As requested in your January 16, 1986, letter and in subsequent discussions with your office, this fact sheet presents an inventory of the recreational and cultural sites manaqed by the F3ureau of Land Yanaqement (BLM), Deoartment of the Interior, as of March 25, 1986. It also presents RLM state and district office budqet information for recreational and cultural sites for fiscal years 1985, 1986, and 1987. You also requested that we preoare (1) a listinq of federal and state obliqations and expenditures from the Land and Water Conservation Fund for 1976 through 1985 and (2) a comparison of the legislative authorities, restrictions, and prohibitions qoverninq recreational fees charged by federal nqencies and their related policies. We are reportinq the results of" our work on these latter two issues in separate products.

To dcvelor, the reauested information included in this fact sheet, we obtained from RLM's Division of Recreation, Cultural Resr>urces and Wilderness separate listinqs of its recreational and cul turn]. sites as of February 6 and February 13, 1986, respectir7ely. We verified the accuracy of these listinqs by t'elcphone contact with recreation and cultural resource s\>ecialists in RLM state and/or district offices. Durinq these contacts additional recreational and cultural sites were identified. The listinqs in sections I and II of this fact sheet were reviewed and aqreed to by officials in RLM's Division of Recreation, Cultural Resources and Wilderness and Office of Budget as'heinq accurate and complete as of March 25, 1986.

Ne attempted to identify the actual costs incurred in fiscal year 1985 and the hudqet estimates for fiscal years 1986 and 1987 for the various recreational and cultural sites by contactinq lt31,M's Division of Recreation, Cultural Resources and Wilderness and its Office of Budqet in Washington, D.C., and various district offices. However, this could not be done because the Office of i3udqet maintains records that could produce cost data only by each 13J,M district and the Division of Recreation, Cultural Resources

and Wilderness does not maintain budget data. In addition, the district offices do not normally maintain costs by individual sites. As a result, a qreat deal of time would have been necessary for the district offices to determine the cost data by each site. For these reasons we agreed with your office to present the budqet information from RLM's Office of Budget records as it pertains to each district office and not verify the budget information with state and district office records.

RLM classifies its recreational sites as being developed, semideveloped, or undeveloped. As shown in section I, 162 developed, 226 semideveloped, and 1,151 undeveloped recreational sites are located in 50 RLM district offices in 11 states. The management and maintenance costs related to these sites were about $10.6 million in fiscal year 1985 and are estimated to be about $11.0 million and $10.3 million for fiscal years 1986 and 1987, respectively. The developed and semideveloped recreational sites are recorded in RLM records by name and the district where located, while undeveloped recreational sites in each J3LY district are recorded by number only because not al.1 of these sites have names.

[Jnlike recreational sites, the RLN cultural sites are recorded only by state, not by degree of development. As shown in section II, there are 121 cultural sites in 48 RLM district offices in 11 states. The management and maintenance costs related to these sites were about $4.3 million in fiscal year 1985 and are estimated to be about $4.8 million and $4.2 million for fiscal years 1986 and 1987, respectively.

As agreed with your office, unless you publicly announce its contents earlier, we plan no further distribution of this fact sheet until 30 days from its issue date. At that time, we will send copies of this fact sheet to RLM and will make copies available to others on reguest. Should you need further information, please contact me on 275-7756.

FOR FISCAL YEARS 1985, 1986, AND 1987

Tables I.1 and I.2 incorporate BLM recreational site listings and budget data by district and state for fiscal years 1985-1987. Among the states Alaska contains just under half of the 341 million acres that BLM administers. Of the remaining 174 million acres, 99.7 percent is in 11 western states: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. The remaining acreage is scattered in states bordering and east of the Mississippi River; however, it contains no recreational sites.

Table I.1 lists recreational sites by state; classification--developed, semideveloped, and undeveloped: BLM district; and name or number of sites within a district. (Data for both Oregon and Washington are included under Oregon because Oregon's state RLM office is responsible for all the district offices and recreational sites within the two states.) The budget amounts in table 1.2-- listed by BLM district and state office-- cover all site classifications within each office and do not include funding for personnel leave. Fiscal year 1985 data represent actual funding; however, because of future congressional action the amounts for fiscal years 1986 and 1987 are estimates.

BUREAU OF LAND MANAGEMENT'S CULTURAL SITES AND DISTRICT AND STATE OFFICE BUDGET DATA

FOR FISCAL YEARS 1985, 1986, AND 1987

Tables II.1 and II.2 include BLM cultural site listings and budqet data by district and state office for fiscal years 1985-1987. Unlike recreational sites, RLM cultural sites are recorded only by state, not by deqree of development. BLM's recreational and cultural resources staff in the headquarters office indicated that potentially 500,000 other cultural sites-- such as prehistoric ruins, aboriginal rock art, and historic qhost towns--have not been recorded because (1) they have not been identified or (2) to do so would increase both public awareness of them and the likelihood of looting and vandalism.

Table II.1 lists cultural sites by state, RLM district, and name. (Oreqon and Washinqton state data are listed toqether because the RLM state office servicing both states is located in Oregon.) The budqet information in table II.2 is delineated by BLM district and state office and does not include funding for personnel leave. Fiscal year 1985 data represent actual fundinq; however, data for fiscal years 1986 and 1987 are estimates pending future congressional budget actions.
