HIV/AIDS Prevention Project

PROJECT CO-ORDINATOR

Objectives and Scope of Work :

The Project Coordinator will be respon-sible for the day-to-day operations of theproject, including the financial manage-ment, planning and liaising with thepartner agencies and related inter-ministry mechanisms and supportservices to the national counterparts andwill also be the main contact with theother programme partners.

General Mandate:

The Project Coordinator will be locatedwithin the Ministry of Health, HumanServices, Family Affairs and GenderRelations, the executing agency, and willreport to that Ministry. The incumbentwill assume general responsibilities forensuring coordination of the overalllogistical aspects of project implemen-tation. This includes monitoring of theimplementation of the national pre-vention activities by agencies chargedwith the responsibility as agreed uponwithin the work plan, and coordination ofcommunity and target population con-sultations. The responsibilities will alsoinclude facilitating, selecting and con-tracting of providers, and theorganisation of workshops, conferencesand meetings. The Project Coordinatorwill also be the main contact with theprogramme partners.

He/she will be responsible for the dailyoperations of the project, includingfinancial management, planning andorganising of project activities, liaisingwith the partner agencies and inter-ministry mechanisms and supportservices to the national counterparts.This individual should have knowledgeof HIV/AIDS issues in population devel-opment and an understanding of thechallenges faced by youth.

The Coordinator should possess net-working capabil i t ies (among pro-fessionals, service providers, stake-holders, beneficiaries and internationalpartners). This individual should be pre-pared to work under flexitime conditionsand be willing to travel.

Specific Duties and Tasks:

Manage the implementation of theProject for HIV/AIDS Prevention in SaintLucia in accordance with the partnershipagreements between the internationalagencies – OPEC Fund, UNFPA and theGovernment of Saint Lucia.

Coordinate the inputs from the variouslocal partners, the research activities, thenational consultations and communityworkshops.

Coordinate the inputs of the internationalagencies to ensure timely achievementof planned results.

Monitor the implementation of the projectto ensure the achievement of projectoutputs and outcomes.

Facilitate and monitor any provision oftechnical assistance through identifica-tion and awarding of short-termconsultancies.

Support partner agencies in the imple-mentation of HIV/AIDS preventionactivities, including any advocacy inter-ventions required in fostering the devel-opment of cooperation and coordinationin relation to the wider National StrategicAction Plan.

Verify any discrepancies in reports fromagencies.

Manage the expenditure of project fundswithin the limits of the program budgetand financial agreement and accordingto the rules and procedures of thefinancing agencies.

Request quarterly disbursements andrecommend release of funds basedupon preceding submission of reportsand receipts from agencies.

Prepare quarterly, annual and end-of-project narrative and financial reports.

Coordinate all program initiatives asrequired by UNFPA.

Qualifications and Experience:

Bachelors Degree in ManagementStudies, Public Administration, Social

Science or Economics PLUS five (5) toseven (7) years experience.

OR

Masters Degree in ManagementStudies, Public Administration orExecutive Masters in Business Admin-istration PLUS three (3) to five (5) yearsexperience.

Skills, Knowledge and Abilities:

Experience in project management andadministration.

An understanding of sexual andreproductive health, HIV/AIDS, health,population and development issues.

An ability to work with a variety of socialpartners in the fields of health, socialservices, education and communitydevelopment.

Excellent communication ski l ls inspeaking and writing English.

Financial Management skills.

Highly motivated.

Well organised, efficient with multi-tasksability.

Ability to establish and maintain goodworking relations at all levels.

Experience with local non-governmen-tal organisations, and/or internationaldevelopment organisations.

Reporting Relationships:

The Project Coordinator will report to theexecuting agency. The incumbent willl iaise with the United NationsPopulation Fund (UNFPA) Liaison Officerwho will in turn liaise with the UNFPACaribbean Regional Office.

Salary:

Salary wil l be paid at the rate ofEC $62,488.70 per annum and will beliable to taxation in accordance withlocal legislation.

Duties and Tasks:

The successful applicant will be re-quired to work under the direction of andreport to the Project Coordinator, Na-tional HIV/AIDS Prevention Programme.

The applicant will be required to:

Operate typewriters, computers, photo-copiers and other office machines.

Maintain f i les of correspondence,reports, circular and other written or type-written records.

Performs such other duties, as may beassigned from time-to-t ime by theProject Coordinator.

Qualifications and Experience:

Diploma in Secretarial Studies from SirArthur Lewis Community College or RSA/Pitmans Certificate plus three (3) yearspost qualifying experience.

Skills, Knowledge and Abilities:

Required to be proficient in the use ofcomputers, facsimile and photocopyingmachines.

Working knowledge of electronic type-writers and computers.

Working knowledge of Word Pro-cessing, Spreadsheets and otherrelevant computer programmes.

Ability to type at a minimum speed of 60words per minute (wpm).

Ability to take dictation at a minimum of80 words per minute (wpm).

Reporting Relationships:

The Secretary will report to the ProjectCoordinator.

Evaluation Method:

Work performance will be evaluated onthe basis of:

(a) more than 50% beneficially ownedby a citizen or citizens and/or a bonafide resident or residents of one ofthe CDB and IDB membercountries, or a body corporate orbodies corporate meeting theserequirements; and

(b) owned or controlled by the Govern-ment of an eligible country providedthat it is legally and financiallyautonomous and operated underthe commercial law of an eligiblecountry.

Detailed information on the qualificationcriteria is available at no charge from thefirst address provided below. Therequirements for qualif ication wil linclude:

(a) an average annual turnover (definedas billing for works in process andcompleted) over the last five yearsof US$1.0 million (mn), US$2.0 mnand US$2.0 mn equivalent forpackages, 001, 002 and 003,respectively;

(b) experience as a prime contractor inthe construction of at least two (2)assignment of a nature and com-plexity comparable to the proposedproject activity within the last ten (10)years (to comply with this require-ment, works quoted should be atleast 80 percent complete) for eachPackage;

(c) Project (Contract) Manager withfifteeen years experience, ten ofwhich have been spent in works ofan equivalent nature and scope, in-cluding not less than five (5) as aManager, for each Package; and

(d) Demonstrable cash flow includingaccess to credit of US$0.3 million(MN), US$0.6mn andUS$0.5 mnequivalent for Packages CALR 001,CALR 002, CALR 003, respectively.

Eligible contractors will be required tosubmit full qualification information withtheir Bids outlining their experience andrecord on similar projects, financialcapacity, qualifications and experienceof supervising personnel and equipmentcapabil i t ies. Bid and qualif icationinformation is to be submitted in theEnglish language and presented on theprescribed forms in the Bidding docu-ments. Submissions which do notprovide the information required, or donot demonstrate the prospectivecontractor’s ability to perform satis-factorily, will not qualify and will not beconsidered for further evaluation.

Contractors wishing to submit Bids mayobtain the required documents from thefirst address below. Requests must beclearly marked: “Request for BiddingDocuments for the Improvement if theDrainage Systems in Castries and AnseLa Raye, St. Lucia” and must clearlyidentify for which Package or com-

bination of Packages the application ismade.

Requests must be accompanied by anon-refundable fee of US$350 or itsequivalent in a freely convertible currencyfor each Package. Payment should beby bank draft or certified Cheque madepayable to the Accountant General ofSaint Lucia. Applicants who request thatdocuments be forwarded to them mustsubmit an account number from a localcourier agent that accepts freight collectcharges. Documents will be promptlydispatched but under no circumstanceswill GOSL be held responsible for latedelivery or loss of the documents sotransmitted.

Conduct of Work:

The consultancy services should be pro-vided over a fifty (50) person day period,and will involve the commitment andinvolvement of the Management and staffof the Ministry of Commerce, Investmentand Consumer Affairs in addition to theassignment of an officer to work along-side the consultant.

Press ReleasesUS Government Pledges Support for St. Lucia's Education System

ST. LUCIA may be in for even greater educational benefits from the United States of America. The announcement came fromthe Ambassador Extraordinary and Plenipotentiary of the United States to St. Lucia, Her Excellency Mary Elizabeth Kramer

while presenting her letters of credence to St. Lucia’s Governor General, Her Excellency Dame Pearlette Louisy on Thursday.

Ambassador Kramer emphasized her determination to increase interaction at all levels between the United States and St.Lucia’s Educational Systems. According to Mrs. Kramer, with her interest and experience in education, St. Lucia can beassured of her fullest support.

Ambassador Kramer pledged her country’s continued support for the Fulbright Scholar Programme, which provided St.Lucians the opportunity to study at universities in the United States. According to Mrs. Kramer, graduates of this programmehave been instrumental in the establishment of a Criminal Justice Programme at the Sir Arthur Lewis Community College, thefirst programme of its kind in the Caribbean.

St. Lucia’s effort at improving Immigration and Custom procedures, as well as its fight against the scourge of drug traffickingand other criminal activities was also highly commended. Mrs. Kramer described the initiative as a model for other islands inthe region.

Governor General Dame Pearlette Louisy says, it is indeed encouraging, that the United States Ambassador has accreditedthe island with the same category of interest and experience in education that exist in her country.

“This is particularly welcomed at this time, as we focus on human resource development”, Dame Pearlette Louisy said. Shealso added that some of the US education assistance programme have been very successful, particularly the FulbrightScholarship Programme and expressed optimism about the outcome of another recent US education initiative, The Centre ofExcellence in Teacher Training Programme.

Dame Pearlette Louisy also made an appeal for the US to renew its effort at implementing the Third Border Initiative, whileexpressing her gratitude for the assistance already given for HIV/AIDS Education. Diplomatic relations between St. Lucia andthe United States was established, twenty five years ago.

BVI to be Represented at St. Lucia’s Independence Celebrations

CHIEF Minister Dr. the Hon. D. Orlando Smith has extended best wishes to St. Lucia on the occasion of that country’s 25thindependence anniversary.

In addition, Representative for the Fifth District, the Hon. Delores Christopher will represent the BVI in St. Lucia during a seriesof celebrations from February 21 to 22, which have been planned to mark the occasion.

St. Lucia became an independent country 25 years ago on February 22. The BVI Government is sending an official represen-tative following an invitation by Prime Minister of St. Lucia Dr. Kenny Anthony.

In response to a letter from Prime Minister Dr. Anthony dated January 23, the Chief Minister said, “Thank you for your invitationto join in the celebration of your country’s 25th independence anniversary. Please accept my Government’s best wishes foryour celebrations.”

Marius Wilson Praises Government's Care for the Poor

FORMER Opposition Leader, Marius Wilson, member for Micoud North on Tuesday, February 17 praised the Government’sinitiatives designed to assist poor and marginalised St. Lucians.

Mr. Wilson’s praise for the Government followed similar accolades showered on The Government by the present Leader of theOpposition, Arsene James for the EURO 10 million borrowed to rehabilitate some 55 roads throughout the island.

Determined to relieve the pain and suffering of persons leaving in deprived conditions, the Government established a numberof institutions to deal with those problems. These institutions include the Poverty Reduction Fund (PRF), the Basic Need TrustFund (BNTF) the Short Term Employment Programme (STEP) and the Games Belgrave Micro Enterprise Development Fund(BELfund).

These entities offer a wide range of services to the less privileged in society, including the construction of footpaths where thereis little or no access to deprived communities; drains where run-off water present a problem; and retaining walls where landslippage is occurring. The Belfund even makes small loans available to less fortunate persons wishing to establish their ownbusinesses. All of these projects have a heavy emphasis on using community skills and in that way, persons from thecommunities gain employment in the process of implementing the various projects.

In praising the Government, Mr. Wilson said, “Often, I have said to my Parliamentary Colleagues on the other side, that I believethe Government is doing very great work and I applaud the Government when it does well”, stressing, “They are doing somevery great work under the able guidance of the Minister of Social Transformation; they are touching the lives of the poor andmarginalised constituencies in a manner never done in this country … never done in this country”.

Chastising the media for the lack of publicity on the benefits of the Government-led programmes he said, “What is nothappening is that the nation is not being told what is being done in the form and manner required”. Suggesting that the PovertyReduction Fund was doing more than reducing poverty, he called for its name to be changed to “The Empowerment andDevelopment Agency”.

Mr. Wilson beckoned further: “Let us empower our people and let us start talking to them so that they can understand that whenthe projects are done, the footpaths are done, the roads are done, the electricity and everything are put in place to help them,that they can understand and appreciate that this is an initiative by a Government that cares and the people can be greatersensitised”.

Recalling the benefits which his constituency has derived from the Government-initiated programmes he said, “Do you knowwhat kind of burden S.T.E.P. has eased on me as a parliamentary representative? I have always said that”. He even asked tobe given, allocation made for a few houses, which have not been taken up. “I have completed four in my constituency”, he said,asking the Prime Minister, “Those who don’t want it give it to me. Let me ease the frustrations of the poor and deserving peoplein my constituency”.

IN consideration of the national importance of issues surrounding the Banana industry, and the need to address them in anon-partisan manner, Prime Ministers, Dr. Kenny D. Anthony of St. Lucia, Dr. Ralph Gonzalves of St. Vincent and the Grena-

dines, and Roosevelt Skerrit of Dominica have suggested to the Windward Islands Banana Exporting Company (WIBDECO),that it extends an invitation to the Leaders of Opposition in the Windward Islands to visit the United Kingdom and Brussels atthe earliest possible date to promote the interests of banana farmers in the Windward Islands.

The suggestion came on the heels of a similar mission undertaken by the three Prime Ministers. They met with the mainsupermarkets which purchase Windward Island bananas, including Sainsbury, Tesco, Waitrose and Marks and Spencers,and had discussions with the European Commissioners, regarding the likely change to the banana regime in January 2006,when the European Union (EU) Commission moves to a single tariff (tariff-only) arrangement.

The banana regime is set to experience further changes on May 1 of this year, when 10 new members join the EU. Under theWorld Trade Organisation (WTO) rules, the EU is bound to increase the tariff rate quota (TRQ) and there are concerns that suchan increase may exacerbate the oversupply conditions of the market and further depress prices.

Since the price war, which was instigated by Asda-Wal Mart in August 2002, the retail price of bananas in the United Kingdom(UK) has fallen by 31 per cent. There are fears in the banana trade that the latest price drop, which was less than a month ago,may not be the last.

It was the concerns over such developments in the market and the imminent changes to the EU banana import regime that ledWIBDECO, on the advice of the prime minister to initiate the high level mission.

It is hoped that from this experience, Opposition Leaders will see the problems of the industry in a national context, and thatrather than politicising the issues, they will work alongside Government in promoting the interests of banana farmers in theregion.

House of Assembly Approves Euro 10 Million Loan for Tertiary Roads Project

SEVERAL communities around the island especially those with significant eco-tourism potential are to benefit from the latest

injection of funds into the Tertiary Roads Rehabilitation Project. OnTuesday, February 17th, 2004, the St. Lucia House of Assemblyapproved the borrowing of Ten Million EURO from the Agence Francaisede Development to rehabilitate 22 kilometres of roads.

The tertiary roads project was conceived as part of government’s com-mitment to provide appropriate road infrastructure to support economicactivity in all sectors, with particular bias on tourism and agriculture. Inseeking parliamentary approval, Prime Minister and Minister for Fi-nance Honourable Dr. Kenny Anthony said the road works, which willoffer many communities a new lease on life, will be carried out in threephases and was obtained under remarkable terms.

The loan is to be paid in twenty-six (26) equal half-yearly instalments, with the first one due and payable on April 30th, 2010,which is some six yeas away. The last instalment is due and playable on October 31st 2020. Interest on the ten year loan is atthe rate of 3.5 per cent a year, which is an extraordinary and generous rate of interest, the Prime Minister observed.

Several MP’s spoke on the resolution, as it holds tremendous economic prospects for their constituents, in terms of employ-ment, improved road conditions and ultimately, assistance to farmers in banana production areas in obtaining a better qualityfruit.

Minister for Communication and Works Honourable Felix Finisterre says some 55 major roads all around the country willreceive attention under the programme. Evaluation of tenders is currently underway and contracts to commence works areexpected to be approved in the coming weeks.

The St. Lucia House of Assembly also passed two bills piloted by the Minister for Commerce, Tourism, Investment andConsumer Affairs Hon. Phillip J. Pierre. The bills, the Free Zone Amendment and the Liquor License, were taken through all oftheir stages. The Caribbean Community and the Waste Management Bills came up for first reading, but the second readingwas deferred for a subsequent sitting of the House of Assembly.
