Advocacy, Culture, & News agendas clash Field & Washington can clash
Contradictory agendas guarantee tensions
Tensions guarantee external spill over into press
VOA divided Journo v. Lang. v. FSO v. Admin. News, Advocacy & Culture can harm each other
