reverse mortgage to save their house by getting out of default on an existing mortgage.”

Cons: Borrowers might become disquali-

fied from federal- or state-run aid pro-grams. Because there are substantial up-front costs, reverse mortgages are unwise if borrowers will be moving fairly soon. And such moves can often arise unexpectedly because of illness or disability.

Mandatory CounselingO’Connor explains the FHA stip-

ulates reverse-mortgage counseling which provides reassurance to poten-tial borrowers. “Counselors must be completely independent and have no financial interest in the decision. They can help go over numbers and consider all the choices.”

In our region, this required coun-seling is provided by the Jefferson Area Board on Aging. Lindell Chavis is a HUD-certified Reverse Mortgage Counselor at JABA. “I love the fact that mandatory counseling has to be pro-vided,” she declares. “There is a lot of inaccurate information out there, but HUD protects the client. For example, the client, not the lender is in control.”

Chavis often points out potential pitfalls in her counseling sessions and some come up fairly often. “One of the most common, “she says, “is what I call May-December marriages. If one of the spouses is not yet 62, they cannot be on the mortgage. Then when the old-er partner dies, the younger survivor must repay the mortgage right then, usually by selling the home.”

Borrowers are also responsible for homeowners insurance and property taxes which can often become substan-tial and even lead to foreclosure if un-paid. “There is a national property tax relief program for low-income home-owners but most people don’t know about it,” she says with considerable frustration. The amount of tax relief, which differs from one place to anoth-er, is based on age and income level. She cites Albemarle County as an ex-ample where the tax-relief benefit can start kicking in for annual incomes be-low as much as $62,000 in some cases.

Because of the required counseling, which Chavis can provide face-to-face or during a phone call of up to two hours, borrowers are well protected. In addition, she concludes, “The entire reverse mortgage program is currently revamped to provide more protection to homeowners,” she concludes. “It will be even safer.” n
