Iyon lang ang nakita ko na… Well, of course ‘yang mga the civilian sectors sila Ding, Borja, Dino, and a few guys. In Mindanao, I had Zubiri and a lady from --- hindi ko ma-ano... I do not have her permission to give her name but bumaligtad siya last minute because maybe out of love. [laughter] I got almost about 50. I lost in the del Sur but in Norte I had a landslide. And if it is not really detrimental to anybody, it could not hurt anyone, so you’d always pay back time. Ganun ang Bisaya eh.

Presidential Communications Operations Office Presidential News Desk SPEECH OF PRESIDENT RODRIGO ROA DUTERTE DURING THE CONFERENCE OF THE

LEAGUE OF MUNICIPALITIES (LMP) VISAYAS ISLAND CLUSTER [Delivered at Radisson Blu Hotel, Cebu City | 21 August 2018]

Kindly sit down. Thank you for your courtesy.

Akala ko wala akong basahin. [laughter] Kung basahin ko man dalawang --- two pages and after… This would take me about two and a half minutes then I will say my goodbye and go home. [laughter] The plane is waiting actually.

Interior and Local Government officer-in-charge Eduardo Año and the other members of the Cabinet; Presidential Adviser for Political Affairs Francis Tolentino, ito ‘yung sayang na tao na [laughter] totoo, maraming pakinabang ang bayan dito; Presidential Spokesperson Harry Roque; Presidential Assistant for the Visayas Michael Dino; Senator Cynthia Villar, nandito si ma’am? [applause] Hi ma’am, good evening; the officers and members of the League of Municipalities of the Philippines led by its national president Mayor Maria Fe Brondial; fellow workers in government; ladies and gentlemen.

Before… Parang man pages, mamaya na ‘yan. Iyong… [laughter] Kasi hindi ito politika, just the vignettes of life and how the --- ‘yung ating sa kaming mga Bisaya how utang na loob operates parang ganun.

When I was campaigning I landed in Masbate one day and may isa ako or dalawang brod sa fraternity but that was it. Those I can connect with today will be my only audience kasi wala naman akong rally, wala lahat.”

And maybe out of extreme pity I guess, sabi niya, “O sige ako na lang ang mag-gather ng crowd sa iyo.” And she brought us to her house and fortunately may mga nakita akong mga mamatanda doon and one of them also from the same school where I studied. So I had a sort of a gathering and I was able to talk to a crowd maybe of 100? And I was very grateful.

And she was my only candidate in the region as a matter of fact, not even a baranagy captain. Iyon lang siya ang region here. In Luzon, it could be only Imee and Governor Abet Garcia of Bataan. In the Visayas, it was Mayor Cordova. In my --- where my father was born in Danao I had none well of course except my relatives kasi taga diyan kami eh. But that was it.

Of course dito Tommy Osmeña went open for me. [laughter]

I got almost about 50. I lost in the del Sur but in Norte I had a landslide. So these are the people that I would like to just keep close to my heart. And if it is not really detrimental to anybody, it could not hurt anyone, so you’d always pay back time. Ganun ang Bisaya eh.

Page 2: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

As a matter of fact, during my campaign, in the initial years of my mayorship, the first, and after that I --- ‘yung mga “utang kabubut-on dili kalimtan.”

And so here I am pagka --- nung sinabi na there was this request of Brondial to be here, sabi ko, “Yes, of course. Anytime.” Anytime Maria Fe you want me in front of you, kung hindi lang kita lider, niligawan na kita sa totoo lang. [laughter] Nahihiya lang ako kasi nahihiya ako. [laughter] Kaya lang you do not court your own leaders except when you are ready really seriously. Pero pag ano lang look for other --- towards other directions in life.

Let me just also disabuse the mind of Sison. You know his mind is really abused [laughter] by himself, nobody else. And ang sinasabi nila may nagra-rally diyan sa labas.

Predominantly Bisaya ba dito ngayon? Mag-Binisaya na lang ko because there are… May mga words… Iyan ang problema sa mga taga-Bisaya, hindi tayo magkaintindihan eh because when I talk in Tagalog, hinahaluan ko ng English and if the word is not available right at that moment, I shift to English, Tagalog, Bisaya.

The problem is kaming mga taga-Davao, we grew up with a mix dialects. We can [speaks Ilonggo]. Ganun because we grew up with the Ilonggos, Ilocano, Tagalog, Bisaya. So I am not perfect in the Visayan dialect. I have some lapses there including Tagalog kung naka-Bisaya ako tapos I want to --- or nagsasalita ako ng Bisaya tapos mag --- pagdating dito sa…

Ang problema sa akin I never shifted to a --- from being just a small town mayor to a presidential or what you would call behaviour. [laughter] “Ah kuwan, kuwan, ah makintab.” “Ah makintab, ana.” Ang problema ang Bisaya, meron talagang --- not really a curse maybe an epithet but it’s being used everyday in every sentence. Iyan ang problema sa --- totoo. Pag ako pag naghanap ako ng --- “Saan na ‘yung y***** papel dito?” Iyong y*** is demonyo but it’s part of the sentence. Pag sinabi ‘yan na… Ganyan ang tatay ko eh. “Tawagan mo itong si Sergeant --- sinong y*** na ito… Sino ‘yang…?” [laughter] Ganun.

Ang mga Maynila, palibhasa tanga. [laughter] Sabi nila, bastos daw ako, ganun, ganun. So… Ah ganun? O ganun. Eh ganun kami magsalita eh.

And I never shed the --- maybe the color of being just a mayor. Hindi man ‘yan bastos sa amin. Pang-karaniwan ‘yan.

“Eh ala eh, p****** i**** ire.” Kilala ninyo si Captain Ramos sa Navy? Pati ito si --- p*** --- Pangilinan? Iyong si Captain Ramos. Navy, sir. Make sure that it is safe.” So there has to be inspection in and out. Maybe random kung nasa loob na.

Magpasok ‘yan siya minsan, “Mayor.” “Ano?”

Page 3: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

“O colonel anong...”

“Eh --- eh Mayor ‘yung --- eh p****** i** may sabihin sana ako sa iyo.”

“O ano ‘yun Chris?”

“Eh alam mo na, eh p****** i** talaga itong tao eh. Hindi mo ma…”

“Alam mo puro kap*******.” Sabi ko, “oo.”

“Eh dapat mong malaman, eh Mayor ka eh. Eh p****** i** kung hindi mo malaman, ‘di para kang g*** diyan.”

“O Chris ano ‘yun?”

“Alam mo ‘yung p***** i** mga tao talaga, hindi ko maintindihan. Alam mo, Mayor. Eh alam mo na. Ako nagsasabi lang sa totoo. Eh p***** i** talaga itong mga tao na ito.”

Sabi ko, “Chris, p****** i** mo ano gusto mong sabihin? Kanina pa tayo dito.” [laughter] Ganun eh. ‘Di ‘pag nagkita kami. “O Chris, p***** i** kamusta ka na?” [laughter]

Eh ang sagot, “Eh p***** i** ito, pa-retire-retire lang, pa-golf-golf.” But he used to be the --- I forgot the term. Iyong taga-beautify ng garden mo. Parang --- he manages the ‘yung Aguinaldo pero na-assign sa Davao.

Well, anyway that is the culture of the Philippines. Both ‘yang pagmura and then ‘yung pagtanaw ng utang na loob. But let me tell you straight that when I became President, ang Diok --- si Diokno pati si Dominguez, sinabi ko talaga, spread the money throughout the Philippines. Do not pay any attention to any political clout in this region, in this… Ayaw ko.

So ‘yan nakita ninyo lahat. Kita ninyo Cebu. We proceeded to build you the airport. It’s not our project but we continued it. Sabi ko and make it fast so that may --- ang mga Cebuano may something beautiful to show to the world.

It’s not my style because I won --- hindi ko nga malaman kung nanalo ako, bakit. Wa ko kahibaw og diin gikan ang akong tabang (I don’t know where the votes came from), except for a few kindred soul who… I really cannot explain to you where I got the votes na 15 million plus the six majority.

So ito lang ang sasabihin ko, I am a worker of government and I have a mandate from the people and I will just abbreviate my oath. Mahaba ‘yan eh. But it simply says, I will protect the people and preserve the nation. “So please,” sabi ko sa lahat --- which was also my sloganeering in Davao --- “please do not destroy my country.”

Drugs will pull us down, maniwala kayo. [Sinaloa], Medellin. Look at those --- you have a history. You have the Netflix. Panoorin mo lahat ‘yung ginawa nila sa bayan nila. In Jamaica, I was just watching it kaninang hapon. I’m in Davao because I’m resting. They had to --- they had a siege of almost 12 days na talagang bakbakan sila.

Page 4: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Now, there is no more laboratory if at all dito sa Pilipinas. They are avoiding it because it’s very dangerous. Kasi alam nila ‘pag natyambahan ko sila, alam nila patay talaga sila. Wala akong drama, drama diyan sa human rights. P***** i** yayariin talaga kita.

So what we have now is imported. It comes from the Bamboo triad. And itong cocaine now is making its headway through the [Sinaloa] connection sa… They’re trying to make it a worldwide crime organization.

And about the only country who’s in denial right now is America. Look at ‘yung mga sa Netflix, Dope and Drug Lords. Harap-harapan sila. They cannot control marijuana, so they just had to come up with a statement that marijuana sometimes or maybe is a chemical that is beneficial because it kills pain. Kung ano-ano lang ma-ano…

So they are now… So you see everybody, karamihan diyan sa ilalim ng mga tulay, nagpunta man kayo, they are there. They just keep on pumping chemicals.

They have graduated. But most of them ‘yung ano may tama na.

If you’d look at the figures of the United Nations Control Commission --- Narcotics Control Commission, you would see that there are --- almost all of the drugs are characterized there. “It causes hallucinations. It causes depression.” Ganun.

But itong shabu is characterized as the most toxic and lethal. Simply because shabu comes from a mixture of chemicals. Unlike cocaine, cannabis, or heroin, they are extracts from the poppy, organic. Itong shabu, chemical. Kaya nasisira talaga --- diretso eh.

And people are just nonchalant. The human rights keep on pumping garbage. They are ready to show the number, figures. They limit the figure. You know that. Four thousand killed. Saan mo nakuha ‘yang figures na ‘yan?

May namatay, alam ko. May pinatay na sinabi ko, “patayin mo.” Pero kung sabi mo, pinatay ko ‘yung 4,000 and let me ask you, who was my 10th victim, by the way? Where did I kill him? By what manner was he killed? How? When was that?

Ito, basta nga --- they think that it’s just that easy and all the while they were you know. ICC, ICC. That was the favorite refrain of everybody. But I just kept quiet. Sabi ko, “Sige.” But I told them, “You cannot acquire over my person jurisdiction within the next one million years.” Eh sinabi ko lang ‘yan. And I studied my case when De Lima investigated me in Davao. She did an en banc investigation. She produced nothing. Diyan ako taka sa babae na ‘yan. Then she became the Secretary of Justice. She initiated an investigation. No findings, no nothing. Walang dokumento ni isa. Then when she became a senator, she investigated and that investigation led to her arrest and detention. Pagka bigaon sa buang (How promiscuous that fool is). [laughter] Tapos sinasabi niya namulitika daw ako. No, I never lifted a finger. That’s why Sereno, if she’s still capable of listening. You can ask any senator, nandiyan si Ma’am Cynthia, any congressman na may tinawagan ako about her impeachment. Ang sinabi ko nga, “produce a justice there.” Who will say that I…

You know, my cellphone is tapped. And everybody’s listening. I know kasi napunta ako diyan sa loob. I am the one funding the equipments there, Intelligence. I cannot --- I cannot learn anymore. Turuan ako ng mga pulis na babae. “Sir, ganito ‘yan, sir, ganito. Sige, sir, subukan mo ganun.” Pagka kinabukasan, nakalimutan ko man. “Ikaw nalang mag-dial kasi…” So ‘yung mga telepono niyang y*** na ‘yan, sabi mo touch. Isang pindot mo, tatlong numero lalabas. Mag-pindot ka dito ng “I”, lahat ng katabi ng “I” lumalabas. [laughter] Kailan tayo matapos nitong p***** i**** ‘to? Tapos ewan ko napindot ko daw ‘yung “send all.”[laughter] ‘Yung “send all” nandiyan ‘yung lahat pangalan nila. Tapos sabi diyan eh, “you created a group.” Sabi ko anong you created a group? Wala akong tinatawagan. I hate... Lalo na lalaki. I don’t talk to men. Babae lalo na pagtulog. Bigyan mo pa ako problema. So lahat ngayon nag-react. So, “g*** ka” ganun. O sige, ‘yan man talaga ang gusto mo. Ubos. Wala akong naiwan. [laughter]

Mga tatlong araw ako dito mag-ikot [laughter] kasi maghanap ako ng new friends. [laughter] Putara… Totoo ‘yan. Kaya kayong mga matatanda, huwag kayong --- huwag kayong gumamit niyan. If you do not really consciously spend time to --- to study how it works, better lay off. Lalo na ‘yang pinaka old model. Kung gamitan lang ng isa old model then mahirapan ang… But I know that they --- ang nakikinig sa akin is United States, sigurado ‘yan ang CIA. ‘Yan ang papatay sa akin ‘yang mga ulol na ‘yan eh. America, Russia, China, Israel maybe, and maybe Indonesia. Just to lift the spirit, the soul of the Filipino soldiers pati tayo kasi wala talaga tayong submarino eh. Kung meron tayo, medyo sikat eh because Thailand has about eight or six. Indonesia has about ten more. Malaysia has about --- just acquired six. Tayo lang ang wala. Ngayon, magbili ako sa Russia. Here comes a statement from America na huwag daw ako magbili. You just like throwing caution to the winds because it would be detrimental or not good for the relations of America and the Philippines. Look, I do not have a quarrel with America. But I have certainly dynamics with the State

Page 6: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Department and the other officials. Because America seems to be in the hypocritical stage always. Double speak ‘yan sila. Obama in a press briefing criticized me about human rights and started to lecture me, knowing fully well I may not be as powerful as he is or he was. But you know, Presidente ako. Bakit --- nganong kasab-an man ko nimo sa publiko? Bakit? Nganong ‘di ka man muadto sa Human Rights and file in a piece of paper there and complain? (TRANSLATION: But you know, Presidente ako. Bakit --- why would you criticize me in public? Why? Why didn’t you go to the Human Rights to file in a piece of paper there and complain?) Kaya sabi ko when you do that, you show disrespect to the Philippines. Hindi ako, to the nation. Huwag mong --- ayaw kasab-i ang Presidente nila --- namo, ako, kay nakakainsulto ‘yan. Pareho lang mong Presidente. (Don’t criticize their President, me, because that’s insulting. You are both Presidents.) So what I did was also to give him the same. Sabi ko, “P***** i** kang stupido ka. You’re a son of a b****. You go to hell.” Tapos galit ang Amerikano, galit ang New York Times. Eh ‘di inyo, kayo ang Amerikano. Wallow in your hypocrisy.

True enough, dumating si Trump. "Hey buddy! You're my friend. Your wife is beautiful. We can understand each other." Pagdating niya, "I like Rodrigo. He's my friend. I like what he's doing. As a matter of fact, I intend to copy his style."

Itong Amerika, ayaw. Submarino. 'Di bigyan mo kami. But what pains me and they should know it… Imee marami ka bang Amerikano? Sabihin mo sa kanila p***** i** nila. We bought six helicopters. Refurbished daw from the NATO equipments. [We bought six, sir?]

Alam mo ang Amerika ever the free market idea, dumaan 'yan ng mga pagador and made it appear that it was really new, lahat. Maybe the engine was --- I really do not know what happened but hindi na panahon ko 'yun.

Now, to date, there are about two or three, sir na-crash. [Two? Three?] Three. Tatlong eroplano bumagsak 'yun. And the two crashed, I don't know, and then the third was --- patay lahat. 'Yun 'yung basura na ibinigay nila sa atin.

Hindi ako maniwala kailanman na piloto 'yan. Pilot's error? Impossible. Why? Sumasakay ako maski ang papunta dito sa airport. Dito ngayon. Mag-landing ako diyan sa... Ewan ko kung bakit 'yung PSG na gusto nila i-helicopter lang ako.

But you know during the Marawi siege, I go there late afternoon and even take off in total darkness. Marami na akong na... I was one in Pagadian, and because I insisted na talagang uuwi ako.

We flew to two thunderstorms. Well, anyway, that's beside the point. It's destiny. When your time is up, it's up.

Pero I'm talking about the expertise. 'Yung talagang rain tapos 'yung kilat diyan. That's the one thing that we avoid because 'yan. Ang tawag nila, ma-weather. Pero pwede mong gamitin 'yan sa araw. Pero kung gabi, especially when you're crossing a body of water...

Page 7: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

It was only in recently sa... [Where was that? Was it Zamboanga or…] Ah Pagadian rin. Hindi talaga hindi pumayag kasi ang…

So we had to motor to Cagayan. [Asan, sir?] Ah, Bukidnon. Mataas kasi ang Bukidnon eh. Inabutan talaga ng weather. Blanketed. And yet sabi ng piloto, "Kung gusto mo sir, take off tayo." So ang superior, nag-object. Sabi niya, "Cagayan na lang tayo." Another three hours, then we got the plane waiting for us going to Davao.

Kaya kung sabihin mo 'yang pilot's error, impossible. As a matter of fact, I have the best of the best sa ano.

Except America, tayo. Russia wala man. Ang China, there's no problem. It’s the Philippines which is fighting a deadly war. Kaya dapat malaman ninyo kasi ‘pag namatay ako, let the world know na ganun. Kasi kalaban talaga nila ako.

Pero I want them to explain to us why we lost the best of our pilots in three crashes. Tapos here comes a guy saying that, "No, no. It's very dangerous for you to acquire submarines from Russia."

Hindi naman nagsabi basta sinabi lang about our relations --- relations between our two countries. When was it really a relation of mutuality and respect? They never gave it to us.

Itong rifles. If you look at the inventory, marami akong baril sa pulis pati sa Army. Walang kwestyon 'yan. If you count the ratio to soldier to --- vis-à-vis with the arm, marami 'yan.

But you know those arms were purchased during Marcos' time pa. And they had gone several fightings there and troubles there. 'Yung bala na lumalabas sa barrel, umiikot 'yan. There's a rifling na ganun.

Kaya paglabas ng bala niyan maski gaano kalakas ng hangin, the slug has its own momentum to follow. Kaya it's accurate magsabi 'yung sniper. Even the winds, hindi makaano 'yan because it has its own momentum.

So we ordered 23,000. Last minute sa delivery, someone --- may isang mga o dalawang lawmakers said, "We will not deliver it because it would be used to kill its own citizen." So suspended.

But ako natakot na ako kasi we knew --- I know because my grandmother is from there. Ang mga relatives ko nagsabi na there's trouble a brewing because the arms are being distributed in Marawi to those who are interested to fight.

So they are recruiting and giving guns and they are citizens of my country. Meron din mga foreigners 'yung mga dala-dala 'yung ISIS --- the ISIS ideology of kill and destroy.

Page 8: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

It's a totally bankrupt and idiotic movement that has nothing except to kill and to destroy, and to kill all the infidels which means to say that if you are not a Muslim, you are an infidel.

So nag-order ako. Nag-order ang gobyerno, hinintay ko magbayad ako. [Nakulgot?] They stopped it. That's why naipit ako, sabi ko, "I have to go to China." China, sinabi ko, "I come here, Mr. Xi, I'm not looking for trouble. I just want your help."

Sabi ko kailangan ko itong mga armas because it appears that I'll be facing shortages. They are old stocks. Sabi ni Xi, "We will give you. Do not pay for it."

Tapos kulang pa, pumunta ako ng Russia. Same. Sabi ko pupunta ako. Nandito ako sa Russia, I'd like to talk to Putin. Before I could see Putin because he was in Georgia, that's about six hours away, pumutok na ang Marawi.

So 'yun na. Mabuti’t na lang, sabi ni President Putin, "If you can wait, I'll be travelling six hours. We can talk late in the evening." So nag-usap kami doon sa isang palasyo niya na malapit sa airport and after that I took off.

Same message, “I will give you the arms. As a matter of fact bigyan kita ng equipments, trucks, and something else.”

Ayan ang --- that is how America. Ang Canada, nagbigay tayo ng attack helicopters. Tapos i-deliver na, itong si Trudeau nagpapa-corny. Pakunwari na peaceful ganun, “We want peace.” Anong want… This is a troubled world. It has always been a troubled world ever since. Hindi naman nahinto ‘yan eh.

And itong mga EU, with all their hypocrisy in 1912 up to 1917, the Arch --- the Duke of --- si Ferdinand was assassinated in Austria. That precipitated a war between and among the Russians, first World War.

How many died? 17 million. Who was fighting? European against Europeans. And want it memory, hanggang memory lang.

Merong iba tumitingin na sa relo. I can cut my lecture if you want. But I’m up to something. Pagkatapos nito, I’ll tell you why, what ails this country. Papunta na ako diyan. Papunta na ako diyan.

Ang tinitingnan ko lang sir, I’d like you to picture the internal and external forces that has --- that’s making it hard for our life. So ganun ‘yan.

So chopper, dine-delay nila. Bakit? “You will use it against your own citizens.” For God’s sake Mr. Trudeau, my own citizens are rebelling against us, killing my soldiers and policemen and civilians. And I cannot use the helicopter because they are citizens but they are out to overthrow my government.

If you cannot understand, you should not be there in that mighty post of yours because you do not know the history of the world and geopolitics.

Say that I am [garbled] pumunta ako ng China when I was there. I was with the military, Lorenzana, Año was the Chief of Staff, dinala ko sila when I was talking to the Chinese.

Sabi nila wala akong ginawa, wala akong sinabi. Well, hindi ko sinabi. I don’t bother the criti --- answering critic. Nandiyan sila lahat. The Cabinet, bilateral kami.

Sabi ko, “Mr. Xi Jinping, we also have a claim. You know we have the award. But I will not insist on recovering the award because it would result in a war, and it will be a massacre. I know. But please be it noted that one day during my term, I will assert.”

Ang assert ko, ano? Ano, bakit? Iyong oil. Eh kung solohin mo, gu --- gulo talaga ‘yan. Because if you struck oil now, ano ba naman ‘yang dagat? Pasagdi.

You know my --- my lolo was a Chinese, Lam. My grandmother on the mother side, Maranao. My father is a Cebuano, he hails from Cebu.

O kayong mga Instik diyan, do not be offended, I’m one of you. Eh kayong mga Maranao… Bakit? Totoo man. Eh na --- bakit kayo sumasama diyan sa… You know you are a Filipino. You belong to the Malay race. You are not an Arab, do not pretend to be. Kay iyang mga Arab, huwag na lang.

Ba’t kayo sunod-sunod diyan? Itong nag --- itong nag… There’s a rally there? O this is what I would tell them: Your grandfather who was in shorts and tattered dress 50 years ago was there and you are the grandson now and you do not want to go to school, spend your time with hating government. Well, I’d like to tell you, “You cannot destroy this government. Not in a million or a thousand years.”

We were young once. There’s always a time for everything. I was once a disciple of Maria Sison. Estudyante kami eh. So you’re imbued with so many ideas and you want the world to kneel down before you. That’s what you want. Then you grew up. I said there’s always a time to be violent, to be principled however crooked it is, and a time to understand the world.

Sabihin mo magrebolusyon kayo? You are wasting your time. And tapos ‘yang pa-rally – rally ka diyan. Well, just do it right because you have the right under the Constitution or blah-blah-blah. But do not go violent because I won’t like that.

At saka itong dito sa south, I’m warning you rebels, marami akong armas. You do some fighting there, I will freely use all the jets to bomb you. And if I hurt civilians, then it’s part of the territory.

Huwag kayong masyadong mag-atake-atake ng kampo, magpatay because if you start a large-scale war, I will not hesitate to bomb you.

Page 10: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Now let us talk about your problem. Ako open ako. I’m a PDP. But PDP, let us admit, it was a moribund organization. It was not until after I became a President na maraming PDP. But PDP is very fragile. You know, in the country today, it is run by money and people na may pera.

So Danding has his Nationalist Coalition. NUCP, alam mo na, shipping... Tapos Ramon Ang… In the crucial moments, kung sino ‘yung sabihin nila na ‘yun ang boto nila, ke tao, issue, doon ‘yan.

PDP is good, it appeals to many, including me. Why? I would dare say that it is a principled party.

Ramon Ang will also spend. Give here, give there. Lahat ‘yan sila. So there’s no such thing really as a party. Even if how you try hard, it’s simply is not the vogue or the fashion that you run without money and win. It happened only during times of miracle. Isa diyan, ako.

So if I ask God, now, as a… I believe in God. God d******. ‘Yung Diyos ng pari pati ng mga obispo. Because when you use the platform of religion to attack a politician or an official in government, you open the sacredness of your God.

Kaya sabi ko your God is stupid. My God --- hindi ko sinabing I am not without a God. My God is reasonable and has common sense. Kayo atake lang diyan so I do not believe in your God. Why? Well, so many reasons.

Kaming lahat, nung nag-aral kami sa Ateneo, one --- two years, ‘yung --- pagka isama one, two, sige fourth, itong fourth year, four years. Falvey, Mark Falvey was teaching there. Lahat kami noon nahipo, that’s why we were victims.

Now, did I enjoy it? Yes, of course, I enjoyed it. He was holding my --- hindi ko man alam kung ano. He said, “My son, what are your sins?” Eh p***** i**, hinihipo ka ‘di… Eh mga bata, maski iring ‘yang p***** i**** ipahid mo diyan, diretso tindig ‘yan. [laughter]

Totoo man ‘yan. Bata walang ano. So lahat kami hinipo. You insist that your God is ---p***** i**… Ako, I have my own concept of God. And wala man ako masyadong activity, I do not need any document there to… Then I do it.

I know that there is something universal mind aligned and he controls the universe. Billions and trillions. So kung walang God, magbubungguan talaga tayo and we will sucked into several of those black holes. And yet we have been here, Earth, for 4.5 billion. So there has to be a God.

Ang problema that God is not quite --- I don’t know how he works out his --- because… Ako naman, kasi if you are God, you don’t create hell. If you are God you don’t create wars.

If there is a God then there is no poverty. If there is God then nobody dies of hunger. If there is God then you are not refused burial services on Sundays. Kaya nababaho mo ‘yung patay, sabihin mo, “Mayor, ganun.” “Why?” Because nobody wants to do services ang patay on Sunday.

Page 11: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Biro mo…

Sabi ko, “Day, just like your mother.” She died at ele --- she died at three o’clock in the morning, 11 o’clock tapos na kami. Nasunog ko na, cremated. So that’s… Ako gusto ko, not more than 24 hours.

I’m not talking --- I’m not being morbid. T***…

Tignan niyo sementeryo ninyo. Katoliko, meron kayo dito? O, tignan ninyo. ‘Yung hindi nakabayad sa pantson nila na public, nasaan ‘yung buto? Tanungin mo, saan? Nandiyan sa bodega. Ipagbili ‘yan doon sa nakabayad. Wala kang bayad? Hukayin ka, ang klabera nandiyan sa…

You want to see it? O may eroplano na libre diyan, you come with me. Kayo-kayong… Any --- any…

Sa public, city-owned, walang hukay-hukay, libre man. Pero ‘yung hindi nakakabayad, ayaw niyong maniwala, you communicate with your networks there. Find out if it’s true, nandiyan sa bodega. Roman Catholic cemetery.

When a man dies, that earthly remain is carcass. That’s not --- walang purpose na ‘yan.

If there is a soul then ‘yun ang liguan mo. Nine days, pobre. And the Church knows that. They know the practice.

And sabihin, “Tomorrow, you get the burial.” Davao, “Sir, wa may permit.” “Ah, p***** i**, permit-permit, sige ilubong na. Unsa ba’y namatyan ana?” (“Okay, bury him. What was the cause of death?” ‘Yung accident o barilan. Unsa ma’y dugaya ninyo?(Then bury him. What are you waiting for?)

Now, look at Davao. Why is it that if you go --- you go now. At 12 o’clock, Davao is very quiet. And the people have been used to it. Convenience store, diyan may makita kang tao.

But tao naglalakad manigarilyo? Ah maagian ka sa Mayor, (if the mayor sees you) patay ka. Nagreklamo sila sa ako ni adto because I lowered it from two ginawa kong one.

Akala nila si Inday na ang mayor, the lives would be better of. Sige reklamo, sige reklamo. lnday ah... Ah gusto ninyo? O sige, alas dose na. O karon alas dose wala na. Uga na tanan. (Now by 12 midnight there’s nothing. Everything is dry.) Sarado na.

Page 12: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Ang Davao, very quiet, walang music. I do not allow 'yung mga jukebox-jukebox na sa kanto tapos mga, "My way..." P***** i**. Kinsa ma’y gasugo nimo mu --- mag paarat sa imong tingog?[laughter] (I’ll hit you with that mic. Who told you to try to impress people with your voice?)

You know sabi ko, you know in crowded places there are people studying, working, ang mga estudyante, you do not disturb them with it. Maski diha sa squatters area, pati diyan sa mga mayaman na it was not in... I don't give a shit who you are. So at least na-maintain ni Inday.

Ngayon. I'm not saying that kami malinis. Marami akong kasalanan. Pero sa pagkatao ko, pagkapiskal ko, pagka-congressman ko, pagka-mayor for 23 years and as president, it is never or it was never a question of money. [applause]

Alam mo bakit? 'Yan sila lahat. I do not allow transaction papers to reach my table. Never. 'Yung mga MRT, LRT, 'yang ganun, 'yung reclamation. It ends and begins with Año. If it's a firetruck, arms or whatever.

Doon kay Roque, kanya 'yan, his call. I do not. Wala akong…

Kaya kong sabihin sa inyo na 'yung Mile Long long after the contract was terminated, the Prietos and the Rufinos kept on collecting money for several years and never returning it to the government. At that time wala na.

Kaya we are studying a case for plunder. Gusto ko may mayaman makulong because no bail 'yan eh. Gusto ko makatikim lahat. Pobre ug datu didto sa presuhan. [applause]

Dad-i lang kog libro. Daghan kog gusto, daghan nanghatag sa ako og libro wala lang talaga akong panahon magbasa. Pero I love to read.

Pero ako, I was never an outstanding. [laughter]

And mind you, it took me seven years to finish high school ha, 75, 75 lang. "Di ba ‘yan ang Secretary of Education?" "Oo, mahusay 'yan, Day. Isa 'yan sa mga Bisaya na i-pagyabang talaga natin.”

Ana dayun siya nga, “Ingna siya Pa, nganong himo-himo man niya nang 12 years, 12 years? Naunsa man na siya nga pareho lang unta sa inyo. Nganong patas-on pa man niya?”

Hindi man ‘yan kanya, Day. That was a study made sa previous administration. I just sustained the decision because I think it's really good. Prepared ang Pilipino.

Sabi, “hindi, sulatan ko siya. Sulatan ko siya na ano...” Ingon ko, "Day, ayaw Day kay ---Inday may pangga anang Sara. Ayaw 'Day kay mapasubo ta."

Page 13: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

"Nganong mapasubo man ta? Magsulat ko niya, bawal ba magsulat og Cabinet member?"

Ingon ko, "Dili, basig moingon unya si Leonor Briones nga, 'tan-awa una imong papa kay pareho man mong duha. [laughter] Siya maoy first K-12 sa atong generation."

Really. Wala akong sabihin mong extraordinary talent. So, I became...

Nag-prosecutor ako, okay man. Mayor ako, okay man. Congressman ako, okay man. Vice mayor ako, okay man. Nag- Presidente ako, u******. [laughter and applause]

Ngano man?

Año, talagang groomed 'yan to be... Ganun ‘yang klase sa PMA. First year pa lang may makita na sila mao ni'y mo --- mao'y ilang alalayan. Ana na sila.

Lorenzana, valedictorian 'yan. Doon sa Pikit, sa Cotabato. Valedictorian pag-graduate.

Roque, UP. Tolentino, Ateneo.

T*** i** ‘yang eskwelahan namin 'yung pagbaba mo diyan sa San Beda, tapos Legarda, naay tindahan diha, “chilled beer”. [laughter]

P****i** tua na gani sa library moingong usa, "(whistles), magtinando-ay na. O ikaw, ikaw, ikaw. Sige na ta na, ta na." Mangadto.

(TRANSLATION: P***** i** even in the library if someone says, “(whistles), they’ll be nodding their heads. O ikaw, ikaw, ikaw. O sige na, tara na, tara na.” Then we’ll go.)

Chilled beer. Voice of democracy champion 'yan sa aming panahon.

Puro ‘yan sila diyan nakapalibot. Eh Cordova, maayong laki.

Pero, wala. Utusan ko lang na sila tanan. [laughter] [whistles] “Buhata na”. Ana man lang ang kinabuhi.

(TRANSLATION: Pero wala. Utosan ko lang sila lahat. “Do that.” That’s life. Don’t be in a hurry, 75-75 lang. Maniwala ka. My mother used to say, “What is this, Rodrigo? Is there no hope for this anymore?”)

(TRANSLATION: I said, “75 is okay, ma. You don’t need 76, just 75. So why should I exhaust myself? I’m not aiming for a 95. Just 75 and you’ll go up from there slowly. Sometimes you fail, but you get back up again.)

Page 14: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Pero I finished it in seven years. Despite my --- I'm not somebody, I love my country. And I'd like to tell you as you’re a co-worker of government, wala akong party-party. And you can come to me for anything at all, for anything.

But if you’re just an ordinary worker of government, I will…

Alam mo ito totoo, you should --- let’s give Cynthia Villar a big applause. Iyan nagbibigay ng bahay ‘yan. [applause]

Iyong mag-graduation sa PMA, iyong valedictorian, diploma plus house and lot --- Villar. Oo. [applause] Valedictorian sa police, PNPA, pag-graduate house and lot, courtesy of Cynthia Villar.

Siya ra man na'y manghatag og kuwan... Ang uban wa man manghatag.

You know, Lucio Tan pati ako had a dynamics, iyong utang niya. It has been there for several years. I hope I would not offend him. But I would like in this talk, I would like to praise him. There has been there, so many presidents passed this country. Wala gyuy nakabayad.

So when I --- sige three days. You pay it or I’ll go after you. So in three days, gibayaran niya. But during the crisis na walang pera ang gobyerno at hand at nagka-lisod-lisod na sa Kuwait kay marami nang gustong umuwi, wala gyud koy choice nakiusap ako kay Lucio Tan pati kay Gokongwei.

Siguro mga apat na biyahe back and forth kinuha nila. Gratis. Kaya nakita ko ‘yung, despite of his --- kasi businessman eh.

Kaya sinabi ko talaga sa kanya, lumapit ako, I said, “I’m sorry for my epithets and curses and everything but I have changed my perception. You have a good heart.”

Unya, maayo unta'g libre.”

Mahal ang ano eh. So I’ve been trying to figure out whether I go or not. But ang Israel sabi niya, it has been… The last time I took the commercial.

That’s the corridor of Jordan and Israel. [laughter]

Page 15: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Ah okay man. Kung talagang totoo. If I’m assured of a place beside Jesus Christ, willingly. Pupunta ako ng Israel, why? Because it’s heating up. And there are 28,000 Filipinos there. I have to go to Jordan because there are 48,000 Filipinos there. I have to make sure. That’s why I’m sending Cimatu ahead of me.

Ganito ‘yan. Tapos na tayo kay… Ma’am, pislita nang imong cel --- kuwan, imong ---haron moundang. Og dili, biraha ang screw. Sige ka'g tan-aw ana imong relo. Unsa man na imong relo? Siguro Rolex na nga --- nga gwapo. Gwapo ma'am. Baylo ta, Swatch o, sukol ka?

Ganito ‘yan. May narinig na ako na corruption. Ngayon, I had to fix the Nayong Pilipino o Pilipino. I fired all. Tapos sabi ko, lahat diyan kaibigan ko. Ang sabi ko, my main complaint is that ‘yung mga tao na pumunta sa akin noon na pinapatakbo ako, ‘yun rin sila ang, “Mayor, tumakbo ka because graft and corruption…” Ganun, ganun, ganun.

Iyon ang mga taong unang nagtaksil. Cabinet member. I fired --- they’re all my friends but…

Now here comes Nayong Pilipino, kakatapos ko lang ng yawyaw. Tapos before I went down, pinakita na ng COA ‘yung report sa medisina sa AFP na ghost deliveries.

Kaya nung pag-ano namin, pag-command conference. Bago nagsalita before ‘yung emcee, sabi ko, “Tumabi ka muna.” “Ako,” sabi ko, “here is my proposal.” I was referring to a crowd composed of the soldiers and the policemen of this Republic. Sinabi ko, “Ako matanda na. By this time, I should be resting or retiring.” Sabi ko, “But because of events which are really not within my control, nandito ako sa --- again a worker of government. But I have a mandate.”

Sabi ko, “One of which is really to protect the money of the people.” Pero hindi ko --- I did not mention. Sabi ko, itong corruption hinahabol ko ‘to. Ilang tao na I fired. I fired several cases.

If at all, kung may mali.

Kasi ayaw ko talaga ng corruption. Maybe out of --- hinambog ba. That was these five basic promises that I made during the election and you know that because you were listening to the presidential debates. And I had just five basic promises.

I said, I will try to control corruption. I will control drugs. Then I will talk the enemies of the state to find out or figure out how we can have peace with them.

Then sabi ko, I will allow the economic managers because I am not bright. I am not an economist. Sila ang magagaling. And I would not interefere and that is why there is no --- there are no papers about business…

And then I will just govern as an ordinary person just like kasama tayo. I do not call Malac --- the place Malacañan Palace. You listen to my speech again. I have addressed myself as “I am a worker of government.” And you can never hear me mention Malacañan Palace. I just mention it everywhere and anywhere, “my office”.

Page 16: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Hindi ba ninyo nahalata ‘yan? Review the SONA, review the SONA. Wala kayong marinig sa akin ‘yang presidency, president, or Malacañan. It’s not a palace. It’s an office. And I hate to say this, tinirahan ‘yan ng mga invaders natin noon. “Sir, may bata diyan nakita kami.” Sabi ko, “P***** i**, wala ka pa’y naniwala gyud sa sine.”

Sabi may bata. (They said they saw it and the soldiers ran. What kind of soldiers are they? They get scared of ghosts.) [laughter]

Maraming balete talaga tuloy diyan sa ano. So ‘yan. Magkasinabot lang ta ngari sa akong (we’ll only understand each other when it comes to my) --- five. Five? That’s why sa presidential debate maaga akong natatapos. Having been a lawyer, alam ko ‘yung one hour --- one minute thirty second is not enough. You could not even lay the predicate of what you’re going to say, on foundation ba.

Kaya ako bullet nang bullet lang. Eh ‘yung isa naman masyadong… Sige la’g ihi ang buang.

Now ‘yan ang problema dito sa corruption. Pero ako, open ako. In the next year’s budget if you want it corrected and if there’s anything that’s important to your region. But long shot ‘yang mga bridges, bridges ha. Those are just part of the hullabaloo. As a matter of fact, it’s delayed.

And I will change the --- say the method of purchasing for everybody. Large ano --- if it’s a government money, national, tapos may hingiin kayo, it’s going to be a Swiss challenge or I will limit it to maybe preferably Filipino companies na may kakayahan.

Alam ko, alam ninyo na alam ko na itong mga lowest bid is really the one feeding corruption and everything here. Alam ninyo ‘yan. May isang mag-barkada, magikot-ikot lang ‘yan.

They go around, play golf, eat, drink and be merry because tomorrow you die, sabi ni Omar Khayyam. Then ‘pag may bidding na, ibagsak tapos siya manalo, pero mga tao niya ‘to.

Just like what happened sa AFP. That building there beside the AFP, may private building diyan, ‘yun ang nag-supply all these years, it’s headed by a woman, I forget her name.

How dare you do it? How dare you do it?

Wala akong pinirmahan, wala akong allowance, wala ako lahat. Ayaw ko. Okay na ako dito sabi ko. Okay na ako dito. But I do not spend for anything that’s official. Eh gobyerno ‘yan eh. If you want me to travel abroad then I cannot get a small plane, o ‘di kayo na lang ang magpunta and I’d appreciate it.

Page 17: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Anyway, I’m tired of flying. I used to --- I used to fly when I was young. I used to cross the sea between Cagayan and Cebu. I was only 17 years old but I was already flying. Mindanao. Davao via Cagayan tapos dito.

I was 17 years old pero ngayon hindi ko na kaya talaga mag-lipad, nahihilo na ako. Eh because ‘yung sa disgrasya ng motor. I have a C4 and C7 na nag-impinge. That’s why I am in perpetual pain. On the --- on any day, it’s 7 in a scale of 10. Eh ayaw na ng doktor na sige ng painkiller, sabi niya, “You better come to terms with your body.”

I do not… Ayaw na ng asawa ko kasi nurse. Ayaw rin niya akong paoperahan kasi OFW ‘yung asawa ko, nurse, marami siyang nakita na operations like that, procedures going awry. Mali-mali ba.

Now you can never know. ‘Pag may naputol diyan na… ‘Sus kung ‘yun na --- C7, kung ‘yun ang maputol, isang nerve doon, putulin mo ‘yung release ng train niya. Eh naka-parking na lang ‘yung train doon sa ano, wala na, di na mag-biyahe. It’s all brain eh.

Iyan ang panakot ng ibang doktor. “Sige, sige.” sabi niya, “’Pag na-disgrasya ‘yan, there are so many nerves there. ‘Pag naputol ‘yan, goodbye ka.”

So ‘yun ang gusto kong i-ano. Pardon the long story pero pinapagutom ko muna kayo. Nagkain na ba? Ah human na? Nangaon na mo? Mao lagi. Unsa ba ni, dine-in, kanang de-plato nga naa na tanan? Dine in ang tawag ana. Dine-in ba diri?

(TRANSLATION: So ‘yun ang gusto kong i-ano. Pardon the long story pero pinapagutom ko muna kayo. Nagkain na ba? Ah tapos na? Have you eaten? I’m the first to see a party without food there in… What is this, dine-in, the kind that’s served by plate that already has everything? That’s called dine-in. Is it dine-in here? Because we haven’t eaten yet. We will still go home to Davao. ‘Pag ginutom na ang piloto, he’ll be blinking his eyes and patay, diretso na tayo.)

Totoo. But I’d like to thank you for listening to me. I know that some of you are not really interested, but some would want to masilip ninyo ‘yung --- masilip ninyo ‘yung character ko.

Ganito lang. Dili mi datu, dili mi pud mi pobre. (We are neither rich nor poor) But long ago my father traveled to Mindanao seeking the greener pasture. So ‘yung nanay ko kasi ang tatay niya bakery man, not in Marawi but in Iligan. We stayed for a long, long time. Then we transferred to Davao.

It was a long and winding sacrifice. Di man magtrabaho ang akong papa og bakery. (My father refused to work at the bakery) Ang bakery sa nanay ko.

Because you know, kamong mga taga-Cebu… I am not trying to derogate my relatives pero ang may-ari ng bangko isang tao lang. Ang may-ari ng botika isang pamilya lang. Ang lahat ng ano doon, kanila. Hindi ka makatakbo doon kasi patayin ka.

Page 18: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

So my father decided and he wanted to stay there because my father was the first, post-war, the first ever mayor of Danao after the war. Siya ‘yung kinuha ng military because he was a JAGO. But wala siyang nakitang future.

We went back there to stay for a while, but again decided to go back to Davao. Both my mother and father are teachers. What does he mean? What’s his paradigm?” Ah bahala na kayo.

But I hate oppression lalo…

Minsan tag-ta-tatlong bagahe ‘yan.

Kaya when I became President, sabi ko sa kay Sid Lapeña ng Customs, chief of police ko ‘yan noon eh, “no more opening of bags.” Tapos minsan may umiyak diyan sa TV, “Mayor, ang among (our) bag slashed open.”

Sinabi ko sa kanila, “One more time and you are out. So bantayan talaga ninyo.”

Ayan oh, oh straight masyado. Nasugat kasi… First time nakakita ang mga sundalo sa Malacañan may --- may gi-third degree talaga ako. Ihulog ko sana sa Pasig River. Oo, totoo.

First time nila nakita na --- yeah siguro ibang mga opisyal pero ‘yang mag-sipa-sipa ng tao, sampal, suntok, ngayon lang ‘yan sila nakakita. Kaya kung sinong may gusto, hala sige. ‘Pag sinalbahis diha (there) ‘di ba…

Wala man akong natutunan. ‘Yun man ang sa Mindanao. Wala’y daghang istorya. ‘Pag-abot, sipa, suntok, kulata. Unya, “Tiwasi aron wala’y samok.”

(TRANSLATION: Wala man akong natutunan. ‘Yun man ang sa Mindanao. There will be no more discussions. They’ll be kicked, punched, and beaten right away. And then, “Finish him off to prevent more trouble.”) Ana man na. Tan-awa ‘di gwapo ang Davao. Peaceful, wa’y mugawas og gabii, wa’y tanan. Wa’y combo-combo, wa’y hubog. Kung hubog, guyoron taka ron. Hiktan taka’g pisi, guyuron taka.

(TRANSLATION: That’s how it is. Now look. Davao is so peaceful. At night there are no loiterers, no combo-combos, and no drunkards. If you’re drunk, I’ll drag you. I’ll tie you with a rope and drag you.)

Page 19: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

(TRANSLATION: That’s why 30 miles per hour was imposed so he can still run. Because if it’s 50 miles per hour, the person being dragged will be in such a daze. 30 miles per hour was imposed because there is a person who is running while tied to a bumper by a rope.) Ah, gusto mo ana? ‘Di gyud mo ana gusto. So maayo unta’g mag-behave ang inyong mga sakop.

(TRANSLATION: Ah, do you want that? You don’t want that for sure. So it’ll be a good thing if your people will obey.)

And another thing and the most important here, the reason why I came. You have to improve on your performance as mayor.

In your own small town, however small or humble it may be, you are the President there or representing me as president of your own republic.

So you have to enforce the law against all. You avoid corruption because if it reaches the DILG and the recommendation, I cannot help you.

But if you do your duty, tapos magkaroon kayo ng kaso, just like the police, I will support and defend you.

So itanong ko, “In connection with what?” “Eh he was trying to lead a raid somewhere eh. Nabaril niya kasi lumaban eh.” And I will give you the medal.

Aba, naka-suwerte itong p***** i**** Kachila na ‘to ah. [laughter] Sabi ko, “Hindi ko lang…” Dahil busy ako. Gusto kong sirain or --- bakit mas mataas siya? What is he to us?

He came here to conquer us, to bull s*** us, siya tapo --- buti’t pinatay siya ng…

Actually, ‘yan si Lapu-Lapu, he’s a Tausug. Kita mo ‘yang ano niya, headband niya? Eh ‘di gitadtad niya si Magellan. Good.

And I created the Lapu-Lapu awards. But it’s graded. Meron diyang highest talaga, parang gold --- gold in the service of the country.

Ngayon, maghanap ako ng lot papalitan ko. Big --- pati ‘yan si Lapu-Lapu talaga na… Mao kaning usahay ma --- reminded me. Kamong mga mayors, kamong mga mayors kahibaw man gyud mo.

(TRANSLATION: That is why sometimes I --- reminded me. You mayors know this. Look at this. Back then, with the new Constabulary Chief, a PC back then, Lapu-Lapu was like this, here is his shield.) ‘Pag abot sa bag-ong Presidente, “Ah, palitan ‘yan.” Ah bag-ong Presidente --- bag-ong chief.

Page 20: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Siya may maghimo. Si Lapu-Lapu kinahanglan isog, naka-ana. So ang mga kuan sa mga PC naka-ana na. Tapos… Hindi ‘yan, ‘yung parang naka-tadtad.

(TRANSLATION: When there was a new president, he said, “Ah, palitan ‘yan.” New President --- new chief. He’s the one tasked to create it. Lapu-Lapu needs to look tough, like this. So the PC had it like this. Tapos...

(TRANSLATION: The soldiers would rip it off and then buy the new design from the wife of the chief. That’s how it is.)

Karon og kit-an ko mag bag-o bag-o na, himo ko’g Lapu-Lapu gagunit sa iyang itlog. Mao na na. [laughter] Ayaw na na ninyo’g ilisdi. Pagastuhon pa ninyo ang sundalo. Ay nabuang.

(TRANSLATION: Now if I see you change it, I’ll create a new Lapu-Lapu holding his b**** and that will be made final. So don’t change it. You’ll just make the soldiers spend more. That’s crazy.)

Now those are the --- stop it, stop it. Don’t f*** the people. Stop.

Ang PDEA all around eh.

Nahibaw ba mo that I lost mga sundalo ug pulis?

(TRANSLATION: Did you know that I lost soldiers and policemen? You can say around 5,000 died since I assumed office.) Remember that the war in Marawi was not an act of rebellion. Well, it was thereafter.

But what precipitated --- what started the fight was the service of a warrant to arrest one of the Mautes. Lumaban sila so the Philippine Marines had to come go in.

Tapos on that second day of the fighting, they were crossing that Mapandi Bridge. Ayun, ini-sniper. They were positioning in the buildings covered by concrete, covered by steel, kaya ako maraming sundalo.

Plus everyday, meron ako. Sigurado ako. Dito sa Cebu o Davao o Zamboanga, may pulis dalawa o isa mamatay, tingnan mo bukas. That is how the…

Tingnan mo ‘yung crawler ng ano. Newspaper, everyday, 2,000 worth, 200,000 worth, 1 billion, 6 billion.

Tapos sabihin nitong p***** i**** Human Rights, “Oh, you are killing…” My God. I will not allow my country to go to the dogs. You will never succeed as long as I am President. Ubusin ko talaga kayo. [applause]

Page 21: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Never mind about going to jail. I am old. I am ready to go to jail. And it should not be limited to one woman. [laughter] Hindi, magbigay man ako listahan.

Edad-edaran ra ba nang uban (Some them are already old). I am not scared of going to prison. But I am scared of getting lonely. Just enjoy where you are.

So 'yun lang ho ang akin. You have to exercise the powers of the state. My power is equal to you in terms of well, character and... But limitado ka. You are limited by your territorial jurisdiction.

Ako, ang limit ko is I cannot go out of the country also because I am elected President all throughout. You are a worker there. Now I would suggest that you improve on your record sa drugs, maybe sa intelligence just to report that they are here, and please do not --- do not associate yourselves with the Communist Party of the Philippines. Never give them aid and never give them favor.

It will be to your chagrin at the end of the day if you do that. Talagang huwag. You will lose everything there. You lose the power over the police, you will lose tapos kung magkausap tayo, then I will not be nasty but hindi... Huwag kasi kalaban 'yan eh.

And 'yung --- a lot of my police, almost thousands of them, and the policemen and the soldiers who died. So si Sison, I don't know what he means by “comatose ako”.

Kama lang sana ako pero comatose. Matagal pa ako. You know, Mr. Sison, you are a refugee in that country. You are availing of the funds of the Norwegian people. You do not pay anything. You are staying there for free. And you are sick with cancer, in and out of the hospital.

Lumipat ka ng… Ask another country to accept you to give you the refuge. They call it a sanctuary --- right of sanctuary. Because you are sick, you might perhaps go to some... Belgium or 'yung Germany.

You stop your... Kaawa ang Norwegian people. They are footing the bill and you are a rebel that is a freeloader. Nagfi-free load ka lang diyan. So stop it. Mahiya ka naman. Ang sabi ko... And you will never win, I assure you.

Pag nakita kita sa impyerno, p***** i** mo, sampalin kita. [laughter] Really. Don't expect to go to heaven. Totoo 'yan 'no, pag hindi kita sinampal... Comatose-comatose ka diyan.

Ah sige, tignan natin. Pag magpunta ako diyan, turista lang. Galing ako Israel. Tignan natin kung sinong --- comatose. Hindi ka naman lalaki. You are not a man. Wala ka na. You are spent, you cannot... You are talking nonsense.

You and the Tiamzon spouses have this barrier now. 'Yung mga leaders dito sa communist hindi na naniwala sa'yo. So the people of the country must know that. You're a discredited leader. At kayong mga… Let me address, I'll go.

Page 22: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Look, imagine not going home for 17 years?

Hindi man ako nagbinastos noon. I never used the word "V." Sinabi ko lang, kayong mga babae, if that is your predilection in life to rebel against government, then you go out of your... Do not f*** their children.

And they grow up not knowing ano 'yung pamilya, what's the father and mother.

Same reason. Bakit ako sa droga? When someone is missing in the family, the father goes out, it becomes dysfunctional family. If the father and mother goes out, it is totally wrecked.

And you know what? They send money. They remit money. Hoping that their children would be able to go to school only to be 'yung --- I'm tempted to use bad words. Talagang inaano nila hanggang bumigay ang bata. Then the mothers.

You know the reality. They are raped, abused without sleep, without food, and they endure a life of slave? So that their children can go to school.

If you are in love with an addict, leave him. He's not a man. He's a coward and he's an idiot. You will have a husband who is an idiot.

Imagine a man who cannot resist taking a drug that will destroy your body. Tapos 'yan ang dahil pag-ibig. Marami kayong teenager na ganun. Pati 'yung babae tuloy, binabahugan pa. Avoid 'yung mga lalaki na ganun. Walang mangyari sa buhay ninyo.

'Yung kayong magaganda, iwanan ninyo 'yung mga gwapo. Hanggang gwapo lang 'yan. Pumunta kayo dito.

‘Yung totoo, kayong mga babae na teenager, listen to me. 'Yung boyfriend niyo nagma-marijuana, you think that it's --- it’s the vogue? It's the fad? You think it's fashionable?

But I'm telling you now, 'yung mga anak ninyong babae na ang boyfriend adik, humihirit. Sabi niya, "Hindi, paminsan-minsan man lang." There's no such thing as paminsan-minsan. When you are into it, you are into it. 'Yung mga anak ninyo, binubugbog 'yan.

Page 23: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

So huwag kayong maghintay ng isang son-in-law na ulol. At hindi magtagal baka mamatay pa ‘yan. Maaga ma-biyuda ‘yung anak ninyo. Eh ganun eh, mag-prangkahan tayo.

The mayor expect you to go one bar, two bars higher in governance. If there is a drug problem which you cannot solve, you go to Secretary Año. Tell him the problem and he will solve it for you.

(We’re scared to go out at night because…)

Gaya ng Talisay, p***i*** ‘yang Talisay na ‘yan. Mahurot mo diha Hinay-hinay. Pulis ninyo, diri Cebu? Puro adik. Halos tanan. (Until you’re all finished off slowly, almost all of you. The Cebu police are all addicts, even your officials and your PDEA. Imbes na mataas na ang rango ng p***** i** niya, he’s the distributor.) Sige, kamo (kayo), you can enjoy a life of luxury, buy the things that you never had when you were young. Buy the things that you crave for because you could not pay --- you could not afford it ever since. And enjoy it because it will come to you I assure you.

That’s treason. If you are with PDEA, with the military and the police nandiyan ka, that is treason. It’s the highest form of infidelity that you can commit against your country.

So magsabot ta (So we have to agree). I’m nearing my ano --- it’s only about a few years from now. But do not do it during my time. Huwag sa panahon ko. P***** i** ninyo, mamamatay kayo. Police, general, ah l**** kayo. O ‘di kita mo ang nakita, kisi-kisi (feeling uneasy) kayo.

Ikaw Loot huwag mo akong anong… Kasayang ang pagka-PMAer mo. Gastos ng tao tapos you keep on denying. Ilang beses ka na inambush? Matatag ka talaga. T**** i** mong Loot ka. Huwag mo akong takutin na military-military ka. L**** ka.

Gusto mo patayin ninyo muna ako bago kayo? Pero as long as --- I said, not during my time. Do not do it. Do not do it. I’ve been warning you. Lalo na… Mayors, you… T*** i**, you have a house and your wallpaper is money? And you are a government official and you use your office as a platform for crime. And a disrespect to the Filipino by putting --- ang instead of a wallpaper, you have 500,000 ginawa mong… What kind of obscenity? Pakabastos.

Kaya kung luglugin ka, tama lang. If you want… If you are PDEA, you want a good life, you want cars, you want women, sumunod-sunod kayo sa akin, hindi man totoo ‘yang akin. Istorya man lang ‘yan. [laughter] Maniwala pala kayo?

Pumunta talaga ako dito just… Do not ever think na nasa PDEA ka, nasa police ka, general ka, ay l****. Magka-engkwentro talaga tayo diyan.

And as a last statement, in this election, coming election, insha’Allah, I assure you there will be no partisan politics. I will guarantee it all throughout the Philippines that the voting will be done fairly, clean and honest election, walang partido-partido. [applause]

Page 24: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

Your votes will be counted and it will be counted correctly. That I can assure you for everybody. You start to have an --- a private army, one morning you will see me in front of your house and I will ask you to go down.

Ang kalaban mo niyan, ang Armed Forces pati Police. Tutal ako, I don’t need any loyalty, not even with the military and the police. Do not nurture any loyalty to me. Stick to what it represents, the Constitution.

Tutal ako, halal ako ng tao. Alam ko ang trabaho ko. Kayong soldiers you have the mandate, ganun rin. Protect the people, preserve the nation. Maintenance of law and order. Ako, I promised you that.

During this election, wala ‘yang private army, private army. All will be disarmed and the ma --- kami dito who are tasked to do it will do it in accordance with the Constitution. Iyan ang ma-assure ko sa inyo.

Pero kung outstanding ka sa inyong peace and order and crime fighting, I will go to you. Wala man akong pera, bigyan kita ng magandang project. Tapos I will go to your stage and campaign for you. “You vote for this man because he is good.” [applause] Ana pa gyud. Promise, basta galingan mo lang.

I’m beyond --- wala man akong kapartido talaga. PDP but I never --- not a sing[le] --- maski isang piso wala. You think that I can really b*** s*** them if I…

So I’m ano --- ako hanggang what is good for the country, period. And do not cavort with the enemies of the state kasi puro ano.

Not because I… Ang military kasi isang utos lang. T*** i** itong bureaucracy.

Eh military… Sabi ko, “Sige, ikaw na ang DILG.” Sabihin ko, “Sige gawin mo ‘yan.” Cimatu, kaibi --- kaibigan ko ‘yan sila lahat. Dumaan na ng Mindanao ‘yan eh. Sabi ko, “Sige sarahan mo ‘yang Boracay.” O ‘di sarado. “Linisin mo ‘yang Boracay.” Nililinis.

And you think that the moneyed people will get it? Of couse not. If you are targeting the lands behind --- remember that the entire land is still forestal and agriculture. Nobody but nobody can set up anything there that’s commercial.

And wala na kasi I --- gi-land reform ko na so that it cannot be… Land reform na ‘yang area na ‘yan. No more construction, no nothing. It will be destroyed. Kasi ‘yan, I do not remember signing nor Arroyo says that we signed any proclamation converting the island into a commercial status.

So what’s your hotel there big in an agricultural land? And who converted it for you to commercial? It’s only the President who can do that and Congress. I do not see it coming our way. So it’s a land reform area. I’m giving it to the natives.

Page 25: Presidential Communications Operations Office Presidential ...pcoo.gov.ph/wp-content/uploads/2018/08/20180821... And so here I am pagka

The Mangyans who are there who are present will have it. The moneyed people who have plans there of --- magtayo kayo ng mga res --- resort there. Sorry, I cannot. “Ibibigay ni Duterte ‘yan, i-gambling.”

There’s no gambling. I will not allow gambling. I’m not issuing any franchise for gambling in the entire Philippines now. It’s a moratorium. Ayaw ko. I hate gambling.

So ‘yung nandiyan na dito, they enjoy it because you will not have it in other places. No more gambling. Just work on your…

Kung may mga resort diyan, they still talk about gambling, you better say it to them at an early time. No more gambling.

Maraming salamat po. [applause]

[The President returns to the podium.]

I’d like to make an announcement. In Jakarta, we won the first gold medal, weighlifting. ‘Yung nanalo ng ano… [applause] Kung may panahon lang sana ako… Hidilyn Diaz. Ito ‘yung sundalo? Sundalo ito ng ano Philippine Army. Wow. [applause]

--- END ---
