1.2 Brief description of the nature of project

The project has been proposed by M/s KAMAL KUMAR SHUKLA Prop.: Shri

Kamal Kumar Shukla S/o Shri Ram Charitra Shukla resident of Village-Birpur (Kunwar

Patti) Post- Jewaniya, Tehsil & Thana-Meja, District-Allahabad, UP, as its authorized

for every official procedures and environmental clearance for

proposed mining of minor mineral (Sand) within 100000 cum or 150000 tonnes

capacity per year & lease period is of 5 Years from the non-

forested, non-arable, riverbed of river Ganga within the mining

lease area.

Surface Mining: It shall be opencast Semi-mechanized mining method as

well as manual. Sand shall be exploited with deployment of a JCB

Backhoe loader/Excavator as well as conventional hand tools. The

height & width of benches shall be kept 1.0m & over all pit slope

shall be maintained less than 450. Mining shall be carried out

without adoption of drilling & blasting. The sand shall exploited

manually with spade, chisel etc. The sand shall be loaded into

tippers/tractor trolleys with the help of a JCB Backhoe loader &

dispatched to various parties. Ultimate depth of pit shall be kept

2.0m from the surface & height shall be kept 2.0 m.

Working Depth (below ground level)

The deposits occur in the middle/bottom of the river. During the

lease period, the deposit will be worked from the top surface to 3 m

bgl or above groundwater level, whichever is less. The depth would

be worked out based on the replenishment rate.

Need of the project and its importance to the country and or the

region

Extracted mineral will be used for various infrastructural projects

going around the state of Uttar Pradesh. Abundant resource is

available and mining under careful manner from the non-forested and

non-arable riverbed is the most preferable and legally valid land

use. Such mining projects boost up the local as well as the economy

of state because of rapid and cost effective infrastructural

development.

1.3 Demand supply gap

Riverbed sand mining is the most preferable and legally valid land

use of the sand covered clutch near the river which otherwise get

accumulated to raise in height with galloping speed leading to

diluvium of river-banks farther causing disturbances in the delicate

environmental balance of the region. Current sand mining project is

particularly for meeting the requirement of regional infrastructural

projects seeking sand as a building material at the required sites.

Moreover; the current demand is 40% as high as the current supply.

Domestic / Export Markets

Domestic demands of sand are much higher than what is available

today.

Employment Generation (Direct and Indirect) due to project

The total direct manpower requirement for the proposed mining

operation will be around 43 Significant Indirect employments is also

expected due to the associated activities. This project operation

will provide livelihood to the poorest section of the society.

Depending upon the General shifts working, following will be the

proposed manpower.

3.0 Project description

3.1 Type of project including interlinked and interdependent

projects, if any

The project involves sand extraction and it is not interlinked with

any existing project.

3.2 Location of project

The proposed project site Gata No. 34 is located at Village

Bhuipara,Tandariya,Gondari in Tehsil Meja/Handiya of District

Allahabad, Uttar Pradesh. The mining area is approachable following

NH 76 from Allahabad via Panchdevra road till Lehri leaving this NH

76,then turn towards N-E direction up to the Mining site. Nearest

Railway station is at Handia ,5.73 Km in North direction and the nearest airport is at Babatpur airport,Varanasi is located in 80.0

Km East direction.

3.3 Details of alternate sites considered and the basis of selecting

the proposed site, particularly the environment considerations gone

into should be highlighted

No other site is considered for the proposed project. The project

site is lease land and mining of sand is particularly for removal of

sand overburden of the land.

3.4 Size or magnitude of operation

The total mineable reserves in the project area are 100000 cum or 150000

tonnes. The mine lease (ML) area is 5.0 Hectares (12.35 Acres) and lies

in B2 category.

8 hrs. of working for 53 workers from the local areas, need no

temporary shelter however a single temporary shelter has been

proposed here as tents for one or two persons to be used in case of

any minor medical problems during working hours. These shelters

will be equipped with solar power operated LED lighting and a fan

as the mine area is not connected with electricity supply line.

3.7 Quantity of waste to be generated (liquid or solid) and scheme

for their management / disposal

Solid waste generation is expected from the mining procedure. 53

work personals including the works man and the administrative staff

are supposed to produce negligible waste like guthka pouches,

smoking litter, and wrap papers etc. belonging to biodegradable

category waste however; Environmental Management Plan is also

proposed to manage the solid waste.

3.7.1 Waste generation and disposal of waste

No significant hazardous waste is expected to be generated from the

site.

3.7.2 Generation of waste water

There is no waste water generation during the process.Temporary

toilets connected to the soak pits will be provided to maintain the

cleanliness in the mining area.

4.0 Site analysis

The proposed project site Gata No: 34 is located at Village

Bhuipara,Tandariya,Gondari on the banks of river Ganga which flows

through the district Allahabad from West to East direction

direction. The project site is over loaded with the river fed sand

and currently not in use for any purpose. The project site is well

connected with the network of the roads however; few patches

require to be repaired.

(i)Land form, land use and land ownership

The mining lease area is located on the left flank of river Ganga,

which flows through the district Allahabad from West to East

direction , forming the main natural drainage system of the

area.The mine lease area is covered with sand brought by the Ganga

river during in undation and is completely infertile.

(ii) Land ownership

The project site is a lease land.

(iii) Topography along with maps

The district may be divided in the three distinct Physical

parts. the trans-anga or the Gangapar Plain, the doab and

trans-Yamuna or the Yamunapar tract hich are formed by the

Ganga and its tributary, the Yamuna, the latter joining the

former at Allahabad, the confluence being known as sangam.

Trans Ganga tract comprises poor sandy soil (full of kankar)

with stretches of sodic lands popularly known as 'USAR'. In

tehsil Handia, the water table is high and the water in

excess, collecting in numerous lakes which form the most

noticeable feature of the area, especially in northern part.

The Trans Yamuna tract forms a part of Bundelkhand region.

The district is mainly characterized with Ganga, Yamuna alluvial plain

and Vindhyan Plateau.

The highest level of area is 74.50mRL towards south direction while the lowest level is

73.80mRL towards north direction..

(iv) Existing land use pattern and distances from forests, CRZ etc.

The existing land area is almost hundred percent waste lands. There

is no forest land exist in near area.The existing land use is given

in table given below:

(v) Existing infrastructure

a) Roads:The proposed project site Gata No. 34 is located at

Village Bhuipara,Tandariya,Gondari in Tehsil Meja/Handiya of

District Allahabad, Uttar Pradesh. The mining area is

approachable following NH 76 from Allahabad via Panchdevra

road till Lehri leaving this NH 76,then turn towards N-E

b) Water Supply:

The people of the village Bhuipara,Tandariya,Gondari depend

upon the tube well for water. They also use the well water

for household as wells as for agriculture land. The Ganga

river flows , towards West to East direction of the area.

The average water table in the region ranges at 5 to 6 m

below the ground level. The staff/workers shall use water

from the well.

Electrification:

The village Bhuipara,Tandariya,Gondari and its surrounding

villages have electricity connection while mine lease area

is not connected with electricity. Surrounding 10km villages

are electrified.

c) Educational – Facilities:

Primary School is at Kanjauli uparhar , 2.0 km in South

direction from the project site.

d) Health Service:

Primary Health Center is at Bhuipara 1.0 km ,S-W direction from, East direction

e) Postal – Facilities:

The post office is at Sirsa, 11.0 Km S-W directions.

f) Transport:The proposed proposed project site Gata No. 34 is

located at Village Bhuipara,Tandariya,Gondari in Tehsil

Meja/Handiya of District Allahabad, Uttar Pradesh. The

(vi) Climate data

a) Temperature:

The winter usually extends from mid-November to February and

is followed by the summer which continues till about the

middle of June. Allahabad experiences severe fog in January

resulting in massive traffic and travel delays. The summer

season is long and hot with the maximum temperatures ranging

from 40 °C (104 °F) to 45 °C (113 °F) accompanied by hot local

winds called as “loo”.

b) Rainfall: The rainfall of Allahabad district generally decreases from the

southeast to the northwest. The monsoon season starts from mid

of June to September. About 88 percent of the annual rainfall

is received during the monsoon season July and August being the

months of maximum rainfall. The normal rainfall in the district

is 975.4 mm. (38.40 inches) but the variation from year to year

is appreciable.

c) Humidity:

The maximum and minimum humidity in morning is 58% and 20% in

the month of August and May and in the evening 58 and 25 in the

month of August and May.

(vii). Social infrastructure Available

Educational – Facilities:

Primary School is at Kanjauli uparhar , 2.0 km in South

direction from the project site.

Health Service:

Primary Health Center is at Bhuipara 1.0 km ,S-W direction from, East

direction.

Postal – Facilities:

The post office is at Sirsa, 11.0 Km S-W directions

5.0 Planning Brief

Sand mining will be opencast and manual. Local interested resident

workers (53) will be employed for the execution of the lease. Total

mineable reserve is 100000 cum or 150000 tonnes per annum of sand. The

quantity of geological reserve is 100478 m3 which is much higher

than what is proposed to be extracted.

5.1 Blasting

Blasting is not required at all.

5.2 Greenbelt Development

Green cover will be provided all around the haulage road for which

plantation of 10 saplings of different plant species has been

proposed each year to the possible extent.

7.2 PROJECT SCHEDULE & COST ESTIMATES.

The project will commence once Environmental Clearance and other necessary certificates

are obtained from the respective departments. The total cost of project would be around Rs.

25 lakhs.

7.3 ANALYSIS OF PROPOSAL

The project involves collection of sand from the Ganga river bed. This is very essential in

order to prevent widening of the river beds and to prevent flooding off and damage to the

adjoining areas. This can only be achieved by maintaining the existing course of the river.

The river banks, on both sides are covered slightly by vegetation and human habitats.

Widening of river banks results in excessive erosion; resulting in damage to flora, agricultural

land and settlements which are situated at very close proximity.
