Storekeepeis were busily engaged in having a gen- eral clearing out and cleaning up. Floors woro scrubbed nnd win- dows washed until a lato hour. which it is safe to say had not boon touched sinco tho laBt celebra- tion. Boxes, countors and mer- chandise woro piled away in corners in order to turn tho stores into reception rooms for tlio next few days. Numerous little stands nnd tables for tho salo of Chinese lilies woro occupying tho Bidewalks and trade wiib iivuiy. jvury uuiubbu mubl havo somo lilies in full blossom for tho Now Tear, and many of those who wore employed out of town neglected to provide them- selves until Inst night. Lilies in natural stato and dwarfed both seomod to find ready salo accord- ing to tho number and condition of tho blossoms. Prices ranged generally at 25 and 50 cents, while fancy specimens commanded three and four dollars. Poorer and im- mature specimens realized only fivo or ton cents. Tho Chinese barbers did a rush- ing business and tho way their sharp pointed, thin and flexible razors found their way around tho noses, oyolids and elirs of custom- ers was wonderful to behold. The candy stores did a rushing business and woro surrounded from early dusk with crowds of children who were investing their nickels in fresh candy of tho Now Year variety. All night long tho dm was kopt up and it is still going on. similar to tho ono that was lost in

1893, a synopsis o that moasurois hero given for goneral informa-tion. It provided for a register of

all male porsons over tho rgo of

13 years, residont in tho islands,giving names, agos, birthplace,rosidenco and marriage; also, if

born in a foroign land, tho dato

of arrival in tho HawaiianIslands, port of departure for hero,calling or occupation and, if em-

ployed in any enpacity, tho namoof tho employer, place and natureof employment, of all males overtho age of fifteen years. A resi-

dence or sojourn in tho HawaiianIslands for three months from tho

dato of tho passage of tho act

should constitute a person a resi-

dent under tho meaning of thoact. Registration divisions woreto conform to tho districts for tax-

ation, educational and judicial purposes. Tho Cabinet should appointa snfliciont number of registrars,to bo selected as far as possiblofrom tho tax assessors, etc., and a

chief clork of registration to sup-

ervise tho carrying out of tho pro-

visions of tho act. Exiles andregulations to tho sjimo end woreto be made and published by tho

'Minister of tho Interior, whoshould within fifteen days of thoappointment of registrars publishnotices of times and places ofregistration, in tho Hawaiian,English, Portuguese, Gorman,JtipiiuoMJ and Chinese languages.Tho places should bo selected asmuch as possiblo for tho publicconvenience, and there should bo atleast throo meetings of not less

than four hours' duration eachand as many more as might bo

necessary. Each person on beingregistered was to receive a certifi-

cate. On a change of residenceemployment or employer ho was to

have that fact oudorsed on his cer-

tificate, and, in case of a changeof residonco, surrender his certifi-

cate to tho registrar of the districtto which ho ' moved, who

should thereupon issuo to

violation of these provisions

Perhapsno discussion, however, would boquite satisfactory beforo a trial oftho measuro. If workable at nil,it ought to be in good run-

ning order beforo the nextgoneral election if passed thisyear. Therefore, probably thobest thing to do is to try tho ex-

periment and let tho peoplo de-

cide upon its merits when theyelect the next Legislature.

The Scientific American,which everyone acknowledgesas the leading scientific paperin the United States, devotesnearly a page of its issue ofJanuary 4th to the considera-tion of bicycles. It selectedthe Tribune as the highesttype of the best Americanwheel made today. It says:"Within the past' three years,the American bicycle industryhas grown up to dimensionswhich fairly entitle it to beconsidered representative of thecountry and of the day. Everyday sees hundreds of wheelsof high and low grade made inthe factories of this country forthe American and foreign mar-ket. Three years ago theEnglish bicycle was consider-ed by many the best wheel,and the possessor of such wasapt to consider himself betterequipped than his friend whorode one of American manu-facture. Now, all is changed.A visitor to England or to theContinent, if a cycling enthu-siast, cannot fail to be impress-ed by the superiority of Amer-ican wheels as contrasted withthe foreign ones, and no wheel-man really au fait in his sub-

ject would dream of buyinghis wheel abroad, so superioris the American make. Theindustry has brought about anenormous development in themanufacture of special toolsand of parts of bicycles.. Many assumed bicycle man-ufacturers simply buy theseparts and do their own as-

sembling. But for the produc-tion of the absolutely highgrade American bicycle, afactory is required which willturn out practically all theoarts of the wheel manufactured, for unless such is doneone concern cannot be answer-able for the perfection of thewhole machine.

We select as the representative of such a factory the worksof the Black ManufacturingCompany, of Erie, Pa., a com-

pany which produce the high-est grade of wheel and whichput it on the market purely onits merits without the adventi-tious advertisement of paidriders. The wheel made bythis company, the "TribuneBicycle," embodies the bestpossible practice and is corres-pondingly free from structuralvariations of unproved merit."

Such praise from such ahigh source should satisfy any-one of the superior merits ofine l nuune wneeis.
