About the Project Brief Description of Task This Terms of Reference is for providing consulting services to assist the Program’s ProjectManagement Unit (PMU) to implement the Investment Program in the State of HimachalPradesh to be covered under the Infrastructure Development Investment Program for Tourism,State of Himachal Pradesh (IDIPT-HP). This work will be carried out by a Project Management Consulting firm, henceforth referred toas ‘the Project Management Consultant (PMC)’ on behalf of the Himachal Pradesh TourismDevelopment Board (HPTDB), represented by Project Director, IDIPT-HP, on behalf ofDepartment of Tourism and Civil Aviation, Government of Himachal Pradesh which ishenceforth referred to as ‘the Client’. This consulting assignment will be splitted in two phases. The first phase will be for 3 yearsfrom the date of agreement and second phase for the rest of the period of the InvestmentProgram. The Executing Agency will assess the performance of the consultancy prior to theend of phase I. Further extension of the contract for phase II shall be based on the satisfactoryperformance under phase I. Background The Infrastructure Development Investment Program for Tourism (IDIPT) envisages anenvironmentally and culturally sustainable and socially inclusive tourism development in Stateof Himachal Pradesh. The project uses a sector loan approach through a multi- tranchefinancing facility modality likely in five tranches planned from 2011-2020. The expected impactof the Project is sustainable and inclusive tourism development, in priority, State tourism sub circuits divided into marketable cluster destinations that exhibit enhanced protection and management of key natural and cultural heritage tourism sites, improved market connectivity, enhanced destination and site environment and tourist support infrastructure, and enhanced capacities for sustainable destination and site development with extensive participation by theprivate sector and local communities. The investment program outputs will be (1) Improved basic urban infrastructure (such as water supply, sanitation, road and publictransport, solid waste management, and environmental improvement) and incidentalservices (such as public toilets, street signage and lighting) at existing and emergingtourist destinations and gateways; (2) Improved connectivity to tourist attractions focusing on the improvement of last- mileconnectivity; (3) Enhanced quality of natural and cultural tourist attractions to ensure convenience andsafety for visitors; (4)Greater participation by local communities in tourism-related economic and livelihoodactivities; (5) Strengthened capacity of concerned sector agencies and local communities for planning,

About the Project

Job Description In relation to the project outcomes and in discussion with the Project Manager and the team, design the project performance monitoring mechanisms for the project to including:

Definition of the Project Performance Monitoring System (PPMS), forms and monitoring schedule;

Set up systems and procedures for Project management, implementation and monitoring of the progress;

Assist PMU in identifying necessary software for PPMS, procurement of the software and customisation for the program;

Assist in preparing PPMS for the Program and ensure that the necessary independent inputs are in place when and where required;

Specify the requirements from the Environmental Engineer/ Planner and Cultural Heritage Specialist (Supervision Consultants) specific requirements on outcome monitoring from culture based activities and eco-tourism; and

Identifying and specifying the baseline indicators of the project for output and outcome monitoring of the Program.

Qualification& Experience

Masters in Engineering/ Planning/ Social Science with around 15 years of experience in project performance monitoring, preferably projects supported by Donors.
