Issues requiring attention• Further release in of funds in 2012-13 under NMHP is possible only after

receipt of UCs duly audited and SOE(in original) for 2010-11. • Provisional UC for the year 2011-12 and Statement of Expenditure as on

31.03.2012• Only 10 Districts in Tamil Nadu have been released funds as per the

revised guidelines. Others could not be released due to non submission of UCs & SOE.

• MCI clearance/approval to be obtained by States to start PG Courses under Manpower Development Programme

• To observe “World Mental Health Day” falling on 10th October, States may ensure awareness building through IEC activities.

Introduction

• National Programme for Control of Blindness was Launched in 1976 as a 100% Centrally Sponsored Programme to reduce prevalence of blindness from 1.4% to 0.3%

• As per rapid survey on avoidable blindness conducted during 2006-07, the prevalence of blindness has come down to 1%.

• 11th plan outlay was Rs. 1250 Crore.

Disease Scenario• Prevalence of severe to profound Hearing Loss is

291 per lakh population in India (NSSO Report of year 2002)

• As per WHO (year 2003) Prevalence of significant auditory impairment is 6.3% in India

• Causes of Hearing Impairment are - Acute Suppurative Otitis Media (ASOM), Chronic Suppurative Otitis Media (CSOM), Secretory Otitis Media, Trauma, Rubella, Noise Induced Hearing loss etc.

• Over 80% of the above causes are either preventable, treatable or rehabilitation is possible

Objectives of NPPCD

Preventing avoidable hearing loss on account of disease or injury

Early identification, diagnosis and treatment of ear problems responsible for hearing loss and deafness

Developing institutional capacity for ear care services by providing support for equipment, material and trained manpower

Rehabilitation of persons of all age groups suffering with Hearing Impairment

Achievements & Strategies

• NPPCD was started in January 2007 in 25 districts of 10 States & 1 UT. Total of 184 districts of 16 States and 3 UTs covered till 31/3/2012

• Total Programme expenditure during 11th F.Y.P. was Rs. 47.57 crore out of which Grants-in-aid to State/UTs was Rs 36.78 crore

• Strategies of Programme are:

1. Capacity Building of Human resource for service delivery and development of institutional capacity

2. Promotion of outreach activities

3. Increased awareness through IEC
