Message from Vice-Chancellor
Prof. (Dr.) Rattan Lal Hangloo
Among all things knowledge only, they say, is a supreme treasure because it
cannot be stolen, it is priceless and always imperishable
The district of Nadia, where University of Kalyani is situated, was once acclaimed as the Oxford
of Orient. Following the traditions of centuries old academic practices of Nabadwip, University
of Kalyani is determined to impart quality education to its students for their full blooming.
Established in the year 1960s in the backdrop of semi rural industrial belt of West Bengal, till
date the University is upholding the cause of spreading higher education among some of the
most backward district of West Bengal. The University promotes Scientific Researches as well
as Artistic pursuits; encourages commerce, managerial and technological courses along with
literature, education and Social Science disciplines. Besides imparting formal education to the
regular students, the University communicates learning aids among the neo-literates and also
enables students through open distance learning system.
The progress of a nation rests on the progress in education. University of Kalyani acts as
awakener and inspirer. We hope that education which our students receive here will
automatically follow them like the treasure of its possessor. We provide them teaching of
international standard and some of the stalwarts in their own field are members of our faculty.
As the mind has great influence over the body, and maladies often have their origin there, the
University encourages indoor and outdoor sports activities and organizes regular social service
programmes through NSS. We assure, our students do not receive education here but they
achieve it.

Quality Assurance
A Self Retrospection
In pursuance of the National Action Plan of the National Assessment and Accreditation Council
(NAAC) for performance evaluation, assessment, accreditation and quality up-gradation of
institutions of higher education, the University of Kalyani has established Internal Quality
Assurance Cell (IQAC). The goal of the IQAC is to make quality, both academic and
administrative, the defining element of higher education through combination of self and
external quality evaluations, promotion and sustenance initiatives to stimulate academic
environment of teaching-learning and research for fostering global competence. The prime
objective is to promote collaboration with global institutions for undertaking quality related
research studies, consultancy and training programmes. The University has attained many of
these objectives either fully or partially in the last few years. Major initiatives have been taken to
initiate modern teaching-learning aids, upgrading the infrastructure and facilities and
environments both in departments and administrations. Incorporation of good communication
facilities by introducing bus services between campus and Railway station. Some of the
departments including few places of the administration have already been made WiFi
enabled. There are plan for installation of more such facilitiesin near future . Good antivirus has
been installed in all nodes of the campus. The university has also planned for integration of
plagiarism check software which will be integrated soon into the Campus LAN.
The main objective was to prepare Annual Quality Assurance Report (AQAR) in such a way
that it will be open and participatory so that the transparent self-appraisal framework gives
visibility to the numerous tasks performed by each of us in teaching, research, administrative
sphere, etc. The self-appraisal framework comprehensively identifies and articulates the key
performance areas of faculty. The APR is conceptualized in such a way so that it helps teaching
departments and research centres to reflect their work mandatorily and honestly. Accordingly it
provides each teacher a chance to benchmark one’s own work (as per the UGC promotional
avenues) and the plan future more realistically in structured appraisal formats. It also helps to
create a conducive environment for teaching at UG & PG levels, guiding and supervising
research scholars at M. Phil and Ph. D levels, researches carried out internally and supported by
externally funded projects, publication of research papers and books at national and international arena,
participation in national and international conferences/seminars, participation in faculty development
programmes and carrying out institutional responsibilities. The AQR has been prepared following
guidelines of internal quality assurance. The reports reflects the outputs based on three attributes like
what we have planned in the previous year, what we could achieve in 2013-14 and what is the plan for
2014-15. The achievements made in terms of awards received by the students, scholars and faculty
members, publication of research articles, receipt of Research Project etc.

Guest in Chief
Memento offered by the Honourable Chancellor to Jogen Choudhury
Title: Higher Education in India and the Cross Road Ahead
His Excellency Shri M. K. Narayanan, Governor of West Bengal and Hon'ble Chancellor of the
University, Prof. Dilipkumar Mohanta, Vice Chancellor, University of Kalyani, Professor Dr. P
V A. Mohandas, Professor Nrisingha Prasad Bhaduri and Professor Manoj Mitra - Honoured
recipients of Doctor of Science (Honoris Causa) and Doctor of Literature (Honoris Causa)

Distinguished members of The Court and The Executive Council of this University, Deans and
Members of Faculties, Research Scholars, Distinguished guests, Dear Graduating students,
Ladies and Gentlemen.
I feel extremely honoured and profusely privileged to address the 26th Convocation of the
University of Kalyani. Let me begin by thanking the University for inviting me as Chief Guest
on this occasion and allowing me to share my concerns with this esteemed assembly.
The Annual Convocation is a special occasion for assuring the new graduates of our best wishes,
and of expressing the hope that in all stations of their lives they will discharge their duties so as
to bring glory to their 'alma mater'.
This University, I have learnt, has recently traversed half a century catering to the needs of
students most of whom come from the rural and backward areas, and belong largely to the
Quality Assurance Report-2013 University of Kalyani
9
backward classes of our society. My congratulations for the relentless efforts of the University
towards fulfilling this end.
I have further been informed that the three well designed dimensions of Higher Education
determined by UGC over the years and learnt through experience and interaction, viz, Teaching,
Research and Extension have been taken care of, and I am sure that you will find scope for
improvement in each of these segments in the future.
There are other considerations through which one can also approach and estimate the problems
'of Higher Education in our country. They are Access, Equity and Quality.
For any concept to be developed, for any idea to be elaborated, some pre suppositions or
assumptions need to be made. So, friends, let me also make some very preliminary assumptions.
There is no denying the fact that since independence India has marched significantly forward in
so far as economic and technological developments are concerned.
There is evidence that tendency among the Indian Youths to vie for technical education has
increased manifold. However, we must remember, though it seems to be a sign of progress and
development, it would not be so in the long run unless such technological developments really
support and positively affect the quality of life of our people.
History of Higher Education in modern India took a serious turn with Independence. During the
preceding two hundred years of colonialism only those few who served the interest of foreign
rulers received education.
The planned development of Higher Education began with the establishment of UGC in 1953,
and has progressed through the framing of a National policy on Education in 1986, the 1992
Plan of Action, establishment of the National Knowledge Commission in 2005. In a nut shell
the Govt. policy on Higher Education as it has evolved during the last sixty years is based on
three broad components.
(a) Access (b) Equity (c) Quality
Role of Higher Education in India on one hand is an important pre-condition for the realization
of our endless potential for economic and technical progress and on the other; it is driven by the
aspirations of our youth to learn and to excel.
These assumptions are true for many countries of the world. But in a country like India with its
geographical vastness, diversity of customs and practices, and large population, these
assumptions are tremendous instruments by which one can understand and explain the
'Dynamics' of socio-economic-politico scenario. It is this 'Dynamics' which should be kept in
mind while one deliberates on different issues of Higher Education. However, we must redefine
the meaning of progress and development, since all scientific, technological and economic
development must finally create a society where people live ethically, peacefully and in
prosperity. Hence the education policy must guard the finer values of life and culture of this
country.
All of us know that the problems now being faced in the arena of Higher Education are many.
But there are some which are very common and known widely in the academic circles, whose
Quality Assurance Report-2013 University of Kalyani
10
impact are intense and due to which the above stated 'Dynamics' is constantly changing. Along
with these some subsidiary problems have also crept in.
The primary problems are as follows:
1. Problems associated with quantity and quality, the ever elusive mile stone.
2. Problems of regulations.
3. Problems arising out of privatization.
4. Problems of adequate human resource.
5. Problems arising out of 'Exodus'.
The subsidiary problems can be categorized as follows:
1. Problems of inclusion.
2. Problems of adequate and competitive curricula.
3. Problems of evaluation and assessment.
4. Problems arising out of the impact of inadequate elementary and secondary
education on Higher Education.
5. Problems related with lower standard of research works in the field of Higher
Education.
I am not going to elaborate the above cited problems or issues in detail. Rather, being a former
teacher and a creative person myself, I am more concerned about certain problems which are
deeply affecting the academic activities of the campus in general. These problems are simple and
therefore often considered insignificant and usually not taken care of by the authorities. They are
as follows:
1. Lack of right type of buildings designed according to the requirement of a particular class
and its activities. Usually it is found that buildings are made haphazardly in an unplanned
manner having no interrelations and without having any aesthetic quality. Couple of
years back I had a chance to find a book on the design of school buildings of Singapore
when I was there on a visit. I was amazed to see its content and bought it instantly. I
came to know from it that there is an expert body in the government in Singapore to
design school buildings and campus since many years and each school is meticulously
and beautifully designed considering every aspect of its requirements. We, as far as we
know, do not really care a bit about it. In fact I feel sad to see that beautiful campus of
Calcutta University, originally planned by British planners, has been disturbed with new
buildings in its courtyard, filling all the required empty space with ugly constructions
having no relation with the decent architecture of the past. Why should we be so careless
about it?
2. Lack of campus discipline on the part of the students as well as teachers. Particularly the
present day growing indiscipline and unrest due to excess political infiltration is
undoubtedly harming the academic atmosphere of our campuses. Authorities must
address this ever growing menace and find out a solution to it.
3. Lack of necessary infrastructures as well as equipments in the class. It happens so
frequently that an institution has opened a new class but do not have all that is needed to
Quality Assurance Report-2013 University of Kalyani
11
run the class activities in a proper manner. Finally it hampers the class activities and the
students suffer.
4. Urgent reform of the syllabus at all levels of education is essential to give total education
to the students combining science & technology with aesthetics and moral values. Our
aim should be to make the students complete human beings and not technologists or
scientists only. This has become more urgent in the present day when human values are
being eroded fast in our society.
5. While we talk about progress and development of our education, a fact, which disturbs
me is, while approximately 25 lakhs children take admission to primary classes each
year in West Bengal and only about 5 lakhs appear for the final Higher Secondary
Examination. Almost 80% of the students leave school before completing the Higher
Secondary Course. Probably out of all the students who finally get passed the Higher
Secondary examination only 3 to 4 lakhs go for higher education, which is only 12% to
16% of the whole aspiring young population of the state. Interestingly most of our
concern and plans are for them, which of course we cannot ignore. But what about the
80% dropouts? Being a member of the School syllabus Committee I mentioned this fact
to the authorities and also in an academic seminar about 2 years back. I think all of us in
the academic circle and in the government should take serious note of it and address to
this problem and must create an education system to give appropriate education to this
large part of our young population so that they become active participants in the social
growth and become successful citizens.
Friends, further in-depth and greater introspection will definitely reveal more problems. So I
wanted to stop here, but I still like to point out few more things relevant to our present day
education system.
Recent studies have clearly indicated that perhaps there might have been some inbuilt problems
in the conception of Higher Education in India. And they are deep rooted and non differentiable
from the system as such, otherwise why can't we explain the phenomenon that every year
innumerable graduates pass out from institutes of higher learning but a handful of them only get
job even though everyday new and new working fields are created and the employer does not
get the right person? I am sure there is a serious gap in the system. May be we should have
certain after degree job oriented short courses to train the aspiring students.
Another fact is, the study goes on to report that the graph of Academic research works
undertaken is going down ward. This is not at all desirable. Universities must look into this fact
and do what is needed.
Now let us talk about the problems of lack of competent human resources in the field of higher
education. We all know that a good number of Indian Teachers are engaged in different foreign
Universities whose teaching and research works are considered to be of
high' quality. We cannot bring them even if we wish. Set of rules fixed for teacher-ship in Indian
Universities pose a stumbling block. Besides the pay and allowances are also major
considerations.

One very big problem, my friends, I have not cited yet. Yes, that is the problem of globalization
of education. This has gradually changed the scenario of Higher Education in our country. But
here we must not forget that while science, technology and mathematics are global, the culture,
traditional values in our lives and the spirit of our nation called India are different. We might
participate and integrate with the global trend only for the sake of advance technological,
scientific or mathematical knowledge but we should be able to preserve our culture, our
traditional knowledge bases and its values.
Let us not forget that before independence no serious attempt was taken for the development of
higher education. What we have achieved during the six decades that followed after
independence is really praise worthy. Now we are at the cross road and a tremendous
opportunity is ahead of us. We can now shift towards knowledge economy which creates,
disseminates, and helps to build the country. Therefore now our orientation for higher education
need to be demand dependent, quality assured, and far sighted which should ensure not only the
employability of our students but their continued retention. We must look forward and to seek
for a time bound transformative vision for higher education with definite goals backed by a
strong implementation strategy. Past policies and practices have done their best, now they may
have run their time and so need to be changed.
To conclude, dear graduates, I urge upon you on the 150th Birth Centenary of Sir Asutosh
Mukhopadhyay, the great educationist & reformer, to set new standards of scholarship and
leadership. Dedicate yourselves to the cause of the Nation, humanity and peace retaining the
finer qualities and traditional values of our society. You had been indulgent to me for so long a
time for which I express my sincere gratitude once again.
Thank you.

Introduction of Choice Based Credit System
The University has introduced Choice Based Credit System (CBCS) in all its Masters
Programmes for 2014-15 Academic Season CBCS already exists in various departments
under Engineering, Technology & Management Faculty as per AICTE guidelines. This is
one of the important steps of reforms taken up by the University. Decisions are left to the
respective departments. CBCS represents a much required shift in focus from teacher-
centric to learner centric education since the workload estimated is based on the
investment of tune in learning and not in teaching. Students select and choose the subject
of their preference as well as the areas of recent interest facilitating inter-disciplinary
mobility. The University has decided to adopt uniform course structure where at least four
courses in each semester are to be taught and total marks of each semester will be 400(16
credits) and that of total marks of the course will be 1600(64 credits). However the courses
accredited under AICTE will follow the rules of AICTE. Flexibility and liberty will be
given to all departments to choose and design the curriculum.
Student assessment will be done throughout the semester. In-semester evaluation for
each course will be 40% while end-semester evaluation will be for 60%.

Implementing National Service Schemes through NSS Unit
National Service Scheme is one of the important Schemes of the Ministry of Youth & Sports
Affair, Govt. of India. In order to unite the youth and lead them towards a healthy and broad-
minded lifestyle, NSS is constantly working in various Colleges and Universities. University
of Kalyani is proud proud of us active and large NSS unit. It has 30 colleges having one or
more units containing willing volunteers. Each year we are being joined by new colleges and
new members. NSS performs their regular and special activities and submits the report to the
authority. Recently, considering the social curse AIDS, we have formed Red Ribbon Club to
spread its awareness. In the Special camps, volunteers pick up a backward areas and adopt
village and try to reform it with cordial efforts. We also arrange Blood Donation and
Thalassaemia Awareness Camps, organize seminars on various socio-economical issues, NSS
provides all kinds of motivation and field for the students to strengthen their mental and
physical ability. The University encourages them and nistils a sense of self-confidence so that
they participate in adventure camps and In-land activities regularly.
NSS collaborates with various national institutions related to academics & sports to
organize events. The reports of these events are published in leading dailies and also
telecasted on Television Channels. These tie-ups help students to exchange their ideas on a
wider platform. Throughout the year NSS runs these activities with the help of efficient
trained Programme Officers. We always have up-to-date information about them. We update
our domain in University Website regularly in order to keep in touch with people. This is
how we serve; this is how our young India moves forward. NSS is planning for more
innovative programmes for youth empowerment. We hope to do better in coming days.

Student Accommodation Facilities
Hostel life is considered as an informal education. The out-of-class experience in hostels,
provides an environment favorable for self-learning and maximises opportunities for social,
cultural and extra-curricular involvement. The personal development of students is also
nurtured and supported through living in a community environment and residents learn and
experiment with developing habits of mind and body that contribute to a healthy lifestyle.
The challenge for hostels is to place an emphasis on promoting student learning through
integrating the hostel experiences and opportunities with their goals and priorities.
The University of Kalyani, since its inception in 1960, has been endeavoring to provide
quality hostel facilities to need and desirous students in tune with its social responsibilities
and obligations. Exponential increase in the number of students, particularly from remote and
far off places, seeking admission to various courses and programmes offered by the
University, warrants further expansion in the accommodation facilities.
