2.1 CAPABILITY STATEMENT OF THE FIRM
2.1.1 INTRODUCTION
With headquarters in Nairobi, Kenya, Quantycosts Consultants provides superior Quantity
Surveying, Construction and Project Management services in the handling of the budget and
cashflows in the construction Industry, serving both the individual and corporate clients.
Quantycosts Consultants has brilliant young minds bringing a fresh and innovative
approach to Quantity Surveying consulting services, providing customized solutions to
individual projects.
Our goal is to exceed the expectations of every client by offering outstanding customer
service, increased flexibility, and greater value, thus optimizing project returns and
improving construction efficiency.

2.1.2 SCOPE OF SERVICES & WORK METHODOLOGY
2.1.2.1 PRE-CONTRACT PHASE
Upon contract award, the Partner in-charge of the project takes overall responsibility and
acts as the contact person with the Project Manager heading the design team. A project time
table for the project is agreed on with the design team and the Partner fits the following
stages within the time table.
i) Cost Estimate
Once the Architect prepares the scheme design we compute the estimated cost of
construction. The cost is considered against the client’s budget and cost cutting
measures discussed with the Architect & other designers if necessary.
We also advice the client on the estimated duration of the project based on the
approved designs and specifications. Should the cost estimate be acceptable to the
client, then working drawings may be developed; otherwise the scheme design
would have to be revised to be within the client's budget.
ii) Bill of Quantities & Specifications
This involves creation of accurate bills detailing the scope of the projects and is
generated from working drawings from the various members of the project design
team. Quantycosts Consultants uses the latest version of Q-script software in
preparation of these documents. Q-Script is a comprehensive, fully integrated
software Suite for; Measurement, Description and Costing of construction and
property related work. Q-script is centered on a database of measurement and
pricing information, the software application manages all project stages from
feasibility to final account.
Integrated modules allow information entered at one project stage to be available at
all subsequent project stages. Data can be interchanged electronically with Microsoft
Office, other software products and with other organizations and projects using
industry standards.
The Application is an information resource for faster and better responses to client
enquiries, enabling rapid turnaround of work with consistent standards of content

and accuracy. It also offers an extended range of analysis and high quality reports
formatted to meet the clients’ particular requirements.
iii) Tendering & Tender Analysis
This is the process of selecting a contractor to execute the project and involves
competitive bidding. We advise on the tendering procedure most suitable for the
project with the following options available:
Open tendering
Selective tendering
Negotiated tender
Serial tendering
Tender evaluation involves investigation, checking, analysing and reporting on the
suitability and soundness of tenders obtained and accordingly advising on any
necessary amendments in the documentation and the tender sum to be accepted.
2.1.2.2 CONSTRUCTION PHASE
On appointment of the Contractor the lead Partner will:
i) Oversee preparation of contract documents for the signature of the Client and
Contractor.
ii) Attend all site meetings
iii) Take site measurement and prepare monthly valuations to enable the Architect issue
monthly certificates.
iv) Measure all variations and advise on the cost implication to the overall cost of the
project.
v) Prepare Financial Appraisal monthly which would indicate cost savings or cost over
runs if any for early reporting to Client by the Project Manager
2.1.2.3 POST CONSTRUCTION PHASE
The partner will also be in-charge of all post contract services on the project in which he will;
i) Evaluate and agree with the contractor final cost issued during construction
variations
ii) Prepare and agree with the Contractor the statement of Final Account

2.2 METHODOLOGY SYSTEM
This details methodologies and systems we have put in place to ensure that we protect the
interests of our clients by reducing cost overruns to a minimum and also professionalising
our services in all the processes of the project
2.2.1 Accurate budgeting:
This is achieved by the use of a spread sheet technique to develop a cost plan. Figures are
calculated and set out in building elements, services, fittings, etc., which has been designed
and updated using all available previous experience.
Cost comparisons are made against similar elements in known buildings, both on a cost per
square metre basis and against the unit appropriate to the element. Discussions with the
other consultants, in particular the Service Engineers, ensure the sufficiency of such
provisions.
2.2.2 Accurate Estimating
As the design of the project is developed the provisions in the cost plan are checked and
adjusted by measurement and pricing. Where necessary differing design solutions and
finishing options are priced comparatively and the advantages considered in close liaison
with other project team consultants.
2.2.3 Accurate tender documents:
Preparation of accurate and water tight preliminaries section of the Bills of Quantities is the
first step of ensuring that claims from the Contractor at construction stage are minimized.
Sufficiency of information and proper provision for all foreseeable contingencies at tender
stage are essential. Where design details remain unresolved provisional quantities should be
included to obtain rates against which the work carried out can be valued.

2.2.4 Construction Phase monitoring:
With the steps outlined above the possibility of cost over-runs is substantially reduced. It is
preferable that design changes are kept to a minimum at this stage. Where these are
unavoidable the cost implication should be pre-determined before instructions are issued.
Regular Financial Appraisals would be are prepared. These would include costing of
designs changes, re-measurement of provisional work and works provided as provisional
sums, and estimates of present and future fluctuations where the contract has a fluctuation
clause.
