INTRODUCTION

MDMS is being implemented by MDM Commissionerate under Administrative Control of RD & PRD Department in Rajasthan.

Mid Day Meal is being provided to all eligible students studying in 79845 Govt., Govt. Aided, school run by local bodies and EGS/ AIE centers. (Enrolment as on 30.9.2010 for class 1 to 5 is 52.81 Lacs and 6 to 8 is 20.60 Lacs )

Currently, ` 2.89 and ` 4.33 is the cooking conversion assistance per student for primary and upper primary students respectively in which State Government per student share is ` 0.72 and ` 1.08 for primary and upper primary classes respectively.

Different recipes are served on different days which contain the prescribed quantity of nutrients.

A separate Commissionerate has been established and an exclusive MDM software has been developed.

WEB ENABLED MANAGEMENTINFORMATION SYSTEM (MIS) FOR MID DAY MEAL SCHEME

A comprehensive software has been developed for Mid Day Meal Scheme and is online at www.rdprd.gov.in.

All the information regarding this scheme and all the details are feed in the software at the Block level and the detailed MIS report is being generated at the State level from where the progress can be ascertained.

Also the State is going to implement the IVRS reporting system in the current financial year.

MANAGEMENT, MONITORING AND EVALUATION SYSTEM

• Schools submits their reports to the nodal school.• Nodal school submits all reports to Block Education Officer.• Block Officers compiles the different reports and conveys to district.• District compiles the information and submits to Government.• All reports are analyzed at Directorate. • Comments on progress are sent to all districts regularly.

(A) Reporting System -

(B) Inspection System - All District and Block Level Officers regularly inspecting the programme. Monthly Inspection Norms have been fixed for these officers. Secretary Incharge of the districts also inspects the programme during

their visit to the district. All elected members are frequently inspecting the programme. Women and mothers of the students are also checking the programme. Short comings in inspection reports are taken due care of. Panchayats are also doing monitoring work of the programme.

Committees at all three levels have been formed. Block and District level committees are meeting every

month. Agenda for meeting has been suggested by the

Directorate. Minutes of district level meetings and MPRs are

analyzed regularly at State level. Pr. Secretary has been reviewing the programme

regularly. Hon’ble CM also reviews the programme regularly.

SIERT’s has been appointed as external evaluation agency.

Many private NGOs, UNICEF, CUTS, CDECS etc., have conducted independent evaluation of programme.

EFFORTS FOR EFFECTIVE IMPLEMENTATION OF MDMS

State Govt. making all possible efforts to improve the infrastructure and mode of implementation of MDMS.

Weekly menu information is permanently displayed on notice boards.

Important points for inspection circulated at every level. During Year 2010-11, more than one lakh inspections have been done.

Formation of SDMC in each school. Monthly meeting of District/Block level review

Committee held regularly. Constitution of MDM Trust.

EFFORTS FOR EFFECTIVE IMPLEMENTATION OF MDMS

Regular feedback to Education Department. External evaluation agency earmarked (CDECS) for

independent external evaluation. Promoting Public Private Community Partnership

(P.P.C.P). Annapoorna Women Co-operative Society (AMSS) are

promoted to involve local women & mothers in implementation of MDM.

MDMS in summer vacation in drought affected areas. Above 168 Child Labour School Children have also been

included in the scheme from 1.10.2009

IMPACT OF MDM

87 % Students attend school & continue. Class wise retention increased by almost 13% Developing good food habits and social equity

amongst children. Improvement in cleanliness of students. Improving overall health of students. Successfully generating employment to weaker

section of workers. Enhancement of PPP.

FUTURE ROAD MAP

To enhance Public Private Partnership Basic Infrastructure in 100% school. Intensify the monitoring and checking procedure at

each level. Encourage NGO’s to operate centralized kitchen in

untouched areas. Conduct the meeting of State Level Steering cum

Monitoring Committee.

ISSUES RELATED TO GOVERNMENT OF INDIA

Gas facility on priority and on domestic rates. Additional funds for CA Audit of MDMS. Additional post of MDM Incharge to be created at

District Level for better implementation of the programme.
