Project Strategy - 4 elements
1. Stakeholders are involved through a consultative process;
• National and local.
• Development, implementation and continuous operation.
• Participation ensures cooperation and ownership.
2. Implement through a three-phased approach;
• Several activities are implemented in parallel.
• Mobilisation of stakeholders at an early stage.
3. Launch a number of pilot projects;
• Provides guidance on implementation on large scale.
• Allows for flexible adjustments to the Action Plan.

Inventories of land use (agriculture, pastures, urban, industries, mining, etc.)
Assessment of needs of aquatic ecosystems (water quality and quantity, reduced impact).
Analysis of stakeholders’ needs (communities, agriculture, industries, utilities, etc.)
Analysis of key priorities for communities and government (economic development, agriculture, protection of an ecosystem, etc.)
Define long term goals (10-20 years) with regard to aquatic environment, economic development and stakeholders’ management.
Set objectives for water allocations to users (ecosystems, agriculture, human consumption, industries, fisheries, energy, tourism, etc.).
Prepare scenarios for economic development, increased population and settlements. Forecast water demand
Describe Objectives and strategy for the Basin Action Plan including implementation measures (“who does what and when”) to achieve the goals.
Determine financing arrangements for water use and management (tariffs, penalties, incentives, etc.
Decide on plan of implementation, including activities, time line, milestones, monitoring events and reporting. Simplify in Gantt chart.
Establish a monitoring programme for all elements in the Basin Management Plan (ecosystem, economic development, population, pollution, management features, etc.).
Description of trends (depletion, climate changes, pollution. Deforestation, etc).
Inventory of water availability (amount of water, demand from sectors, etc.)
Assessment of vulnerability to climate changes, extreme events, droughts and flooding.
Analysis of mechanisms for stakeholders’ participation (committees, hearing, information, advisory boards, etc.)
Define short term goals (5 years) with regards to environment, economic development, management and monitoring mechanisms.
Set objectives for water quality and according to legislation (ecosystems, agriculture, human consumption, industries, fisheries, energy, tourism, etc.).
Prepare scenarios for development in agriculture, industry, energy, etc. Forecast water demand
Describe Objectives and management plans for sub-basins. Describe guidelines for implementation.
Determine mechanisms for financing management of basin action plan and details of cost sharing arrangements for projects and other actions.
Decide on key organisations and individuals responsible for implementation of plan of implementation.
Establish key criteria and milestones in the monitoring programme. Determine criteria for critical intervention.
Description of monitoring programme for state of natural resources.
Inventory of ecosystems (forests, pastures, aquatic systems, no of species, etc.)
Assessment of impact of changing land use and human activity
Prepare risks assessments related to different scenarios of development
Establish Basin Management organization and define tasks and responsibilities.
