PROCEDURES IN RESPECT OF ISSUANCE OF PERMITS TO VOLUNTEERS

INTRODUCTION
This presentation is made to provide an insight on the procedures for processing and issuance of immigration documents in respect of prospective volunteers in Tanzania.
The Govt of the United Republic of Tanzania, acknowledge the outstanding contribution of volunteer work to social economic and political development of the country thus encourage qualified persons to volunteer in public and private sectors.
THE IMMIGRATION DIVISION
• It is one of the state security organs under the Ministry of Home Affairs,
• It’s major function is to control and facilitate movement of persons entering, staying and exiting to other countries.
THE LEGAL FRAMEWORK GOVERNING ENTRY AND RESIDENCE IN TANZANIA
i). ENTRY According to Section 15 (1) of the Immigration Act No.7,1995,
conditions for entry include:- Being in a possession of the valid Passport with a visa, Possession of valid residence permit or Pass or endorsement of
the same in his Passport, II). RESIDENCE A person is qualified as a resident if: • He holds residence permit either class A, B and C issued as
stipulated under section 18 (1) of the Immigration Act No.7,1995 and, or
• He holds immigration Passes issued in accordance to Immigration regulations of 1997 or
• He possesses exemption Certificate issued in accordance to Government secular of 2001 and Section 15 of the Act.

NB:
Visa has nothing to do with work/employment rather, entry facility,
For a person to work, he must be in a possession of a respective immigration documents.
TYPES OF VOLUNTEER’S WORK/RESIDENCE PERMITS, MODE OF APPLICATION AND FEE
There are two types: 1. Residence Permit class ‘C’. It is issued to prospective volunteers wish to work with
Religious institutions and or, Non governmental organizations,
Prospective volunteers should have agreement with host institutions,
It must be processed by the host institution before entry of the prospective volunteers,
Documents to submit include: Application forms duly filled, five photographs, CV, Academic certificates, a signed volunteer contract, constitution of an organization & its registration certificate, profession registration (if any) and covering/application letter,
Its official fee according to the Government Notice No. 185 of July 2011, is USD 550 (500 for the document and 50 for re-entry).

2. Exemption Certificate:
It is issued to persons intending to volunteer in the Public sectors/government Ministries, Department and Agencies (MDAS),
A volunteer must be sent by government/institution having agreement with the government of Tanzania,
It should be lodged/processed by the host before entry of the volunteer,
It is issued free of charge,
Attachment for the application include: Application form duly filled, four photographs, valid copy of Passport, and covering letter.

NB:
• A person who wish to work as a volunteer must have skills and knowledge relevant to the post,
• Those who volunteer in their areas of profession should be registered by relevant professional boards,
• Volunteers should train local people.
CONDITIONS OF THE PERMIT
Include the following:
Holder should neither change his employer nor immigration status,
Holder should work on the specified place of work and residence,
Holder should observe validity of the permit,
APPLICATION PROBLEMS
They include:
• Missing of relevant documents,
• Submission of incomplete application forms,
• Applicants be reactive and not proactive,
GOVERNMENT OBSERVATIONS ON THE FEE AND A WAY FORWARD
• The govt of the United Republic of Tanzania, acknowledged receipt of the complaints about the fee structure for documents issued to volunteers particularly residence permit class ‘C’,
• Currently the govt is revising the current fee structures for residence permits and particularly with a view of reducing the current fees to documents issued to volunteers,
• It is expected that the new fee structures will be announced in the coming 2012/2013 financial year.
CONCLUSION
There are several opportunities in Tanzania for volunteers,
The door is open for qualified persons to work as volunteers,
As residents, volunteers are allowed to move all over the country as tourists,
Adherence to procedures helps to avoid unnecessary problems,
