Overview

The Race to the Top Early Learning Challenge (RTT-ELC) is a federally funded child care quality rating and improvement system being piloted in California.

It is designed to close the achievement gap for young children ages birth to five who are “high needs”

Todos los hogares de cuidado infantil calificados por RTT-ELC poseen una licencia para cuidado infantil del Departamento de Servicios Sociales de California, División de Certificación de Cuidado Comunitario (CCLD, por sus siglas en inglés)

durante al menos 12 meses. RTT-ELC ha confirmado que el licenciatario de atención infantil: 1) no está en periodo de prueba; 2) no participa en un plan de cumplimiento; y 3) no ha sido multado por no corregir una deficiencia de manera

oportuna ni por delitos repetidos.

 AREA I: DESARROLLO INFANTIL Y LA PREPARACIÓN ESCOLAR

! El licenciatario tiene un título "Associate of Arts" (AA) en Desarrollo Infantil -O- ha completado 60 unidades incluyendo 24 unidades de ECE -O- un "AA" en otra especialidad, más 24 unidades de ECE -Y-

! 21 horas de desarrollo profesional (DP) al año

! El Licenciatario tiene un título "Bachelor of Arts" (BA) en Desarrollo Infantil -O- un título "Bachelor of Arts" (BA) en otra especialidad y también ha completado 48 unidades en Desarrollo Infantil -O- tiene un título Master's Degree (MA) en Desarrollo Infantil -Y- ! 21 horas de desarrollo profesional (DP) anuales al año

Additional information regarding RTT-ELC’s Quality Ratings

"  RTT-ELC Quality Ratings: The same basic rating matrix is being used across the 16 California consortia

•  Matrix is organized into 3 core categories: 1) Child Development and

School Readiness; 2)Teachers &Teaching; and 3) Program & Environment

•  Points are assigned to each element separately and summed for a final rating

•  In center-based settings, up to a third of classrooms will be assessed (randomly selected) by a data collector from UCLA

•  An RTT-ELC rating is assigned to each early education center •  The overarching GOAL of CA’s RTT-ELC Pilot is to validate this rating

75% of lead teachers have: ! 24 units of ECE (core 8)

75% of lead teachers have: ! 24 units of ECE (core 8) and 16 units of General Education AND ! 21 hours professional development (PD) annually

All child care programs rated by RTT-ELC hold a child care license from California's Department of Social Services, Community Care Licensing Division (CCLD). RTT-ELC has confirmed the child care licensee does not have any of the following: 1) a non compliance conference; 2) an administrative action taken or in the process of being taken; 3) a probationary license.
