Support to the Establishment of Single Window for Export, Import and Transit Procedures in the
Republic of Tajikistan
Project Objective
• The overall objective of the project is to contribute to poverty alleviation through the improvement of the business climate in Tajikistan.
• The specific objective is trade facilitation through the establishment of Single Window for export, import and transit procedures.

Overall Expected Project Results
1. SW IS Development and Testing • Project Plan• Detailed specification (SRS) • System software developed• Implementation Plan• Training Plan
2. SW IS Pilot Implementation • At SUE SW office and two SW agencies• Including the same two SW agencies in two regional centres
3. Replication of SW IS • Roll out to all planned regional centres • All involved SW agencies at all those regional centres
4. Warranty and Support Services• Support, training and correction of faults and bugs in the SWIS• 6 months after system goes live

The Inception Period
• 12 June to 11 July 2012• 29 formal meetings with stakeholders• Senior Management mission (9 July – 15 July)• Providing a baseline assessment• Updating prior knowledge of the SW project

Prior Assumptions
From the EU Terms of Reference:
• Enthusiasm and high motivation levels amongst the Government officials and donor community will continue in designing the SWIS and its implementation;
• Through gaining experience, the inter-service Single Window Coordination Committee will take a strong lead in implementing the project and received good response and cooperation from the part of the Government SW Agencies; and
• The Coordination Committee will implement the Action Plan approved by the Coordination Committee on 26 July 2010. The Action plan includes developing a legal framework for Single Window and proposing amendments in particular in regulatory framework for Digital Signature and Electronic Documents.
