OVERVIEW

<Your Organization’s Name> recognizes the need to plan for the possibility of an emergency or crisis event, caused by a number of potential internal and external threats. Assessing such threats is an ongoing process in a constantly changing world.

This Emergency and Security Preparedness Guide sets forth guidelines to be used by <Your Organization’s Name> to ensure a timely and organized response to an emergency or crisis event that impacts the organization. There is no one document or set of protocols that can anticipate every eventuality and its appropriate set of responses. Because it is impossible to foresee every emergency, good judgment and common sense must prevail.

This guide is one of several documents that serves as a repository for information, activities, and tasks necessary for a timely and effective response to emergency and crisis events.

Copies of this guide are given to all key personnel with responsibilities called out in this guide, and the guide is reviewed with employees at least annually.

This guide is a living document and will be reviewed in detail annually and updated as required, especially after any situation that requires its use.

PURPOSE

This guide will:1) Provide emergency preparedness and response instructions, information, and guidelines for

leading emergency response efforts impacting the organization;2)Broadly describe the responsibilities of on-site emergency response personnel for a wide range of

emergency events that may occur.

For purposes of this guide, an Emergency is an event that threatens life/safety and requires an immediate response. A Crisis is defined as a sudden, generally unanticipated event that has the potential to profoundly and negatively affect the organization; often involves serious injury or death, or significant impact to reputation/image, financial situation, and/or ability to operate.

TRAINING

1) Leadership, volunteers, employees, and <Insert others> shall be initially trained in general emergency response as well as security procedures.

2) All new hires and new volunteers must be trained as part of their orientation.3) Employee training regarding emergency response and security procedures shall be done on a semi-

annual basis.

TESTING/DRILLS

This guide should be tested at least quarterly. It is recommended that at least one of the drills be done in conjunction with police.

2-WAY RADIOS

Employees with responsibilities in leading an emergency response are equipped with 2-way radios; 2-way radios are kept on at all times, ready to receive any questions, information, or directions. Communications during an emergency will be on radio channel X.

P.A. SYSTEM

The P.A. system is located in the Main Office and is used to quickly notify building occupants of emergency situations. P.A. system announcements can be heard throughout the building(s), as well as the outside perimeter area.

As directed by the <Insert title>, the Main Office/Reception will make a P.A. announcement to alert building occupants of the emergency and the response actions required.

PHONE INTERCOM SYSTEM

The phone intercom system allows an emergency announcement to be heard through all telephone intercoms. Employees are instructed to use the telephone in their offices/classrooms if they see an intruder that appears to be dangerous, or there is a reason to believe that a lockdown is necessary. Instructions:

1) Pick up the receiver to open the line. 2) Press the “feature” button, then dial “<insert number code>”, then press the button under “ALL” on

the display. The line is now open at every phone.

3) Make a very brief, clear, and concise announcement.

PANIC BUTTONS

Panic buttons will be used as a means of rapid alert to notify the security monitoring company, when immediate notification is necessary. Panic button locations are as follows:

NOTE: ANY EMPLOYEE MAY PUSH THE PANIC BUTTON NEAREST TO THEIR LOCATION.When a panic button is pushed, the following notifications will happen:

<Your Organization’s Name> Leadership and Evacuation Wardens are responsible for coordinating the evacuation of building occupants, and for coordinating efforts with other internal emergency response personnel.

INTERNAL EMERGENCY RESPONSE PERSONNEL - ROLES & RESPONSIBILITIES

<Your Organization’s Name>’s internal emergency response personnel are responsible for executing the evacuation of their designated areas of the facility. Evacuation will be used when it is determined that conditions exist that require an evacuation. Internal emergency response personnel consist of the following roles:

EVACUATION WARDEN

1) Be prepared to respond at all times when in the building. In the event of an absence, it is the Evacuation Warden’s responsibility to make sure his/her assistant is available.

2) Initiate evacuation of your area of responsibility by physically walking the area and announcing the evacuation. (Note: This action may not be necessary if the fire alarm is sounding.)

3) Lead all evacuation procedures for individuals within your area of responsibility.4) Be familiar with building evacuation procedures, floor layouts, and location and use of fire

equipment.5) Compile and maintain a list of employees who request assistance evacuating and designate a

Disability Aide to be responsible for assisting them in an evacuation (form provided at the end of this section).

This list will be made available to the Fire Department, who will assist them in case of an emergency, as needed.

Additional Evacuation Warden Responsibilities

Ensure that those individuals needing assistance are aware of the evacuation procedures. Inspect floor periodically for safety. Report any fire hazards and/or unsafe conditions to the

<Insert title> immediately. Instruct new internal emergency response personnel in their responsibilities during

emergencies.

ASSISTANT EVACUATION WARDEN

1) Assume Evacuation Warden’s assigned duties in his/her absence.2) Assist Evacuation Warden in directing building occupants to the fire exits and assembly areas.3) Familiarize yourself with building layout and the location and termination points of exits.4) Close doors to any smoke or fire areas.5) Keep employees calm & quiet while awaiting instructions and/or announcements.6) Report issues to Evacuation Warden.

SEARCHER

1) Primary responsibility is to inspect assigned areas, in the event emergency evacuation or shelter is initiated, in order to ensure that no one is left behind.

2) Be completely familiar with exits in your area.

DISABILITY AIDE

A list of occupants who require assistance will be maintained by the area Evacuation Warden and Disability Aide. This list will be made available to the Fire Department, who will assist them, as needed, in case of an emergency.

1) If assigned an individual who requires assistance, develop a procedure to contact him/her in the event of an emergency – cell phone, meeting place, etc.

IF VICTIM IS NOT BREATHING

IMMEDIATELY TURN TO CHOKING / CPR / AED TAB

Provide care only if you have the proper training.

1) Assist injured personnel if possible.

2) Remove them from the cause of the injury if injuries are minor; do not move seriously injured persons unless they are in danger of further injury.

3) Do not attempt to transport seriously injured persons to the hospital.

TO STOP BLEEDING

1) Call 9-1-1 for emergency instructions.2) Have a co-worker contact the Main Office/Reception (extension XX or 555-555-5555), or via 2-

way radio or cellphone.- Main Office/Reception will immediately notify internal trained medical responders to report

to the scene.3) Retrieve first aid kit and protective gloves. (See First Aid Kit locations listed above.)4) Apply pressure directly onto the wound with sterile gauze, clean handkerchief, or gloved hand.5) Maintain a steady pressure for 5-10 minutes.6) If victim is bleeding from an arm or leg, elevate it.7) Stay with victim until EMS arrives on the scene.

SEIZURES AND UNCONSCIOUS VICTIMS

1) Do not leave the victim alone.2) Call 9-1-1 for emergency instructions.3) Have a co-worker contact the Main Office/Reception (extension XX or 555-555-5555), or via 2-

way radio or cellphone.- Main Office/Reception will immediately notify internal trained medical responders to report

to the scene.

HEAT-RELATED ILLNESS

1) Contact the Main Office/Reception (extension XX or 555-555-5555), or via 2-way radio or cellphone.- Main Office/Reception will immediately notify internal trained medical responders to report

to the scene. (See table at the end of this section.)2) Get victim to a cool place.3) Loosen tight clothing4) Apply cool, wet cloths to the skin.5) Fan the victim.6) If victim is conscious, give cool (not cold) water to drink.7) Call an ambulance if victim refuses water, vomits, or loses consciousness.

CHOKING / CPR / AED

CHOKING – STEPS TO PERFORMING THE HEIMLICH MENEUVER

Signs the Victim is Choking The person cannot speak or cry out. The person's face turns blue from lack of oxygen. The person desperately grabs at his or her throat. The person has a weak cough, and labored breathing produces a high-pitched noise. The person does any or all of the above, and then becomes unconscious.

Do Not Interfere if the person is coughing forcefully, able to speak, or is able to breathe in and out

adequately; however, be ready to act immediately if the person's symptoms worsen. Try to grasp and pull out the object if the person is conscious.

1) GIVE 5 BACK BLOWS Bend the person forward at the waist and give 5 back blows between the

shoulder blades with the heel of one hand.2) GIVE 5 ABDOMINAL THRUSTS

Place a fist with the thumb side against the middle of the person’s abdomen, just above the navel.

Cover your fist with your other hand. Give 5 quick, upward abdominal thrusts.

3) CONTINUE CARE Continue sets of 5 back blows and 5 abdominal thrusts until the:

Object is forced out.Person can cough forcefully or breathe.Person becomes unconscious.

4) WHAT TO DO NEXT IF THE PERSON BECOMES UNCONSCIOUS—CALL 9-1-1, if not already done,

and give care for an unconscious choking adult, beginning with looking for an object.

If Victim is Lying Down or Unconscious – Call 9-1-1- Immediately

1) POSITION VICTIM ON HIS/HER BACK, arms by side.2) PERFORM FINGER SWEEP IN MOUTH and REMOVE THE FOREIGN BODY if you can

see and extricate.3) IF UNSUCCESSFUL, GIVE 6-10 ABDOMINAL THRUSTS (the Heimlich Maneuver).

CPR – STEPS TO PERFORMING CPR ON ADULTS (& CHILDREN OVER THE AGE OF ONE)

1) CHECK THE SCENE FOR SAFETY. Make sure it is safe to help.2) CHECK THE VICTIM FOR CONSCIOUSNESS by shaking or tapping their shoulder and saying in a loud,

clear voice, "Are you okay? Are you okay?" If they do not respond, continue on to the next steps.

3) CHECK FOR SIGNS OF LIFE: Tilt the head back gently and lift the chin slightly. This opens the airway. Hold your cheek

over the face of the subject, looking at the chest. Check if the chest is rising and lowering (it should). Listen and feel for the breath - if you feel

or hear a breeze on your ear, there is breathing. Do this for 10 seconds. If you do not feel a breath or see the chest rising, perform CPR.

Advice from the American Heart Association:

Untrained: If you're not trained in CPR, then provide hands-only CPR. That means uninterrupted chest compressions of about 100 a minute until paramedics arrive (described in more detail below). You don't need to try rescue breathing.

Trained, and ready to go: If you're well trained and confident in your ability, begin with chest compressions instead of first checking the airway and doing rescue breathing. Start CPR with 30 chest compressions before checking the airway and giving rescue breaths.

Trained, but rusty: If you've previously received CPR training but you're not confident in your abilities, then just do chest compressions at a rate of about 100 a minute. (Details described below.)

Performing CPR

1) START CHEST COMPRESSIONS: Place the heel of your hand on the center of the victim's chest.

Put your other hand on top of the first with your fingers interlaced.

Press down so that you compress the chest approximately 2 inches deep.

Compressions at 100 times a minute or a little faster are optimal.

2) If you’ve been trained in CPR, you may now OPEN THE AIRWAY WITH A HEAD TILT AND CHIN LIFT.

3) GIVE MOUTH-TO-MOUTH RESCUE BREATHS: Pinch closed the nose of the victim. Take a normal breath; cover the victim's mouth with yours to create an airtight seal, and

then give 2, one-second breaths as you watch for the chest to rise. Keep your eye on the victim's chest. If the breath goes in, you should see the chest slightly

rise and also feel it go in. If the breath goes in, give a second rescue breath. If chest does not rise, re-position the head and try again. If it does not go in again, the victim

may be choking. 4) REPEAT COMPRESSIONS AND BREATHS – 30 compressions, 2 breaths - until someone takes over

for you, emergency personnel arrive, or an AED is available for immediate use, or pulse and breathing return.

AED – STEPS TO USING AN AUTOMATED ELECTRONIC DEFIBRILLATOR (AED)

1) BE SURE THAT BOTH YOU AND THE VICTIM ARE SAFE. If you are in danger, run and leave. Do not be another victim.

2) CHECK THE VICTIM. Tap the ground and shout. (Do not shake the victim; this action may cause a worse injury.)

3) CHECK THE ABC’SA – (Airway): Is the patient breathing? If so, the person is not in Cardiac Arrest, but could be

in respiratory arrest. This condition is a life-threatening emergency.

B – (Breathing): Check for breathing.

C – (Circulation): Check for a pulse. A patient in Cardiac arrest (full arrest, or cardiopulmonary arrest) has no pulse and is not breathing. Look, listen, and feel for no more than 10 seconds, as pulse check takes too much time.

4) SEND SOMEONE TO QUICKLY GET THE AED. AED LOCATIONS:

5) IF YOU CANNOT GET TO THE AED, PROCEED WITH CPR UNTIL HELP ARRIVES.

Using the AED

1) TURN ON THE AED UNIT. Depending on the model of the AED you may have to pull a handle or push the on button. Follow the AED's voice prompts.

2) REMOVE ALL CLOTHING from the chest, abdomen, and arms (male or female).

3) PEEL THE PADS OFF AND PLACE THEM EXACTLY AS SHOWN. Accuracy is more important than speed when placing pads, although speed is also very important.

4) Usually the AED will start to immediately analyze the patient's heart rhythm; however, you might have to push the analyze button. DO NOT TOUCH THE PATIENT DURING THIS OR ANY OTHER PART OF THE DEFIBRILLATION PROCESS.

5) IF THE AED HAS A SHOCK ADVISED PROMPT, PUSH THE BUTTON. When you shock, make sure no one is touching the patient. Also, the patient must not be touching metal and there must not be large amounts of water on the chest (sweat is okay). The patient must not be wearing a nitro patch. If the patient has a pacemaker, try not to place the pads directly on the unit.

The AED will shock up to 3 times. Usually one shock is needed. Newer AEDs following recent guidelines will shock only once on the highest energy setting, after which they should prompt you to immediately perform two minutes of CPR.

Some pulseless heart rhythms cannot be treated by defibrillation. If the AED does not advise a shock, check the pulse, and if there is none, continue CPR.

EVACUATE PROTOCOL

DIRECTING EVACUATION OF BUILDING OCCUPANTS

If an evacuation is ordered, internal emergency response personnel will direct the following evacuation procedures:

Evacuation Warden & Assistant Warden Actions:

DO NOT direct evacuees to use elevators unless directed to do so by the fire department.

1) Initiate evacuation by informing other internal emergency response personnel via 2-way radio and/or text message, and/or by physically walking the floor. (Note: This may not be necessary if the fire alarm is sounding.)

2) Direct Searchers to commence a search of their assigned areas.3) Direct Disability Aide(s) to assist their assigned disabled personnel.4) Instruct evacuees to close doors as they leave, but not to lock them. 5) Direct children and other building occupants to the nearest fire exit.6) Feel doors before opening them. Do not open any door that feels hot. If the door feels cool,

open cautiously, be braced to slam it shut if you feel heat pressure against the door. If the corridor is clear, proceed with the evacuation plan.

7) Stay low if caught in smoke or heat. Instruct evacuees to take short breaths through the nose until reaching an area of refuge.

IF TRAPPED IN AN OFFICE/CLASSROOM AREA AND CANNOT REACH THE FIRE EXIT: Close all doors between you and the fire. Seal the cracks around the door with whatever is available; wet it if possible, to

prevent smoke from entering. Use a cell or office phone to call the Fire Department by dialing 9-1-1. Give the

name and location of the building, as well as your floor and exact location. If smoke gets into the room, keep low; if possible, hold a wet cloth to your face,

breathe through your nose. If near a window, stay there. Signal to firefighters. Wave a flashlight or light-colored

cloth at the window to let the Fire Department know where you are located. If possible, mark an exterior window with an “X” or “help” and call 9-1-1, advising the operator that you have done this.

Break windows only as a last resort as this may cause the fire to increase or spread.

8) Instruct evacuees upon exiting to move quickly to the designated assembly location, where the Assistant Wardens will provide additional instructions, as directed by the ERT.

9) Report specific location of anyone needing assistance evacuating to the Fire Department.10) Attempt to verify that all areas have been evacuated by taking reports from Sweepers and other

internal emergency response personnel via 2-way radio, text message, and/or in person.

UPON REACHING THE ASSEMBLY POINTAssistant Wardens will take a headcount and provide evacuation status reports to their Floor Wardens via 2-way radio, text message, and/or in person.

Searcher Actions:

1) Search assigned area of responsibility, upon hearing the evacuation alert. Search restrooms, breakrooms, conference rooms, classrooms, and any other facility

space where building occupants may be located and not hear the evacuation signal.2) Direct evacuees to the nearest exit (unless directed to do otherwise) and instruct them to

proceed out of the building to their assembly point locations.3) Close all doors once assigned areas have been searched. DO NOT LOCK DOORS.4) Communicate evacuation status to the Evacuation Warden (or Assistant Warden in his/her

absence) via 2-way radio, text message, and/or in person, once evacuation is complete.5) Proceed to designated Assembly Area, once search assignments have been completed.

Disability Aide Actions:

1) Upon hearing the alarm, proceed to your assigned location to assist designated person requiring assistance and accompany him/her out of the building, if possible.

2) If unable to assist to the nearest exit, assist person to the nearest exit doorway (do not block doorway).

If time allows, notify the Evacuation Warden, via 2-way radio, text message, and/or in person of the individual's presence.

Report name and location. The Fire Department will be notified of the individual’s need for assistance in evacuating

the building.Do Not evacuate disabled people in their wheelchairs. This is standard practice to ensure the safety of disabled people and volunteers. Wheelchairs will be evacuated later if possible.

ADDITIONAL FIRE SAFETY GUIDELINES

1) Remove : If a fire is seen, or if smoke is sighted, remove anyone from the immediate danger area. This means the room of origin or immediate vicinity of the fire.

2) Confine : Confine the fire by closing the doors to the room of origin. This will act to contain the fire and smoke to that one room.

3) Fight : Only if the fire is small and confined to one object (such as a trash can), AND conditions do not pose a personal threat, should you attempt to put out the fire. Follow fire extinguisher instructions below. (Note: Evacuate building occupants immediately should the audible alarm sound.)

FIRE EXTINGUISHER OPERATIONS

Portable fire extinguishers are available for use in fire emergencies. These are designed to extinguish ordinary combustibles, flammable liquids, and electrical equipment fires from approximately 8 feet back. To operate:

1) Pull the pin.2) Aim the nozzle at base of fire.3) Squeeze handle.4) Sweep side to side aiming at base of fire.

LOCKDOWN PROTOCOL

If an armed intruder is on the premises, the goal will be to get all building occupants to a safe place as quickly as possible. Depending on where people are located at the time the alert is given, responses will vary. Response options are – Evacuate, Secure, or Confront.

EVACUATE: If evacuation is possible, quickly move as far away from the threat as possible.

SECURE: If evacuation is not an option, attempt to secure children and other building occupants in a safe location that can be barricaded or locked (Lockdown).

CONFRONT: If the attacker enters the Lockdown location or is encountered while trying to evacuate, extreme physical force can be used to try to overcome the threat, including throwing objects, or striking the attacker with any available weapons. Employees may continue to fight until the attacker is completely disabled.

Note: During Lockdown, there is no call to action to lock building outside access points.

EVACUATE

If there is an accessible escape path:1) If not responsible for the care of others, evacuate regardless of whether others agree to follow.2) Help others escape, if possible.3) If others are in your immediate care (e.g. students):

Lead the group away from the threat as quickly as possible. Continue to move away until everyone is safe. Contact the Main Office/Reception once safe and leave a message on the main number

voicemail, providing the safe location and status of the group. (Note: the main office will be in Lockdown and not able to answer the call immediately.)

Remain in place until a <Your Organization’s Name> representative or first responder comes to retrieve the group.

SECURE (LOCKDOWN)

Upon notification of the threat (or if shots are heard), employees have been trained to:1) Move to the nearest room that can be locked. 2) Lock doors and windows. Close blinds/curtains.3) Blockade door with heavy piece of furniture, if possible.4) Hide in an area out of sightline of the attacker.5) Turn off lights and cellphone ringers.6) Remain in the room until law enforcement releases occupants. Do not respond to voice

commands or fire alarms.

If on the Playground at the time the Alert is Given:

Teachers that are outside with their classes during an armed intruder/active shooter threat may be faced with the need to get out of sight without the benefit of an unlocked classroom. It will be the responsibility of the teacher in charge of these children to make the decision to evacuate (flee) or hideout outdoors. Teachers have been trained to:

1) NOT RE-ENTER THE BUILDING! Interior doors will be locked and access will be denied.2) Flee/evacuate with children, if possible. Follow steps under “Evacuate” above.3) If unsafe to flee/evacuate, all are instructed to seek cover and concealment, if possible, hide

behind something capable of stopping a bullet, such as a brick wall. 4) If running or hiding is not an option, as a last resort, individuals may make the decision to fight

and use any object to disable the shooter.

CONFRONT

Per Department of Homeland Security, as a last resort, and when lives are in imminent danger and you cannot evacuate, your chance of survival is much greater if you try to incapacitate the intruder.

1) Act as aggressively as possible against the intruder. 2) Yell and throw items and improvising weapons.3) Commit to your actions.

IMMEDIATELY FOLLOWING THE EVENT:

Leadership Actions:

1) Once the event has passed and the threat has been removed, make arrangements to retrieve teachers and students that fled the facility during the event to seek safe refuge.

2) Convene to determine next steps.

Gather situational updates from internal emergency response support personnel. Coordinate the following:

Parent notification of what is happening (type of messaging needed). Employee communication needs at this time. Legal issues.

3) Begin notification procedures to all parents/guardians:

Make a determination as to the type and method of communication. Confirm office voicemail has been updated with relevant event information. As appropriate, have Leadership use personal cellphones to notify parents of the

situation. 4) Determine the need for outside resources. (e.g. counseling, call center, etc.)5) Fully document the event and actions taken.6) Debrief incident.

LOCKOUT PROTOCOL

Lockout is the protocol used when there is a threat or hazard outside of the building. Whether it’s due to violence/criminal activity or a dangerous animal in the immediate area, Lockout uses the security of the physical facility to act as protection by locking perimeter/exterior doors to keep the threat out.

A threat requiring a Lockout may become known through local news outlets or it may be directly observed outside one of our buildings. Threats should be reported to the Main Office/Reception or a member of <Your Organization’s Name> Leadership immediately.

Note: In situations where time permits, Leadership may convene in person, or virtually on a conference bridge (<insert conference bridge line number and participant code>) to determine the need for Lockout.

Upon notification, the Main Office/Reception will:

1) Call 9-1-1, if not already notified.2) Notify <Your Organization’s Name> Leadership via 2-way radio, cellphone and/or email.3) If directed, initiate Lockout protocol. Alert employees via P.A./intercom with the following alert,

“Lockout. Proceed indoors immediately.”

Classroom Teacher Actions:

Shelter-in-place procedures will be used when the safety of <Your Organization’s Name> building occupants would be best served by having them remain in the building. Shelter-in-place means proceeding to an interior room, with few or no windows, and taking refuge there.

<Your Organization’s Name> Leadership may make the decision on its own to shelter-in-place, based on available information.

For incidents requiring shelter-in-place, employees will be notified via P.A/intercom, as well as email, as appropriate.

In addition, internal emergency response personnel will walk through their areas of responsibility and inform people of the need to shelter-in-place.

NOTE: Even though authorities may recommend shelter-in-place, visitors cannot be forced to Shelter-in-Place. It is important employees understand the process in order to maximize cooperation.

Preparations for Sheltering-In-Place

Select interior rooms with the fewest windows or vents. The room should have adequate space for everyone to be able to sit. Avoid overcrowding by selecting several rooms, if necessary. Large storage closets, utility rooms, pantries, copy and conference rooms without exterior windows will work well. Avoid selecting a room with mechanical equipment like ventilation blowers or pipes, because this equipment may not be able to be sealed from the outdoors.

Have a hard-wired telephone in the rooms you select.

SHELTER - HAZMAT

In the event of a critical incident where hazardous materials (including chemical, biological or radiological) may have been released into the atmosphere either accidentally or intentionally, local or federal officials may instruct everyone to shelter-in-place. This is a precaution aimed to keep everyone safe while remaining indoors.

Hazmat Safe Shelter Locations

<Your Organization’s Name> and internal emergency response personnel will direct building occupants to interior rooms above the ground floor with the fewest windows.

Multiple rooms will be used, as needed, to avoid overcrowding. Large storage closets, pantries, copy and conference rooms without exterior windows will be

TORNADO

Tornado warnings are issued by the National Weather Service when a tornado has been sighted or indicated by radar. The weather service will announce the appropriate time of detection and direction of movement. Wind will be 50 MPH or greater.

Tornado Warning Alert

What to Do During an Earthquake

Stay as safe as possible during an earthquake. Minimize movements to a few steps to a nearby safe place and if indoors, stay there until the shaking has stopped and you are sure exiting is safe.

(It is important to note that movement of a building will be greater in the upper stories than in the lower floors. Therefore, as discussed below, the initial reaction should be to get as low to the floor as possible and protect yourself from falling items.)

If Indoors

DROP to the ground/floor. Take COVER by getting under a sturdy table or other piece of furniture. HOLD ON until the shaking stops. If there isn’t a table or desk nearby, cover face and head with

arms and crouch in an inside corner of the building. Stay away from glass, windows, outside doors and walls, and anything that could fall, such as

lighting fixtures or furniture. Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly

supported, load-bearing doorway. (If using the doorway, be aware of keeping your fingers out of frame on the hinge side, a small movement of the door could severely pinch or sever them.)

Stay inside until the shaking stops and it is safe to go outside. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave.

Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on.

DO NOT use the elevators. If Outdoors

Stay there. Move away from buildings, streetlights, and utility wires. Once in the open, stay there until the shaking stops. The greatest danger exists directly outside

buildings, at exits and alongside exterior walls. Ground movement during an earthquake is seldom the direct cause of death or injury. Most earthquake-related casualties result from collapsing walls, flying glass, and falling objects.

If in a Moving Vehicle

Stop as quickly as safety permits and stay in the vehicle. Avoid stopping near or under buildings, trees, overpasses, and utility wires.

Proceed cautiously once the earthquake has stopped. Avoid roads, bridges, or ramps that might have been damaged by the earthquake.

If Trapped Under Debris

Do not light a match. Do not move about or kick up dust. Cover your mouth with a handkerchief or clothing. Tap on a pipe or wall so rescuers can locate you. Use a whistle if one is available. Shout only as a

last resort. Shouting can cause you to inhale dangerous amounts of dust.

FLASH FLOOD

Leadership Actions:1) Designate someone to monitor weather sites/stations for information.2) Be aware of streams, drainage channels, and other areas known to flood suddenly. 3) Move to higher ground, where possible and as appropriate.

If evacuation is necessary:1) Turn off utilities at the main switches or valves if instructed to do so. 2) Disconnect electrical appliances.

The following are important points to remember: Do not touch electrical equipment if you are wet or standing in water. Do not walk through moving water. Six inches of moving water can make you fall. If walking in

water cannot be avoided, walk where the water is not moving. Use a stick to check the firmness of the ground in front of you.

If in a car - Do not drive into flooded areas. If floodwaters rise around your car, abandon the car and move

to higher ground if you can do so safely. Six inches of water will reach the bottom of most passenger cars causing loss of control and

possible stalling. A foot of water will float many vehicles. Two feet of rushing water can carry away most vehicles including SUV’s and pick-ups.

local radio and television stations for weather information.2) Have Searchers search their areas of responsibility and report to their Evacuation Wardens.3) Attempt to account for everyone. 4) Assess injuries and damage to the facility.5) Stay away from damaged areas unless your assistance has been specifically requested by police,

fire, or relief organizations.6) Verify that hospitals are operational. Determine alternative locations for medical care, if

hospitals and other treatment facilities are full or inoperable.7) Use a flashlight or emergency power for emergency lighting. Never use candles and other open

flames indoors. 8) Listen for news reports to learn whether the community’s water supply is safe to drink.

Avoid floodwaters; water may be contaminated by oil, gasoline, or raw sewage. Water may also be electrically charged from underground or downed power lines.

Stay away from downed power lines. Stay out of any building if it is surrounded by floodwaters.

9) Open cabinets cautiously. Beware of objects that can fall off shelves.

RECEIVING A BOMB THREAT PHONE CALL

1) Remain calm and attract the attention of a co-worker discreetly and quietly while listening to the caller.

2) If possible, have a nearby co-worker: Call 9-1-1 and request that the call be traced. Contact the Main Office/Reception (extension XX or 555-555-5555) to report the threat.

3) Try to get as much information as possible from the caller. If possible, use the Bomb Threat Checklist at the end of this section. Ask the caller to repeat the message and try to record every word.

4) Keep the caller on the line as long as possible, and never hang up the phone.5) If the caller does not indicate the location of the bomb or time of detonation, ask for this

information. Try to note if the caller appears familiar with the facility.6) Listen closely to the voice of the caller to determine voice quality, speech impediments, sex,

age, accents, or words/phrases used repeatedly or incorrectly.7) Pay particular attention to background noises, which could indicate the caller’s location.

AFTER RECEIPT OF A BOMB THREAT PHONE CALL

1) Immediately call 9-1-1 (if not already contacted by co-worker).2) Person receiving the call will notify <Your Organization’s Name> Leadership (if not already

notified) that a bomb threat has been received. Do not state the nature of the call to anyone except the person to whom you report the

3)If appropriate, instruct employees to visually scan rooms for unfamiliar or out-of-place parcels/objects. Instructions are as follows:

Enter room, close eyes and listen. Open eyes. First, scan all objects resting on the floor or built into the walls, up to waist. Second, scan waist to chin height. Third, scan from chin height to ceiling, including air ducts, window tops and light

fixtures. If a suspicious object is observed the identifying employee is instructed NOT TO TOUCH

IT, and to notify the <Insert title> and evacuate immediately. 4)If a decision is made to evacuate, coordinate with internal emergency response personnel and

initiate the Evacuate protocol. Do not move the "latch" or "hook" on the cover. Do not place into water. Do not change the position of it.

SUSPICIOUS PARCEL OR DEVICES

Letter bombs are designed to travel safely but to explode when opened and/or triggered by either mechanical (spring loaded) or electrical means. One common type of postal bomb consists of 2 to 5 ounces of plastic explosive with a pencil-shaped metal fuse pressed in its center. Envelopes usually measure approximately 5”by 4" by 3/16 thick and weigh between 2 and 3 ounces.

Some signs to look for: Size: Is the letter unusually thick? Weight: Is it heavy? An effective letter bomb will weigh over two ounces. Balance: Is it heavier on one end? Feel: Is there any springiness in the sides of the letter? Does it flex; indicating it is filled with

folded paper, or is it stiff? Odor: Is there a smell of almonds? Appearance: Are there grease marks on the envelope or warping? Is the envelope taped

shut? Is there an unusual style of writing? Take notice of:Country of origin Incorrectly addressed title or title without a nameNo return addressExcessive securing material (tape, string, etc.)Excessive postage Protruding wires or aluminum foil

Upon Receipt of a Suspicious Package or Item:

1) Do not touch the suspicious device. It could trigger a detonation.2) Immediately call 9-1-1 and contact <Insert title>.3) Stay clear of the area and the device.

A biological or chemical release is an incident involving the discharge of a biological or chemical substance in a solid, liquid or gaseous state. Such incidents may also include the release of radioactive materials.

Common threats include gas leaks or an overturned truck of hazardous materials in proximity of the facility.

The following indicators may suggest the release of a biological or chemical substance:

Sensory indications Strange or pungent odor in the area. Smoke or a fog in the area. Unusual noises, such as the release of gas under pressure in or near the area.

Symptoms People reporting nausea, collapse, choking, loss of coordination, difficulty breathing or

irritation of the eyes or throat. Observing these symptoms in other people nearby.

NOTE: If an individual believes s/he may have been exposed to a chemical, biological, or radiological source, make arrangement to go immediately to an emergency facility/hospital.

GAS LEAK

IF SPILL IS INSIDE:

Identifying Source is instructed to:

1) Assess the situation: Type, quantity, and hazards of chemical spilled - obtain Material Safety Data Sheet

(MSDS) or Safety Data Sheet (SDS). Number and extent of injuries. Spill location; current and potential spread of liquid or vapors into ventilation system,

drains, or sewer.2) Contact Maintenance via walkie-talkie. Maintenance will:

Assess the spill and clean up the material if non-hazardous. Dispose of material according to approved hazardous material disposal methods.

Ensure no one enters a confined space unless they are trained, properly equipped and supervised in accordance with confined space entry regulations. Do not attempt the rescue of anyone overcome by chemical vapors or gases in an enclosed room or area. Only trained rescuers should enter the area protected with self-contained breathing apparatus.

Contact off-site emergency services, as needed.Shut down ventilation system if vapors are spreading or could spread outside the

immediate area of the spill.3) Contact 9-1-1, as needed.4) Refer larger spills to outside contractors. Have Maintenance coordinate.5) Make a determination whether or not occupants can be moved to a safer location inside the

7) If the situation requires evacuation, coordinate with internal emergency response personnel and initiate the Evacuate protocol for impacted building. Alert all occupants of building(s) requiring evacuation.

EXPOSURE TO A CHEMICAL AGENT

Contamination by a chemical agent requires immediate medical attention from a professional.

Note: Use extreme caution and appropriate Personal Protective Equipment (PPE) when helping others who have been exposed to chemical agents.

Exposed persons will need to be instructed to:

1) Remove all clothing and other items in contact with the body. Items removed over the head should be cut off to avoid contact with the eyes, nose, and

mouth. Put contaminated clothing and items into a plastic bag and seal it.

2) Remove eyeglasses or contact lenses. Put glasses in a pan of household bleach to decontaminate, and then rinse and dry.

3) Decontaminate hands using soap and water. Flush eyes with water. Rinse for a minimum of 15 minutes.

4) Gently wash face and hair with soap and water before thoroughly rinsing with water. Rinse for a minimum of 15 minutes.

5) Decontaminate other body areas likely to have been contaminated. Blot (do not swab or scrape) with a cloth soaked in soapy water and rinse with clear water.

6) Change clothes. Clothing stored in drawers or closets is likely to be uncontaminated.7) Proceed to a medical facility for screening and professional treatment.

EXPOSURE TO A BIOLOGICAL AGENT

In the event of a biological incident, Shelter-in-Place is a superior option until primary biological agent exposure passes.

Once it is apparent that an airborne hazard exists, it is important to act quickly. <Your Organization’s Name> Leadership will:

1) In most cases, evacuate the area.2) If the plume (cloud/smoke-like structure) has infiltrated the area making evacuation unsafe,

In the event of an electrical wire being down, the most senior person at the site will take immediate charge and adhere to the following procedures:

This matrix above deals with the first seconds/minutes as an event is unfolding. The focus is on life and safety only. The protocols to follow include EVACUATION, SHELTER, LOCKDOWN, and LOCKOUT. Every emergency presents two choices—to stay or to go. Fire alarm indicates the need to evacuate. Tornado warning indicates the need to shelter. If there is a threat outside (civil disturbance/wild animal sighting), Lockout should be initiated, meaning lock all perimeter doors and windows. If the threat is in the building (active shooter), Evacuate, whenever possible. If not possible, Lockdown (hideout in a secure location) and lock/barricade interior doors and remain in place.
