People often ask real estate brokers what it means when they see a house is under contract or pending. These can be confusing for a variety of reasons:1) Members of the general public sometimes refer to a home being sold when the property is unavailable but not yet actually sold or closed.2) Zillow, Trulia, and other websites lag the market, which means they may present a property as active when it is actually under contract or even sold.
3) People coming from out of state may be used to other terms/defi nitions than in Oregon. In Oregon, we conform to the following process:Homes that are available to be toured and to purchase are called active. Once a Buyer fi nds a home they like, with the help of their Buyer's Broker, the Buyer makes a purchase off er. This off er includes all the terms of the purchase, such as closing date, price, fi nancing terms, included appliances, and more. The Seller and Buyer, with the help of their brokers, negotiate all terms. Please note: There is a status available to Sellers that comes before active. When a home is not yet ready to be toured but will be available soon, Sellers may choose to list their home as preview. This status is sometimes referred to in marketing as coming soon. Often, these Sellers are still working on preparing the property to sell. However, they are not allowed to be toured in the preview status. Ask your broker for more information about homes listed in preview status.
Until the Seller has accepted an off er, other Buyers may make an off er. The Seller can stop negotiating with one Buyer if another Buyer makes a more appealing off er. Additionally, the Seller is not required to negotiate off ers in any specifi c order or even accept the highest off er. It is entirely the Seller's choice. Unlike in some other states, once a Seller accepts an off er, they cannot terminate it because they receive another off er they prefer.
Once the Buyer and Seller agree on all terms, the property listing status becomes under contract, which is also sometimes referred to as contingent. While the property is under contract, the Buyer completes all due diligence regarding the property condition, fi nancing, title, and more. During this time, another Buyer may make an off er on the property. However, the Seller may only accept that off er as a backup status. After the Buyer completes all due diligence, the property status is changed to pending. During this period, the lender will complete all documents, Seller will complete repairs, and all parties sign
the fi nal closing paperwork. ABC House is the child abuse intervention center and only agency providing child abuse assessment and support services for Benton and Linn counties. Over the past 22
years, they have helped more than 10,000 children, youth, and families overcome the crisis of abuse and neglect through assessment and treatment.
Their mission is to break the cycle of child abuse and neglect, supporting children as they find their voice and helping children and families heal and thrive.
ABC House child abuse assessment and support services include:
Medical Exams: ABC House physicians are child abuse experts and specialize in the recognition and treatment of child abuse. During the head-to-toe exam, children have the opportunity to ask questions about how the abuse may have affected their bodies and development, and to receive reassurance from their trained staff.
Forensic Interviews: Forensic interviews are legally justifiable, fact-finding interviews with a child conducted by professionals trained in talking to children to obtain accurate and objective information.
Family Advocacy and Support Services: Families receive support to help them cope with the discovery of abuse as well as help identifying and connecting them to any other needs or resources.
Trauma Counseling: Children learn strategies to help them manage their fear or feelings of being out-of-control when remembering abusive events, and to focus on their own strengths and abilities.
Child abuse is 100% preventable. They believe that prevention education is the key to ending child abuse. ABC House offers a
comprehensive community outreach program that includes a variety of training topics for youth and adults. Be a hero and learn how to recognize, react, and report abuse and how to keep children safe on the internet and social media by attending a free training. Child abuse prevention trainings are provided at no charge to members of the public, churches, businesses, service clubs, and schools. Let ABC House help you take the first step to end child abuse.
Last year, ABC House served 718 children and youth including 442 off-site medical consultations and trauma counseling for 102 clients. They also educated nearly 4,000 community members to prevent abuse.
With increased staffing, the new facility enables ABC House to better meet the demand by serving more families simultaneously without compromising the confidentially and privacy. Child abuse happens in ALL types of families, from the very poorest to the wealthiest and most powerful. No child in need is ever turned away due to an inability to pay and children are seen at no out-of-pocket cost to the family.

Celebrate Hope is ABC House's annual fundraising and awareness dinner. The theme this year is Ignite Hope! Community members are encouraged to join ABC House for dinner where there will be a chance to donate and learn how you can make a difference in the life of a child. A specialty event-themed cocktail will be available for purchase. All proceeds from the night go to helping children and their families heal and thrive. You may have heard the term “ADU” and wondered what it is. Accessory Dwelling Unit is an att ached or detached residential structure that is an accessory to a single-family dwelling. Typical uses include caring for a family member, providing housing for your children during college/young adult years, or providing rental income. ADUs have been around for a while but are more commonly being discussed now due to implementation of Oregon Senate Bill 1051 signed into law in August of 2017. This new law basically requires that cities allow one ADU to be constructed for each single-family home. The important thing to remember here is that the law provides for the ability to build an ADU, it does not mandate that every single-family home have one. Lot density and setbacks have to be followed so it is possible that some existing homes may not be able to have an ADU.The intent of the law was to improve the
supply of housing and remove some of the common barriers of constructing an ADU, and to provide some standardization throughout the state. Cities were given
until July of 2018 to get the necessary changes implemented into their local codes. Then House Bill 2001 passed in July 2019. This law mandates that cities must allow construction of duplexes, triplexes and fourplexes in single family zoned areas. There are two deadlines for implementation depending upon the cities’ population, June 2021 and June 2022. What is
important to note here is that House Bill 2001 also clarifi ed several key issues with ADUs that cities were not embracing. Now, cities are not allowed to require off street parking or owner occupancy for ADUs. The addition of ADUs to neighborhoods is sometimes referred to as the “missing middle”. Middle housing is ADUs, duplexes, tri-plexes and four-plexes. It uses the term
middle because they are between single family homes and large apartment buildings. Missing is because they have, in the past, been limited in where they can be built and thus often absent from current markets. Allowing a greater mix and type of housing diversity is a good thing; we all love the freedom of choice.
