1.0 EXECUTIVE SUMMARY

M/s Indychem Industries are the manufacturés of Synthetic Organic dyestuff, and

pigments in their factory at Taloja. The Unit was established in the year 1994 and since

are successfully operating their activities the major portion of the production nerely 70%

is meant for export to various countries in the world.

In view of expanding requirement and to meet overseas customer‟s demand of the

industry MIDC allotted another Plot bearing Plot No. J-30/1 in MIDC Taloja Industrial Area

for expansion of its existing activities. The new allotted plot is close to its existing factory

location.

The MIDC has allotted land to the industry specifically for the manufacturer of following

products:

a) Dyestuff & Pigments

b) Dyes Intermediates

The company has versatile experience in the field of Manufacturing of Synthetic

Organic dyestuff, pigments. Indychem Industries having a sound technical knowledge &

hence provide excellent quality in the market with innovative production process.

Company always get success to overcome from the process challenge like – Low Yields,

Inferior Product Quality, High Raw Material Costs, & Effluent treatment.

Due to above factors, Indychem Industries has produced the products at competitive

cost with effective reduction in energy, water, raw materials & other resources. They

operate in a responsible manner and comply with all environmental, health and safety

standards. Hence company faces minimal obligations from Government departments

as well as International bodies. This is one of greatest advantageous over our

competitors. Due to this it give a consistent & continuous supply to customers.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

M/s. Indychem industry was established in the year 1994 and is successfully running its

business for the manufacture, Sale and exports of Synthetic Organic Chemicals

Dyestuffs & Pigments having manufacturing through Mixing and Blending plant in

notified MIDC Industrial area of Taloja. The industry is successfully operating its activities

since the year 1994.

M/s Indychem Industry have a very good market in Asia, Europe, Latin American

Countries& U.S.A. The company has pioneer of the above products in India & supplying

the quality material in Indian & global dyestuff industry. Our Indian market is mainly

located at Gujarat, Rajasthan, Uttar Pradesh, Tamil Nadu, Karnataka, and West Bengal

while company exports to Asia, Europe, Latin American Countries & U.S.A.

2.1 Identification of project and project proponent.

2.1.1 Identification of project

M/s. Indychem Industries is situated at Taloja M.I.D.C. area of Raigad district in

Maharashtra State. The Industry is engaged in manufacture of Synthetic Organic

Dyestuffs & Pigments In view of expanding requirement and to meet to overseas

customer‟s demand. The industry applied and obtained the allotment from MIDC,

another Plot, being Plot no J-30/1 , MIDC , Taloja for manufacture of Dyes &

Intermediates in the same Industrial Area of Taloja. The new allotted plot is close to its

existing factory location. It is proposed to expand its present activities of Mixing &

Blending of Pigments / Paints to manufacture of Sy. Organic Chemicals – Dyes &

Intermediates in the above land at J-30/1 Taloja Industrial Area. There is no change in

the Land use as allotted by MIDC.

2.2 Brief description of nature of project

The proposed project is for manufacturing of Dyes & Intermediates. The project falls

under category „B‟, section 5(f) “Synthetic organic chemical industry” of EIA notification

2006 and subsequent amendments. Hence Environment Clearance is applicable to the

proposed project and an application of this project is for printing ink, paper, paint.

2.3 Need of project and its importance to the country and or region

The demand for products intended to be manufacture is increasing in the country by

setting up this unit. M/s. Indychem Industries will be able to meet the demand of various

products. The unit will use good faith efforts to employ local people from the nearby

villages depending upon the availability of skilled & un-skilled man-power surrounding

the project site. In operation phase, the proposed project would require significant

workforce of non-technical and technical persons. Migration of highly education and

skilled experience will result in increase of literacy in the surrounding villages.

2.4 Demand Supply gap

The gap between demand and availability of dye & Intermediate sources is likely to

increase over the years. The growing demand and supply gap would require increasing

emphasis to be given to the exploration and production sector. This calls for such

projects which can help in bridging the gap. Color adds to the very existence and

intrinsic value of human tribe. Synthetic dyes contribute heavily for the use of color.

Color has an inherent element of value addition to a wide variety of products like

textiles, leather, paper, food products, cosmetics, plastics, paints, inks and high-tech

applications like optical data storage.

2.5 Imports v/s indigenous production

Raw materials will be procured from indigenous Sources. This will help in the economic

development of the country to a great extent Thus, to decrease the dependency on

imports, the proposed project can work in a positive manner.

2.6 Export Possibility

The Unit No. 1 of the Project Proponent is successfully operating its activities since the

year 1994. The Industry is engaged in export production & almost 70 % of its production is

meant for exports.

2.7 Domestic/ export markets

The products have good demand in international market rest is sold in local market.

2.8 Employment Generation (Direct and Indirect) due to project

M/s. Indychem Ltd. will give direct employment to local people based on qualification

and requirement. In addition to direct employment, indirect employment shall generate

ancillary business to some extent for the local population. In operation phase, the

proposed project would require significant workforce of non-technical and technical

persons. Migration of highly education and skilled experience will result in increase of

literacy in the surrounding villages.

3.0 Project Description

3.1 Type of Project including interlinked and interdependent projects, if any

The proposed project is Located at Plot No. J-30/1 at Taloja M.I.D.C. area of Raigad

district in Maharashtra State. There is no interlinked project with this proposed unit.

3.2 Present Status

At the moment the industry is holding valid Consent to operate for following products

However the industry has not been able to take off due to sluggist market condition for

these items and propose to change and expand its product mix with modernization and

up gradation without any change in land use.

3.3 Highlights of the project

The project will earn valuable foreign exchange from export.

The project is to be located in the notified industrial area MIDC Taloja.

Air Pollution devices will be provided

Full fleged ETP system with required equipments will be provided.

The industry is member of CETP for discharge of treated effluent.

The industry is member of MWML for disposal of Solid waste.

The project will generate employment.

There is no displacement of local population.

3.8 Resource optimization/recycling and reuse envisaged in the project, if any, should

be briefly outlined

5 KLD of water is recycled from Process/Boiler operation.

3.8.1 By Product

The process wash will be further treated, separated & filtered at several stages and after

drying & value addition it will be sold as by product to low cost colour to marking colour

manufacturers / dealers.

3.9 Availability of water its source, energy/power requirement and source should be

given.

3.9.1 Water Source

The source of water for the proposed project meets through MIDC. Total water

requirement for the proposed production is 45 KLD. 2.4 KLD Domestic effluents shall be

disposed through soak pit. Trade effluent generation will be 22 KLD. The waste water

after treatment will be sent to CETP.

3.9.6 Solid & Hazardous waste generation & Management plan

Hazardous waste generated from the process & maintenance. Empty drums and bags is

handover to authorized vender for further recycle. The empty drums and bags will be used for

storing ETP Sludge and waste. The Management of Hazardous waste will be done as per

Hazardous Waste Management Rules 2008.

4.2 Land Form, Land Use and Land Ownership

Land Form: Proposed project site is within the industrial area (MIDC Industrial Area).

Land use: Industrial. No change in Land use.

Land Ownership: MIDC land

4.3 Topography (along with map).

The topography of the site is plain.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including

area under CRZ)), shortest distances from the periphery of the project to periphery of the

forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance

from HFL of the river), CRZ. In case of the notified industrial area, a copy of the Gazette

notification should be given.

The project is located in the notified industrial area (MIDC Industrial Area, Taloja Village).

There is no national park, wild life sanctuary, eco sensitive areas within 10 Km from the

proposed project boundary.

CRZ is not applicable to the proposed project.

4.5 Existing Infrastructure

The existing infrastructure consist of

a) Land with constructed Building shade

b) Plant & Machineries for existing activities

c) Effluent treatment Plant for existing activities

d) Fire Fighting system with Hydrants

4.6 Soil Classification

It will be incorporated in EIA studies.

4.7 Climatic data from secondary sources.

Proposed project site is fall under seismic zone – III which is not highly earthquake prone

area. The climate in this area varies from dry sub humid to moist sub humid. The rainfall is

erratic, uni modal and monsoonal and is spatiotemporally variable. Average annual

rainfall of the area is 3267 mm. January is the coldest month (Mean minimum

temperature varies from 9°C to 15°C and Mean maximum temperature varies from 26°C

to 30°C) while May is the hottest month (Mean maximum temperature varies from 39°C

to 41°C and Mean minimum temperature varies from 21°C to 26°C).

4.8 Social infrastructure available.

Depending on the growth of the company the required social infrastructure will be

provided.

5.0 Planning Brief

On the basis of the preliminary site visit, the infrastructure demand in the villages was

norms of state government for skilled and unskilled people for the proposed project

activity.

5.5 Amenities/Facilities

Proper site services such as First Aid, Drinking Water, Maintenance Workshop, etc. will be

provided to the workers. It is proposed to construct one room for labour.

6.0 Proposed Infrastructure

6.1 Industrial Area (Processing Area)

Processing Area (Plant facilities, R&D, ETP Area and Utility Services): 518 Sq.m.

6.2 Residential Area (Non Processing Area)

Non Processing Area: 682 m2.

6.3 Green Belt

Area for Greenbelt is 150 m2

Green belt on 246 m2 of land will be done on land allotted by MIDC, which is to

compensate the 33 % area of green belt.

6.4 Social Infrastructure

Depending on the growth of the company the required social infrastructure will be

provided.

6.5 Connectivity (Traffic and Transportation Road/ Rail/Metro/ Water ways etc)

Road and railways are very close to the working site. There is no proposal to make any

new kind of connectivity.

6.6 Drinking water Management (Source & Supply of water)

Water for drinking and operations will be 0.1KLD, which will be met from MIDC

6.7 Sewerage System

Domestic waste water will be treated into septic tank followed by soak pit.

6.8 Industrial Waste Management

6.9 Solid Waste Management

The excavated earth will be used for levelling. Top soil will be used for gardening/green

belt development.

6.10 Power Requirement & Supply/Source

Electricity shall be obtained from MSEB. The total power requirement for the proposed

project is 125 KW.

7.0 Rehabilitation and Resettlement (R & R) Plan

7.1 Policy to be adopted (Central/ state) in respect of the project affected persons

including home oustees, land oustees and landless labourers

Not Applicable because the proposed project site within the MIDC Industrial area,

Raigad.

8. Project Schedule & Cost Estimates

8.1 Likely date of start of construction and likely date of completion (Time schedule for

the project to be given).

We shall install plant erection & commission after receipt of the Environmental

Clearance & Consent to Operate.

8.2 Estimated Project cost along with analysis in terms of economic viability of the

project.

Total Project Cost for proposed project activity is Rs. 384 crore.

9. Analysis of Proposal (Final Recommendations)

9.1 Financial and social benefits with special emphasis on the benefit to be local people

including tribal population, if any, in the area.

The project will be prove time by time for beneficial to the people as the company

progress and expands its activity. By CSR activity company management will be

committed to improve infrastructural facilities for the local people like Educational

facilities, Medical facilities, Transportation facilities etc. as well the local people

especially tribal population will be taken as employees which will improve the

socioeconomic environment of the area.

From the above discussions it may be observed that

1. The proposed project is technically and financially viable and environmentally

sound.

2. The implementation of project will generate additional employment & Foreign

Exchange from Export.

3. Adequate steps will be taken for proper treatment of effluent through the ETP and

pre treated effluent will be passed through CETP.

4. The waste will be delivered to MWMCL.

5. Proper steps will be taken for air control.

6. There is no sensitive area surrounding the project.

7. Risk identification has been carried out.

8. The manufacturing activities are for the product for which it was allotted by MIDC &

there is no change in land use.
