THE DEVil WE KNOW.

The success of the Pact at Wakkerstroom has brought about " dissolution of Parliament. Gene· ral Smuts announced on Monday t hat the defeat of the S. A. P. candidate, Mr. Robertson, indi­cated that tbe Government had lost the cnnfidence of the people, :lnd that the country must again decide by which of the political parties it would be governed. Rather than continue in office with a precarious majority the Prime iI1inister resolved to te"t public opinion. The Pact will now be given its opportunity, and the people will begin to ask themselves questions.

The South African Party under the leadership of Generals BothI' and Smuts has been in power since Union, fourteen years ago. It has done good work, particularly during the years of the Great War and those immediately following. It has stood throughout for law and order, for equity and justice, and has successfully resisted the reactionaries of both the white races. It has striven to kill racialism, and its merger with the Unionist Party marked the real beginning of its strength. Its voluntary relinquishment of office this week does not betoken a decayed prestige, nor does it mean that its day of usefuluess is done. Between now and the next polling day the people will have time to examine their opinions, to balance the merits of the respective parties and to discover the menace to the country's future of a Nationalist· cum-Labour-cum·SocialistGovern-ment.

The public mind is sick, and there is a trend of feeling unfavour­able to the Smuts Government. The street politician loudly pro­claims his weariness of the Smuts regime, but does not incline strongly towards tbe Hertzog­Creswell combine. He wants a change, but he is not yet assured that Pact control is wbolly desira­ble. Commerce bauks on Smuts; the baclrveld relies dubiously on Hertzog, accepts Roos with mis­giving and is openly distrustful of Creswell and the motley following which leads him. Labour cannot yet determine its choice, but it is fairly sure tbat the Labour Party will not be popular with the people it professes to represent. To the working man the Pact is anathema. The combination of the old and tbe new, the ultra conservative and the ultra radical, has no appeal for the intelligent farmer or mechanic, and it is our firm belief that the Pact will be the undoing of the subscribing partie and will assist great! y to return General Smuts and his party to power.

Eleven years _go the Native W3S given some attention. He was promised land and a measure of independence. '1 he Natives Land Act wag passed and tbe Native was dispossessed of the right to lease land or to work in partnership witb the wbite farmer. Tbe Beaumont CommissiOn pal" celled out tbeland,on paper, giving tbe Native small areas in unpromis. ing parts of tbe country. Local commissions sat and gravely dis· cussed tbe territorial segregation of the black man, but we are to-day no nearer tbe objective. The Act is entirely inoperative and has served merely to pauperise many tbousands of Natives in the Free State and the Transvaal.

In 1920 there was passed the only measure carrying Native benefit to be found in the Govern· ment's record. The Native Affair' Act promised to hasten Native uplift, and to give the rural Native a degree of selE government. Local councils and conferences of Native Chiefs and notabilities suggested a rapiQ advance towards civilization, and the people were jubilant. This Act was hailed as the Native's Magna Charta, the end of barbarism and the beginning of responsibility and selE respect. In four years not a single Council has been established. The Com· mission appointed under the Act has worked hard with no result. There have been two conferences between the Government and representative Natives, and resolu­tions have been passed and ignored. The Government has not moved in any useful direction, and this Act also has practically a nil performance. The Government has been afraid of the Native.

Last year tbe Urban Areas Act offered the hope of relief. It originally intended that the town Native should experience the joy and dignity of ownership. He was to be helped to acq uire his own home on his own plot, and we pictured tboasands of Native cottagers, respectable and happy, contributing to the development of the country and building up a social structure akin to but apart from European ibstitutions. Owner­ship, the bright spot of the measure, was taken a way and Native enthusiasm dwindled. To­day the people accept the measure because they must. It has lost its chief attraction; and the draft regulations are barren of promise. The Urban Areas Act applies the principle of segregation in its only poSBible form, but it is deplorably wanting in that active benevolence essential to tbe steady advancement of tbe "child peoples."

The Government has been afraid of the N ati ve ; afraid tbat he would develop too q uickl y ana become aggressive and insistent. The Natives are practically no further advanced educationallv socially industrially or politicall; than they were before Union. And yet the Natives will support the Smuts Government. Thedevil tbey know is more desirable than the evil they

sense in the rise to power of a combiuation whose policy will be still more repressive. The peculiar difficulties wbich sucround the Native problem are appreciatad by intelligent Natives: and while the Smuts Government is condemned for the nevele sness and vacillation of its Native policy, it is absolved from the design to be unjust. Its gropings after a solution have been pitiable but understandable, and tbere are few Natives wbo would not Frefer a continuance of the Smuts policy to tbe alternative which the P"ct offers.

There is sometbing to hope for from the South African Party, but the Pact would be as destructive to Native aepirations as its con­stitution is immoral. General Hertzog would ride his segregation hobby, and the country's business would be subordinated to his republican sentiments. Colonel Creswell would be a more pro· nounced white labour crank than ever if he found himself with a portfolio. 1 he Red Flaggers would make them.elves conspicu­ous, and the Native would become the sh uttlecock of the various conflicting elements.

From the Native point of view the Smuts Government was bad. A Pact Government would be infinitely worse, and we can safely assure General Smuts tbat at the General Election no single Pact candidate will be returned for any constituency in which the Native

On Monday the Prime Minister announced in Ihe House of Assem­bly thai the result 01 the Wakker­slroom Election appeared to In­dicate that the Government had not the confidence of Ihe people, and that it had therefore been decided to dissolve Parliament this week and to appeal to the country.

I have been living for a time in a cottage in tbe country, a little cottlge with cabbages and dablia. all mixed op in the front garden, and a stone path· way to the front door, beneath wbich 1 have to bend quite low if I am go· ing to get inside without striking my bead.

There is scarcely a room in which I cln stand upright, and only one or two in whicb I can stretch myself right out full length on the lioor, or in bed; so that you Cln understand tbat I am having a very good time of it.
