Oslo region hydrogen strategy 2014-25
– Maintain and develop the hydrogen refuelling station network
– Stimulation of demands (fleet development)
– Market communication
• 2 phases: 2014-18, 2019-25– Before 2025 the FCEV / HRS market should be self driven
– Phase 1: Initial infrastructure build-up, demand-stimulation
– Phase 2: Scale-up and hydrogen to the gas station chains (
energy stations)
• Investments of approx. € 125 millions until 2025– Private sector will play an important and growing role
Oslo and Akershus Climate StrategyGoal: Cut emissions by 95% within 2030
• Oslo’s new Municipal Climate Agency form. est. July 2016
• Taxi fleets- 10-20 taxis in early phase (2016-2017)– From 2018-19 – tenfold
– From 2020 – ALL new taxi procurements must be ZEVs (2500 cars tot.)
• Zero emission zone in city centre– Only allow fossil free/plug-in/H2 goods distribution from 2020
– H2 production on docks, all passenger ferries on zero emission in 2020
– Ruter, public transport company; completely fossil free in 2020
– All new passenger cars fossil free/plug-in + within 2025
• Climate budget in municipal agencies and departments, withcuts to be taken from already next year

Norway’s New National Transport Plan 2018-2029Expert agencies report (344 pages), #4, Climate Strategy (p. 33)
Infrastructure and communications expert agencies recommendations:- New ferries and high speed passenger boats to use biofuels, low- or zero-emission technology- By 2025 should shore connected power and charging facilities be available for ships in the
largest ports and in the other ports that have the greatest potential for emissions reductions- Until ZEVs are taking over shall petrol and diesel cars sold be rechargeable hybrids and wherever
possible use biofuels- After 2025 shall all new private cars, buses and light commercial vehicles be ZEVs- By 2030, new heavier distribution vans, 75 percent of new long-distance buses, 50 percent
of new heavier freighter trucks be zero-emission vehicles- By 2030, all goods distribution in the major urban centers shall be virtually emission free in
line with EU’s ambitions- By 2030, 40 percent of all ships in (domestic) short sea shipping using biofuels or be low- or
zero-emission vessels- By 2030, at least 30 percent of fuel for domestic and international aviation biofuels- Government agencies should use as far as possible use of biofuels, low- and zero-emission
technology in own and hired vehicles and vessels- In 2050, the whole transport sector to be virtually emission free / climate neutral
Definitions:- Zero emissions: Electricity and hydrogen. - Carbon-neutral: 100 percent biofuel- Low-emission: rechargeable hybrid vehicles
