NEIGHBORHOOD PAVILION/SHELTERPark Hours: 4 am – 11 pm• Monday - Sunday Rentals $ 29• Fee waived for Neighborhood Association meetings.• Some neighborhood shelters may be booked throughout the summer for recreation programs.

HOOVER CHAPEL • $150/2 hour block• Additional time may be reserved. • Additional charges (overtime after 4 pm & weekends).

ALCOHOL PERMITS • Up to 3 half barrels allowed $ 40/reservation.• Alcohol is not allowed at any neighborhood park.• Alcohol is not allowed in Phoenix Park without completing an Alcohol Application for Phoenix Park. • Beer Keg Permits must be purchased 10 days prior to event.

REFUND POLICY• A $5.00 administrative fee will be deducted for all cancelled reservations.• Refunds will not be issued for online convenience fees.• Refunds will only be given when notice of cancellation is received 5 business days prior to the event.

FIRE PIT POLICY• Fire pits are allowed in parks as long as fire pit is elevated and provided by user or user groups.• Fire pits are not provided by the Parks & Recreation Department.• Burning permit is required from Fire Department prior to event.• Users must notify Parks & Recreation Department of intent to use a fire pit.

Gardening promotes several benefits to overall health and wellness.

One hour of gardening burns the same amount of calories as a brisk 3.5 mile walk (on City trails). It also requires strength, agility and flexibility, giving your body a new type of workout.

It’s no secret that being outside in the garden, surrounded by nature, can calm the spirit. Watching your garden’s progress and tending to it each day also contributes to stress relief. Getting outside on a sunny day increases vitamin D production in the body, which promotes stronger bones and better overall health.

Even if you live in an apartment, or aren’t ready to start a full-fledged garden, you can plant in pots, indoors or you can become a part of the Community Gardens! Whether you have rows and rows of plants outside, or a small herb garden of pots on a windowsill, gardening will improve your environmental and emotional wellness.

Gardening is a great family activity. Each family member can choose something they want to grow, and can be in charge of taking care of it. Being able to grow fresh produce for your family is a great reason to garden this year. There will be no excuse for not eating vegetables if they come from your own yard. Kids are more likely to eat produce if they help plant it and watch it grow and it teaches them valuable lessons about caring for something.

FORESTRY DIVISION SERVICES

The goal of our Urban Forestry program is to provide residents and visitors with all the physical and psychological benefits that are derived from an abundant, healthy and safe community forest.

Services include:• Trimming/maintenance of trees along city owned right- of-ways.• Tree planting along city owned right-of-ways.• Boulevard Shade Tree Program • Memorial Tree Planting – For a donation of $300 the City will purchase and plant a tree in memory of, honor of, or to celebrate a moment in life.• Tree Inventory • Tree City USA - Eau Claire has received the Tree City USA award for 30 consecutive years.• Bow Hunting - Landowners within the city limits with 7+ acres may request that bow hunting be allowed on their property. The bow hunting season runs from the third week of September until January. • On-site consulting service to homeowners relative to tree disease, insect pest problems, and general plant health care.

PlanTing TREEs in youR yaRdCompacted soil around homes requires special care when planting. Follow these steps and you will successfully plant your trees!

• Prepare a planting area 3-5 times the diameter for the root ball, and just as deep as the root ball. • Set the tree in a shallow hole on solid ground in the center of the area. • Cut any wires or ropes securing the burlap around the root ball, and push the burlap or wires down flat against the ground to be buried later. • If your tree’s root ball has a container, cut and remove it first, then set the tree in the hole. The surface of the root ball should be level with or slightly above the top of the surrounding soil. • Use water instead of your feet to settle the soil, and apply two to four inches of mulch over the entire area (keep the mulch six to eight inches away from the trunk). • Water your newly planted trees once a week. Frequent sprinkling that only wets the surface is not as good as thoroughly soaking the area where you want the roots to grow. • Young trees should not be fertilized for 6 months after planting unless a slow-release fertilizer is used. Some slow-releases fertilizers come in a packet that can be placed in the planting hole.

park volunteer opportunitiesPARK PRIDE - Pickup and Pitch InIf your family, group or organization is looking for an oppor-tunity to take an active role in keeping Eau Claire beautiful, the Parks, Recreation and Forestry Department needs your help! We have several ways you can volunteer:• Adopt-a-Park, Adopt-a-Trail, Adopt-a-Flowerbed: Volunteers pick up litter, report vandalism, help with special projects or plant flowers.• Park or Trail Clean-up: This is a one-time clean-up of a park or trail area.For more information regarding volunteering you can find us on the web at: www.eauclairewi.gov/parks or by contacting Marybeth Berry, Volunteer Coordinator at 715-839-5039.

THE AMAZING EAU CLAIRE CLEAN-UP

Saturday, April 21, 2012 • 9:00am-12:00pmWorking together to improve our parks!

The Eau Claire Parks, Recreation, & Forestry Department is organizing the “Amazing Eau Claire Clean-Up” for Saturday, April 21, 2012. This event sends volunteers to locations throughout the city including community parks, neighbor-hood playgrounds, picnic areas, and recreational trails, where they clean the areas, plant trees and prepare flower-beds for spring planting. The Amazing Eau Claire Clean-up is a great opportunity for people to work together and make a difference in our community.

The event starts at 9:00 A.M at different sites throughout Eau Claire. Groups will be assigned to each location. In ad-dition to the Clean-up, we will be preparing the flowerbeds throughout the park system for planting in May.

The Amazing Eau Claire Clean-up will be completed by noon. Following the clean up, volunteers are invited to Hobbs Ice Center for food and prizes. This will last until approximately 12:00 P.M.

COMMUNITY BEAUTIFICATION OPPORTUNITY

The Community Beautification Association, Inc. (CBA) is a non-profit volunteer organization dedicated to the purpose of enhancing our community by planting and maintaining gardens. In 2012 CBA will plant and maintain gardens in front of the L.E. Phillips Senior Center, Phoenix Park and the intersection of Hwy 12 & 53 as part of the City’s Adopt-a-Garden-Program.

We are looking for volunteers to help plant & maintain gardens.

The City of Eau Claire is offering garden plots for rent at the gardens on Forest Street, at the intersection of Forest Street and Oak Street along the river.

Hobbs Ice Center is the “center” for activity in the Chippewa Valley in the heart of Eau Claire. The Ice Center operates a daily schedule of ice events throughout the year, and with recent renovations the Ice Center is now available for dry floor events and activities. The expanded facility is now over 93,000 sq. feet and includes a third indoor ice sheet, multiple locker rooms, meeting/party room, club viewing room, and a mezzanine viewing area. SPECTATORSTo minimize distractions, we encourage parents and “spectators” to leave the pool area during lessons. We do encourage you to attend the first, fourth and last day of each session.

POOL TEMPERATURES are regulated by Schools, not the Parks & Recreation Department. The Schools try to maintain a comfortable water temperature.

LIFEGUARD TRAINING This Red Cross course trains and certifies successful participants in American Red Cross Lifeguarding/First Aid/CPR/AED. The lifeguard certification requires a number of hours of training. Successful completion requires that participants are PRESENT FOR ALL CLASS SESSIONS, attain 80 % on the written exam, and demonstrate proficiency in all skills.

Prerequisites: 1) Students must be 15 years old by the completion of this course, the ability to swim at least 300 yards continuously demonstrating breath control and rhythmic breathing. Certain strokes will be required during a portion of the 300 yards (front crawl & breaststroke). 2) The ability to tread water for 2 minutes using only the legs. 3) Successful completion of a timed event in 1 minute, 40 seconds. This event requires a participant to: surface dive, feet-first or head-first, to a depth of 7-10 feet and retrieve a 10 pound object; surface and swim 20 yards on their back with the object (both hands must remain on the object throughout); exit the water without using the ladder or steps.

Upon successful completion, participants will receive a Red Cross certificate that indicates Lifeguarding/First Aid/CPR/AED and is valid for 2 years. The lifeguard certification requires a number of hours of training and participants are REQUIRED TO BE PRESENT FOR ALL CLASS SESSIONS. Students are required to possess a copy of the participant manual for the newest Lifeguarding program. HOW ARE TEAMS FORMED?Players are assigned to teams through an evaluation process or by school or geographical location when possible.

WHAT ABOUT TRANSPORTATION?Parents are expected to provide transportation for their children. Carpooling requests are secondary to evaluation results. Our primary focus is to ensure quality organization of teams. Studies show that children adapt very well when given opportunities to meet new friends while participating in youth sport programs.

Students will learn the basic fundamentals of golf. Stance, grip, alignment, posture, aim, balance, and proper swing techniques will be taught as well as basic golf course rules and etiquette. Students may be taken on the course if time allows during the last class, but will not play entire rounds of golf. Golf balls are provided. Clubs will be available for players that do not have clubs. KICKBALL LEAGUE This program stresses a fun and friendly form of competition for those of you that are kids at heart. This is a coed league. Games will be played at 6:00, 7:00, 8:00, and 9:00pm on Tuesday evenings. Players must be 18 years or older. League entry is by team only.

Rosters with at least 12 players must be submitted at or before the managers meeting. Additional players must be registered by the first day of play. All games are played @ Gelein Field in Carson Park.

ECASD residents pay a materials/supply fee for activities identified with this symbol. This is the second fee listed. Non-school district residents must pay the full registration fee (first fee).

SCHOOL DISTRICT RESIDENT POLICY Residents who do not reside within the Eau Claire Area School District (i.e. taxes for that specific residence are not paid to the Eau Claire Area School District) are considered Non-Eau Claire Area School District residents. Patrons are responsible for stating their residency when registering for any Parks & Recreation programs. Those who do not reside within the Eau Claire Area School District must pay the full program fee. If you need further clarification on this policy, please contact the Parks & Recreation Administrative staff at (715) 839-5032.

GENERAL INFORMATION Most programs have enrollment limits. Early registration is encouraged. All programs for which a fee is charged require pre-registration. Sales tax is included in the program fee.

REFUNDS • A full refund will be made to you for any programs cancelled by the Eau Claire Parks and Recreation Department.• A full refund will be made to you if there are any changes to the original schedule and you can no longer participate.• A refund will be made to you for any program when the Parks and Recreation Department is notified of your cancellation 72 hours prior to the start of the program. (Less a $5.00 administration fee.)• Refunds will not be issued for cancellations after 72 hours or after the start of the class/program. • Refunds of on-line registration or reservation service fees will not be issued.• Refunds will not be issued for pool passes or Amusement Park Tickets.• Refunds will not be issued for Adult Athletic Team registration fees after schedules have been completed.• Youth Leagues - 75% of the program fee may be refunded up to the first game, after games begin no refunds will be issued.• All transfers/cancellations must be done via phone or in person 72 hours prior to the first class to receive a refund. There are no guarantees with email notifications.• NEW! No refunds or credits will be kept on your account. If your account is credited with a refund or an overpayment is made, you will be issued a check in 1-2 weeks. If you currently have a credit on your account, it may be applied to program registrations.

CLASS CANCELLATIONS A minimum number of students are required before a class can be offered. The Parks and Recreation Department reserves the right to cancel a class or make schedule changes when enrollment does not reach the minimum number.

INSURANCE The Parks and Recreation Department does not provide accident or hospital insurance for people participating in sponsored activities. All participants should review their personal insurance policies for coverage.

AGE REQUIREMENTS For all youth programs will be as of the first day of the program. Parents, please, do not ask to have your child put in a class he/she does not belong in. All age requirements are set to benefit the children and to make instruction easier for the program leader. In some instances, age requirements have been set for your child’s safety. Thank you for your cooperation.

WE LOVE PARENTS but... with your child’s best interest in mind, parents are invited to attend their child’s midterm and last class meeting only (instructional programs). Our instructors have found that the quality of instruction is affected by parent and/or sibling distractions and interruptions. We feel it is most beneficial for your child to have recreational time with his/her peers. Instructors welcome the opportunity to discuss participants’ progress with parents. If you would like your child’s instructor to contact you, please call the Recreation Office.

NON-CITY RESIDENT POLICY Department programs and activities that are not part of summer school offerings are supported by city property taxes. Non-city residents will be required to pay their “fair share” to support activities. The program fee for non-residents will be double the resident fee or an additional $10.00, whichever is less. A non-resident is considered anyone who lives outside of the city limits (ie: township/county). Unfortunately, our registration software cannot always decipher if addresses are located within the Eau Claire city limits. For this reason, all participant addresses are reviewed during each season. Invoices will be sent to non-residents that pay the resident fee.

YOUTH SCHOLARSHIP PROGRAM Area businesses and community groups in Eau Claire support our scholarship program for low-income families. Any family that can provide proof of effective Food Share Quest Card (paperwork showing effective date), proof of residency (drivers license with current address or utility bill with name and address) and is a city of Eau Claire resident qualifies. Call the Recreation Office for application materials or go to our website. If you would like to donate to our scholarship fund, please call the Recreation Office for information.

AMERICANS WITH DISABILITIES ACT The Eau Claire Parks and Recreation Department intends to comply with the intent and spirit of the Americans with Disabilities Act (ADA).
