When the project appears prima facie to beviable and desirable, advance action onthe following activities may be initiated:

(i)acquisition of land. (ii) securing essential clearances, (iii) identifying technical

collaborators/consultants, (iv )arranging for infrastructure facilities, (v) preliminary design and engineering, and (vi) calling of tenders

Once a project is approved, adequatefunds must be made available to meetits requirements as per the plan ofimplementation- it would be highlydesirable if funds are provided evenbefore the final approval to initiateadvance action. Piecemeal, ad-hoc,and niggardly allocation, with unduerigidities, can impair the maneuverabilityof the project team

In order to keep a tab on the progress ofthe project, a system of monitoring mustbe established. This helps in:

Anticipating deviation fromimplementation plan.

Analyzing immerging problem.

Taking corrective action.

It should focus sharply on the critical aspectof project implementation

It must lay more emphasis on physicalmilestones and not on financial targets.

It must be kept relatively simple. Ifmade overcomplicated, it may leadto redundant paper work and diversion

of resources. Even worse, monitoring maybe viewed as an end in itself rather than asa means to implement the projectsuccessfully.
