• Any one of the below:- HKICPA student member or- Accountancy degree holder with universities in Hong Kong or overseas, that are recognized by the HKICPA or- Non-relevant degree holder, who has attended and passed the relevant

HKICPA approved conversion programme; or- Complete the 4 papers Professional Bridging Examination of HKIAAT.

Please check the exam entrance requirements of HKICPA to ensure that you are qualified to sit for the QP exam. You are responsible for your own enrolment of the exam. Kaplan Financial is not responsible for your exam enrolment.

Section 1 to 11 contains important information relate to your CEF application and reimbursement. Please read them carefully.

1. Application Method1.1 Course registration can only be done in person on Kaplan Financial E-Tech Centre.1.2 Please bring along the following forms and documents for registration and Kaplan’s certification before course

2. First Time Continuing Education Fund Applicant2.1 Please check your eligibility for CEF application before enrolment with Kaplan Financial:

• Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction, i.e.“A”, “R” or “U” should appear below the date of birth on the HK ID card. Holders of one-way permits from Mainland Chinamay also apply. A copy of the one-way permit and the HK ID card should be attached to the CEF application form;

Your CEF application will be subject to approval by OCEF. It is not a guarantee that your CEF application will be successful. It is your responsibility to ensure application requirements are met and to confirm that your application form is received by OCEF before the CEF application deadline. 3. Method of Payment3.1

With effect from 1 April 2010, the Labour and Welfare Bureau requires all CEF course providers to collect the course fees of CEF reimbursable courses on an equal monthly installments basis.First installment payment must be made by credit card in person (please refer to Section 1.2a) at our E-Tech Centre. You will be asked to complete an “Authorization for Mail Order Payment” Form, which authorizes Kaplan Financial to collect the fees payable from the same credit card via monthly installments. Kaplan Financial does not accept other payment methods.

4. Your Obligation to Pay Your Course Fees4.1 You are entitled to Kaplan Financial courses, course materials and services only on condition of timely settlement of fees

payable. If any fees payable is not paid and settled on the due date, Kaplan Financial may, at its sole discretion, suspendyour access to classes and services without notice. If Kaplan Financial is unable to process the monthly payment asoutlined on the“Authorization for Mail Order Payment” Form, you are required to settle the fees payable without delay in person.

4.2 In the event that the credit card (please refer to Section 1.2a) is subsequently replaced, or substituted by another card account, please notify Kaplan Financial and update the information on the “Authorization for Mail Order Payment” Form. Kaplan Financial will charge a new credit card for any billable charges accordingly. Any notice of variation of this authorization shall be given at least seven working days prior to the date on which such variation is to take effect.

4.3 If you dispute any of the charges set out in the “Authorization for Mail Order Payment” Form, you shall still pay the entireamount of charges and submit a written claim for the disputed amount within 10 working days from the due date.

5. Cancellation and Refund Policy5.1 A course withdrawal application must be submitted to Kaplan Financial, along with the original official receipt, written

request and original evidence support, at least 14 working days prior to the course commencement. Application after the commencement will not be accepted.

5.2 Any request for refund due to extenuating personal reasons will be considered and determined on a case by case basis, upon presentation of supporting documentation. The common extenuating reasons are illness, accident, pregnancy and bereavement.

5.3 The following reasons will not be grounds for refund to be given:• Your financial circumstances• You did not register for the exam• You decide to take the exam in a later exam sitting• You decide not to pursue the designation• Change of work circumstances i.e. job, location, working hours, obligations etc.• Difficulty level of the course is not suitable• Dislike of trainer’s presentation style

5.4 Each successful application is subject to a non-refundable administrative fee of HK$300 per course per request and collected course materials will be charged at a fee of HK$400 on education and HK$300 on revision.

5.5 Refund can be in the form of: a) Credit Note: with the proportion of course fee paid (exclude study materials and administrative fees) with 1-year

validity (starting from your application date) will be issued. It is non-refundable, non-redeemable and non-transferableissued credit note only can be used on Accountancy products of Kaplan Financial; the amount on the credit note can be used only once and against the course fee by the set expiry date. If there will be an increase in course fee, students are required to settle the differences; ORCash Refund: 50% of the proportion course fee paid (exclude the study materials and administrative fees) will berefunded. Refund will be done by the issue of cheque and students will be notified for the date of collection.

5.6 If you are CEF applicant, you have to be aware and understand the impact of the refund will have on your reimburse ment eligibility, reimbursement deadline and eligibility to submit further applications. You are responsible for making enquiries concerning cancellation, withdrawal and amendment of CEF application and notifying OCEF about the changes.

6. Transfer Policy6.1 Kaplan Financial would only accept request to transfer to other classes in the same exam sitting. The request will be

assessed and approved on a case-by-case basis, subject to classroom capacity and other conditions decided by Kaplan Financial.

6.2 Request of transfer must be in writing and received by Kaplan Financial at least 14 working days prior to course commencement.

6.3 Any approved transfer will be subjected to an administrative fee of $300 per course. This fee is non-refundable, non-transferrable and non-CEF reimbursable. Your transfer request cannot be altered or cancelled once it is processed.

6.4 If you are a CEF applicant, it is important to be aware and understand the impact of the transfer will have on your CEF account. You are responsible for informing OCEF in writing of the changes as soon as possible.

7. Cancellation and Alteration of CEF Reimbursement7.1 If you decide not to receive CEF reimbursement or alter your CEF status after course registration, please inform

Kaplan Financial in writing as soon as possible. You must agree to pay off the remaining fees in a lump sum for the cancellation or alternation to take effect. Your request cannot be reversed once it is processed. Please be aware and understand the impact of the cancellation or alternation on your CEF reimbursement eligibility, reimbursement deadline and eligibility to submit further applications. You are responsible for making enquiries concerning the impact and notifying OCEF about the changes.

8. CEF Reimbursement Procedure and Requirement8.1 Upon your “successful completion” of the reimbursable course, a document of Proof of Completion of Course will be

issued to the applicants by Kaplan Financial. Applicants will be notified for such document collection at Kaplan Financial E-Tech Centre approximately 6 weeks after HKICPA QP official exams of the enrolled diet. The document will be used for reimbursement of the course fee with CEF. Official Receipt is no longer needed as a required document forCEF reimbursement.

8.2 Proof of Completion of Course will include Student’s Name, I D number, Institution Name, Institution Code, CEFCourse Code, Name of Course, Commencement and Completion Date, Actual Tuition Fee Paid and Date of Paymentbeing made.

8.3 Students are required to bear an non-refundable assessment and administration fee of HKD $120 (which include Mock Examination marking fee and the document of Proof of Completion of Course issuance charge) per paper upon enrolment of the CEF reimburse course (New applicant & CEF holder).

8.4 Kaplan Financial will notify you about the collection of Proof of Completion of Course or mock exam result approximately 6 weeks after HKICPA QP official exams of the enrolled diet.

8.5 “Successful completion” of the course means that you have fulfilled both criteria below:a. 70% attendance rate of the courseb. Gain “Pass” mark (50% of total mark) in the mock exam provided by Kaplan Financial

8.6 CEF applicants who received FAILED (below 50%) with the mock exam can apply for reassessment in order to be eligiblefor CEF reimbursement. A non-refundable administrative fee of HKD $300 per course per request must be settled upon thisapplication submission. CEF applicants without submitting the mock exam will be ineligible for the reassessment.

8.7 Any mock answer scripts, examination answers or reassessment scripts will not be returned.8.8 Re-assessment questions will be distributed on or after the set date indicated on the latest version of the re-assessment

form via email only. Hard copy of answer scripts must be submitted to Kaplan Financial E-Tech Centre before the setdeadline and late submission will not be accepted.

8.9 Results for this re-assessment will be indicated by “PASS” or “FAIL” only and applicants will be notified via email on or afterthe set date indicated on the latest version of the form.

9. Accurate Attendance Record9.1 An attendance record sheet will be placed either outside or near the entrance of the classroom for your sign-in. It is your

responsibility to sign for each of the 3-hour session, as well as signing-in before you enter the classroom. It is your responsibility to sign accurately and on time, as your signature will be served as the only means to count your attendance for CEF reimbursement purpose. Post-class signing will not be allowed.

9.2 Courses are not transferable between individuals. Under all circumstances, nobody except yourself can participate in the registered class or gain access to student services. Kaplan Financial does not accept substitutes, in whole or in part, to obtain services, attend classes, sign on yourself; and do not accept any payment on the spot. Regular attendance check, that involves a quick check of valid id, will be conducted throughout the course without notice. Once enter into the premises, you will be bound by Kaplan Financial’s school regulations.

9.3 You may request issuance of certificate of attendance for non-CEF reimbursement purpose at $30 each, within two months from the completion of the course. You are required to achieve at least 70% attendance and bear record to qualify for the certificate. If you are qualified, you will be informed to collect the certificate at our centre in 14 working days.

10. Catch-Up Video Recordings10.1 Kaplan Financial does not warrant that the catch-up video recordings will be uninterrupted or error-free. All catch-up video

recordings are provided on “as is, as available” basis. The access will be expired after the examination day of this diet.10.2 Attendance will not be counted for watching or listening to recording for CEF or attendance purpose.10.3 Video recordings cannot be lent, copied or recorded. Video recordings will be available for booking 3-5 working days after

the session. Bookings must be made 3 working days in advance and confirmation from Kaplan Financial is required.10.4 Reservation will be held for a grace period of 10 minutes. After that, your reservation is automatically cancelled. $100

deposit will be required when you show up for the booking. Please cancel your booking in advance if you cannot come. By using the media lab, you are agreeing to the lab’s term of use.

11. Swap Class11.1 Students are allowed to swap classes up to 3 sessions in Education and 3 sessions in Revision. This applies to the class

taught by the same lecturer only. Request must be made at least 3 working days before that session and subject to seats availability. You will be notified about the venue within 3 working days prior to the desired class.

11.2 You are not allowed to swap class without Kaplan Financial’s written or email approval.11.3 You must accept and be aware that certain degree of variance does exist between classes of the same course.11.4 You are required to sign on the attendance record sheet as usual when you enter a swap class.11.5 If you are a CEF applicant, you must not swap to any class that is prior to the commencement of your course. In addition,

you must not swap to any class after the completion date of your course. Kaplan Financial bears no responsibility if your swap class affects your attendance for CEF reimbursement purpose.

12. Enrollment Policy12.1 Course details including confirmed dates and teaching venue, will be emailed to you approximately 3 working days to

course commencement.

13. Class Materials and Stationery13.1 Class materials will be distributed on regular intervals – first on the first day of course and also during the progression of the

course.13.2 You must bring stationery, the required extra notes or HKICPA Learning Pack Chapters for each session. Kaplan Financial

does not have spare copies to lend.

14. Re-issuance of Official Receipt14.1 An administration fee of $30 will be charged for each re-issuance of official receipt.

15. Copyright Policy15.1 All class materials are for the sole use by registered students only. All materials, in whole or in part, may not be

reproduced, shared, rent, copied or transmitted in any format or by any means, electronic or mechanical, including photocopying, recording, or by any information storage and retrieval system, without written permission from Kaplan Financial. The unauthorized duplication of class materials is a violation of global copyright laws.

15.2 Video or audio recording devices are prohibited on the premises under any circumstances.

16. Ethics and Standards of Professional Conduct16.1 Kaplan Financial reserve the right to report any cases of misconduct, dishonesty, fraud or deceit to HKICPA, other

professional and government bodies. This can result in disciplinary action that may include in a delay in or a permanent suspension of your participation in Kaplan Financial; also may impact on your membership and certification with related Institutes.

17.

Notes to Visa Holder Applicants17.1 Holders of valid working visas or dependency visas are welcomed to consult Kaplan for admissions. If the existing visa

does not indicate your eligibility for staying and / or studying in Hong Kong, please further consult the Immigration Department of the HKSAR Government (website: http://www.immd.gov.hk ; telephone: (852) 2824 6111). The Immigration Department is fully empowered for the processing of visa application and the approval for the applicants’ eligibility for staying and /or studying in Hong Kong. Kaplan’s acceptance of your application for the programme does not warrant for successful visa approval from the Immigration Office. Visa holder applicants and students should be careful of their full compliance with the relevant immigration laws and ordinances during their staying and studying in Hong Kong.

18. Personal Data Protection18.1 Your personal data is collected and used by us for processing your application of admission, and for registration,

administrative, verification, research, statistical and direct marketing purpose. We may also collect personal information to satisfy legal, government and statutory obligations. By signing on this application form you have grant a consent that your personal data and other information will be disclosed to LWB, OCEF and HKCAAVQ of HKSAR for the purpose of inspection and/or CEF reimbursement. Kindly note that your provision of personal data is a must that without your personal data, we may not be able to provide you with the services you require. We may share and transfer your personal data with other members of the Kaplan group and/or authorized third parties providing services to us in relation to the above purposes and/or other prescribed purposes as allowed by the laws of the HKSAR from time to time. In all such circumstances, your personal data will be treated in strict confidence.

18.2 Under the provisions of the Personal Data (Privacy) Ordinance, applicants have rights to request access to, and to request correction of, his or her personal data. Applicants wishing to amend his or her data should fill out the prescribed form, and submit it to Kaplan. Applicants may opt-out from receiving our direct marketing materials at anytime.

18.3 This clause has been translated into Chinese. If there is any inconsistency or ambiguity between the English version and the Chinese version, the English version shall prevail.

19. Qualification Recognition Disclaimer19.1 It is a matter of discretion for individual employers to recognize any qualification to which this course may lead.
