Rural SSRs 

To facilitate provision of minimum wage to the

wage seekers, a separate rural standard

schedule of rates (RSSR) has been evolved after

a detailed time-motion study.

The SSR demystifies the engineering estimation

and enables people to understand the same.

RSR is used in MGNREG software for generation

of work estimates thereby reducing the

de endenc on the en ineers.7

IT utilization 

Andhra Pradesh is the first state to introduce acomprehensive IT software that provides end-to-end IT solution in MGNREGA

The transaction based software issues job cards,maintains shelf of projects, generates estimates,

issues work commencement letters, updatesmuster rolls and generates pay orders.

The software is being constantly upgraded to suitthe changing requirements of the programme.

At each Mandal level (25 villages) there is oneMandal computer center (MCC) manned by 2computer operators.

On each convergence department, there is a

Departmental computer center (DCC) at Mandal / cluster of Mandals.

Land Inventory

To take up exclusive land development

of SC/STs , a massive land survey ofSC/ST lands has taken up to identifyfor development on saturation basis.

2 SC/ST activists are identified and

trained for 9 days. 15 days survey was made in each

village.

All data collected was entered and

uploaded.

27.1 Lakh acres of SC/ST lands, withan estimated amount of 8444 Crores

were identified, through this landinventory.11

Grama SabhasFor finalization of Shelf of works and Labour Budget

Grama Sabhas were planned to conduct in all themandals. The issues discussed in Grama Sabha are:

Explanation of the entitlements of wage seekers.

Finalisation of Labour Budgets for the year 2010-11

&2011-2012 Approval for the Shelf of Works

Month wise finalization of works to be opened for 6months

Review of action taken on the Social Audit

Finalization of a big wall to paint.

Gram sabhas are conducted in all Gram panchayatsin 22 Districts of Andhra Pradesh.

Electronic Fund Transfer System

(eFMS)

eFMS has been established with the objective ofimplementing an efficient fund transfer systemthrough online money transfers

All the MCCs and DCCs are networked to the centralserver and through that to a central fund in which allthe MGNREGA funds are lodged.

eFMS enables electronic transfer of money to adisbursing account (post office/smart card etc) wherethere is a requirement and allows optimum utilization

of funds.

eFMS avoids deficit of funds or excess funds atMandal level.

The Mandal level staff is liberated from the

maintenance of cheque books and accounts.18

Smart cards MGNREGS payments are done in the

village using bio-metric identificationprocess through smart cards.

Each beneficiary is issued a biometricsmart card (finger print technology) atthe village level.

Banks appoints a Customer ServiceProvider (CSP) identified by the bankerequipped with a smart card readernetworked to the bank server.

Each beneficiary is given a bankaccount after biometric authentication

by the bank.

All disbursements are creditedelectronically to the accounts of thebeneficiaries.

Banks arrange cash to the CSP using a

Business Correspondent (BC).20

 Audit 

AP pioneered social audit system

through the Society for Social Audit,accountability & transparency(SSAAT) formed with social activistsand hand-picked government officials.

The purpose of the social audit is to

empower people to do the social auditthemselves and question theimplementation machinery.

Social audit is conducted once in 6months in every mandal

All muster rolls and all the works areinspected by the social auditors.

The reports of the social audit are readout in the village level in the GramSabha and at the Mandal level.

Decisions like booking Criminal cases,returning back misappropriated amount

Social Audit andVigilance Cells

To take up follow up action onthe Social audit reports,dedicated Social Audit &Vigilance cells have been

created with dedicated staff atboth the State and the Districtlevel.

A retired senior IAS officer has

been appointed as ChiefVigilance officer MGNREGA fortaking up follow up action oncomplaints having a vigilance

angle.25

A 24X7 call centre (155321) witha toll-free number has beenestablished to register and monitorcomplaints.

The moment a complaint isregistered in the call center, aSMS is sent to the officerresponsible to rectify and report.

The system automatically

escalates the complaints to thehigher levels if appropriate actionwithin the stipulated time is nottaken at lower level.

APNGO alliance (APNA) forMGNREGA 

To organize the rural poor to demand their rightsunder the MGNREGA, AP NGO Alliance (APNA) hasbeen formed with 226 NGOs.

The NGOs are given the tasks of organizing the poorinto SSSs, training them, overseeing implementation

of the programme, observing the social audit system,etc.

They are also involved in fact-finding missions inareas where there are complaints in execution.

483 Mandals out of 1098 Mandals are included in thissystem.

There is a cascading debriefing sessions with theAPNA members: At mandal level on 3rd Wednesday;at District level on 3rd Friday; and at State level on

last Saturday every month.27

Interventions to includeMarginalised Groups

Lands belonging to SC/ST families are identified for

development in saturation mode under MGNREGS  – 

AP

Separate Srama Shakti Sanghas for pregnant and

lactating women were provided with IKP

convergence.

Families with people living with HIV (PLHIV) will get

150 days of employment.29

 Labourers:Provisions :

The MGNREGS will provide 150 days workfor households having Persons withDisabilities.

The MGNREGS has released acomprehensive circular with all Provisions(Circular No.1456/EGS/PM(D)/2010,Dt.20.10.2010).

The Single Person with Disability isrecognized as a family for job card.

Special Rural SSR for PWDs with 30% less work,can get the equal wage i.e.100%.

PWDs preferred as Mate for the Shrama Shakthi

Travel allowance Rs.10/- irrespective of work site

distance and travel allowance Rs.20/- will be given, if

the work site distance is more than 5 KM far from the

village.

PWD women are preferred as Aaya.

Till now, 1.68 lakh job cards issued to PWDs

Around 18 lakh work days provided to the

PWDs

17.38 crore wage has provided to PWDs.

1126 VSSS groups are formed covering 58612

members with 1079 mates as on 14 March,

2011

62042 PWDs are covered under SSS groups

4535 PWDs are appointed as MATES for the
