1.0 INTRODUCTION

1.1 Background

1.1.1 Travel Plans are strategies for managing multimodal access to a site or development that focus on maximising the potential for travel by sustainable modes of transport. Aldi will be implementing a Travel Plan at their Mixed Use Development at Rowlands Way, Atherstone.

1.2 Travel Plan Background

1.2.1 Travel Plans set out the objectives of the Plan, a range of measures to be implemented to achieve the objectives and the means by which the success of the Plan will be monitored.

1.2.2 The document Delivering Travel Plans through the Planning Process1 has been reviewed with reference to the development of the site Travel Plan.

1.2.3 Research2 commissioned by the Department for Transport, which examined the effectiveness of the Travel Plans of 26 organisations (local and national government departments, hospitals, universities and private companies) drew a conclusion of an average 17.8% reduction in traffic. Additional benefits of travel plans were found to be as follows:

• Increases in walking and cycling, with associated health gains.

• Improved social inclusion.

• Better conditions for employees.

• Improved staff recruitment and retention.

• The opportunity to contribute to environmental management standards such as ISO 14001.

• Good PR for businesses.

• Financial savings.

• Increases in bus use and associated ticket revenue.

• Better estate management.

• Less noise, congestion and pollution, and better conditions for freight distribution associated with reductions in car use.

• Better security and less fear of crime from better car parking management.

1.3.1 The Travel Plan has been prepared with reference to the following documents:

1.4 Status

1.4.1 This report has been prepared as a full Travel Plan. The Travel Plan will be updated once the necessary staff surveys have been completed following the implementation of Travel Plan measures.

1.4.2 A period of three months will then be allowed to complete the survey response analysis and redraft the Full Travel Plan. At this time a copy of the Full Travel Plan will be submitted to Warwickshire County Council.

1.5 Objectives

1.5.1 The plan is a strategy for reducing dependence of staff on travel by private car. The primary objective of the strategy is to:

• Increase awareness and encourage use of environmentally-friendly modes of transport amongst staff.

• Introduce a package of management measures that will help to facilitate staff travel by sustainable modes of transport.

• Reduce single occupancy vehicle use by staff.

1.5.2 Secondary objectives include the following:

• Minimise the impact on the local community of traffic associated with the site by minimising noise and pollution.

• Show a commitment to improving traffic conditions within the local area.

• Reduce the adverse effects on health associated with increased car use.

• Reduce air pollution and the consumption of fossil fuels.

• Increase the attractiveness and hence the proportion of journeys made to and from the site by sustainable modes of transport such as walking, cycling and public transport.

• Promote walking and cycling as a health benefit to staff.

• Promote social inclusion by widening the travel options available for non-car owning staff.

• Reduce the cost to staff of their journey to work by promoting alternatives that are both cheaper and more environmentally friendly.

• Reduce the perceived safety risk associated with the alternatives of walking and cycling.

1.6 Travel Plan Content

1.6.1 A key feature of the any Travel Plan is a review of existing staff travel patterns, which is detailed in Section 2.0 of this report. The outputs of this review constitute the starting point and will go on to inform the various plan measures and the identified targets. Over time the staff travel review surveys will provide the monitoring framework whereby historical travel to work data will allow key trends to be identified on a site specific basis in the medium to long term.

1.6.2 The Travel Plan will be implemented by a Travel Plan Co-ordinator (TPC). This role is described in Section 3.

1.6.3 The measures by which the Travel Plan objectives and targets will be achieved are the key component of the Plan and are described in Section 4. Regular monitoring is required to ensure that the objectives are being met and to gauge progress towards the targets. The means by which the Plan will be monitored are set out in Section 5.

1.6.4 The remainder of this Interim Travel Plan is divided into four sections as follows:

2.0 ACCESSIBILITY AND TRAVEL PATTERNS

2.1 Introduction

2.1.1 The success of the Travel Plan will primarily be judged by progress towards the target for the modal split of staff travel to the site. This section of the Plan provides details of the means of travelling to the site, presents the results of the staff travel survey, and specifies the modal share targets.

2.2 The Site and the Surrounding Area

Pedestrian Access

2.2.1 Table 3.2 of The Institute of Highways and Transportation (IHT) guidance document titled ‘Providing for Journeys on Foot’ identifies a maximum walk distance of 2.0km for commuter walk trips.

2.2.2 Based on a maximum walk distance of 2km for employees, the walk catchment is shown at Inset 2.1 below.

2.2.3 Inset 2.1 above shows that a large proportion of northern Atherstone, including Atherstone Town Centre and Atherstone Railway Station is within the walk catchment of the site.

2.2.4 Holly Lane, Rowlands Way and other local roads are flanked by footways and there is a footpath connection between Abeles Way and B4116 Long Street c450m to the south-east of the site providing a connection between central Atherstone and the Aldi site.

2.2.5 Overall the site is reasonably well connected to local residential catchment areas.

2.2.6 Cycle Access

2.2.7 Sustrans indicate in their ‘Travel Behaviour Research Baseline Survey – 2004’ under the subheading ‘measuring the potential for change’ that cycling offers an alternative to car travel, and particularly for trips of less than 6 kilometres. This research is supported by the 2016 National Travel Survey, which specified average journey lengths, by cycle, of c5.7km.

2.2.8 Assuming a 5 kilometre maximum acceptable cycle distance, the catchment area of the site by cycle is shown at Inset 2.2 below which demonstrates that the entire built up area of Atherstone, along with its hinterland, is within cycling distance from the site.

2.2.9 The road infrastructure local to the site is urban in character, and therefore, conducive to cycling and overall, the site enjoys a reasonable level of accessibility by cycle.

Bus Access

2.2.10 The publication ‘Planning for Public Transport in Developments’ produced by the Institution of Highways and Transportation recommends a maximum walking distance of 400 metres between travel generating land-uses and the nearest bus stop.

2.2.11 There are bus stops at Holly Lane and Rowlands Way adjacent to the site and within the IHT recommended walk catchment area. Further bus stops are located at the A5 to the south of the site, St George’s Road (opp. Lister Road) to the east of the site and at Sheepy Road also to the east of site. All stops are shown on the aerial photograph at Inset 2.3 below.

2.2.12 The A5 bus stops are both served by a lay-by and timetable information, while the St George’s Road, Westerly Holly Lane bus stop and Sheepy Road bus stops have no formal facilities. The remaining stops all have a bus stop pole and/or timetable information.

2.2.13 Details of the bus services which utilise the bus stops local to the site are provided at Table 2 below.

2.3 Access by Rail

2.3.1 The guidance contained within the Institute of Highways and Transportation’s publication titled ‘Planning for Public Transport in Developments’ recommends a walking catchment of 800 metres to railway stations, but greater walk distances are not uncommon.

2.3.2 Atherstone Railway Station is located a c900m walk distance south of the proposed site, which is marginally beyond the IHT walk distance, but still a feasible distance to walk.

2.3.3 Inset 2.4 below identifies the location of Atherstone Railway Station with respect to the boundary of the proposal site.

2.3.4 Atherstone Railway Station is connected to the national rail system on the London Midland Line which connects Liverpool Lime Street to London Euston via Crewe, Stafford, Lichfield, Tamworth, Atherstone, Nuneaton, Rugby, Northampton and Milton Keynes.

2.3.5 Services operate every c60mins to both Crewe and London Euston during weekdays.

2.3.6 Overall, rail travel represents a viable option for non-car travel to the proposal site, albeit that the distance between the station and the proposal site is slightly beyond the recommend IHT walk distance.

2.4 Staff Travel Patterns

2.4.1 In order to establish the initial travel patterns of staff, a comprehensive staff travel survey will be conducted six months after occupation of the site. A sample questionnaire sheet is provided at Appendix 1.

2.4.2 One of the key outputs of the survey will be the modal split for the journey to work. In addition, staff will be asked about their working patterns, their reasons for making work based journeys by car (where appropriate) and the potential for car sharing, walking, cycling or travelling by bus to work. The questionnaire will also seek to ascertain the measures required to make travelling to the site by foot, cycle or bus more attractive in order to improve conditions for those staff that already travel to work by sustainable modes and to encourage modal shift by those staff members who drive to work on their own.

2.4.3 Once the questionnaires have been completed and the results analysed, the modal split information for the site will be inserted below.

2.4.4 Following the staff survey, a comprehensive analysis of the results of the staff survey will be included here.

2.5 Targets

2.5.1 Based on the results of the initial staff survey, and its comparison with national and regional statistics, the initial Travel Plan targets will be set; which will be primarily based on the following objective:-

• To achieve reduction in single occupancy (specifically single purpose) car journeys to the site, to attain an average lower than national levels.

2.5.2 Targets for individual mode shares will not be set as the minimisation of single occupancy private car journeys, with an associated transfer to any non-single occupancy car mode of transport (inclusive of car sharing) will contribute towards achieving the main objective of the Travel Plan.

2.5.3 Should the Travel Plan targets set after the results of the staff travel survey not be achieved, Aldi will investigate other potential promotional measures for encouraging sustainable travel.

3.0 TRAVEL PLAN ADMINISTRATION

3.1 Introduction

3.1.1 The role of the TPC will be allocated to a member of staff within the regional offices. The TPC is responsible for implementing and administering the plan on site and will be allocated sufficient time to complete all of their TPC duties, as well as for investigating potential Travel Plan measures and sustainable travel opportunities. The amount of time needed for this is likely to vary from week to week.

3.1.2 The TPC will be provided with a copy of the Travel Plan in order to encourage ideas of how to best promote and evolve the Travel Plan.

3.2 Duties

3.2.1 The duties of the TPC are permanent. The TPC will be responsible for the operation and implementation of the Travel Plan, which includes the following actions:

• Monitoring the Travel Plan.

• Liaison with Warwickshire County Council’s TPCs where appropriate.

• Liaison with the local bus operators where appropriate.

• The preparation of subsequent update Travel Plan reports for submission to the Local Authority.

3.3 Promotion

3.3.1 All staff, including new employees upon commencement of employment, will be made aware of the existence of the Travel Plan, its objectives and their role as individuals in achieving these objectives.

4.0 TRAVEL PLAN MEASURES

4.1 Introduction

4.1.1 This section of the Plan outlines the specific physical and management measures to be undertaken as part of the Plan. The implementation of the listed measures is the core of the Plan.

4.1.2 As far as possible, the obligations outlined below are designed to be suitable for review and monitoring. The list is not exhaustive and the TPC will be free to investigate other potential initiatives. This list will be reviewed following the completion of staff travel surveys and the setting of the Travel Plan targets. An Action Plan has been included at Appendix 2.

4.2 Walking

4.2.1 The TPC will promote walking as a healthy and cheap means by which to travel. In order to encourage travel to the site on foot; the following measures will be implemented:

• A promotional poster highlighting the benefits of walking to work will be displayed in the staff room (a copy of this is provided at Appendix 3).

• The TPC will liaise with the Highway Authority to raise any issues with pedestrian walk routes are raised.

• Staff will be provided with secure lockers for storage of wet clothes and umbrellas.

• Staff will be provided with maps of local walk routes.

• Walk to Work Week will be promoted by the TPC. Information will be obtained from livingstreets.org.uk.

4.3 Cycling

4.3.1 Cycling is a cheap, quick and sustainable mode of transport that provides benefits for personal health as well as reducing road congestion. In order to encourage travel to the site by cycle; the following measures will be implemented:

• The TPC will liaise with officers of the Highway Authority to ensure that any issues with cycle routes are raised.

• Secure cycle parking spaces will be provided for staff. The use of cycle parking facilities will be monitored. The possibility of providing additional cycle parking spaces will be investigated should demand by staff warrant it.

• Promotional material on bicycle maintenance will be available in the staff room (a copy of this is provided at Appendix 4).

• Potential cyclists who would like a partner to cycle to work with will be encouraged to register with www.BikeBUDi.com, as this will increase the pool of potential cyclists. However, should demand warrant it, the TPC will investigate the potential for an on-site Bicycle User Group.

• Bike week will be promoted by the TPC. Information will be obtained from bikeweek.org.uk.

• Aldi are a member of the Cycle to Work scheme and will actively encourage existing and new members of staff to participate.

• Promotional cycle events, such as the Bike Boost Cycle to Work Challenge will be encouraged by the TPC.

4.4 Bus/Rail Services

4.4.1 Measures for encouraging bus travel will include the following:

• Up to date information on bus/rail services, including route information and service frequencies, will be made available in the staff room and on the office notice boards.

• The TPC will liaise with the local authority and the local bus/rail operators to ensure that information remains valid.

• The TPC will bring to the attention of the relevant bus operators any issues raised periodically by staff.

4.5 Taxis

4.5.1 Taxis have an important role in providing for staff trips when other modes of transport may not be available, such as during late evenings when buses may not be running, or when a car share arrangement fails on a particular occasion.

• A list of local taxi companies’ contact details will be available in the staff room. Details of local taxi companies are provided at Appendix 5.

4.6 Car Sharing

4.6.1 Car sharing represents a convenient alternative form of travel and car sharing would reduce the total private vehicle mileage by staff, and therefore reduce fuel consumption, which is beneficial to both staff members and the environment.

• Staff members will be encouraged to register with http://www.warwickshire.gov.uk/carshare or www.liftshare.com. A database of potential car sharers will be recorded by the TPC as a means to maximise car sharing by staff members. The TPC will actively encourage registered car share users to find travel partners using the on-site database.

• National Liftshare week will be promoted by the TPC. Information will be obtained from www.liftshare.com/business/liftshareweek.

• A guaranteed ride home will be provided in the event of a car share arrangement failing on a particular occasion. This measure will act as a ‘safety net’ for potential car sharers by reassuring staff that a backup measure is in place, should an agreed car share journey not go ahead as planned.

4.7 General

4.7.1 Upon commencement of employment each staff member will be provided with a Travel Plan Information Pack. This pack will contain all the information an individual will need in order to make an informed choice on the mode of travel to be used for work based journeys. The pack will comprise the following:

• A summary page introducing the Travel Plan.

• Copies of local bus / rail timetables and maps.

• Details of car-share travel websites.

• Contact details for local taxi companies.

• A list of informative websites which promote sustainable travel.

4.7.2 Inserts from the staff Travel Plan Information Pack are provided at Appendix 6.

4.7.3 The TPC will be free to investigate other potential ways of encouraging staff to travel by sustainable modes.

5.0 PLAN MONITORING AND REVIEW

5.1 Introduction

5.1.1 A programme of monitoring and review has been designed to generate information by which the success of the Plan can be evaluated. Monitoring and review will be the responsibility of the TPC.

5.1.2 Monitoring will include the surveying of staff travel patterns.

5.2 Monitoring

5.2.1 The outputs of an on-going monitoring programme will be used to inform the content of the Travel Plan reports (as detailed in Section 5.3 below) and will include the following:

• Monitoring the use of the cycle parking.

• Monitoring the demand for additional cycle parking by staff.

• Monitoring the number of staff registered with car share websites.

• Recording of comments received from staff on transport and travel to the site.

• Monitoring of the number of staff vehicles in the car park.

• Monitoring the number of claims made for a guaranteed lift home.

5.3 Process and Review

5.3.1 One year following the implementation of the plan (following the occupation of the extended office floor space), Aldi will conduct a travel survey to reassess the travel patterns of employees. Three months from this date a copy of the updated Full Travel Plan will be submitted to Warwickshire County Council.

5.3.2 The updated plan will include the following:

• Analysis of the latest questionnaire responses.

• The latest bus, cycle, and walk route information.

• The latest targets (existing targets will need evaluation and refinement in light of the updated staff survey results. Success in achieving existing targets, set out in this report, will also be considered).

• Any additional measures and any changes or refinements to existing measures.

Puncture repair

Punctures don’t happen that often, but they are the most common form of breakdown so it’s worth learning how to mend them.

To mend a puncture:

1 Release brake calipers and remove the wheel.

2 Use tyre levers, available from bike shops, to remove the tyre.

3 Carefully run your fingers around the inside of the tyre to check for sharp objects, such as nails, splinters of glass or thorns. Remove the cause of the puncture and check that there are no more spikes in the tyre.

4 Find the hole in the tube, either by pumping it up and holding it underwater to look for bubbles, or by feeling for escaping air.

5 Mark the hole with pen or chalk. Use sandpaper or the scratcher from the puncture repair kit to scuff the area around the hole to help secure the glue to the tube.

6 Spread glue thinly and evenly over and around the hole and wait for the glue to dry until it feels tacky to touch. Place a patch over themarked hole and apply pressure. (A faster alternative is to use the new glueless patches.)

7 Lightly pump up the tube. Place one edge of the tyre around the wheel rim and push the tube’s valve into the rim’s hole. Starting from the valve, push the rest of the tube into the tyre. Ensurethe valve stem is perpendicular to the rim and thatthe tube isn’t twisted. Once the tube is inside thetyre, begin to place the second edge of the tyre onto the rim. About 75% of the tyre will go on easily,the rest will need strong fingers or tyre levers to coax it onto the rim. Take care not to pinch and damage the tube. When complete, pump a little more air into the tube and check that the tube isn’tcaught between the rim and the tyre.

8 Slide the wheel back into place on the bike and tighten the bolts gradually, ensuring that the wheel remains aligned straight to the frame. Reconnect the brakes.

9 If you are happy with it, fully pump up the tyre. Take the bike on a short ride, and test that thebrakes are still set up correctly

Tip: save time on journeys, by carrying a spare inner tube with you, so that you can mend any punctureswhen you get home.

Like any machine, a bicycle will work better andlast longer if it is properly maintained. By carryingout certain simple maintenance jobs on a regularbasis you can avoid expensive repair, and increasethe pleasure of your cycling into the bargain.

Do it yourselfIt is advisable to take your bike to an experiencedmechanic once a year for a thorough service.However, with a little investment in tools andtime, the majority of repair and maintenance jobscan be carried out at home.What you needThere is a range of bicycle tools available, howeverall you need to start with are screwdrivers, Allenkeys, spanners, a pump, tyre levers, cleaning rags,an old toothbrush, lubricants and a puncture repairkit.Daily maintenanceEach day you use your bike, give it a quick once-over. In particular, check the condition of the tyresand their pressure.Weekly maintenanceLubricate exposed moving parts of the bike, suchas the chain and gear mechanisms taking care notto get any on wheel rims or brake blocks. Cleandirt and grease off wheel rims with a cloth andsome lubricant spray.

Monthly maintenanceWheels: Check tyre pressure and condition. Makesure your wheels are properly fastened and in linewith the frame.Brakes: Check the brake blocks for wear and ensurethey contact squarely with the rim, not the tyre.Replace worn or frayed brake cables and adjustbrakes so that the brake levers don’t come intocontact with the handlebars when braking hard.Gears: Check gears work correctly and cables movefreely (though it’s best to leave gear repairs to abicycle mechanic). Clean the chain with a ragsoaked in degreaser then re-oil.Steering: Check for looseness in the handlebar andstem and tighten where necessary.Pedals: Pedals should spin freely so check the pedalaxles for looseness and tighten.Frame: Regularly inspect the frame for anydamage. Ensure the seat height is correct and thatthe seat post bolt is tight.

Gaining confidence on a bike is generally a lot easierthan learning to drive a car. And once you’re in thesaddle, it’s often quicker and easier to get aroundby bike. This leaflet is one of a series giving tips tohelp you get going - and enjoy the freedom andconvenience of cycling.

Dear Colleague,

A Travel Plan has been implemented at this site. Travel Plans encourage people to

travel to work using a green mode of transport.

The Plan seeks to reduce the number of car based journeys to the store by staff,

particularly journeys which are of single occupancy or single purpose. The key aims

of the plan are as follows:-

• To increase staff awareness of the advantages of travel by environmentally

friendly transport modes.

• To introduce a package of measures which encourage staff to travel to work

by modes of transport other than the car.

• To help us to be a good neighbour by minimising noise and pollution.

The success of the Travel Plan will be dependent on each staff member doing their

bit by travelling either by foot, bicycle, or local bus services for work based journeys

wherever possible. If possible, driving to work alone should be avoided. You could

try to find someone to share your journey with by contacting [TPC Details] and

This Travel Plan pack has been produced to provide you with the information you

need so that you can make an informed choice about the mode of transport you will
