Lighting and Energy Reduction

Proven ExpertisePSE has a distinguished history in specialty lighting with systems design spanning 25 years. We specialize in state-of-the-art lighting systems for energy reduction, green compliance, luminaire replacement, and LED retrofit. We have completed 200 acre high security lighting projects and unique transportation structures lighting for both above-ground and underground, for transportation authorities such as the Pennsylvania Turnpike Commission (PTC), and airports. PSE Technologies

One of our proprietary software programs developed by our company’s founder, G.I. Forstater, is CANVAS. This sophisticated program, named for Computerized Analysis of Noise, Vibration, Acoustics and Sound, is used by our acoustics experts in the pre-design phase of a project and helps avoid costly architectural errors later. CANVAS provides a clear, 3-D graphic representation of acoustical factors to achieve accurate acoustical analysis. It has provided the basis for PSE projects since its debut in 1991.

Saint Elizabeths Hospital was established in 1855 as the Government Hospital for the insane. It was the first and only federal mental facility with a national scope. The complex is situated on more than 300 acres, and in the 1940s, housed over 7,000 patients. Professional Systems Engineering, LLC staff established functional requirements for a new hospital security system including the grounds, and determined equipment re-use and integration with existing and new systems. The hospital now houses 600 patients.

PSE provided fire and life safety manuals including evacuation planning and training for the entire hospital. These services included Continuity of Operations Planning (COOP), disaster preparedness, and evacuation preparation. Training with hospital staff was extensive.

Our team provided safety and security policies and procedures including post orders for the Hospital’s Safety and Security Department. The policies, procedures, and post orders developed for Saint Elizabeths Hospital met the needs of this special forensic hospital. PSE has also provided training to the security staff on duty at the hospital on the newly implemented policies, procedures, and post orders. Professional Systems Engineering, LLC provided a complete technology package for Bloom Energy’s Natural Gas Fuel Cell Manufacturing Facility. Professional Systems Engineering, LLC supplied digital data design, educational technology, consulting, and engineering services for this state-of-the-art 250,000 SF high school with student capacity of 1,200.

PSE supplied tele/data design services included all network, server, data center, and digital design to meet the advanced technology requirements of the Newark Science Park High School mission. The network is capable of backbone speeds of 10 gigabits and provides 1-gigabit Ethernet to each desktop. A dedicated network connection provides direct access to the resources of several local universities. The network offers wireless access throughout the building.

PSE also included a custom tailored A/V system designed to meet the specific needs of the subject matter to be presented. Systems included video projector, flat panel display, computer interface, Smart Boards, digital overheads, and other video services.

Professional Systems Engineering, LLC developed a Master Plan for a campus-wide Tele/Data Communications Service Distribution System at Philadelphia Naval Business Center (PNBC), site of the former Philadelphia Naval Ship Yard.

The purpose of the Master Plan was to provide guidelines for continued improvements and reconstruction of the campus-wide Tele/Data Communications Service Distribution system. The Plan details existing services, infrastructure and cable, proposed new infrastructure and cabling, and alternative solutions to meet both short- and long-term telecommunications service distribution needs at PNBC.

Our team provided facility hardening and perimeter security design for the new hospital. This involved working with a single building which would be divided into a secure side requiring a perimeter solution and a non-secure side with no perimeter requirements. Since this was a single connected building, PSE developed plans to separate the building using perimeter fencing and barriers which would span the exterior walls and rooftop to provide the necessary separation.

Our design provided three perimeter types, to include a 12’ high nuisance fence separating a historical public cemetery from the hospital grounds, a 15’ high arched fence which included a fiber optic intrusion detection system, and a taut wire detection barrier. The taut wire detection barrier and arched fence provided the necessary perimeter to deter, detect, and delay any attempt at escape from residents located on the secure side of the facility.

Our perimeter design was integrated into our other electronic security system components including access control, security communications, perimeter lighting and video surveillance providing seamless integration between each of the hospital’s security systems for the perimeter of the building. This allowed security personnel to respond quickly to any disturbance along the perimeter by utilizing automatic call-up of lighting, communication, and video surveillance when either the taut wire or arched perimeter fence had been disturbed.

The Pre-design report serves as a foundation for the next stages of the project and for the design basis of the project. Our staff established the initial, high-level functional security requirements.

locations on the East Coast

of the U.S., while adhering

Professional Systems Engineering provided security consulting, design, and engineering services for East Coast ports for biometric-all-weather access control project. The project’s goal was to enhance security at marine terminal locations by the implementation of an enterprise-wide access control system that will utilize the biometric data on the Transportation Worker Identification Credential (TWIC) cards issued to staff with access to secure areas.

The project included securing vehicle gates, pedestrian turnstiles, guard booths, and buildings at more than 100 terminal locations. PSE’s design utilized the existing fiber optic network infrastructure, and modified existing gates and doors as necessary to implement the access control solution. PSE provided enhanced bid documents that included single line diagrams, point to point wiring diagrams, equipment mounting details, and equipment enclosure layouts. Also provided were specifications and cost estimate.

The National Museum of American Jewish History is located in Philadelphia’s Historic District on Independence Mall. Seeking expertise in integration of data, voice, and video in a secure expansive environment, Professional Systems Engineering (PSE) was selected to design all networks and remote services for wired and wireless networks, conferencing capabilities, exhibit data support for both high speed and wireless networks, and tele/data/video services. PSE was chosen to design and deploy technology for this special mission to herald the assimilation of Jewry into the United States.

PSE’s first task was to provide an assessment of existing networks, connectivity issues, information technologies transition to the new site, and recommend unified digital electronic communication platforms. This implementation of an “All Digital” site includes data/voice/video and conferencing using the latest secure appliance and network infrastructure that can handle both gift shop transactions and prevent denial-of-service attacks, as well as intrusion detection to any of the data equipment.

Our incoming services consulting required all bandwidth research, vendor transfer rate capabilities, Citrix-based VPN support, vmail-via-email support, network management, and operations support design.

to control audio and video.

hardening of the 10 gigabit

capacity network infrastructure.

Professional System Engineering, LLC developed and prepared the RFPs and equipment purchase lists required to purchase the courts Information Technology and Communications FF&E Technology package. This included the courts telephone system, data network, computers, servers, and distributed antenna system.

PSE found, while reviewing the 19th JDC’s legacy systems, the courts relied on multiple single core servers. PSE presented a technology plan that employed a virtual server cluster to greatly reduce data center’s space, power, and cooling requirements.

PSE filled a unique role acting as technical liaison for the Administrative office of the Courts. PSE demonstrated a unique ability to translate the highly technical into easy to manage concepts. This helped the AOC and project architect to stay on top of the project and make informed decisions throughout the project.
