Please take notice that a meeting of the Kalamazoo Public Library Board of Trustees may take place according to Executive Order 2020‐48 (COVID‐19) electronically, including by telephonic conferencing or video conferencing, in a manner in which both the general public and the members of the public body may participate by electronic means. To assist with the new platform for Board meetings, we ask those participating to please follow the following best practices:
1. Turn off cellular/mobile devices and minimize distractions. 2. Only KPL hosts will have the ability to mute and unmute at all times, in order to more efficiently conduct the meeting and avoid background noise.
3. As you participate in the meeting, your microphone will be placed on "mute".
Public Comment Guidelines During “Public Comment” participants will have the opportunity to address the Board and will be unmuted. There will be an opportunity to speak at the beginning of the meeting and at the end of the meeting for non‐agenda items. To provide public comment, please use the following tools in the Zoom meeting.
1. Use the “Raise Hand” (Press *9 for phone audio) to be called upon by the Board Chair, please state your name.
2. Use the “Chat” or “Q&A” window with your name and public comment and the Board Chair or designee will read it out loud.

Governmental Pooled Funds ‐‐ Sources and Uses of Funds and Combined Balance Sheet
The Library’s Governmental Pooled Funds at the end of April came off their highest levels of the fiscal
year as governmental cash on hand as of April 30, 2020 totaled $15,164,501. Sources of funds during
the month totaled $122,002, highlighted by Property Tax receipts of $67,475 and the Library’s receipt of
a portion of its State Aid to Public Libraries ($46,216). Uses of cash of totaled $911,450 led by Salaries &
Wages, Benefits, and Prepaid Expenditures.
Revenue and Expenditure Summary ‐‐ General Operating Fund
Library General Fund revenue for the month of April was $120,838 while cumulative General Fund
revenue totaled $11,604,866 or 90% of the adjusted budget for the fiscal year. Other than the receipt of
property taxes and State Aid mentioned above, KPL earned interest income of $6,072 during the month.
Library General Fund expenditures recognized during April totaled $782,204 and cumulative expenses
through the first nine months of the fiscal year total $9,349,024 or 75% of the adjusted General Fund
budget for FY 2019‐2020.
Capital Improvement Plan
Capital Improvement Plan expenditures during the month of April totaled $71,397 consisting primarily
of spending on district‐wide Security System upgrades (P#827 totaling $62,645). Purchase orders for CIP
projects open at the end of month included encumbrances for the Mobile Library (P#893 totaling
$124,530), Local History Digitization (P#892A totaling $79,920), and the Central Restrooms project
(P#806 totaling $29,243).
Special Revenue Fund
There was nominal activity in the Special Revenue Fund during the month of April. Library donations of
$783 were offset by expenditures of $299 that were attributed to miscellaneous expenses of the
Antiracism Transformation Team.
Endowment Fund
In April the novel coronavirus (COVID‐19) continued to cause major disruption throughout the economy.
The global pandemic caused shelter in place orders across the United States and led to massive job loss
in several sectors of the workforce. Gross domestic product fell by 4.8% in the first quarter of 2020 and
more than 20 million Americans filed for unemployment in April. By the end of the month, nearly all
employment gains since the Great Recession had been eliminated and the U.S. unemployment rate had
mushroomed to 14.7%.
Nevertheless, financial markets rebounded in April from their lows the previous month. The market
value of the Library’s Endowment Fund of April 30, 2020 per the custodian statement from Ameritrade
was $4,839,942, an increase in Endowment Fund value of $372,257 compared to the fund value at the
end of March. A copy of page 1 of the monthly statement from TD Ameritrade is attached to the end of
this internal financial report.

a. Revenue: Property tax revenue from the Library’s taxing districts is budgeted to increase in FY
2020‐2021. The Library’s property tax revenue forecast in the PEB is based upon a millage of
3.9487 mills levied for operational purposes. We continue to budget further reductions in fine
revenues as the Library no longer charges patrons for overdue materials. Our forecast for
interest earnings on Library cash investments has been cut to reflect the prevailing interest rate
environment. In response to ongoing economic conditions and the effect of COVID‐19,
forecasts for District Court Penal Fine revenue, the Library’s share of the State’s Local
Community Stabilization Fund (Personal Property Tax replacement revenue) and State Aid to
public libraries were each reduced significantly. These revenue shortages were offset by an
increased budget for property tax revenue from municipalities in the KPL taxing district. The net
result of these revenue assumptions is a slight decrease in revenue ($10,855) in the Preliminary
Estimate Budget for FY 2020‐2021 compared to the PEB for the fiscal year ending June 30, 2020.
b. Expenditures: Among Salary and Benefits include two new full‐time positions in the FY 2020‐
2021 preliminary budget. Final compensation for KPL’s full time staff is subject to the
completion of negotiations with the Library employee unions. Administration has budgeted
higher employee insurance expenses to reflect the medical insurance choices of eligible Library
staff. The shift in spending on Materials for use by Library patrons towards electronic and
digital material continues in the PEB, and KPL will expand its Library of Things collection during
the next fiscal year. Programming expenses are budgeted to grow as the Library continues to
implement its new strategic plan. Other expenses are budgeted to increase as the Library
adjusts to the provision of library services in light of the impact of COVID‐19. Finally, as store
closings and weak economic conditions may lead to a spike in tax challenges by property
taxpayers in the current environment, we have increased our FY 2020‐2021 budget for Tax
Chargebacks payable to municipalities in the KPL district. General Fund expenditures are
budgeted to increase by $293,775 during FY 2020‐2021.
c. Transfer to the Capital Improvement Plan (CIP): The budget includes a transfer from the
General Fund to the Capital Improvement Fund of $100,000 during FY 2020‐2021. Library
Administration may request further transfers from the General Fund to the CIP once FYE
6/30/2020 financials are finalized.
3. To maintain the Capital Improvement Plan through FY 2019‐2020, Administration recommends the
transfer of $99,359 from CIP reserves to four CIP projects and a draw of $16,616 from the Patton Trust to
close out the Local History Digitization project.
4. The FY 2020‐2021 Preliminary Budget for the CIP finances the replacement of public and workspace
furnishings for staff and patrons throughout the Library district, various building projects at each of the
branches and the continuation of the Central Restroom project. The CIP funds a reserve to cover
building alterations, furnishings, or equipment as necessary or required for Library public spaces in
response to COVID‐19. The CIP also adds $15,000 to the reserve for Oshtemo infrastructure and
$235,000 to the Central Boiler reserve.
Budgeted revenue in the CIP for FY 2020‐2021 totals $600,000, and contemplates $460,000 of support
from KPL’s General Operating Fund. However, as mentioned above, at the time of this PEB $100,00 is
budgeted be received from the General Fund and remaining support to the CIP will be determined at
mid‐year. Library administration plans to draw $140,000 to support the CIP from funds administered by
the Kalamazoo Community Foundation in accordance with the Irving Schensul Memorial Fund Spending
Plan.
