The workshops bring together the range of public, private and academic sector stakeholders in the APEC region to share their knowledge and experience related to policy and practices of energy efficient buildings. The policy workshop has created a collaborative network of stakeholders involving in energy efficient building envelope. For the training workshop, the success can be found from high satisfaction of the workshop participants. The trainees have high appreciation of the knowledgeable training instructors and facility. They have also requested for other training courses. 3. Evaluation: Describe how you evaluated the project upon completion? Detail the results of the evaluations conducted, if any (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.). Upon completion, we have evaluated that the project successfully met its objectives. We conducted surveys for both the policy and training workshop and found that, on the average, the participants rated the policy and training workshops at 4.43 and 4.49 on the full score of 5.0, respectively. Details of evaluation can be found in Appendix 5 of this report.

1. Project description: In 3-4 sentences, describe the project and its main objectives. The project consists of two workshops, namely the APEC Policy Workshop for Energy Efficient Building Envelope and the APEC Training Workshop for Window Thermal Performance Testing and Rating. The workshops bring together the range of public, private and academic sector stakeholders in the APEC region to share their knowledge and experience related to policy and practices of energy efficient buildings. The main objectives of the project are the followings:

• Develop and initiate the implementation of an APEC economy pilot, regional simulation and test centre that can be replicated throughout APEC economies where building envelope energy saving opportunities will be taught and implemented

• Train APEC participants to perform energy saving window rating thermal simulations • Enhance energy efficient building practices understanding by developing building

envelope component ratings

For the training workshop, the success can be found from high satisfaction of the workshop participants. The trainees have high appreciation of the knowledgeable training instructors and facility. They have also requested for other training courses.

3. Evaluation: Describe how you evaluated the project upon completion? Detail the results of

the evaluations conducted, if any (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.). Upon completion, we have evaluated that the project successfully met its objectives. We conducted surveys for both the policy and training workshop and found that, on the average, the participants rated the policy and training workshops at 4.43 and 4.49 on the full score of 5.0, respectively. Details of evaluation can be found in Appendix 5 of this report.

4. Key findings: Describe the main outputs delivered and any broader outcomes achieved as a

result of this project. For example have there been any capacity building outcomes, policy or operational changes, or changes to standards or systems as a result of this activity?) Describe how project outputs relate to fora/sub fora/working group strategic and medium-term priorities and strategic priorities. Please provide examples of important findings or lessons learned arising from the project. Key findings of the project are described in the followings:

Workshop Findings The APEC Workshop for Energy Efficient Building Envelope

• A network of stakeholders among APEC communities was created. The stakeholder includes policy/regulation makers, academia, engineers/consultants and industries. They have shared their knowledge and experience concerning energy efficient building materials.

• Thailand by KMUTT presented a strong commitment to the establishment of the Building Materials Testing and Certification Center (BMTCC). This set-up will be jointed-supported by the Ministry of Energy of Thailand, building materials industry and KMUTT. KMUTT will develop a business plan of BMTCC and will be proactive on seeking strong cooperation with industries.

The APEC Training Workshop for Window Thermal Performance Testing and Rating

• The participants have been trained to use the software including Optics 6, Window 7 and THERM. This set of software was developed by LBNL and adopted by NFRC for determining the energy performance of windows. These tools are necessary and essential when energy performance in compliance of ISO 9050 and ISO 15099 is required.

• Trainees have been well trained by the experts. Very positive feedback was received from the trainees. Part of the success is due to having very knowledgeable experts to conduct the training.

• Many participants reflected that they can make use of skill built during the training in their jobs they are responsible.

The key findings stated above clearly show that the success of this project directly supports APEC ESCI SB2 goal to develop a pilot regional testing center to support and implement a building energy code and labeling program for use among APEC economies.

5. Next steps: Describe any follow-up steps or projects that are planned following the completion of the activity such as post-activity evaluations or tracer studies planned to assess the impact of this activity? Have the results of the activity been disseminated to participants and other stakeholders and how? What are (if any) any flow-on effects from this activity? How will this activity inform any future APEC activities? We have planned to pursue our ultimate goal at which the establishment of the testing and rating center is aimed. A two-year plan for its completion starting from 2014 to 2015 has been made. We will report the progress periodically via the website at http://www.mt.kmutt.ac.th/APEC_Workshop/ In addition, we also have planned to continue on capacity building activities. The feedback received from the participants revealed that they need some other training programs such as building energy simulation, façade simulation, and lighting simulation, etc.

Any assessment of consultants, experts or participants that you would like to share? Section 3: Opinions 3.1 How could this workshop have been improved? • I think that it could had been improved if the session of presentation were broken into two days, in

my case was it really difficult to get used to the change of time here in Bangkok. • I consider the workshop was excellent. • More comfort room. • Presentation slide dose not match to slide book. • Lesson learned from countries have implemented building envelope into building codes and EE

regulations building envelope saving big impact on EE and yearly energy consumption.

• The content of papers could cover more building components in such of integrated system. • Developing examples (real). • This is the policy workshop. The next workshop can be on more specific subjects.

3.2 How will this workshop benefit or change your work, organization and/or economy? • The possibility of collaborating with other organization & governmental institute to increase the

awareness of EE building envelopes. • It brought a number of experts that I could collaborate with, besides, it was helpful in establishing

a state of the art for building codes existing in all participant countries. • Because I learned a lot of codes from different countries. • Good learning opportunity, some knowledge learnt can be applied to my work. • It changes a lot of thinking on the way we were study to implement in the reality of Vietnam. • I understood everything you consulting the energy efficiency for the buildings. • It makes me have more information to improve a process at my company. • Giving the input to the government and association on how to improve the standards, research

facilities to improve building envelop. • To give some information for improving policy on building code and regulation. • I'll try to apply these ideas in codes. • Thailand does need window-rating system. As such this will provide the back bone.

3.3 What, if any, changes do you plan on implementing when you return to you home economy? • As an industry driver, we look to help the government to develop more sophisticated fenestration

rating system. • We should take in to account diffusion of topics. • We have a plan to build a testing center for energy efficiency of building in Vietnam. • New situation for my currently job to do for my home. • Building envelope should be the important part of building code and should be part of prerequisite

for building permit regulation. Testing facilities for regulation performance must be established in several cities in Indonesia.

3.4 What needs to be done next by APEC? How can APEC support and build on the project results? • Sharing implementation experience. • To continue promoting the energy efficiency for buildings. • Funding to projects which workable. • New type of energy saving techniques, new information for energy saving. • Facilitating for building material and glass research and testing facilities and harmonizing building

envelope program among the APEC countries. • To have an integrated research on building system which cover not only for modern high-rise

building but also for traditional building and/or (…..) building by involving local materials. • Especially for Thailand, KMUTT and Ministry of energy to try to set up a window rating society.

APEC can support and setting up. 3.5 Any other comments or suggestions? • I would like to participate again and to discuss energy building. • Should you have any soft file of presentation to share for any committee that they very need for

make their information. • For the event of EE supposes to be conduct in hotel or room which representing energy efficiency

already implemented on this hotel or that has EE award. • It might be good it the speaker only about less than 10 peoples.

Section 3: Opinions 3.1 what did you like the most about the training?

• I like to know new programs about fenestration. • I have just known new programs for useful of energy saving - Window 7, THERM etc.

because in Thailand hasn't ever used these programs before. • The trainer was so nice. • The trainers had fantastic knowledge & are always willing to teach more than within the

class. • The knowledge of the trainers very good. • Step by step training and exercise. • Topics of the training, contents that covering in each program. • Technique for calculation and workshop. • In the training, I found what they did in different courtesan building energy efficiency. And the

software I was taught will be useful for me to do research. I learned much from person who is from different country.

• Food & place. • I think I like both of trainers who try to teaching with no serious style. • The expert trainers try to teach all of their knowledge and solve any problems that was

happened. • The simulation process and techniques. • The organization and the facilities of the event as well as the experience of the trainers. • All the simulation software are interesting and challenging funning the training and will be

useful for designing and certification process for green building and high performance building.

3.2 How could this workshop have been improved?

• We can choose. Glasses type. For design of green building in the future • Share of knowledge on the difference EN and NKRC • Perhaps some less time on simple aspects and more time on complex + timesaving

functionality in THERM. • Topics arrangement from basically to the expert ones • There is no lecture note. The training could be better prepared with training note. Some

research features were covered, but it is not necessary for general use. • Engineering manual about the theory used in the program could be provide. • By approach how to apply for local material. • Just a suggestion, maybe me can divide attendants into several groups. And, every group

include attendant from different countries. Discussion in-group could be organized. • Times management & how to acknowledge training to understand. • More than time for workshop schedule. • I think that all contents are very interesting, but the time to train is too short so next time will

be created schedule from more time. • Allot more time and cover more recent applications like curtain wall system and association
