PRE-FEASIBILITY REPORT

Expansion of Integrated Municipal Solid Waste Management Facility

at Turmuri Village, Belgaum, Karnataka

1. Executive Summary

Belgaum City Corporation appointed Ramky Enviro Engineers Limited (REEL) to design,

construct, operate and maintain the ‘Integrated Municipal Solid Waste Management

Facility’ for scientific disposal of Municipal Solid Waste (MSW) generated in Belgaum.

REEL established the Integrated Municipal Solid Waste Management Facility in an area

of 26.7 hectares at Survey No. 19, 40/1/2 & 42, Vengurla road, Turmuri Village, Belgaum

District, Karnataka. State Level Environment Impact Assessment Authority, Karnataka

issued Environmental Clearance for the existing facility vide Letter No. SEIAA: 116: IND:

2008 dated 11.12.2009. REEL has been operating the existing facility by scientifically

managing the municipal solid waste generated in Belgaum City. REEL proposes to

expand the treatment capacity of the existing facility from 100 TPD to 450 TPD, to meet

the present and future requirements and to upgrade the existing treatment schemes.

After the proposed expansion, the Integrated Municipal Solid Waste Management

Facility will have the following key components: Compost Facility – up to 300 TPD (for

recovery of organic material), Refuse Derived Fuel Facility – up to 150 TPD (for recovery

of material with high calorific value), Material Recovery Facility (for recovery of

recyclables) – up to 10 TPD, and Sanitary Landfill – up to 200 TPD (for disposal of inerts).

The proposed facility will manage different kinds of waste generated in the service area,

including residential, commercial, institutions, hotels & restaurants, markets, marriage

halls, gardens, parks, and non-hazardous industrial wastes, etc.

Water requirement for the facility will be around 25 KLD and it will be met through

existing bore well within the facility. Power requirement for the facility will be upto 350

kVA and it will be supplied by State Electricity Board. DG set(s) of 350 kVA capacity will

be used for emergency power backup.

Adequate measues will be taken up for leachate management. Effective leachate after

recirculation for compost facility, dust suppression, etc. will be treated in Reverse

Osmosis unit with pre-treatment followed by Multiple Effect Evaporator (MEE) and

Agitated Thin Film Dryer (ATFD) system. Wastewater generated from domestic usage,

floor wash, vehicle wheel wash, etc. will be treated in wastewater treatment plant

consisting of MBBR and UF system. No wastewater will be discharged outside the

facility.

It is estimated that it will take upto 12 months for execution of the proposed expansion.

The capital cost for the proposed expansion of the project is estimated to be up to Rs. 40

Crores. About 60 skilled and unskilled employees will be employed for the project

operation.

2. Introduction of the project / Background information

2.1. Identification of Project

As per MoEF&CC Notification of S.O. No. 1533, dated 14th September 2006 and

subsequent amendments, the project falls under the project activity 7(i) Common

Municipal Solid Waste Management Facility (CMSWMF). As the project is located around

1.4 km from the Karnataka – Maharashtra inter-state boundary and as it attracts

‘General Condition’, the project falls under Category ‘A’ and requires Environmental

Clearence from MoEF&CC.

2.1.1. Project Proponent

Belgaum City Corporation has appointed M/s. Ramky Enviro Engineers Limited (REEL),

Hyderabad to execute the project. REEL has constructed and currently operating the

Integrated Municipal Solid Waste Management Facility (IMSWM) facility at Turmuri

Village, Belgaum District, Karnataka.

2.2. Brief description of the nature of the project

Due to increase in population and to develop Belgaum as Smart City under Swatch

Bharath Mission, Ramky Enviro Engineers Limited is proposing to expand the existing

Integrated Municipal Solid Waste Management Facility to handle 450 TPD on behalf of

Belgaum City Corporation.

The proposal is to obtain Environmental Clearence from MoEF&CC, for expansion of

existing integrated municipal solid waste management project at Turmuri Village,

Belgaum District, Karnataka to process the municipal solid waste generated in Belgaum

City. The facility will consist of Compost Processing Facility (Recovery of Organics),

Material Recovery (Recovery of Recyclables), Refuse Derived Fuel, Sanitary Landfill

(Disposal of Inerts).

2.3. Need for the project and its importance to the Country and State

Indiscriminate and open burning of wastes results in air pollution. Indiscriminate

dumping of waste and leachate from waste dumpsites, and contaminated lands leads to

land pollution, surface water contamination, and ground water contamination. Also, a

significant delay between waste generation and final disposal results in odour nuisance,

environmental degradation, fly and rodent infestation etc.

It is highly necessary to expand the Integrated MSW Management Facility with

provisions such as recovery of organics (Composting), recovery of recyclables (Materials

Recovery Facility, MRF), recovery of high calorific value waste (Refuse Derived Fuel,

RDF), and disposal of inerts (Sanitary Landfill).

2.4. Demand – Supply gap

The present capacity of the existing IMSW facility is 100 TPD and only 100 TPD waste is

processed. Due to increase in population and future development in Belgaum City it is

expected that the city will generate around 450 TPD of municipal solid waste by 2030.

Hence there is a demand in processing the municipal solid waste for recovery of valuable

products.

2.5. Import Vs. Indigenous production

The existing facility is processing municipal solid waste generated from Belgaum city.

After the expansion, the facility will produce compost and RDF as valuable products.

2.6. Export Possibility

The compost is utilized by the farmers, within India. No exports have been done from

the IMSWM facility.

2.7. Domestic/ Export Markets

The compost generated is marketed through the Agricultural Produce Market

Committee (APMC), horticulture department and other government schemes. The RDFs

will be sent to cement industries as fuel.

2.8. Employment Generation (Direct and Indirect) due to the project

Around 60 skilled and unskilled labours were required for the facility.

3. Project Description

3.1. Type of project including interlinked and interdendent project, if any

The existing project is not an interlinked/ independent project.

3.2. Location of the Site

The facility is located in an area of 26.7 hectares at Turmuri Village, Belgaum District,

Karnataka. Figure 1 shows the ‘Project Location’, Figure 2 shows Topographical Map of

the Project site (10 km radius) and Figure 3 shows the ‘Project Boundary’ on Google

map. The project layout is presented in Figure 4 and the description of various

components of the layout is presented in the following sections.

3.4. Size and Magnitude of Project

The existing IMSWM facility is handling 100 TPD of municipal solid waste generated in Belgaum

city. Considering the future population of the city and some factor of safety, the Integrated

MSW Facility will be expanded to handle about 450 tons of MSW per day (450 TPD).

3.5. Project Description with Process Details

After the proposed expansion, the Integrated Municipal Solid Waste Management Facility will

handle around 450 TPD of municipal solid waste, with the following components:

Compost processing facility

Refuse derived fuel

Material recovery (Recyclables)

Sanitary landfill

Various stages of the process including land filling are highlighted in the flow chart. Any bulk

materials and non biodegradable materials including recyclables will be picked up soon after

unloading of the raw garbage. Bulk materials will be sent to landfill and recyclables will be

stored in the facility and sent to authorized recyclers for recycling/ reuse.

Organic waste will be sent to compost processing facility (windrow composting) and the non-

recyclables will be sent to RDF facility. Process flow chart is shown in Figure 5. Material Mass

Balance is given in Figure 6.

3.6. Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw Material and Finished Product.

Raw material for the IMSW facility is municipal solid waste generated within Belgaum City. After

expansion the facility shall handle upto 450 TPD of municipal solid waste. After processing, the

final product will be compost and refuse derived fuel, which will be sold to retailers after

checking the desired quality of the product.

3.7. Mode of Collection and Transportation of Waste

Municipal Solid Waste is collected daily by Belgaum City Corporation, through primary and

secondary collection of waste generated within the service area. Primary collection includes

residential (door-to-door collection), commercial, institutional, market places, etc., and

transportation of MSW to the existing Integrated Solid Waste Management Facility for

processing and scientific disposal of waste, in compliance with Solid Waste Management Rules,

2016.

3.8. Resource optimization/Recycling and reuse

The compost generated is marketed through the Agricultural Produce Market Committee

(APMC), horticulture department and other government schemes and RDFs produced shall be

sold to the nearby cement industries.

3.9. Availability of water its source, Energy/Power requirement and source

The net water requirement for the facility will be around 25 KLD and it will be met through

existing borewells within the facility. The water requirement details are given Table 4. Power

requirement is estimated upto 350 kVA and it will be sourced from state electricity board. DG

set(s) upto 350 kVA will be used in case of power failure.

3.10. Quantity of waste to be generated (liquid and solid) and scheme for their Management /

disposal

The IMSWM facility process the municipal solid waste generated within Belgaum city. The solid

waste generated from wastewater treatment plant and salts from MEE + ATFD system shall be

sent to nearest TSDF for final disposal. Municipal solid waste generated from the facility shall be

processed within the facility.

The facility utilizes Zero Liquid Discharge (ZLD) system and no wastewater/ treated water is

discharged from the facility. Adequate measues will be taken up for leachate management.

Effective leachate after recirculation for compost facility, dust suppression, etc. will be around

50 KLD and it will be treated in Reverse Osmosis unit with pre-treatment followed by MEE and

ATFD system. Wastewater generated from domestic usage, floor wash, vehicle wheel wash, etc.

will be treated in wastewater treatment plant consists of MBBR and UF system. Condensate

from MEE+ATFD system will be sent to wastewater treatment plant. The treated wastewater

will be used for greenbelt and no wastewater/ treated water will be discharged outside the

facility. In case of disposal, the treated effluent shall meet the discharge standards laid down by

MoEF&CC/ KSPCB. The process flow diagram of Effluent treatment plant is given in Figure 7.

4. Site Analysis

4.1. Connectivity

The site is well connected with all the transportation facilities from the nearby places. State

Highway (SH-20) is at a distance of appx. 50 m (S). The nearest railway station is Belgaum

railway station around 10.5 km (SE). The nearest airport is Belgaum airport at a distance of

appx. 21 km (E) from the site.

4.2. Land Form, Land use and Land ownership

The land is owned by Belgaum City Corporation. REEL was constructed and operating the

Integrated Municipal Solid Waste Management Facility at Turmuri Village, Belgaum District,

Karnataka.

4.3. Topography

The project site has uneven and undulating topography due to located on hilly area. The

elevation of the project site is ranging from 788 m to 753 m amsl (above mean sea level). The

topographical map of 10 km radius is shown in Figure 2.

4.4. Existing Land Use pattern

The existing land use patterns of the study area are built-up, agricultural lands, water bodies

like small ponds, lakes, streams or river and forest areas. The Markandeya River (stream) is

flowing at 500 m towards south, Rakaskop Tank is at 8.8 km towards southwest, Kitwad Lake is

at 9.3 km towards north, Tillar Dam is located at 11.7 km towards southwest and Jangamhatti

dam is at 13.4 km towards west.

4.6. Soil Classification

The types of soil found in the study area are red, mixed soil and alluvial soil. The project site is

covered with red soil, which is derived from the Gneiss rocks in the process of sub-aerial and

aerial weathering. The textures of the red soils are sandy and loamy in nature.

4.7. Climatic data from secondary sources

The climate of the Belgaum district as a whole can be termed as semi-arid and experiences

pleasant winters and hot dry summers. The variation in the maximum temperature during the

year ranges from 270 C to 360 C and minimum from 13.90 C to 20.60 C. The hot season extends

from March to May, during which the daily maximum temperature often shoots up to 360 C.

The average annual rainfall recorded in the Belgaum district is 769.1 mm.

4.8. Social Infrastructure available

Schools, colleges, hospitals & healthcare centers, shops & bazaars, community centers, etc. are

all available in nearby villages and towns.

5.1. Planning concept (type of industries, facilities, transportation, etc.) Town and country

The project is an expansion of existing Integrated Municipal Solid waste management Facility at

Turmuri Village, Belgaum District, Karnataka and is having all required infrastructure (power,

roads, water lines, etc.).

5.2. Population projection

The capacity of existing facility is 100 TPD. Considering the future population of the city and

factor of safety, the Integrated MSW Facility will be expanded to handle about 450 tons of MSW

per day (450 TPD). Population projection for Belgaum city is given in Table 3.

5.4. Assessment of Infrastructure demand (physical & social)

There will be a minimum influx of people to the area due to the project, as the major manpower

will be employed from the nearby villages. Hence the infrastructure available is sufficient to

accommodate the demand.

5.5. Amenities/Facilities

All the amenities/facilities like security room, administrative building, toilet block, etc., are

present within the existing IMSWMF and the same will be used for the facility during expansion.

6. Proposed Infrastructure

6.2. Residential area ( non-processing)

No residential infrastructure is provided within the existing facility, as the people were from

nearby villages.

6.3. Green belt

Greenbelt has been developed according to CPCB/KSPCB guidelines i.e., 33% of the total area.

Plants of various species were developed in the facility and in the peripheral areas.

6.4. Social Infrastructure

Schools, colleges, hospitals & healthcare centers, shops & bazaars, community centers, etc. are

all available in nearby villages and towns.

6.5. Connectivity (Traffic and transportation road/rail/metro/waterways etc)

The site is well connected with all the transportation facilities from the nearby places. State

Highway 20 (SH-20) is at a distance of 50 m (S). The nearest railway station is Belgaum railway

station is around 10.5 km (SE). The nearest airport is Belgaum airport at a distance of 21 km (E)

from the site.

6.6. Drinking water management (Source & Supply of water)

Drinking water have been drawn from the existing bore well and treated with water purifier, as

per the specified standards.

6.7. Sewerage system

The wastewater generated from domestic usage will be treated in wastewater treatment plant,

the treated water will be reused for greenbelt. A septic tank followed by soak pit will be

established as stand by.

6.8. Solid Waste Management

The solid waste generated from ETP and salts from MEE + ATFD system shall be sent to nearest

TSDF for final disposal. Municipal solid waste generated from the facility shall be processed

within the facility.

6.9. Power Requirement & Supply/source

The power requirement is estimated upto 350 kVA. Power requirement will be met through

State Electricity Board. DG set(s) of 350 kVA will be used for emergency power backup.

7. Rehabilitation and Resettlement (R & R) plan

The project expansion will be started after getting all the necessary approvals from the

regulatory authorities viz., MoEF&CC, KSPCB, etc.

The capital cost for the proposed expansion project is estimated up to Rs.40 Crores.

9. Analysis of Proposal (Final Recommendations)

9.1. Financial and social benefits with special emphasis on the benefit to the local people

including tribal population if any, in the area.

The expansion of existing Integrated Municipal Solid Waste Management Facility shall ensure

environmentally sound management of Solid waste by complying with Solid Waste

Management Rules, 2016 and CPCB guidelines with minimal negative impact on human health

and environment. Due to the project, employment options to the locals will be increased which

improves their livelihood. Overall the project will have a positive impact on the people and

surroundings.
