     A gang operating fraud call centre busted.

    Five members of the gang arrested.

    One laptop, four computer systems and several incriminating documents seized.

    The gang cheated UK citizens by making calls to them for obtaining unsecured loans as well as PPI (Payment Protection Insurance) claim,  after obtaining data from UK.

           

                 The Special Team, Crime Branch, Prashant Vihar, busted a racket involving running of a illegal call centre in Shakti Vihar, Pitampura with the arrest of five members of the gang  (1) Pawan Singh S/o Sh. No. J-577, Jahangir Puri, Delhi, Age 20 Years  (3) Ashu S/o Aslam Khan r/o H. No. B-365, Jahangir Puri, Delhi Age 23 Years and (4) Amit Singh s/o Sh. Ram Singh R/o H. No. D-64, Harsh Dev Park, Phase-2, Budh Vihar, Rohini, Delhi Age 27 years and (5)  Anshuman Srivastava S/o Sh. Krishna Kant Srivastav  R/o F-1806/2, Rajaji Puram, Lucknow, UP, Age 26 years.              A complaint was received by crime branch from UK High Commission that the Serious Organised Crime Agency (SOCA) in UK has received certain information that illegal call centres are making calls to UK citizens by impersonating as employees of banks and financial institutions of the UK. They used to assure the citizens to help them in providing unsecured loans as well as claim of payment protection insurance. After the customer agrees to the offer made by the said person, he was directed to transfer initial instalment as processing fee for sanctioning the loan or claim of PPI. The customers are directed to transfer the money through UKASH vouchers. Once the money is deposited by the individuals, the same is encashed by these persons. Thereafter, the customers in

UK is denied the said loan on one pretext or the other and in some cases the call of the individual is ignored completely.

 

                 On the basis of this complaint, sources were deployed. On 18/01/13, at 8 PM, the informer gave specific information, that the gang is operating in the name and style of "Wisdom Calling" from house number 113, Shakti Vihar, Delhi and is owned by one Anshuman Srivastava, who has taken this premises on rent.

 

                A team was immediately constituted comprising of SI Praveen Kumar, SI Anuj Nautiyal, HC Lakhvinder No. 508/Crime, HC Ajad Singh No. 8/Crime,  HC Sanjay No. 101/Crime,  Ct. Tehjeeb Haider No. 148/Crime, Ct. Kavinder No. 843/Crime and Ct. Ashok No. 151/Crime, under the supervision of Inspector Bhagwati Prasad and overall supervision of Sh. M.C. Katoch, ACP/Special Team. The team was briefed and directed to conduct the raid.

 

               The team conducted raid at the premises as per information. Four persons were found operating different computer systems. On checking at the computer systems, data/details  of different persons living in U.K viz. Name, address, Email IDs and details of different U.K. citizens were found in the Excel sheets/notepad in the computers and the above persons were found making calls to them. On enquiry the above persons disclosed that their employer Anshuman Srivastava gave them the data of U.K. citizens in different Microsoft Excel sheets. In the given data; name, addresses, contact numbers, loan amount, loan year, bank/finance institution details are provided regarding citizens of U.K. who had taken loan and paid off the same successfully.  As per data; call is made to the U.K. Citizens by the above persons using 'Eyebeam Audio Only' software. The service provider for making these calls was found to be" Action-VOIP" ( voice Over Internet Protocol).The caller introduces himself as employee of PPI Claim Company, U.K to the U.K. citizens. The caller tells that their reclaim has been approved and informed the called persons that ten percent of the loan amount is their reclaim amount. The U.K. citizens are asked to deposit ten percent of the reclaim insurance amount as Govt. tax.  The caller also provides landline number to the U.K. citizens to communicate further in this regard. After communicating further with the customer he is told to deposit the asked amount in the form of UKASH Voucher or making transfer in the given bank accounts. Once the targeted customer deposits the money in the bank account or conveys the UKASH voucher number; assurance is given to him regarding getting his reclaim amount in few days time. Later on, the call of the customer who had paid the processing fee is not attended to.

Interrogation of accused persons

 

              Interrogation of the accused persons revealed that all of them earlier worked in one or the other call centres in Delhi, Gurgaon etc. However, a few years ago, there was a recession in call centre business. Many young persons lost their jobs. However by that time they had learned the tricks of the trade and realized that the overseas customers made payments for the required services without creating unnecessary hassles. They decided to take advantage of the knowledge of call centre services for the purpose of cheating. They are fully aware about the various systems of loans, mortgages, insurance etc operating in UK, USA etc. The accused Anshuman Srivastava, is the owner of the call centre along with one of his partners. The most important aspect of the call centre is the availability of reliable data. For this they made contact with some UK citizens. The data was thus supplied to the call centre persons by them for money i.e. Rs. 70 – to – Rs. 150 per person’s data. The data was arranged by the partner of the accused. The call centre owners then employed persons having experience of working in the call centres as Teli callers having knowledge of accents of spoken English. The call centre owners then hire a premises and establish a setup of computers, internet connection and call routers. The software used for making calls are "Eyebeam Audio Only", "Action – VoIP" etc. Action VoIP is a service provider for making cheaper Internet calls. Besides this there are other Internet call services which can be used by individuals for making cheaper Internet calls abroad. The customers make payment by UKASH vouchers by informing the 19 digit number of the vouchers. The accused then conveys the UKASH voucher number to his contact in Yahoo messenger. The contact then converts the amount of UKASH vouchers into LR (Liberty Reserve) after deducting their commission. Then the accused encashes the money transferred to him by exchanging the same with persons in business of foreign exchange. The accused is in the business of illegal call centre since January 2011 and so far disclosed to have done business to the tune of Rs. 90 lakh in one year. However he also disclosed that about Rs. 35 lakh from this amount was cheated by one of his contacts in Qatar, and also lost heavily in cricket betting. The other arrested persons were employed by the accused Anshuman Srivastava and his partner at the salary of Rs. 10,000 – to Rs. 15,000 along with commission. However they were also aware about the cheating committed by the call centre.

 

             A case vide FIR number of 14/13 U/s 120 B/420 IPC and 66 I.T. Act has been registered by crime branch. The investigation of the case is in progress. More arrests are likely to be affected.

          In a yet another major breakthrough, Special Unit of Crime Branch has succeeded in arresting one desperado, hotly pursued by Delhi Police and carrying a reward of Rs. 50,000/-.

 

INCIDENT AND OPERATION:

 On the intervening night of 31/01.04.12, Staff of PS Narela, Outer Distt was on patrolling duty in the area. At about 2 AM, the patrolling staff noticed 14/15 suspicious persons, standing near L block ganda nala. Police staff asked about their identity, but they did not respond and fired at the police party. As a result, Ct Mahender received bullet injury in stomach. The group of dacoits also assaulted other members of police party with iron rods and dandas and HC Omprakash also received head injuries. The police party also fired in retaliation/self defense, as a result, the dacoits fled away towards Industrial area, Narela. A case vide FIR No. 108/2012 Dt. 01/04/2012 U/S 395/397/186/332/353/34 IPC & 25/27/54/59 Arms Act PS Shahbad Dairy, Delhi was registered in this regard.

During investigation, twelve dacoits were arrested so far and efforts were made to arrest the others. Being the desperate ones, the absconding accused persons could not be arrested. A reward of Rs. 50 thousand each was declared on the absconders by worthy Commissioner of Police, Delhi. The modus operandi and the telltale signs of the gang were closely scrutinized by HC Jai Prakash and Ct. Ajay of the Special Unit, Crime Branch who were put on job as a dedicated resource. 

          On 20.01.2013, specific information was received by HC Jai Prakash and Ct. Ajay of Special Unit, Crime Branch that one decoit of the gang would come to meet someone near Gazipur flyover, Delhi. A trap was laid and at about 4.30 PM, one person, who was later identified as Mahesh @ Maanesh @ Maane S/o Mohar Singh @ Mohan Singh R/o Village Nagla Khajua PS Patiyali Distt. Kashi Ram Nagar (UP), Age 22 Years, came there and was apprehended. During apprehension he took out loaded country made pistol, but was overpowered by the staff. Apart from pistol (of 0.315 bore) one live cartridge was also recovered from his possession and Case FIR No. 15 dated 20.01.2013 u/s 25/27/54/59 Arms Act P.S. Crime Branch was registered in this regard.

He was subjected to intensive interrogation, it was revealed that he was the active member of the dacoits gang headed by Sudhir and was involved in theft and robberies in Delhi, NCR area. Members of this gang, which included 14/15 persons, carried weapons along with them and on resistance they never hesitated to take the extreme steps for their escape. There was terror of the accused persons in the local village area and it was learnt that they had strong local political connections as well as criminal connections with the groups involved in the kidnapping for ransom in the area. The kidnapped person is also known as “pakad” in these groups.

           Accused Mahesh @ Maanesh @ Maane S/o Mohar Singh @ Mohan Singh was born in Village Nagla Khajua PS  Patiyali Distt. Kashi Ram Nagar (UP). His father is a farmer. He has two brothers and one sister. He got education upto 5th at native place. He came to Delhi in 2010 and started working at kabadi shop of his uncle in village Alipur, Outer Distt. Simulataneously he also started doing petty thefts/burgalaries with gang leader Sudhir, already arrested in the case.

GIST OF CASEOn 16/01/13 a PCR call vide DD No. 11-A regarding firing at Sagar Pur Railway

Line  was received at PS Sagarpur. SI Ram Ji Lal Pandey along with staff reached at the spot where the injured had already been evacuated to DDU hospital and blood was found scattered all around at Railway line. IO immediately rushed to the hospital where the injured namely Ashok Kumar s/o Harish Chander r/o Sagar Pur, New Delhi was found unfit for statement. During treatment, the injured succumbed to firearm injuries.  IO again

arrived at the spot where SHO/Sagarpur and crime team were called. Bereft of any eyewitness, a case under relevant sections of law was registered on DD entry at PS Sagar Pur and investigation was taken up in right earnest.

BREAKTHROUGHInitially the case was totally blind and there was no clue about the criminals

involved in this case. Police launched a massive manhunt to trace the culprits. Local enquiries were made by the Police to extract clues about the last seen of the deceased.  Sensing the gravity of the case a special team comprising Inspr. Richhpal Singh SHO/Sagarpur, SI Krishan Kumar, SI Madan Lal, SI Manjeet, HC Sumer Singh, Ct. Kuldeep, Ct. Satpal, Ct. Omanand, Ct. Prashant, Ct. Nagaender under the supervision of Sh. M.S Dabas, ACP/Dabri was constituted. The team had a detailed investigation plan and started to pursue the available leads. The team did survey of the areas adjoining to the scence of crime. During this exercise, the police team managed to unearth some vital clues. It was transpired that the deceased had solemnized love marriage and had strained relations with in-laws family. The team got retrieved and analyzed the CDR of the deceased and suspects i.e. in-laws. Accordingly, the relatives were interrogated by different teams at length, who were resiling from their versions each time, however the same versions were contradicted by the various circumstantial evidences  collected by the police.

As the probe intensified and the matter was minutely and deeply focused, prima-facie it appeared that the deceased had solemnized love marriage and had strained relations with in-laws family members, who were present in Delhi on the fateful day.  On 19/1/13 on the basis of precise input that the criminals including father-in-law of the deceased who committed this barbaric murder would gather in Sagar Pur. The above team tracked them down after conducting raid. Accused persons Kanwar Neeraj, Dinesh Kumar @ Master, Amit Gupta @ Monu Telli, Punit @ Lambu, Ankit Sharma and Stapal Singh were nabbed, who confessed to have murdered Ashok.

INTERROGATION & CONFESSIONAccused persons were subjected to sustained interrogation, who revealed that

deceased Ashok had solemnized marriage with their daughter against their wishes. After marriage they had accepted every thing and a baby girl was also born from the wedlock of Ashok and their daughter, but Ashok kept continue taunting them over the same issue, thus they decided to eliminate him. As per plan they came to Delhi and observed that Ashok would come to railway X-ing in the morning. Finding the opportune moment they executed their plan and shot at him near railway line.

NOTORIOUS BUIRGLARS ARRESTED

            The staff of PS Uttam Nagar, West District has arrested two notorious burglars namely Ghan Shyam and Ravi @ Sonu. With their arrest, three cases of burglary of PS Uttam Nagar have been worked out and stolen properties were recovered from them.

INFORMATION AND OPERATION

            On 19.01.2013, a secret information was received to Beat Constable Harish Chander No. 1615/W that notorious burglars Ghan Shyam and Ravi @ Sonu would be coming to a agricultural land near Village Nawada with Buttondar Knives to commit crime. Immediately, a raiding Party consisting of HC Sunil Dagar, HC Rajbir Singh and Const. Arun under the supervision of Inspr. Ashok Tyagi, SHO/ Uttam Nagar  and overall supervision of Shri. Prakash Chand Maan ACP/Vikas Puri was formed. At about 06.40 PM, on the identification of informer, both Ghanshyam and Ravi @ Sonu were apprehended and two buttondar knives were recovered from their possession.  Two cases vide FIR No.33/13 and 34/13 u/s 25/54/59 Arms Act, PS Uttam Nagar were registered against Ghanshyam and Ravi @ Sonu respectively.

INTERROGATION

            During sustained interrogation, they disclosed that they have committed several burglaries in the surrounding areas of Uttam Nagar with their associates Tarvej and Rajesh @ D.C. etc.  On their pointing out, stolen properties have been recovered from their houses which were hidden by them for selling purpose.  Some part of stolen property i.e gold jewellery etc. have been disposed off by them to one Dharmender of JJ Colony, Uttam Nagar.  Raids have been conducted on the hideouts of their associates Tarvej and Rajesh @ D.C. but they are absconding.  Investigation is in progress and raids are being conducted to apprehend them.

            Staff involved in good work is being rewarded suitably.

ONE ARRESTED WITH HUGE QUANTITY OF SMUGGLED ILLICIT LIQUOR FROM HARYANA WORTH LAKHS OF RUPEES : AMBASSADOR CAR USED

IN INTER STATE SMUGGLING OF ILLICIT LIQUOR ALSO SEIZED

 

A team of Police Station Patel Nagar arrested one Sanju Bhaklan, aged 40 about years s/o Balwant Singh r/o H. No. 118, Nasirpur, Ghaziabad (U.P.) and recovered 18 cartons of illicit liquor of different brands for sale in Haryana only from his possession. The Ambassador car used in smuggling the liquor has also been seized.

 

INFORMATION, TEAM AND OPERATION

 

On 20.12.12, at about 12:30 a.m., when the police team was on patrolling duty near Khanna Market, West Patel Nagar, Delhi, a secret information was received by the police party that one Ambassador car carrying huge quantity of illicit liquor would go towards Sarai Rohilla via Anand Parvat.  On receipt of this information, a team consisting of Inspr. Ranbir Singh, SHO/Patel Nagar, SI Sunil Kumar and Ct. Amit Kumar was constituted under the close supervision of Sh. Rajiv Midha, ACP/Patel Nagar. 

 

Accordingly, a trap was laid at DMS Road, Baljeet Nagar, Patel Nagar, Delhi and the team started vehicle checking with barricading. During vehicle checking, at about 01:10 a.m., one Ambassador car was spotted and was signalled to stop but the driver tried to speed away.  He was overpowered and on search, 18 cartons of liquor (16 cartons of Besto Whisky containing 768 quarters and 2 cartons of Royal Stag Whisky containing 48 Halves) were recovered from Ambassador car.  Consequently, a case vide FIR No. 15 u/s 33/58 Excise Act was registered at PS Patel Nagar, Delhi. The vehicle used in the smuggling of liquor has also been seized by the police.

 

INTERROGATION

 

Accused person was subjected to sustained interrogation in which he disclosed that he used to purchase the liquor from Sonipat, Haryana and supply this liquor to various parts of Delhi and Ghaziabad (U.P.) on demand.  He was lured by huge margin on sale of liquor. Accused Sanju Bhaklan  is unemployed and was in dire need of money.

To earn the quick money, he started committing crimes. Further, he also disclosed that he is doing this for the last one month.

TWO PERSONS RUNNING PLACEMENT AGENCY AND CHEATING PEOPLE ON PRETEXT OF PROVIDING MAID SERVANTS ARRESTED

 

            With the arrest of Kamadev @ Kamal, aged about 35 years s/o Gandur Minz r/o L-1-29/3, H. No. 1776, Sangam Vihar, Delhi and (2) Sita Ram, aged about 42 years s/o Sitai Kamat r/o L-1-2180, Gali No. 10, Sangam Vihar, Delhi, Central District police has solved a case of criminal breach of trust by placement agency, who used to provide maid servants.

 

INCIDENT

 

On 17.09.2012, one Sh. R.K. Varshney r/o 4649/21, Ansari Raod, Daryaganj, Delhi reported to the police station Daryaganj and alleged that during the year 2011, he had approached Kamadev @ Kamal and Sita Ram, owners of the S.K. Placement Agency at H-237, Gali No. 16, Ratia Marg, Sangam Vihar, Delhi for maid servant and paid Rs. 18,000/- as advance money.  As per agreement, Kamadev @ Kamal and Sita Ram provided one maid servant namely Nisha Kachap d/o Sh. Budheva Kachap r/o Village Kawa Tilla, District Ranchi, Jharkhand. Sh. R.K. Varshney further alleged that the maid servant Nisha Kachap worked for two months only and left the house of the complainant without information.  Sh. R.K. Varshney further approached to the placement agency and requested to provide another maid servant.  But they refused to provide maid servant and assured to refund the money.  The complainant made several calls to the owner of the placement agency but neither they provided the maid servant nor refunded the money.  When the complainant went to the office of placement agency, he found that the placement agency had shifted his office. On this, a case vide FIR No. 204/12 u/s 406/34 IPC was registered at P.S. Darya Ganj, Delhi in this regard and the investigation was taken up.

INVESTIGATION

 

            During course of investigation, efforts were made to trace the accused persons after developing criminal intelligence. On 19-01-2013, at about 3:00 p.m., a secret information was received at P.S. Darya Ganj that accused persons namely Kamadev @ Kamal and Sita Ram would come near Golcha Cinema. On receipt of this information, a trap was laid near Golcha Cinema.  At about 5:00 p.m., on the pointing out of the informer, accused Kamal and Sita Ram were apprehended by the police team. 

 

            Initially, the accused persons did not confess to their involvement in the crime.  But finally they broke down and confessed their involvement in the commission of crime.

 

            Further investigation/interrogation is in progress.

TRAFFIC RESTRICTIONS

 

            In order to facilitate the free passage of parade, movement of traffic on certain roads leading to the route of the parade will be restricted as under:-

 

(1)    No traffic from Vijay Chowk to India Gate on Rajpath from 0500 to 1230 hrs.

(2)    No cross traffic on Rajpath from 0930 hrs:-

  Rafi Marg, Janpath, Man Singh Road, ‘C’-Hexagon(3)  From 1000 hrs.- Traffic on Tilak Marg, Bahadur Shah Zafar Marg, Subhash Marg will not be allowed on both directions. However, cross traffic will be allowed as per parade position.

 Keeping in view the intelligence inputs relating to ensuing  Republic Day, a team comprising of ASI Hawa Singh, HC Vijender 211/W, Ct. Chander Shekhar 3024/W and Const. M.R. Prasad No.1673/W  under the supervision of Inspr. Sushil Kumar, SHO/Nihal Vihar and Inspr. C.L. Meena, ATO was deployed for special checking in front of Daler Mehandi Gurudwara Chander Vihar, New Delhi.  At about 8:45 pm, a secret information was received by HC Vijender through secret  informer that  a person namely Kanwarpal who is wanted in many

heinous cases registered in the various police stations of U.P would come to meet his father at Chander Vihar, Delhi.  The team was briefed and a trap was laid. At about 9.05 PM, a person was coming from Risal Garden towards Daler Mehandi Gurudwara, who was identified as Kanwarpal by the secret informer. During his search a country made pistol (Katta) along with two live cartridges were recovered from him.  On interrogation, he disclosed his name and address as   Kanwarpal s/o Shalik Ram r/o Village Tingra Khanpur, P.S. Anwla, Distt Bans Bareli, U.P.  INVESTIGATION AND INTERROGATION            During sustained interrogation he disclosed that he was in property business at Bansbarely (UP) and used to grab the plots illegally with his associates. He further disclosed that he and his associates i.e. Jagram and  Raju murdered one person namely Bhajan Lal S/o Parvat at Anwala, District Banbaraily (UP) in the year 1996. He was arrested in this case and he was released on bail by the court. Thereafter, he again started grabbing the plots in the area of Bisoli, Distt. Badaun, and Bansbaraily (UP). He alongwith his associates namely Sukhi, Rishi Pal, Shanker, Girish and Ramesh murdered another person namely Bhopal R/o village Sansawar, Distt. Badaun, (UP) in the year 1997. He was arrested along with his associates in this case. Lateron, he was released on bail.   He joined a Political Party  and started to work with local Political leaders in Bans Barrely. There was rivalry between two local Political Leaders.  He disclosed that he and his associates Jagram, Munna Lal, Mahesh, Mukhiya and Jaibeer fired at one BJP worker Lala Ram and a case of attempt to murder was registered against him and his associates. He was arrested in the case and was released on bail in 2004. Thereafter, he left his village and got himself declared dead through his relatives and submitted papers in the court of Sh. Prem Prakash, CJM, Badaun, UP in case FIR No. 160/97 u/s 302/201/34 IPC and 25/54/59 Arms Act PS Bisoli on 12.12.2011 to evade from the clutches of law.             Staff involved in good work is being rewarded suitably.

INCIDENT: - On the basis of secret information, on 19.01.13 accused Ziyaur

Rehman (30 Yrs) S/o Annisur Rehman R/o H. No. 258 Jali Kothi, PS Delhi Gate, Meerut, UP was arrested in case FIR No. 341/12 u/s 392/34 IPC PS Prashant Vihar, Delhi and taken to police custody remand for two days. During the course of investigation accused Ziyaur Rehman S/o Annisur Rehman disclosed that he had parked 4/5 stolen/robbed vehicles in Meerut UP which were received from one Phool Kumar who had expired on 17.11.12. On 20.01.13 at the instance of accused Ziyaur Rehman the AATS/OD Team comprising of SI Ram Kumar, ASI Anil, ASI Sajjan Pal, HC Shamsher, HC/Dvr. Balraj, Ct. Ramesh Rana and Ct. Manoj under the leadership of Insp. Swadesh Prakash and close supervision of ACP Ved Prakash ( ACP/Sub. Div.- Rohini) recovered four stolen cars from Meerut, UP.

In the first instance the Spl. Team of P.S Mahendra Park arrested one proclaimed offender namely Md. Shamim @ Kalu s/o Gulam Sabir r/o Jhuggi No. G-216, G Block, Jahangir Puri, Delhi. He was declared P.O on date 12.10.12 by the  Hon'ble Court of Sh. Sunil Kumar, M.M Rohini Court in case FIR No. 312/01 u/s 324/34 IPC P.S Jahangir Puri, Delhi. HC Anil and HC jetender received a secret information about the presence of proclaimed offender Md. Shamim in the area of Jahangir Puri, Delhi. They laid a trap and apprehended him from near G-Block Jhuggi, Jahangir Puri, Delhi.

In the second instance the Spl. Team of P.S Mukharjee Nagar arrested one proclaimed offender namely Mahender Singh s/o Harbhajan Singh r/o C-263, Gandhi Vihar, Delhi. He was declared P.O on date 13.12.12 by the  Hon'ble Court of Sh. Vishal Singh, M.M Rohini Court in case FIR No. 523/06 u/s 283 IPC P.S Mukharjee Nagar, Delhi. HC Jagbir and Ct Amar Nath received a secret information about the presence of proclaimed offender Mahender Singh in the area of Nehru Vihar, Delhi. They laid a trap and apprehended him from near Nand Lal ki Jhuggi, Nehru Vihar, Delhi.

In the third instance the Spl. Team of P.S Mahendra Park arrested one proclaimed offender namely Raju s/o Chedi Lal r/o Jhuggi No. 307, Pargati Market, Ashok Vihar, PH-II, Delhi. He was declared P.O on date 16.8.12 by the  Hon'ble Court of Sh. Sunil Kumar, M.M Rohini Court in case FIR No. 407/07 u/s 325/34 IPC P.S Jahangir Puri, Delhi. HC Anil and HC jitender received a secret information about the presence of proclaimed offender Raju in the area of Ashok Vihar, Delhi. They laid a trap and apprehended him from near Pargati Market, Ashok Vihar, Delhi.

7 INTERSTATE ILLEGAL LIQUOR SUPPLIERS ARRESTED.

 

  2 cars used for illegal supplying of liquor recovered.  30 cartons of illegal liquor recovered.

 

INTRODUCTION                                                                                                                                         

                        In two incidents, 7 interstate illegal liquor suppliers have been arrested in the area of PS Maurya Enclave of North West District by ACP Sh.Sanjay Sehrawat (Night GO) and his staff members, and a total of 30 cartons of illegal liquor were recovered from their possession.

 

INCIDENT

                 In the first incident, in the intervening night of 20/21.01.2013 at around 03.45 AM, Night GO/ACP Sh.Sanjay Sehrawat along with his staff Ct. Manoj 1951/NW and Ct Surender 1882/NW was on night patrolling in North West District area. During patrolling, when they reached near SANTOM Hospital, Pitampura, they noticed that a white colour Wagon-R car No. DL 5CD-6749 tried to flee away after watching the police gypsy. The police staff chased the vehicle and forced it to stop near Power House Red Light. The staff apprehended two person sitting on the front seats of the car. The vehicle was thoroughly checked and 20 cartons of illegal liquor containing 48 quarters of Besto whisky in each carton i.e. total 960 quarters were recovered from the back seat of the  vehicle. The accused came out to be one Ravinder S/o Om Prakash R/o Village Munnir Pur, Distt. Sonepat, Haryana and Ravi S/o Mahesh R/o Jhuggi B- 131, Shahbabad Dairy, Delhi. On interrogation, it was learnt that another vehicle of liqour may also pass through the same road. On that information, ACP briefed the picket staff to keep a vigil on the passing by vehicles and to randomly check suspicious vehicles. Power House Red Light picket staff comprising of HC Satish Kumar 478/NW,HC Narender 1252/NW and Ct. Vipin 701/NW saw a suspicious vehicle i.e a silver color Honda City car bearing reg. No DL 1 CG 3050 coming from Karnal Bypass side and going towards Madhuban Chowk. The same was instructed to slow down, the driver tried to escape but  he was forced to stop the car through the help of barricades. The vehicle was thoroughly checked and 10 cartons of illegal liquor i.e. 5 cartons containing 50 quarters each and 5 cartons containing 48 quarters each were also recovered from the trunk of the car. 5 occupents in that car were apprehended who came out to be (1) Amit S/o ramphal R/o Mohmadabad

P.S Kharkhoda Distt. Sonipat, Haryana (2) Sahil Dahiya S/o Suresh Dahiya R/o village Nahari Sikka P.S Kundli Distt. Sonipat, Haryana (3) Pardeep Kumar S/o Gyani Ram R/o village Kakoda Distt. Panipat, Haryana.(4)Deepak S/o Rajender R/o H.No.20 village Ghoga, Narela, Delhi and (5)Jai Kumar S/o Sita Ram R/o H.No 943, A-Block Sahabad Dairy, Delhi. Accordingly, two separate FIRs vide No. 28/13  u/s 33/38/58 Delhi Excise Act and FIR No. 29/13  u/s 33/38/58 Delhi Excise Act have been registered at PS Maurya Enclave and investigation have been started. Total 1450 quarters have been recovered and out of total 7 accused persons out of which, 5 are having previous involvements in various cases including cases of robbery, rape and excise act etc.

 

RECOVERY

 

1.      One white colour Wagon-R  bearing No. DL 5CD-6749

2.      One silver colour Honda City car bearing reg. No DL 1 CG 3050.

3.      A total of 30 Cartons of illegal liquor, having 1450 quarters of illegal liquor.

                  Further investigation is in progress and involvements of the accused persons in any other offence are being ascertained.

                    One public person (Vikash Kumar) with the timely help of Ct. Rajesh apprehended one robber Arshad @ Asmatula for robbing Rs. 5400/- and other papers from him.

 

INCIDENT: 

                    On 20.1.2013, Beat Constable Rajesh of P.S. Rani Bagh was patrolling near Pitam Pura Metro Station, Madhuban Chowk. At around 10.30 PM, he noticed that one person (present complainant) was making a hue and cry and shouting “CHOR-CHOR” while chasing a person. Ct. Rajesh associated in chasing the absconding person and they succeeded in apprehending him. On the personal search of the accused, a piece of hand written paper of victim and Rs. 1000/- recovered from his pocket and he came out to be one Arshad @ Asmatula s/o Ali Hasan r/o E-48, J.J. Colony, Bawana, PS Narela, Delhi ( aged-36 years). They made a PCR call regarding apprehending of a robber. Thereafter, SI Yograj of PS Rani Bagh reached the spot where it was reported by Vikash Kumar that he has been robbed by the apprehended accused and his two associates of Rs. 5400/- after showing knife. Initially, the complainant was in a state of shock and handed over the money to the robbers but gradually he gained confidence and made hue & cry and started chasing him.  Accordingly, a case vide FIR No. 24/13 u/s 392/397/411/34 IPC PS Rani Bagh was registered and he was duly arrested. During the course of investigation, the names of his accomplices revealed as Chanu and Laxman Pahari of Jhuggi Cluster, J.J. Colony, Bawana.

 

PROFILE

                    Accused Arshad @ Asmatula was born in Sarsa, Bihar in 1970. He studied in local Madrsa and have learnt to write his name and religious education. His parents were poor and used to work as peasants. Around 10 years ago, he alongwith his family had shifted to Bawana, Delhi. Initially he had earned his livelihood by working as Riksha Puller. Later, he started taking drugs. In order to meet the expenses of his drug addiction, he started committing petty theft. In the year 2005, he was arrested for consuming smack vide Case FIR No. 65/05 dated 1.2.05 u/s 27/61/85 NDPS Act, P.S. Kashmiri Gate, Delhi. After getting released from the jail, he again started consuming drugs. Later he met Chanu and Laxman Pahari of Bawana and then all of them agreed to commit petty robberies as these matters were either not reported/pursued by the complainant.
