TherearetwoabidingstereotypesabouttheBrits. thefirstisthatwehavea‘smallislandmentality’.thishasnotalwaysbeenthecase. inthe16thcentury,QueenElizabeth i encouragedEnglishexplorers tomake the
perilousjourneyeastbyseatoMuscovy–theywere,infact,some of the firstWesterners to venture there. the initialmotivationforthisundertakingwascommercial–thepursuitof tradeagreementswithavast,untappedmarket. itwasagreatandheroicleapintotheunknown;richardChancellorand anthony Jenkinson frequented the court of ivan theterrible and the first English jointstock company (theMuscovyCompany)was formed in 1555. Back in‘albion’,theywroteoftheirexperiencesandobservations,whettingtheappetiteofEnglishspeakingpeoples formore informationaboutthismysteriousland.Chancellor,withamazingprecisionand perception, described Muscovy – her ruler and hisimperial court, the terrain, army, church and economicconditionsofmajortownsinivan’srealm.Whenhisaccountwaspublishedin1589,itrantomanyeditionsandcapturedthe imaginationsofhis fellowcountrymen,whoclamouredfor more of the same. Giles fletcher’s Of the rusCommonwealth(1591)soonfollowedandwasavidlysoughtafter.Despiterussiabeingknownas a‘rude andbarbarouskingdom’,thesenarrativesheldthereadingpublicspellbound,andthusbeganalongtraditionofeyewitnessaccountsthathaveremainedpopulareversince.
Despite the vagaries ofanglorussian entente cordiale,whenformalrelationshavenotbeennearlyascordialastheyought, there is an unflagging, vibrant, popular interest inall thingsrussian inBritain– from themoneymarkets toMandelstamandoligarchstoOrthodoxy,etc.alltheseinterestsare well served by organisations such as Pushkin House,theGreatBritainrussia Society, thePushkinClub, and theSocietyforCooperationinrussianandSovietStudiesand,ofcourse,therBCC–alllondonbased.inaddition,thereisalsotheScotlandrussiaforuminEdinburgh.PushkinHouseisabeaconofrussiancultureinlondonthatorganisesitsowneventsandservesas theusualvenueformeetingsorganisedby theGBrussia Society and thePushkinClub. theGBrussiaSocietyisacharitythatorganisesover20intellectuallystimulating lectures a year (plus social events), given byleading authors, international scholars and experts in theirfield,andprovidesfreeconversationsessionsinrussianwithanativespeakerbeforeeachevent.Somespeakersaddressthe
Society inrussian. theSociety alsoproduces a trimestrialjournal formembers, containing feature articlesonpolitics,historyandculture,bookandarts reviews. Surplus incomegeneratedisgiftedtoselectedgoodcausestopromotebettermutualunderstanding and charitable aidbetweenour twogreatcountries,whoselinksandrelationsgobackaverylongway.
another – not unconnected – stereotype is that ‘Brits’are reluctant linguists, whose communication skills withforeignersmerelyruntospeakingloudlyandslowlyintheirmother tongue. ‘let Johnnyforeigner learnour language’issaidtobethetypicalBritishattitude,becauseEnglishhas‘goneglobal’,sowhybotherlearninganotherlanguage?theBritishGovernmentalsosentout totally thewrongmessagebymaking foreign languages optionalwithin theNationalCurriculum: they were mandatory initially, but then themyopicpolicymakers realised that therewas a shortageofqualified language teachers and scrapped the requirement– to thedetrimentof schoolchildrenand theNation. thishadseriousconsequencesforlanguagelearninghigherupthesystem; university applications to studymodern languagesplummeted.russianusedtobewidelytaughtinBritishschoolsanduniversities,staffedlargelybymenwhohadbeensteeredinto learningrussianduringNationalServicewhen,duringtheColdWar,theBritishGovernmentrealisedhowimportantitwastoknowandunderstandthe‘enemy’.SincethefalloftheSovietUnion,manyuniversityrussiandepartmentshavebeenclosed,alongwithothermodernlanguagedepartments,andsoit’sbackto‘lettheforeignersmaketheeffort,insteadofus’.
Withoutwishingtoappearsmuginanywayorblowourown trumpet,wemight liveona small island,butwehopethat at least some of us are outwardlooking:members ofthe organisations mentioned above have their eyes fixedfirmlytotheeast,towardsrussia.thoughcollectivelyweareonly a small percentageof theBritishpopulation,whatwelack innumbers,wemakeup in enthusiasmanda zeal forunderstanding,aswetrytofathomrussia,oncedescribedbyChurchillas‘ariddlewrappedinamysteryinsideanenigma’.andwithaDeputyPrimeMinister(NickClegg),whospeaksfourforeignlanguagesbesideshisownnativeEnglish,mightwehopeforachangeofofficialpolicy?WithNickCleggasarolemodel,itmightonceagainbe‘cool’foryoungpeopletostudymodernlanguages.

рые отправлялись в опасный путь морем на восток кМосковииибылиоднимиизпервыхзападныхгостейнаэтой земле.Первоначально главноймотивацией быликоммерческиеинтересы,аименнопоискторговыхдоговоров нашироком неисследованном рынке. Другойстереотипгласит,чтобританцынеярыелингвисты,навыкикоторыхвобщениисиностранцамисводятсякповышениюголосаи снижениютемпароднойречи.«Пустьиностранцысамиучатнашязык»,–такимсчитаетсятипичныйбританскийподходкпроблеме,потомучтоанглийскийязыксталглобальным,такзачемжемучитьсяиучитьдругиеязыки?Британскоеправительствотакжедалоошибочныйсигнал,сделавиностранныеязыкиврамкахнациональнойпрограммыпредметомповыбору.Ихизучениебылообязательнымизначально,нозатемблизорукиеполитикиосозналинехваткуквалифицированныхпреподавателейиностранныхязыковиустранилиэтунормувущербучащимсяивсейнации.Этоповлекло серьезные последствия для изучения языковнаболеевысокихступеняхсистемыобразования:вуниверситетахсократилосьчисложелающихизучатьиностранныеязыки.Ранеерусскийпреподавалсявомногихбританскихшколахиуниверситетах–преимущественнопрошедшимивоинскуюслужбуучителями,которыевыучилирусскийво времена «холоднойвойны», когдабританскоеправительствоосознало,какважнознатьипонимать«врага».СмоментападенияСССРмногиеотделениярусистикибылизакрыты,какипрочиеотделениясовременныхязыков,ивсевернулоськстаромулозунгу«пустьиностранцыприлагаютусилия,немы».
Безлишнегосамодовольствастоитпризнать,чтомыживемнамаленькомострове,номынадеемся,чтохотябынекоторыеизнассмотрятвовнешниймир:покрайнеймере, члены упомянутых выше организаций явносмотрятнавосток,всторонуРоссии.Хотявсевместемылишьнебольшойпроцентбританскогообщества, этотнедостатоквколичествемывосполняемэнтузиазмомистремлениемкпониманию,осознаниюРоссии,однаждыописаннойЧерчиллемкак«загадка,завернутаявсекрет,скрывающий в себе тайну». И с вицепремьерминистром(НикКлегг),которыйговоритначетырехиностранныхязыкахпомимородногоанглийского,можемлимы,наконец,надеятьсянасменуофициальнойполитики?Возможно,именно егопримерпокажетмолодежи,чтоизучатьсовременныеязыки–это«круто».

Asweapproachtheendof2010wecansafelysaythatrussoBritishrelationsareinbettershapethantheyhavebeenforsomeyears.Westillhavesomeway togo toreturn to thepostSoviet peak of 20022003, but the upturn in recent
monthshasbeentangible.Clearly,thisispartlythankstothechangeofgovernmentinthe
Uk.DespitethefactthattheprimaryfocusofthecoalitionremainsgettingtheUkeconomybackinorder,thegovernmenthasgoneoutofitswaytoemphasisetwopointswhicharemusictotheearsofrBCC:firstly,thatrelationswithrussiamatter,andthegovernmentwants tobuildanewrelationshipbetweenlondonandMoscow;andsecondly thatacrucialelementof foreignpolicy ingeneral isbusiness.
to emphasise the first of thesepoints, theforeignSecretary,WilliamHague,madeavisit toMoscow inOctober–oneof thefewforeignvisitshescheduledforthefirstmonthsofthelifeofthisgovernment.Whatwasparticularlyhearteningwasthattherussiansiderespondedwell,arrangingameeting forMrHaguewith thePresident,DmitryMedvedev.foreignMinistersdonotusuallymeettheheadofstateonaquickworkingvisit.

asoftenhappenswhengovernmentandbusinessgettogether,there is some cynicism from the business community as to theusefulnessoftheprocess.forexample,rBCCactsasthechannelforquestions,problemsandsuccesseswhichsmallandmediumbusiness(SMEs)mayhaveregardingtheirbusinessinrussiatobeconveyedviatheiSC.theresponsetothequestionnairewesentoutaskingcompaniesfortheirconcernswaspoor;andonereasonforthatwasabeliefthatnothingwillchange.indeed,manyofthepointswhichhavebeenmadealreadyreflectquestionswhichwereraisedlastyear,concerningissuessuchasdelaysatcustomsandtaxation;aswellasthefrequentcomplaintsaboutbureaucracyandcorruption.
But as someone who is closely involved with the planningprocessfortheiSCmeetingicanassurethescepticsthatifyouletusknowyourconcernstheywillberaisedat theiSC.andjustasromewasn’tbuilt inaday,onemeetingof theiSCwillnotsolveeveryone’sproblemsovernight.Butnowthattheprocesshasgotupaproperheadofsteam,themechanismtobringaboutarealchangeintherussoBritishbusinessclimateisworkingandwithtimeandpersistencecanleadtoagenuineimprovement.

TheNobelPrizeinPhysicsthisOctobertotwoscientists,russianbybirthandBritishbyplaceofworkandresidence,wasapieceof goodnews. Scientists are citizensof theworldand theirachievementsbelongtoallofhumanity.thismakesitallthe
more frustrating that russianeducatedminds have such troublefulfillingtheirfullpotentialhereandreachingworldrecognition.
today’s scientists are not known for excessive patriotism ingeneral.Peopledevotedtotheirwork lookforthebestconditionsinwhichtopursuetheiractivities.thisistruenotjustforscience;developmentof the innovativeeconomyhasbroughtparticularlyfiercecompetition for thebestconditionsandbestminds in thisfield. By ‘winning’ theminds of scientistsGeim andNovoselov,ManchesterUniversityhasensureditselfaplaceinhistory.Ofcourse,wearenottalkingaboutanauctionorlottery,butofasystemofferingincentivesforscientificresults,andthebestconditionsforachievingtheseresults.Doesrussiahavesuchasystemtooffer?
thisisarhetoricalquestionfornow.Politicalwilltomodernisetheeconomicsystemandsetitonaninnovativedevelopmenttrackwasdeclaredlongago,butthereisstillnocomprehensiveblueprintforhowtoactuallyachieve thisgoal.russiahassciencecitiesand

Современныеученые,какправило,нестрадаютболезненнымпатриотизмом.Человек,преданныйсвоемуделу,ищетнаилучшихусловийдляегоразвития.Этовернонетолькодлянауки,ноименновнейвэпохуинновационныхэкономикпроявляется конкуренция условий, борьба за лучшиеумы.Так,однажды«выиграв»умыГеймаиНовоселова,университетМанчестерасегоднявошелвисторию.Речь,конечно,необаукционеилилотерее, ао системепоощренийзарезультатынаучноготрудаисозданиинаилучшихусловийдляихдостижения.ЕстьливРоссиитакаясистема?

In the ‘Name of Russia’ TV project you introduced famous Russian scientist Dmitry Mendeleyev and proposed using his scientific authority to create an image of Russia and its scientific and technical development. Mendeleyev ended up in ninth place on the list. Is this not a sign of how science’s prestige has fallen in society today? Mendeleyev was one of
russia’s greatest scientists, but over these last few yearswehave leftno realplace for anything sensible and reasonablein television, cinema and literature. the journal "Nauka i zhizn",forexample,wasonceawidelyreadandhighqualitypopularsciencemagazinewithacirculationofthreemillion.Nowithasacirculationofonly30,000.However,it’sgoodtoseerenewedinterestinscienceprogrammes,inparticulartheacademy seriesofpublic lectureson thekultura channel. igavetwolecturestheremyself.thereistalknowoforganisinganeducationaladvertisingfreestatechannelthatwouldhelptoraisepeople’sintellectuallevel.

Does Russia have a viable science policy? No, the policy is not clearly formulated. Our science wasperfectlyviable in thepastand the levelof science teachingwasveryhigh.iwasheadofthephysicsfacultyattheMoscowPhysics andtechnology institue [Mfti] for 35 years and iknowthatourgraduateswereindemandallaroundtheworld.theywereelite,worldclassspecialists.
Why can we not restore this situation now? After all, there seems to be the political will. there isnot enoughpoliticalwill.time isneeded.Wedideverythingwecouldtodestroythefoundationsofourscienceover these lastdecades.lookatGermany, after thewar thecountryrebuiltitseconomyquiterapidly,butittookatleast50yearstogetitssciencemoreorlessbackonitsfeet.theysparednomoney, andorganised sciencevery carefully.theMaxPlanckSocietyforScientificresearchplayedabigpartinthiswork.Butduringthe1990sweforgothowtoinvestinlongtermprojects.
How can we change this thinking?Weneedtostartwithpoliticalwill,asyourightlymentioned.Butwe alsoneedmore funding for science and education.funding for these sectors is again being cut now.there isno clearpolicy inplace, and slogans alonewill not changethe country’s scientific climate. Popovich, one of our firstcosmonauts, died this summer.thiswasmentioned in thenewspapersandontelevision.ButonthesamedaycriminalunderworldfigureYaponchikwasburied,andjustrecallhowmuchairspacewasdevotedtothatevent.
Perhaps there are prominent figures in the science community today who could help to give impetus to a scientific revival? Wehadmany suchpillarsof the science community in thepast.NowwehavethetwolatestwinnersoftheNobelPrizein
Global plans to develop the innovation economy, such as those currently facing Russia, largely depend on the attitude of modern society towards science and scientists - especially in a country with such a glorious scientific past. We discussed this matter with Professor Sergei Kapitsa, Doctor of physical and mathematical sciences and representative of a famous dynasty of scientists. He was born in Cambridge, where his father and future Nobel laureate Peter Kapitsa was working in the famous Rutherford laboratory. Sergei Petrovich has been in charge of the country's largest physics department at the Moscow Institute of Physics and Technology and, as president of the Eurasian Physics Society, member of the European Academy of Sciences, knows better than anyone the problems of fundamental science in Russia and worldwide. He has been awarded prizes by UNESCO and the Russian Academy of Sciences for the popularisation of science with his television show, “The Obvious – The Incredible”, which he has presented since 1973.

Today these people find a place abroad, but in the 1990s scientists were going abroad and ending up doing often quite menial jobs.foreigners canonly go so far today aswell.theywon’t bepromoted to senior administrative positions, for example.Ofcourse, innormalconditions,russianscientistscouldgofurther athome thanabroad.this iswhy scientists aroundtheworldworkintheirhomecountries,andtravelabroadtoattendconferencesorspendtwothreeyearsdoinginternshipsinothercountries.this isnormal forscientists.MendeleyevwassenttoEuropeatthestate’sexpenseinhistimetotrainforaprofessorship.Everyonerealisedthatthiswasaverytalentedmanwhohad received an excellent education inrussia atthebestuniversitiesofthetime,andhadtospendsometimeabroad too. inamerica, forexample, therearenow150,000Chinesestudentsdoinginternshipsthere,andthethingthatstandsoutisthattheyreturntoChinaafterwardsbecausetheyknowtheyareindemandthere.
How do you assess the Skolkovo project’s potential to become a Russian equivalent of Silicon Valley? this is taking things from the wrong end. the universityshouldbe at the centreof theproject, aswas the casewithSiliconValley.thereusedtobejustfarmlandthere,landthatbelongedtoStanfordUniversity.Wealsoneedtotakedecisiveaction.Under the current law 1%ofGDP goes to scienceand this is far too little.During theSovietperiod iworkedon accelerators for medical equipment. this was a costlybusinessbackthentoo.Sincethenwehavenotbuiltasinglenewmachine,buthavespenthugeamountsofmoneybuyingimported equipment.Wehavegooddoctorsnow,but all ofour equipment is foreign, frombasic enemas to computertomographyequipment.

What about projects that the old research centres were working on, perhaps we should have started with them? Ofcourse.Wehadan excellent example–akademgorodoknear Novosibirsk, and the fakel research enterprise inparticular,whichworkedoninnovativeresearch.itwascloseddownin1972notbecauseoftheft,asthecasewaspresentedatthetime,butbecausethespecialiststhereshowedthattheycouldwork 10 times faster and cheaper thanwhat it tookhugeresearchcentresyearstodo.theywereachallengetothewholewayoursciencesectorwasorganised,and therewereinfluentialpoliticalforcesthathadnointerestinlettingthemcontinue.
Novosibirsk had amultiprofile scientific centre and auniversitytoproducetheneededspecialists.therewereyoungpeopletherewellacquaintedwiththelatestdevelopmentsandwiththeopportunitytoputtheirknowledgeintopracticeinatechnologyparkformat.thiswasall40yearsago,andhasallbeenlostnow.Butnonetheless,NovosibirskcamethroughthetoughtimesbetterthanMoscow,becauseitwasuniversal.Mostofthesciencetowns,especiallythedefenceindustryones,werebuiltforspecificpurposes,andsocouldnotsurviveoncetheywerenolongerneeded.thesciencetowninDubnaisoneoftheluckyonesbecauseitwasabletobecomemultipurposeandinternational.ButthebiologicalcentreinPushchinoisinadreadfullyneglectedstatenow,thoughbiotechnologyisverymuchindemandtoday.
According to OECD figures, for all the paltriness of scientific funding in Russia, more than 60% comes from the state, while in developed countries the bulk of funding comes from business.Yes,but this isbusinessonadifferent scale.Wehaveonlyafew companies on the scale ofGazprom, say. i spokewith[Gazprom head] Miller once and proposed organising amodernuniversity.thiswouldhave cost around$100200million.Hewasenthusiasticabouttheideaandwediscussedit in theNikitskyClubanddrewupaproject foruniversityofthissortonthemodelofMfti.Butthreemonthslateriwastoldthat80universitiesaroundthecountryprovidethecompanywithallthespecialistsitneeds.Butthiswasaprojecttoeducatetheeliteoftheengineeringbusiness.
Some big companies have corporate universities now. itisaquestionoflevel.MftiwasbuiltonMoscow’sscientificpotential. in the physics faculty i had 130 peopleworkingthere from 17 different scientific institutions. My maintaskwas to find good specialists andgive them the chancetowork.theydonothave the samekindof teaching staffnowasinthepast.rectorBelotserkovskywasastrongfigureand outstanding scientist, and academician kudryavtsev,headofthemathematicsfaculty,wastoo.ihadverytalented

peopleworking inmy faculty,muchbetterphysicists thani am.Peoplewould askmewhy ibrought inpeoplebetterthanmyself towork there, but itwas important tome tohavethebestscientistsfromaroundtheentireSovietUnion.thewhole institutewasbasedon thisapproach.therectorreportedtotheacademyofSciences,andeveryyearweheldfacultyexamsforthestudents,conductedbyexaminersfromthe institutes associatedwithMfti.theywould then giveus their assessment of the teaching process and give theirobjectivecriticismandadvice.theresultwecanseeinthesetwoNobelPrizewinners.
Organising science is a verydifficult thing. it’s said thatrunningateamofscientistsisliketryingtokeepaherdofcats.Youcansheepordogsinaflockorpack,butnotcats.inourfacultyeach‘cat’couldwalkbyhimself,anditallworkedveryeffectively,thoughwehadalargenumberofscientific‘toms’.
With such ambitious state plans and grand talk of modernisation, why is it that here people talk of a surplus of people with higher education in Russia? We really have produced too many economists andsociologists.there arenot enoughpeoplewith engineeringandnaturalsciencesdegrees,andthosewehavegoabroad.Nooneneedsoureconomistsandsociologistsabroad,andwedonotneedtheminsuchlargenumbereither.aniteducationcostsaround$23millionpergraduate,andthisrepresentsabudgetofbillionsforuniversities.Bylettingourspecialistsgoabroadwearehelpingother countries’budgets, andwhat'smorewithlivegoods.
Can Russia develop science through the kind of innovative clusters based around institutes and universities as is common in the West? thisrequiressystematicwork,funding,andhumanresourcemobility. Scientists inamerica change their areaof activityapproximatelyeverysevenyearsonaverage.ihaveworkedonphysics,geophysics,anddemographics,amongother things,overthecourseofmycareer.Mostscientistshaveseenlittlebeyond thewalls of theirown institutes, though theyhavethe chance to travel abroadnow.this isoneofourhighereducationsystem’smisfortunes.thesituationintheprovincesisevenworse,withhomegrownspecialiststheonlysourceofnewpeopleforthescientificcommunitiesthere.
You were born in Britain and spent your childhood there. Your father worked there with some of the twentieth century’s great scientists. How did British society view fundamental science? ivisitBritainoftenandtakepartinscientificeventsthere.itwastherethatibeganworkingondemographicsduringthetransitionperiod,asitwassomethingthatdidnotrequirealotofmoney.theBritish retire at 65, thoughby thispointmanypeoplecancontinueearningsomemoneybyactingasaconsultant.Pensioners inrussia,especially formersciencesectorworkers,aredoomedtoabeggarlyexistence.anotherimportant factor in Britain is that young people there gotoother towns to studyand start their adult lives in anewgroupof people, and this teaches them independence andmobilityinlife,studyandwork.alsothereisahugenetwork
ofinstitutesandfundssupportingvariousareasofresearch,and any talented young person can realise their scientificambitions.
Taking into account our country’s specific situation, what would be the optimum balance between the public and private sectors in your opinion? that’shardtosay.theprivatesectoraccountsfornotmorethan510%atthemoment,butitisinterestedinquickprofits.the tax systemandother levers for influencing theprivatesectorarealso in thestate’shands?So italldependsontheenvironmentcreatedforbusiness.
The Large Hadron Collider project at CERN, where many Russians are involved too is also an example of how Russian science can integrate into the global science community. Could a similar global-scale project be based in Russia? Becomingpartofglobalscienceisveryimportantforus.theoldergenerationisnotadaptedforthis–theydonotknowforeignlanguages.Youngpeopleareready,butsofarthishasbeenaonewaystreet.thereare700russianscientistsworkingat CErN, which ismaking a huge contribution to globalscienceandoffersanoutstandingexampleofcooperation.Weactuallydid try tobuilda similarmachine inSerpukhov inthe1980s.thetunnelwasdug,butwedidnotgetanyfurther.theamericansalsotriedtodevelopasimilarprojectintexasandburied$3billioninit,youcouldsay.ButintheendtheprojectwascarriedoutbyCErN,withamericanandSoviet–laterrussian–scientiststakingpart.Manyofthecomponentsweremade at our plants, and some components from thenevercompletedSerpukhovprojectwereevenusedaswell.
Applied science is the engine for taking the results of fundamental science into industry, but applied science in Russia has been left to fend for its own survival. In the electronics sector, for example, we see what success the Southeast Asian countries have had in this area, especially China. Could we make use of the Chinese experience at all? all areas of science are interlinked, but there needs to bemobilityofminds,people, andcapital. iwas at Stanfordatthe end of the 1980s and remember having an importantconversationwithMrHennessy, the rector, who said thattherewere40,000Chinese studentsat theuniversityat thattime,workinghardandlearningalltheycouldaboutmodernscience.But therewereonly100200Sovietcitizens,andhesaidthiswasnotgood,becausethiswaywewouldnotlearnanythingandtheywouldnotbeabletoofferusanything.ipassedthesewordsontoourambassadorinWashington,andthisconversationwaslaterpassedontoGorbachev.thatwas30yearsago.NowpeoplesaythatamericanuniversitiesareaplacewhererussianprofessorsteachChinesestudents.
Maybe we don’t need a Silicon Valley, we need a Graphene Valley instead, and could leapfrog a generation? thisdiscoverycouldindeedopenupuniquenewopportunities,anditwasrightthatitwontheNobelPrize.incidentally,allofthe academicians and scientific elite in Novosibirsk’sakademgorodokliveonZolotodolinnaya(GoldValley)Street,andsowealreadyhaveaGoldValleyatleast.

Об этом мы побеседовали с доктором физико-математических наук, профессором Сергеем Петровичем Капицей, представителем известной династии ученых. Он родил-ся в Кембридже, где тогда в знаменитой лаборатории Резерфорда работал его отец Петр Капица, в будущем лауреат Нобелевской премии. Сергей Петрович заведовал крупнейшей в стране кафедрой физики в Московском физико-техническом институте и, будучи президентом Евразийского физического общества, членом Европейской академии наук, как никто осведомлен о проблемах фундаментальной науки в России и в мире. Бессменный ведущий телепрограммы «Очевидное – невероятное» с 1973 года награжден премиями ЮНЕСКО и Российской академии наук за популяризацию науки.

То есть, потеря авторитета – это ответственность средств массовой информации?Втомчисле.Деловсистемеценностей:когдаученыйполучаетбуквальноменьшедворника,лучшиеребята«голосуютногами»иуезжаютзаграницу.Вопервых,ученыйдолжениметьприличныйзаработок,чтобыпростонормальносуществовать.Вовторых,нужно,покрайнеймере,в10разбольшесредствнаоборудование,научныйобменит.п.И,втретьих,ученыедолжнывидетьсвоюперспективу,востребованностьобществом.
Появилась ли в России жизнеспособная политика в области науки? Нет, политика не сформулирована внятно. В прошломнашанаукабылавполнесостоятельна,иуровеньпреподавания науки был очень высокий. Я был заведующимкафедрыфизикивФизтехе[МФТИ–ред.]втечение35лет,
изнаю,чтонашивыпускникибыливостребованывовсеммире,этобылаэлита,причеммировогокласса.
Почему же сейчас не получается это вернуть – вроде бы есть политическая воля?Политическойволимало.Нужновремя.Мысделаливсе,чтобыразрушитьосновынашейнаукивтечениепоследнихдесятилетий.ВозьмитеГерманию:послевойныстранаоченьбыстровосстановиласьэкономически,анаукалишьчерез 50 лет болееменее встала на ноги. Причем денегнежалелииоченьчеткоорганизовалинауку–большуюрольсыграло,вчастности,ОбществонаучныхисследованийимениМаксаПланка.Аунасза90егодыразучилисьинвестироватьвдолгосрочныепроекты.

А как же наработки старых научных центров? Может, надо было начинать с них?Конечно.Унасбылпрекрасныйпример–этоНовосибирскийАкадемгородок,и,вчастности,НПО«Факел»,которыйзанималсяинновационнымиразработками.Егозакрылив1972годунеиззаворовства,какэтобылопредставлено,апотомучтотамспециалистыпоказали,чтоонимогутв10разбыстрееидешевледелатьто,чемзанималисьгодамиогромныеНИИ.Таконисделаливызовсистемеорганизациинашейнауки,ибыликрупныеполитическиесилы,которыенебыливэтомзаинтересованы.ВНовосибирскебылимногонаучныйкомплекс,иуниверситетссистемойвоспроизводствакадров.Тамбылимолодыелюди,которыевладелисовременнойнаукойиимеливозможность практической реализации своих знаний вформатетехнопарка.Этобыло40леттомуназад,ивсеэтобылопотеряно.ИвсетакиНовосибирсклучшеМосквыпережилсамоесложноевремя,потомучтоонбылуниверсален.Абольшинствонаукоградов,особеннооборонные,былисделаныподопределенныезадачи,поэтомузаненадобностьюбыстропрекратилисвоесуществование.ПримернаукоградавДубне–тожеодинизсчастливых,таккаконсмогстатьмногофункциональнымимеждународным.АбиологическийцентрвПущинонапротивужаснозапущен,хотябиотехнологиисейчасоченьвостребованы.

Как же в России при таких грандиозных планах по модерни-зации могут идти разговоры об избытке людей с высшим образованием? Мыивсамомделенаплодилислишкоммногоэкономистов, социологов. Как раз специалистов с инженерным,естественнонаучным высшим образованием не хватает,ите,чтоесть,убегаютзаграницу.Анашиэкономистыисоциологиникомуненужнызарубежом,даинамненужнывтакомколичестве.Кстати,датьобразованиевitстоитпорядка$23миллионовнакаждоговыпускника–этомногомиллиардныебюджетыинститутов.Имы,отпускаянашихспециалистовзаграницу,даеммногомиллиарднуюпомощьбюджетуиностранныхгосударств,причем«живымтоваром».
Возможна ли в России схема развития науки в инновацион-ных кластерах вокруг институтов и университетов по всей России, как это принято на западе? Вы родились и провели детство в Великобритании, Ваш отец работал там вместе с другими величайшими учеными сто-летия. Каково было и есть теперь отношение к фундамен-тальной науке в британском обществе? ЯчастобываювВеликобритании,выступаюнанаучныхмероприятиях.И именно там я занялся демографией впереходныйпериод,таккакэтонетребовалобольшихматериальныхзатрат.Британцыжев65летвыходятнапенсию,нокэтомувозрастучеловекприобретаетконсультационныероли,которымиможетзарабатывать.Унаспенсионер,итемболеебывшийнаучныйсотрудник,обреченнанищенство.Важнотакже,чтотаммолодежьедетвдругойгородучитьсяиначинаетвзрослуюжизньвновомколлективе.Такначинаетсяихсамостоятельностьиподвижностьвжизни,учебеиработе.Такжевстранеработаетбольшаясетьинститутов,фондов,которыеподдерживаютразличныенаучныенаправления,илюбойспособныймолодойчеловекможетреализоватьсвоинаучныеамбиции.
Учитывая специфику нашего государства, какое соотноше-ние усилий государства и частного сектора вы бы сочли оптимальным?
Сложносказать.Частныйсекторсейчасзанимаетвнаукене более 510%. Он заинтересован в быстрых деньгах.Налоговаясистемаипрочиеспособывоздействияначастныйсектортожеуправляютсягосударством.Такчтовсезависитот того,какие условияоно создастдляработыбизнеса.
Проект Большого адронного коллайдера в ЦЕРНе, в кото-ром участвует большое количество наших соотечественни-ков, – один из примеров того, как российская наука может быть «встроена» в мировую. Возможно ли в будущем бази-рование подобного проекта мирового масштаба в России?Для нас очень важно вхождение в глобальную науку.Нашестароепоколениекэтомунеприспособлено–оноязыковне знает.Молодежькэтомуготова,попокаэтодорогасодностороннимдвижением.ВЦЕРНеработает700российскихученых,иэтоколоссальныйвкладвмировуюнаукуиблестящийпримерсотрудничества.Кстати,мыжепыталисьпостроитьтакуюжемашинувСерпуховев1980егоды,туннельдажепрокопали,нонесмоглипойтидальше.Американцытакжепыталисьразработатьтакойпроект вТехасе и в прямом смысле закопали $3миллиарда.И,вконцеконцов,проектреализовалЦЕРН,вкоторомучаствовалииамериканские,исоветские,ироссийскиеученые,многиедеталибылисделанынанашихзаводах,использовалисьдажеэлементынесостоявшегосяколлайдеравСерпухове.

In 2010, a UK Space Agency was formed for the first time. One of the agency’s first actions was to sign a Memorandum of Understanding with Russian space agency Roscosmos at the Farnborough Airshow on 21 July 2010 – an agreement which could pave the way to greater collaboration in space between the two nations. Both parties agree that cooperation is vital in order to explore and benefit from space in full, by applying space technologies in the interests of social and economic development in both countries. Surrey Satellite Technology Ltd. (SSTL), which has enjoyed long and successful collaboration with Russian organisations as a launch services customer, knows all too well the commercial opportunities open to those involved in this truly global activity.

Spaceisstillverymuchassociatedwithmannedspaceflight;however,themajorityofspaceactivitiesnowtakeplaceinverydifferentareas.thespacemarketcantraditionallybegroupedinto several segments: Manned Spaceflight (internationalSpaceStation),SpaceScience (Hubbletelescope),Navigation(GPS, GlONaSS), Earth Observation (Disaster MonitoringConstellation) and Communication (tV and iP throughsatellites).
Next to highlights such as manned spaceflight and therecentadvancements in space tourism that tend todominatethemedia, space isabig industry thataffectseveryone’sdailylife.the space industrywasworth an estimated $260billionin2009; thevastmajorityof thisamount(67%)comes fromcommercialinfrastructureandservices.Mostnotably,commercialtelecommunication,dataservicesandEarthobservationareareasinwhichcommercialapplications forma largeportionof themarket.
althoughmanypeopledon’t realise it, spacesystems forman integral part of the infrastructure ofmodern, developedsocieties.applicationssuchasdirecttohometelevision,locationbasedservices,environmentalanddisastermonitoring,resourcemanagement,precision farming logistics supportandsecurityandresilienceallusespaceassetsaspartoftheirinfrastructure.
TheSmallSatelliteRevolutionalthoughconventionalsatellitesarestillwidelyused,asignificantshift towardsusing smaller, capable satellite systemshasbeentakingplaceoverthelastdecade.Whereconventionalsatellitesaretypicallyseveraltonnesinmassandthesizeofasmallvan,smallsatellitesaregenerally50350kgandaboutasbigasawashingmachine.these smaller satelliteshave severaladvantagesovertheirbiggerbrethrenthatmakethemveryattractiveforusersofmanydifferentapplications.
Conventional satellites are generally large and heavy andcarrymultiplepayloads.althoughthishassomeadvantages,thismeansthatthemissionisneveroptimisedforasingleinstrument.furthermore,projectsarecomplex, take long tocompleteandcostsarehigh.additionally,withallpayloadsonasinglerocket,
theriskandimpactofcatastrophicfailure(failedlaunch)ismuchhigherthanforadistributedandsmallersystem.
Nexttothedifficultyofflyingbigsystems,thetechnologicaladvancementsoftherecentdecadeshavemadesmallersystemfarmorecapable.thistechnologypushhas,forthefirsttime,enabledsmallsatellitestofulfilfullmissions.thisismuchthesameasthetelephonerevolutionsofthelastfewyears,thankstowhichwenowhavethecomputingpowerofyesterday’ssupercomputerinthepalmofourhands.
Small satellites effectively use all of the aforementionedto their advantage. they use commercial components andprocesses,makingthemaffordable.furthermore, thesesmaller,simpler systemscanbeproduced ina short timescale.Whilstfurther increasing theaffordabilityof small satellites, thisalsoallows technology tobe implemented fast.Oftenbigmissionstakeupto10yearstocomplete,sothatbythetimethesystemisonthelaunchpad,thetechnologyinitisadecadeold.asmallsatellitemissioncanbedeliveredasquicklyas12monthsaftercontractsignature,ensuringthatstateoftheartequipmentcanbeimplemented.
thecurrentsystemscanmatchtheimagequalityofbiggerspacecraftandoperateatamuchlowerprice.Sothecostofentrytospacehasbeenreducedandexistingbudgetsstretchfurther,allowingmoremissions tobeperformedandhenceprovidingmorevalueformoneyinspace.

platforms to theGerman company rapidEye. the system iscurrentlybeingcommerciallyexploitedbyrapidEyetosupplydataintothefarmingcommunity.Oneofthegreatbenefitsofsuchaconstellationisthatitenablestheusertoimageanypartoftheworldeveryday.thisisagreatimprovementintemporalresolutionandspatialcoverageoverasinglelargespaceasset.
thisnewapproachtospacehasgeneratedanewinnovativephilosophyforrunningthesemissions.thisphilosophyfocusesonchangecontrol inwhichapreviousmission is tailoring tonewmission needs and the changes and associated risks arecloselymanaged.furthermore,thesesmallmissionsusesimple,often terrestrial, architectures thatmake the satellites highlyautonomousandsimpletooperate,reducingtheoperationalcostofthemissions.
With theiraffordabilityandshortdeliveryschedules, smallsatellites are alsousedmoreandmore to trainpeople in thecomplexspaceengineeringdiscipline.traineescanparticipateinafulllifecycleinarelativelyshorttimeperiod,greatlyincreasingtheir exposure to handson engineering. this has proven toimprovethelearningcurvedramatically.
SurreySatellitetechnologyltd.(SStl)isaworldleaderinprovidingsmallsatellitesystems,andhasalongtrackrecordinworkingwithrussianpartners torealise itsmissions. in1995SStlfirstexploredusingsparecapacityonrussian launcherswith itspartnerCommercialSpacetechnologies (CSt).Since
thistime,21ofitssatelliteshavebeenlaunchedfromrussiaacross11 launchcampaigns,witha further fivesatellitesdueontwolaunchesfromrussialatein2010and2011.SStlwasalsothefirstcustomerandpartnerforkosmotrasfortheDNEPrlaunchvehiclein1999,providingconfidenceforothercustomerstousethis launcher. However, it isnotonly launches; inrecentyearsSStlhaspartneredwithfSUENPPVNiiEMtoprovidesatellitehardwareandservicesforthekanopussmallsatelliteconstellation.itsworkinsmallEarthObservationconstellationsofsatellitesisalsoopeningupfurtheropportunitiesinrussiawithcommercialserviceproviders.

Хорошим примеромможетслужитьспутниковаягруппировкаrapidEye:компанияSStlпоставила5платформдлякосмическихаппаратов для немецкой компании rapidEye. В настоящиймомент rapidEye использует систему в коммерческихцеляхполученияданныхдляфермерскиххозяйств.Одноизбольшихпреимуществ такой группировки– это то,чтоонапозволяетпользователюкаждыйденьполучатьснимкилюбойточкимира.Этозначительноеулучшениеразрешениявовремениипространственногопокрытияврамкаходногокрупногокосмическогопроекта.

Концепция развития экономики РФ до 2020 года предполагает превращение Рос-сии в одного из лидеров мировой экономики через переход от экспортно-сырьевой экономики к инновационному курсу. Россия ставит амбициозные планы вернуть себе статус ведущей научной державы на фоне весьма невысоких результатов научно-технологической и инновационной деятельности в посткоммунистический период развития. Организация ОЭСР регулярно проводит международные сопос-тавления научно-технологического и инновационного развития, что позволяет выявить ряд проблемных и несколько потенциально сильных моментов состояния науки и инноваций России. Эти статистические данные имеют временной лаг 2-3 года, но, надо полагать, за кризисный двухгодичный период ситуация с научно-тех-нологическим и инновационном развитием в России только ухудшилась.

Незаинтересованностьбизнесакаквфинансировании,такивпроведенииИиР
Существует гипертрофированность в распределенииисточниковфинансированияВВЗнаИиРмеждугосударствомибизнесом.ВбольшинствестранОЭСРосновныминвестором инновационной деятельности выступаютчастныекомпании,вРоссиипреимуществоотдаетсябюджетномуфинансированиюИиРДоля государственногофинансированиясоставляетсвыше60%.Сначала1990хгодовсложиласьситуация,когдабизнеснезаинтересованвфинансированиинаукии впроведенииИиР.УровеньзатратпредпринимательскогосекторавВВПуменьшилсяс0,88%в2003году(точкапика)до0,65%в2008году.
ВысокаядоляфинансированияВВЗнаИиРиз-зарубежа
ИностранноефинансированиеВВЗнаИиРвРоссиисократилосьс17%в1999годудо5,9%в2008году,темнеменее,этодостаточновысокийпоказатель.Кпримеру,вВеликобританиидоляфинансированияиззарубежасоставила17%,ав2002годуонадоходиладо21,5%.Приэтомвначале1980хгодовэтотпоказательбыл,какивдругихевропейскихстранах,науровне57%.Созданиеблагоприятногоинвестиционногоклиматадлянаучноисследовательскойдеятельностив странепривелок значительномуростуфинансированияиззарубежаиувеличениюегодолисконца1980хгодов.ОднаковслучаеРоссиивысокийуровеньфинансированияИиРиззарубежабылвызваннестолькоблагоприятныминвестиционнымклиматом,сколькосокращениемгосударственногоибизнесфинансирования.
СокращениенаучногоперсоналаБольшая«утечкаумов»произошлав1990хгодах,причемоттокбылкакзарубеж,такивбизнес.Темнеменее,Россияпродолжаетобладатьзначительнымнаучнымпотенциаломизанимаетчетвертоеместопочислуисследователей.Доляисследователейна1000занятыхвыше,чемвомногихразвитыхстранахЗападнойЕвропы.Необходимоостановитьпроцесс«отмирания»научногочеловеческогоресурса.
ВысокийуровеньобразованияОчевиднанеобходимостьинтеграциинаукии образованиявРоссии.Фундаментдляэтогоесть:долянаселенияввозрастеот25до64летсвысшимобразованиемнамноговышесреднегопоказателяпостранамОЭСРвцелом.ПоложительнойосновойразвитиянаукииинновацийвРоссииможетслужитьитотфакт,чтодоляисследователей,имеющихкандидатскиеидокторскиестепенив научнотехническихобластяхзнания,отвсехстепенейпревышаетпоказательпостранамОЭСР.
НизкаянаучнаяпродуктивностьНизкаяэффективностьроссийскойинновационнойсистемыпроявляетсятакжевколичествезарегистрированныхпатентоводновременновевропейском,американскомияпонскомпатентныхведомствах.ЧислопатентовРоссиисопоставимосаналогичнымпоказателемтакойразвивающейсястраны,какЮжнаяАфрика.Болеетого,Россияимеетзначительнуюдолюпатентовсиностраннымисоавторами.Этоговоритнетолькоовысокомуровнефинансированияиззарубежа,ноиоролииностранныхинвестороввразвитиивзаимосвязинаукииинноваций.Отрицательнымифакторами,влияющиминаразвитиепатентногоделавРоссии,являютсяразличныеподходыипринципывстандартизацииполученияпатентныхправивысокаястоимостьпатентованиязарубежом.Запоследниедесятилетиясократилоськоличествороссийскихнаучныхпубликаций:еслив1995годудоляРоссиисоставляла3,3%отвсехмировыхнаучныхпубликаций,тов2006годуонаупаладо1,8%.В2008годувРоссииприходилось0,4патентана1миллиончеловек,длясравнениявШвейцарии–114,8;вСША–53,3патента.Относительнонебольшоеколичество российских патентов и академических публикацийвмире–показательслабойинтеграциироссийскихисследователейвмеждународнуюинновационнуюсистему.
Каки следовалоожидать, переходкрыночной экономикенепривелавтоматическикпреобразованиямвнаучноисследовательской деятельности.Основная частьИиРпродолжает проводиться НИИ которые слабо связаны спредпринимательскимсектором.Имеютсянекоторыеположительныенововведения:ростзаработнойплатынаучныхсотрудников,улучшениефинансированиясекторавысшегообразования.Внастоящеевремяполитикагосударствавразличныхинновационныхсферахпереживаетнебывалуюактивность.Сделанпервыйиважныйшаг:сформулированыприоритетывобластинаукииинновацийисозданасистемауправленияинновационнымпроцессом.Правительствопринялоцелевуюпрограмму«ИсследованияиразработкипоприоритетнымнаправлениямразвитиянаучнотехнологическогокомплексаРоссиина20072012годы».Определены новые приоритетные программы государственногофинансированиятакихинновационныхнаправлений,какаэрокосмическаяотрасль,нанотехнологии,биотехнологииипрограммноеобеспечение.Большое внимание уделяетсяпроектуИннограда«Сколково»:государствособираетсяинвестироватьболее100миллиардоврублейвстроительствоЦентраисследованийиразработокв«Сколково»в20112015годах.
Проблема в том, что в России наблюдается серьезноенесоответствиеколичествасредств,затраченныхнаИиР,иотдачиотинвестиций.ЛиквидацияданнойдиспропорциидолжнастатьосновнойзадачейдляРоссиивпроцессепроведения инновационной и технологической политики. Дляэтогостоитуделитьвниманиесозданиюновыхперспективныхнаправленийвинновационнойсфере;стимулироватьбизнесинвестициивнаукуиинновации;создаватьновуюинфраструктурудляпроведенияисследованийнакоммерческойосновесдобавлениемэлементовконкуренцииприраспределенииобщественныхнаучныхресурсов;стимулировать развитие патентного дела; углублять интеграциюнаукиивысшегообразования.

Foreignexperienceshowsthatthe competitiveness of acountry is influenced by asignificantnumberoffactors
and that it is difficult to select thekey drivers underpinning thesuccessfulimplementationofsuchadevelopment policy. as a resultconsistent statepolicy is required at the very least in the followingmainareas:tonurture,supportand
stimulate the talent pool; protect intellectual property;establish and support the required infrastructure; improvethe legislative framework; reduce administrative (tax/customs) barriers; provide tax incentives; create theprerequisites and drive demand for ‘innovationbased’products.
taxincentiveshavealwaysbeenconsideredoneofthekeyfactorsfordynamicdevelopmentinawidevarietyofactivities.Many countries have, thanks to tax incentive measuresadopted promptly, become the ‘centre of attraction’ forcompaniesthatdrawonahighdegreeofintellectualcapital.Manyforeigncountriesapplyanextremelyflexibleapproachtotheimplementationoftaxpolicies.Someofthesemeasureswereadjustedduringthecrisis(forexample,certaincountriesincreasedtheamountofr&Dcostsrecognisedasdeductibleexpensesforcorporateprofitstaxpurposes).
russia has alreadymanaged to adapt and implement anumberof state tax incentives,whichweredeveloped andimplementedbyforeigncountriesoverthepastfewdecadesin a comparatively short periodof time– in the past fewyears.Moreover,when it comes to tax concessions,russiahas followed the trend that is characteristic of countrieswithtransitionaleconomies(forexample, indiaorChina),notablytheprovisionofanextensivelistoftaxconcessionsfor companies with high degree of intellectual capital.Moreover, some of the adopted measures, for example,the tax regime stipulated for participants of the Skolkovoproject, are unique in international practice (this regime,effective from January 1 2011, stipulates exemptions fromVat,profitstaxandpropertytaxandareductionintherate
ofmandatoryinsurancecontributionsto14%foraperiodofupto10years).
inthisarticlewewillanalysetheextenttowhichexistingtaxincentivesinrussiaarecompetitiveandwillfocusonthoseaspectsoftaxbreaksintroducedtoincentivisethemostcostlyaspectsof innovationbased activities –wages and researchanddevelopmentandinnovation(hereinafterr&D)throughdepreciationdeductions.
SocialdeductionsWage costswhich are a significantpart of the expenses ofinnovationbased organisations are subject formandatoryinsurance contributions, pursuant tofederallawNo. 212fZ,“OninsuranceContributionstothePensionfundoftherussianfederation,theSocialinsurancefundoftherussianfederation, thefederalMandatoryMedical insurancefundand territorial Mandatory Medical insurance funds.” forexample,organisations,includingcompaniesparticipatingininnovationbasedactivities,nowpayinsurancecontributionsamountinginaggregateto26%ofthewagefund.furthermore,the aggregate rate of insurance contributions will rise in2011 to34%,whichmay implicitlyhave an adverse impactoncompanieswithahighdegreeof intellectual capital.forexample,wagecostsmayaccountfor7080percentoftotalcostsatitcompanies.
Both the russian Government and different industryassociationshaveperformedasignificantamountofworktoevenouttheimplicationsoftherisingrateofaggregatesocialcontributions for such companies, in particular in the itsector.thisworkresultedintheconsiderationandadoptionoflongawaitedamendmentstofederallawNo.212fZ,whichestablishedanaggregaterateofinsurancecontributionsforitcompaniesthatmeetthecriteriadeterminedinthedraftlawat14%from2011(includingthepossibleapplicationofthisratein2010)until2017inclusive.itishighlylikelythatthismovewillbeperceivedverypositivelybytheitcommunityandwillhavea favourable impactonthecompetitivenessofrussianitcompaniesglobally.However,takingintoaccountthattheheadcountofcompaniesthatcanenjoytheconcessionshouldbemorethan50people,thisconcessionisuselessforsmallitcompanies.
Over the past few years Russia has made significant strides on the path of innovation-based development, with the Russian President and Government indicating their support and allocating substantial budget funds for these goals. Implementation of plans to establish an R&D and commercialisation centre in Skolkovo will represent another step forward in innovation-based development. Russia is striving to progressively develop and steadfastly overcome the failings of the 1990s, compete globally and at the same time leverage international best practice. An opportunity beckons. The key issue now is to make the most of this opportunity in a competent and professional manner and provide the prerequisites so that everyone, including Russian citizens and foreign partners, believe in the success of the concept and actively participate in the implementation of ‘innovation-based’ plans.*

R&DЕxpensesSignificant amendments were introduced to the rf taxCodebyfederallawsNo.144fZdatedJuly272006andNo.158fZdatedJuly222008onthetaxaccountingtreatmentof r&D expenses. for example, costs onr&D,which donot yield a positive result,may be deducted as expensesfor corporateprofits taxpurposesona straight linebasisafter ithasbeenoneyearsincetheywere incurred, intheamountoftheactualexpenses,whilethespecifictypesofr&DstipulatedbyalistissuedbytherfGovernmentmaybedeductedasexpensesforcorporateprofitstaxpurposesintheamountof150percentintheperiodwhentheywereincurred. in principle such a procedure for recognisingr&Dexpensescomplieswithinternationalbestpractice.
in practice, however, innovationbased companieshavenot been actively applying thenorms regulating theaccounting treatment ofr&D expenses for corporate taxpurposes. in particular, the definition of r&D providedintherftaxCodeisfairlybroadandit isunclearwhichexpensesmay be included in r&D. in addition, the lackofclarityovertheexpensesthatmayberecognisedat thelevel of 150 per cent creates specific risks for companies,in particular in terms of the compliance of the incurredr&Dwiththetypesofr&DlistedintheresolutionoftherfGovernment.ifacompanydoesnotplancompetentlyor fails to substantiate its approach on the establishmentofr&Dcosts, there is a risk that the tax authoritiesmaycontest the company’s allocation of incurred expenses tor&Dcosts.forthisreason,manycompaniesprefertoavoidthisrisk.
therfMinistryoffinancehasdevelopedadraft law,which,ifadopted,wouldintroducesignificantamendmentsto the currentaccounting treatmentofr&Dexpenses. inparticular, this draft law clarifies the list of expenses thatmay be attributed to r&D, stipulates the procedure forclassifying the expenses incurred on r&D as costs thatmayberecognisedatthelevelof150%.thedraftlawalsostipulatesthetaxpayer’srighttocreateprovisionsforr&Dexpensesforcorporateprofitstaxpurposes.itgoeswithoutsaying that the adjustments to the current provisions oftherftaxCode,which seek to increase the effectivenessandapplicabilityofconcessions,willbeapositivefactorinpractice,stimulatingcompaniestoinvestinr&D.
DepreciationDeductionsIn respect of fixed assetsin 20062009 the tax accounting treatment for accruingdepreciationwas reformed. inparticular, companiesweregrantedtheopportunitytoapplya‘depreciationpremium’ a nonrecurring charge to expenses of a part of thefixed assets’ initial cost (10% or 30% depending on thedepreciationgroup).inaddition,therighttouseamultiplieronthedepreciationratewasformalisedinrespectofenergyefficientequipmentandfixedassetsusedsolelytoperformr&Dactivities. Some it companiesmaypost tomaterialexpensesonanonrecurringbasiscostsonacquisitionofelectronics equipment andcomputerhardware.there areplanstocontinuereformingdepreciationaccrualsthrougharevisionoftheapproachesusedtoclassifyfixedassetsfor
thepurposesofaccruingtaxdepreciationanddeterminingthedepreciationratesforthesegroups.
In respect of intangible assetsr&Dexpenses,whichhavenotyetyieldedpositiveresults,should be accounted for in other expenses on a straightlinebasisoveroneyearintheamountoftheexpensesthatwereactuallyincurred.However,atpresentr&Dexpenses,as a result ofwhich the taxpayer receives exclusive rightsto intellectual property,may be capitalised in initial costof the intangible assets of an organisation, and if it isimpossibletodetermineusefullifeoftheintangibleasset,should be expensed through the accrual of amortisationover 10 years.Naturally, this approach does not promotetheestablishmentandrecognitionofintellectualproperty.adraft lawhasbeensubmittedto theStateDuma,whichshould, if adopted, help to promote the ‘recognition’ ofintangible assets as the result of performedr&D, as thedraftstipulatestheabilitytoamortiseintangibleassetsovertwoyears(incontrastto10years,asstipulatedatpresent).
Inclusionof‘Input’VATinExpensesatpresenttherftaxCodedoesnotcontainadefinitionoftheexportofservices.thismakesitimpossibletoapplythe0%rateofVat,forexample,whensellingsoftwaredevelopmentservices to foreignclients.asaresult,unliketheproducersofexportedgoods,theactivitiesofitcompanies–softwaredevelopers, receivingorders from foreign companies areexemptfromVatinrussia(astherussianfederationisnotrecognisedas theplaceof sale).accordingly, itcompaniescannotclaimVatinvoicedbytheirsuppliersofgoods(work,services) for a refund from thebudget, but should insteadincludeitinexpenses,whichnaturallyincreasesthecostoftherussian‘intellectual’servicessoldforexport.
Suchasituationisatvariancewithinternationalpractice,astheabilitytoapplythe0%Vatrateonexportsofservicesisstipulatedbymostcountries,whichsupportthedevelopmentof‘intellectual’services.

определяющейвразвитии.Этозначит,чтопоследовательнаягосударственнаяполитиканеобходима,какминимум,последующимосновнымнаправлениям:«взращивание»,поддержаниеи стимулированиекадровогопотенциала; защитаинтеллектуальной собственности; создание и поддержканеобходимойинфраструктуры;совершенствованиезаконодательногополя;снижениеадминистративных(налоговых/таможенных)барьеров;налоговоестимулирование;созданиепредпосылокистимулированиеспросана«инновационную»продукцию.
Налоговоестимулированиевсегдарассматривалоськакодинизважныхфакторовдинамичногоразвитиятойилиинойсферыдеятельности.Многиестраны,благодарясвоевременнопринятыммерамвэтойобласти,являются«центромпритяжения»длякомпанийсвысокойдолейинтеллектуальноготруда.Многиеизнихиспользуюточеньгибкийподходвреализациисвоейналоговойполитики,некоторыемерыбылискорректированывпериодкризиса(некоторыестраныувеличилирасходыпоНИОКР,которыеможнопринятьвкачестверасходовдляцелейналоганаприбыль).
Многиемерыналоговогостимулирования,разрабатываемыеивнедряемыезарубежнымистранаминапротяжениидесятилетий,Россиясумелаадаптироватьивнедритьвсегозанесколькопоследнихлет.Вотношенииспектраналоговыхпослаблений,Россияследуеттренду,характерномудлястранспереходной экономикой (например,ИндияилиКитай),аименно–предоставлениюширокогоперечняналоговыхльгот для компаний с высокой долей интеллектуальноготруда.Некоторыеизпринятыхмер,например,налоговыйрежим,предусмотренныйдляучастниковпроекта«Сколково»,являютсяуникальнымивмировойпрактике.Данныйрежим,вступающийвсилус1января2011года,предусматриваетвозможностьосвобожденияотНДС,налоганаприбыльиналоганаимущество,сниженияставкиобязательныхстраховыхвзносовдо14%напериоддо10лет.
Вэтойстатьемыпроанализируем,насколькосуществующиемерыналоговогостимулированиявРоссииявляютсяконкурентоспособнымииостановимсянатехаспектах
налоговогостимулирования,которыенаправленынальготированиесамыхзатратныхстатейинновационнойдеятельности:оплатытруда,научноисследовательскихработ(далее–НИОКР),амортизационныхотчислений.
СоциальныеотчисленияЗначительнуюдолюрасходовинновационныхорганизацийсоставляютрасходынаоплатутруда,которыеявляютсяобъектомобложениястраховымивзносамисогласноФедеральномуЗаконуN212ФЗ«ОстраховыхвзносахвПенсионныйфондРоссийскойФедерации,ФондсоциальногострахованияРоссийскойФедерации,Федеральныйфондобязательногомедицинскогострахованияитерриториальныефондыобязательногомедицинскогострахования».Так,в2010годаорганизации,втомчисле,занимающиесяинновационнойдеятельностью,уплачиваютстраховыевзносыпосуммарномутарифу26%отфондаоплатытруда.Ас2011годасуммарныйтарифстраховыхвзносовповыситсяисоставит34%,что,безусловно,можетнегативноотразитьсянакомпанияхсвысокойдолейинтеллектуальноготруда.Например,укомпанийИТсферызатратынаоплатутрудамогутдостигать7080%общихзатрат.
ИПравительствомРФ,иразличнымиотраслевымиассоциациямибылапроделанабольшаяработапонивелированиюпоследствийувеличениясуммарноготарифастраховыхвзносовнатакиекомпании.Результатомэтойработысталорассмотрениеипринятиепоправокк212ФЗ,устанавливающиесовокупныйтарифстраховыхвзносовдляИТкомпаний, соответствующих определенным в законопроектекритериям,науровне14%с2011года(свозможностьюприменениятакоготарифаив2010году)по2017год.Ожидается,чтоданныепоправкивцеломбудутпозитивновоспринятыИТсообществомиблагоприятноотразятсянаконкурентоспособностироссийскихИТкомпанийнамировомуровне.Однако,посколькувсоответствиисзаконом,льготоймогутвоспользоватьсякомпаниисчисленностьюболее50человек,тоонанезатронет«малые»ИТкомпании,чтоможетнегативноотразитьсянаихразвитии.

За последние несколько лет Россия предприняла существенные усилия для становления на «инновацион-ный путь развития», которые поддерживаются Президентом РФ и Правительством России и на которые выделяются значительные бюджетные средства. Серьезным шагом на этом пути станет реализация заяв-ленных планов по созданию центра разработок и коммерциализации в «Сколково». Россия стремится пре-одолеть «провал» 90-х годов, развиваться прогрессивно с учетом мирового опыта и конкурировать в гло-бальном масштабе. Шанс есть, важно грамотно им воспользоваться, чтобы и граждане России и зарубежные партнеры поверили в успех задуманного и активно участвовали в реализации инновационных планов.*

Однако,нормы,регулирующиепорядокучетарасходовнаНИОКР для целей налогообложения прибыли, до сихпорнедостаточноактивноиспользуютсяинновационнымикомпанияминапрактике.Вчастности,определениепонятияНИОКРвНалоговомКодексеРФдостаточноширокое,существуетнеясностьвотношениисоставарасходов,которыемогут быть включены в составНИОКР.Кроме того,определенныерискидлякомпанийсоздаетситуациявотношениизатрат,которыеможнопризнаватьвразмере150%,а именно с точки зрения соответствия осуществленныхНИОКРтем,чтоперечисленывПостановленииПравительстваРФ.ТакаяситуацияприотсутствииграмотногопланированияиобоснованияподходакомпаниикформированиюзатратнаНИОКРможетпривестикспорамсналоговымиорганамивчастиотнесенияпонесенныхрасходовкзатратамнаНИОКР,имногиекомпаниипредпочитаютнерисковать.
ВнастоящеевремяМинистерствомФинансовРФразработанзаконопроект,которыйвслучаеегопринятия,внесетсущественныеизменениявтекущийпорядокучетарасходовнаНИОКР.Вчастности,онопределяетчеткийпереченьзатрат,которыемогутбытьотнесеныкНИОКР,предусматриваетпорядокподтвержденияотнесенияосуществленныхНИОКРкзатратам,принимаемымвразмере150%.ЗаконопроекттакжепредусматриваетвозможностьформированиярезерваподНИОКРдляцелейисчисленияналоганаприбыль. КорректировкатекущихнормНалоговогоКодексаРФ,направленнаянаповышениеэффективностииприменимостильготирующихнормнапрактике,безусловно,будетявлятьсяпозитивнымфактором,стимулирующимкомпаниинаинвестированиевобластиНИОКР.
АмортизационныеотчисленияВ отношении основных средствВ20062009гг.былопроизведенореформированиеначисленияамортизациивналоговомучете,втомчислекомпаниямбылапредоставленавозможностьприменения«амортизационнойпремии»–единовременногосписаниянарасходычастипервоначальной стоимостиосновных средств(10%или30%взависимостиотамортизационнойгруппы).Крометого,былозакрепленоправоиспользоватьповышающиекоэффициентыкнормеамортизациивотношенииэнергоэффективного оборудования и основных средств,использующихсяисключительнодляосуществлениянаучнотехническойдеятельности.ДлянекоторыхИТкомпанийсуществует возможность единовременного отнесения наматериальныерасходызатратнаприобретениеэлектронновычислительнойтехники.Реформуначисленияамортизациипланируетсяпродолжитьпутемпересмотраподходовкклассификацииосновныхсредствдляцелейисчисления
налоговойамортизациииопределениюнормамортизациидляэтихгрупп.
В отношении нематериальных активовРасходы на НИОКР, которые не дали положительногорезультата,подлежатвключениювсоставпрочихрасходовравномерно в течениеодного года в размерефактическиосуществленныхрасходов.Новнастоящеевремя,расходынаНИОКР,врезультатекоторыхналогоплательщикполучаетисключительныеправанарезультатыинтеллектуальнойдеятельности,могутбытьпризнанывсоставепервоначальной стоимостинематериального активаорганизации,ивслучаеневозможностиопределениясрокаполезногоиспользования, списыватьсяпосредствоммеханизманачисленияамортизациивтечение10лет.Это,конечно,неспособствуетстимулированиюсозданияипризнанияобъектовинтеллектуальнойсобственности.Внастоящеевремя,вГосударственнуюДумувнесензаконопроект,который,вслучаеегопринятия, должен способствовать стимулированию «признания»нематериальныхактивовврезультатеосуществленныхНИОКР,посколькупредполагаетвозможностьамортизацииНМАвтечение2хлет(против10ти,предусмотренныхвнастоящеевремя).
Включение«входного»НДСвсоставрасходовВнастоящеевремяНалоговыйКодексРФнесодержитпонятияэкспорта услуг, чтоделаетневозможнымприменениеставки0%,например,приреализацииуслугпоразработкепрограммногообеспечения,зарубежнымзаказчикам.Поэтомувотличиеотпроизводителейэкспортируемыхтоваров,деятельностьИТкомпанийразработчиковпрограммногообеспечения,действующихпозаказаминостранныхкомпаний,необлагаетсяНДСвРоссии(таккакместомреализацииуслугнепризнаетсятерриторияРФ).ВсвязисэтимИТкомпаниинемогутпредъявитьНДС,выставленныйимпоставщикамитоваров(работ,услуг),квозмещениюизбюджета,адолжнывключитьеговсоставрасходов,чтоприводиткудорожаниюроссийских«интеллектуальных»услуг,реализуемыхнаэкспорт.Темвременемвозможностьпримененияставки 0%при экспорте услуг предусмотрена большинствомстран,поддерживающихразвитие«интеллектуальных»отраслей.
Вцелом,оцениваяуровеньналоговогостимулированияинновационнойдеятельностивРоссии, хочетсяотметитьмасштабпроделаннойработыпозаконодательномувнедрениюсоответствующихмер.Однако,существующиенеясностизаконодательства,трудностьсреализациейпринятыхмернапрактикенеблагоприятносказываютсянаконкурентоспособностироссийскогоинновационногосектора,учитываятекущий высочайший уровень глобальной конкуренции.Реализациязаявленныхмерпосовершенствованиютекущегозаконодательствавсовокупностисуспешнойреализациейпрочихненалоговыхмергосударственнойподдержкиинновационнойотрасли,должнаобеспечитьРоссиишансзанятьдостойноеместосредистрансразвитыминновационнымсектором.Главное–этотшанснеупустить.

Fazotron – from radars to radiotherapy
Krasnaya Presnya district in Moscow is famous for its role in the First Russian Revolution of 1905. In recent years of peaceful revolution of economic reform that began
with Perestroika, the Fazotron Corporation has again placed the region on the map. In the past, the enterprise produced aircraft instrumentation; now it is a leader in Russian aircraft radar location. Though the company was formed in June 1917, the name of Alexander Freidman, its founder, became known only recently. But Freidman, the first director of the Zavod Aviapribor enterprise as it was then called, turned out to be something of a legend. He was a pilot in World War I; he was an outstanding mathematician, who contributed to the development of Einstein’s Relativity Theory; and he was the first to discover the expansion of the universe. He was the first in Russia to implement precision bombing with a bomb that destroyed the arsenal in the city of Peremysl, besieged by the Russian Army in 1915.
The Russian arms industry has always enjoyed a world-wide reputation. From 1917 to 1933, Zavod Aviapribor was the only Russian enterprise producing aircraft instrumenta-tion, and all of the red army’s aircraft were equipped with its tachometers, altitude indicators etc.
Today, every radar and radar location system in practically all Russian air force battle planes, fighters and helicopters car-ries the Fazotron trademark.
As aviation develops, the role of aviation becomes more and more significant. The fact is that everything – the aerody-namics, the engine capacity, the most sophisticated avionics – is subject to a unique goal: To discover the enemy before he might discover you and launch a missile. And this is the task of an extremely sophisticated complex of electronic systems controlled by a radar. Only a radar ‘sees’ the farthest distances, under all weather conditions, day and night.
Since 1985, the enterprise has been headed by Professor Anatoli Kanashchenkov. During the extremely difficult period of perestroika, when the military and industrial complex was confronted with civilian conversion, funding cuts and a con-certed brain drain, Kanashchenkov managed to preserve the “brain” of his Fazotron team in Russia.
An out-and-out moderniser, who spent several years at the International Business College of Cransfield Institute of Aviation Technologies, in England, Kanashchenkov refused to use obsolete communist party methods of management even before perestroika began to preach a new gospel. He always counted only on himself and on his team. While the most skilled specialists all over the country left the defence industry for the more lucrative world of business and com-merce, Fazotron won world fame by continuing to develop modern radar location stations and arms control systems in order to create new aircraft and modernise old Russian fight-ers and bombers.
The economic freedom that came to Russia in the 1990s enabled Kanashchenkov to finance R&D in cutting edge tech-nologies and design solutions. Because it is independent and
in full control of its own finances and revenues, Fazotron is in a strong position to compete in both external and domestic markets.
PowerfulmedicineFazotron has never limited its activities to military produc-
tion. It has also developed a strong reputation for itself in the civilian sector, first and foremost in the field of magnetic thera-peutic apparatus for medicinal use.
The enterprise started developing medicinal devices over 20 years ago. Today in Russia and the CIS, there are more than 2.5 million users of Fazotron’s unique product range, which has sold over 600,000 units.
Fazotron developed its medical technology as part of its research into electromagnetic fields and their effect on the human body. Initial projects were focused on developing pro-tection for employees working in industries where they were exposed to radiation. Long term research resulted in the devel-opment of 11 magnetic devices. These use low frequency elec-tromagnetic fields of various types, often in harness with laser and electric current technology. All Fazotron devices carry Rus-sian Health Ministry approval.
The wide range of diseases which can be treated with Fazotron’s technology includes: osteochondrosis, osteomielitis, arthritis, polyarthritis, fractures, dislocations, oedemas, diabe-tes, thrombosis, thrombophlebitis, trophic ulcers and gynaeco-logical diseases. Research carried out by a number of medical institutions in Russia has shown that these fields can be used to stimulate the body’s biochemical networks. Their effect is similar to that of ginseng and golden root. Electromagnetic fields effect changes in the adaptation reactions of the human body which helps the immune system to resist serious diseases, blood circulation improves, and inflammatory and traumatic oedemas heal more quickly. Three of Fazotron’s magnetic devices – Bimp, Alimp, and Polemig – are widely used in clin-ics around Russia. They have been shown to reduce recovery times and in many cases to completely remove the need for traditional course of treatment.
Recently in Russia demand emerged for a portable magnet-ic therapeutic device that would be essentially available without prescription and thus suitable for self-treatment. Fazotron was able to develop such a device. Named MAG, for its magnetic properties and the magical results it has been able to produce, the number of users in Russia now exceeds two million.
According to Kanashchenkov, Mag-30 has no rivals either in Russia or abroad. It was awarded a silver medal at the “Eure-ka 97” International Exhibition in Brussels and was included in the list of 100 best Russian products. “There is no doubt”, he claims, “that Mag-30 has helped millions of Russians, and will eventually become widely used in treatment around the world.”
Fazotron is planning to take its technology on an interna-tional road show in the near future, and is hoping to start in the UK.
