Field Information Kit: April 17, 2011, Domestic and International Mailing Services Price Changes

On January 13, 2011, the Postal Service™ announced new prices and product features for the following domestic and international Mailing Services:

First-Class Mail®.

First-Class Mail International®.

Periodicals.

Standard Mail®.

Package Services.

Bound Printed Matter.

Library Mail/Media Mail.

Single-Piece Parcel Post.

Extra Services and Fees.

The new prices take effect April 17, 2011, almost 2 years after the Postal Service last raised prices for Mailing Ser-vices products. According to the Postal Accountability and Enhancement Act of 2006, Mailing Services prices can increase no more than the rate of inflation as measured by the Consumer Price Index (CPI).

Mailing Services prices will increase by an average of 1.741 percent across each class of mail. Because the price cap applies to each class of mail, rather than to each prod-uct within a class, some products within a mail class have an increase that is higher or lower than 1.741 percent.

Highlights of ChangesSingle-piece, 1-ounce First-Class Mail letters will remain

$0.44, with additional ounces increased to $0.20. The price for mailing a First-Class Mail postcard will increase 1 cent to $0.29. New price categories also will be added for First-Class Mail commercial parcels. Qualifying customers can receive commercial base and commercial plus pricing for First-Class Mail parcels.

New mailing standards consisting of classification changes to support the price changes also will be imple-mented. Prices for other mailing services will also change, with business mailers seeing price increases in a variety of categories.

Additional InformationAppropriate changes to the Mailing Standards of the

United States Postal Service, Domestic Mail Manual (DMM®) and Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) will be updated April 17, 2011. These updates can be found on the Postal Explorer® website at http://pe.usps.com and in this issue of the Postal Bulletin on pages 8–12 and 13–14.

Q. When are Postal Service Mailing Services prices changing?

A. April 17, 2011. This includes new prices for First-Class Mail, Standard Mail, Periodicals, Package Ser-vices (Single-Piece Parcel Post®, Bound Printed Matter, and Media Mail/Library Mail), First-Class Mail International, and Special Services — a broad cate-gory including many products such as money orders and Return Receipt and services such as insurance and Collect on Delivery (COD).

Q. Are the First-Class Mail prices changing in April 2011?

A. Yes, but the single-piece, 1-ounce, First-Class Mail stamp will remain unchanged on April 17, 2011.

A. At this time, the price of a single-piece, 1-ounce, First-Class Mail stamp remains $0.44.

Q. Will the Forever® stamp still be available?

A. Yes. Forever stamps don’t have a denomination and are honored whenever they are used. The current price of the Forever stamp is $0.44. Beginning with the issuance of the Lunar New Year — Year of the Rabbit stamp on January 22, 2011, all new First-Class Mail commemorative stamps will be Forever stamps.

Q. Are Forever stamps available in coils?

A. Yes, Forever stamps coils were first issued on De-cember 1, 2010.

Q. Can Forever stamps be used for international mail?

A. Customers can use Forever stamps for international mail, but since all international prices are higher than domestic prices, customers will need to attach addi-tional postage. The value of the Forever stamp is the domestic First-Class Mail 1-ounce letter price in ef-fect on the day of use.

Q. Where are the new Mailing Services prices listed?

A. The April 2011 new prices are available on Postal Ex-plorer at http://pe.usps.com.

Q. How much are Postal Service prices changing?

A. Postal Service Mailing Services prices will increase by 1.741 percent, on average, across each class of mail.

Q. Didn’t the Postal Service just raise prices in January?

A. The January 2011 price change was for Shipping Services — Express Mail®, Priority Mail®, Parcel Se-lect®, Parcel Return Service, Global Express Guaran-teed® (GXG®), Express Mail International® (EMI), and Priority Mail International® (PMI). The prices for Mail-ing Services have not changed since May 2009.

Q. How did the Postal Service come up with 1.741 per-cent for the Mailing Services price change?

A. By law, Mailing Services prices can increase by no more than the rate of inflation as measured by the Consumer Price Index (CPI).

Q. Are Shipping Services prices also changing in April?

A. No, the price change for Shipping Services was im-plemented on January 2, 2011.

Q. Has the Postal Service considered cutting costs rath-er than raising prices?

A. The Postal Service is aggressive about cutting its costs responsibly. Like many other businesses, the Postal Service cannot fully make up for the increase in its expenses by cutting costs. Many costs are in-fluenced by outside factors such as transportation

and economic conditions. However, for each of the past several years, the Postal Service has taken more than a billion dollars in costs out of the postal system.

First-Class Mail

Q. Will there be an increase to the price for additional ounces?

A. Yes, the additional ounce price for single-piece First Class Mail letters increases by 3 cents to $0.20.

Q. Is the nonmachinable surcharge increasing?

A. No, the nonmachinable surcharge (typically paid by customers who mail square or rigid letter-size pieces) has not changed; it remains $0.20.

Q. Will the price for postcards increase?

A. Yes, the price for mailing a single piece First-Class Mail postcard is going up 1 cent, to $0.29. Stamped postcards will increase to $0.32.

Q. How are prices changing for First-Class Mail presort letters?

A. For First-Class Mail presort letters and cards, most prices increase on average between $0.005 and $0.008. There is no change to the additional ounce price, which remains at $0.125.

Q. How are the prices changing on lightweight single-piece First-Class Mail parcels?

A. All lightweight single-piece First-Class Mail parcels weighing up to 3 ounces will have the same price; for example, the retail price is $1.71.

Q. Are there any changes to First-Class Mail classifica-tions?

A. Yes, price categories for First-Class Mail parcels have been renamed retail and commercial. This dis-tinction aligns those parcels with the type of mailers and payment methods used, a distinction already in place for other package products such as Priority Mail items.

Q. Are there any innovations for mailers of First-Class Mail presort parcels?

A. Yes, mailers can qualify for commercial base prices and they can also qualify for commercial plus prices when they agree to a volume commitment with the Postal Service. Furthermore, for commercial plus First-Class Mail parcels, we are raising the weight limit from 13 ounces to just below 16 ounces.

Q. Who qualifies for commercial base prices?

A. Commercial base prices, which are lower than retail prices, are available for mailers who pay postage by permit imprint, information-based indicia (IBI) post-age meter, or PC Postage®. Single-piece parcels that

are the residual portion of a presorted parcel mailing may also qualify for commercial base prices.

Q. Who qualifies for commercial plus prices?

A. Commercial plus prices are available to new and ex-isting First-Class Mail customers who establish a customer commitment agreement with the Postal Service, pay postage by using a permit imprint, meet specific mailing requirements, and exceed a mini-mum volume threshold.

First-Class Mail International

Q. Are the First-Class Mail International prices chang-ing?

A. Yes, this includes First-Class Mail International let-ters, flats, and packages. In addition, we will now have one price for 1-ounce letters and postcards to Canada and Mexico ($0.80) and one price for the rest of the world ($0.98).

Standard Mail

Q. Are there any innovations in Standard Mail?

A. Yes, while not part of the Mailing Services price change, on January 2, 2011, we expanded Simplified Addressing, permitting the use of “Postal Customer” as the address for saturation mail flats and irregular parcels delivered to any domestic destination, now including city carrier routes and Post Office™ boxes served by city delivery units.

Q. Are there any terminology changes for Standard Mail prices?

A. There are just two minor changes — referring to pric-es for Standard Mail nonmachinable letters over 3.3 ounces as nonmachinable letter prices rather than nonautomation flats prices and referring to high den-sity and saturation prices for nonautomation letters as nonautomation high density and nonautomation saturation letter prices.

Periodicals

Q. Are there any classification or price eligibility chang-es?

A. No, there are not.

Q. Are the Periodicals prices changing?

A. Yes, Periodicals prices will increase on average 1.7 percent.

Q. Is the Ride-Along price still available?

A. Yes, the price remains $0.165 for a Ride-Along item enclosed with or attached to a Within-County or Out-side-County periodical.

Q. Will the fee for Repositionable Notes (RPNs) in-crease?

A. No, the fee remains $0.005 for each Within-County piece and $0.015 for each Outside-County piece bearing an RPN.

Q. Is there a savings for using the full-service Intelligent Mail® barcode option?

A. Yes, mailers may continue to subtract $0.001 for each barcoded or Carrier Route letter or flat that complies with the requirements for the full-service In-telligent Mail barcode option.

Package Services

Q. Are there any classification changes to Package Ser-vices?

A. No, there are no classification changes to any of the Package Services categories (single-piece Parcel Post, Bound Printed Matter (BPM) flats, BPM par-cels, and Media Mail/Library Mail).

Q. Are Package Services prices changing?

A. Yes, there is a 1.7 percent overall average increase.

Extra Services and Other Fees

Q. What are some of the Extra Services and Special Ser-vices fees?

A. Some of the Extra Services and Special Services fees include Certified Mail®, Collect on Delivery (COD), Delivery Confirmation™, Insurance, Registered Mail™, Return Receipt, and application and mailing permit fees such as Business Reply Mail fees, Bulk Parcel Return Service, and presort annual mailing fees.

Q. Are Delivery Confirmation prices changing?

A. No, Delivery Confirmation prices are remaining the same.

Q. Are Return Receipt fees changing?

A. The price for the basic hardcopy return receipt (showing to whom delivered, signature, date of deliv-ery, and addressee’s address) requested at the time of mailing and received by mail is not changing. The price for a return receipt requested at the time of mailing and received electronically is increasing $0.05, and the price for a return receipt requested af-ter mailing and received by fax, by mail, or electroni-cally is increasing $0.10.

DMM Revision: Carrier Release EndorsementsEffective April 17, 2011, the Postal Service™ will revise

the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 102.4.3, 202.4, 302.4.3, 402.3.3 and 508.1.2 to clarify that uninsured parcels and parcels not requiring a signature may bear the endorse-ment “CARRIER — LEAVE IF NO RESPONSE.”

In addition to the clarification, the Postal Service pro-vides an alternate placement option that requires the endorsement to only be placed directly below the return address. The new placement location option allows the “CARRIER — LEAVE IF NO RESPONSE” endorsement to also be placed to the left of the postage area.

The carrier release endorsement program is applicable when used with parcels and is, therefore, only incorporated into the parcel section of the DMM.

1.2 Carrier Release Endorsement for Parcels

The carrier release endorsement “CARRIER — LEAVE IF NO RESPONSE” instructs carriers to leave the parcel if no one is available to accept the parcel or when the addressee has filed a written order to allow a carrier to leave the par-cel. A parcel may be left in an unprotected location, such as a stairway or uncovered porch, only when it bears the “CARRIER — LEAVE IF NO RESPONSE” endorsement. The endorsement must appear directly to the left of the postage area (preferred) or directly below the return address as specified in 102.4.3 and 402.3.3. A carrier release endorsement may be used on only:

DMM Revision: New Mailing Standards for Domestic Mailing ServicesEffective April 17, 2011, the Postal Service™ will revise

Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM®) to update pricing and eligi-bility standards for commercial First-Class Mail® items; to eliminate the sale of Standard Mail® stamped envelopes; and to extend changes to weight computations for Pack-age Services flats to mirror changes made previously for Package Services parcels. We also make a minor change to clarify new terminology regarding Standard Mail nonma-chinable letters.

On February 16, 2011, the Postal Regulatory Commis-sion (PRC) determined that the Postal Services’ request for Mailing Services price change complied with statutory requirements. The request included changes to prices and mailing standards outlined here.

First-Class Mail ParcelsThe Postal Service establishes a separate commercial

base price category for single-piece First-Class Mail par-cels, and new commercial plus prices designed for First-Class Mail parcels over 13 ounces up to less than 16 ounces in weight.

Commercial Base

Mailers will be able to pay commercial base single-piece First-Class Mail prices for their parcels when they pay post-age by any of the following three methods: permit imprint, information-based indicia (IBI) meters, or PC Postage®. Parcels with IBI-metered postage or PC Postage, claiming a presorted price or the new commercial single-piece par-cel price, must be marked “CommercialBasePrice” in addi-tion to the First-Class Mail marking. Presorted parcels also must be marked “Presorted.” The “CommercialBasePrice” marking may be either within or directly below the indicia area. Except for parcels entered at the new commercial plus prices, First-Class Mail items cannot exceed 13 ounces.

Commercial Plus

The Postal Service also introduces a new commercial plus price category designed for First-Class Mail parcels over 13 ounces but less than 16 ounces. The commercial plus pricing option will be for First-Class Mail customers who pay postage with permit imprint, meet specific mailing requirements, and whose account volume exceeds a minimum threshold. All First-Class Mail parcels mailed at commercial plus prices must be marked “CommercialPlusPrice.”

First-Class Mail commercial plus parcels must be machinable parcels that weigh more than 13 ounces but less than 16 ounces. Qualifying mailers also will have theoption to pay commercial plus parcel prices for machinable parcels weighing less than 13 ounces (with a minimum weight of 3.5 ounces, the minimum for machinable par-

cels). A flat commercial plus price is charged at a single-piece price and each of the following presorted price levels: 5-digit, 3-digit, and ADC. Commercial plus parcels may be commingled with other First-Class Mail parcels, subject to adequate documentation. First-Class Mail commercial plus parcel prices will be available for customers who:

Establish a customer commitment agreement with the Postal Service to mail more than 5,000 First-Class Mail machinable parcels at commercial plus prices in a calendar year.

Pay for postage using a permit imprint.

Enter a minimum of 500 pieces of mail for each pre-sorted mailing or a minimum of 200 pieces or 50 pounds of mail for each single-piece mailing.

Use the Electronic Verification System (eVS®) or sub-mit an electronic postage statement with a comput-erized manifest.

Discontinuation of Standard Mail Stamped Envelopes

Standard Mail (including nonprofit) stamped envelopes will no longer be available for purchase. The Postal Service has determined that sales of Standard Mail envelopes have been declining over the past 10 years and that these items be discontinued because alternatives are readily available.

More and more Standard Mail customers have opted to affix precanceled stamps or use permit imprints on com-mercially available envelopes. Since these alternatives are readily available, the Postal Service eliminates Standard Mail stamped envelopes from our schedules and inventory lists. The eliminated product numbers are: 215100, 215200, 262700, 262800, and 216400.

Determining Single-Piece Weights for Package Services Flats

The Postal Service revises the standards for determin-ing single-piece weights for flats mailed at Bound Printed Matter, Media Mail, and Library Mail prices to match the change in January 2011 for Package Services parcels. All single-piece weights for these types of flats will be expressed in pounds calculated to two decimal places instead of the current four decimal places.

IMM Revision: Prices for International Mailing ProductsEffective April 17, 2011, the Postal Service™ will revise

Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect price changes for the First-Class Mail International® mailing products noted in this article.

The overall price increase for First-Class Mail Interna-tional products will be approximately 5.1 percent. More specifically, letter-size pieces will increase by 1.9 percent, flat-size pieces will increase by 4.0 percent, package-size pieces will increase by 7.8 percent, and postcards will increase by 1.0 percent.

POM Revision: Establishment of City Delivery Service Effective March 10, 2011, the Postal Service™ will

revise the Postal Operations Manual (POM) Part 641, Establishment of City Delivery Service, to reduce the per-centage of building lots improved with houses or places of business necessary to establish city delivery.

POM section 641.2b currently requires at least 50 per-cent of the building lots to be improved, which has led to occasional delays in the timeliness of establishing delivery when considering the entirety of a development. Com-monly referred to as the “50 percent rule”, this revision adjusts the percentage from the current level of 50 percent down to 10 percent.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

International MailTemporary Suspension of Mail Service to Libya

Effective March 1, 2011, the Postal Service™ sus-pended mail service to Libya. Until further notice, all Post Office™ and other acceptance locations must not accept any mail destined to the country of Libya. The temporary suspension effects Global Express Guaranteed® (GXG®), Express Mail International®, Priority Mail International®, First-Class Mail International®, International Priority Air-mail™ (IPA®), International Surface Air Lift® (ISAL®), and M-Bag items.

For already deposited items addressed to Libya (but not including items already at an International Service Center), Postal Service employees must endorse them “Mail Ser-vice Temporarily Suspended — Return to Sender” and then place them in the mailstream for return. Items already at an International Service Center may be returned or held for dispatch once service is restored in accordance with USPS® policy.

For all returned GXG items, Express Mail International items, or any other item bearing a customs declaration form, upon request, the Postal Service will refund postage and fees on mail returned due to the suspension of service.

For all other returned items not bearing a customs dec-larations form, upon request, the Postal Service will refund postage and fees on mail returned due to the suspension of service, or the sender may remail them with the existing postage once service to Libya has been restored. When remailing under this option, customers must cross out the marking “Mail Service Temporarily Suspended — Return to Sender”.

Stamp Announcement 11-15: Wedding Cake

vice™ will issue a 64-cent Wedding Cake definitive stamp in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 575800). The stamp, designed by Ethel Kessler, Bethesda, Maryland, will go on sale nationwide April 11, 2011.

The U.S. Postal Service® will reissue the Wedding Cakestamp, first introduced in 2009, as part of its Weddings series. This 2-ounce stamp features a photograph of a wedding cake taken by Renee Comet of Washington, DC. The photograph depicts a three-tier wedding cake topped with white flowers, their green stems and leaves a delightful contrast to the cake’s creamy white frosting. Pastry chef Peter Brett of Alexandria, Vir-ginia, created and designed the cake.

The Priority Mail® stamp features a digital illustration by Dan Cosgrove, Clarendon Hills, Illinois, depicting the New River Gorge Bridge in West Virginia near sunset. One of the highest bridges in the United States, the New River Gorge Bridge features a 1,700-foot span that is the longest steel arch in the Western Hemisphere.

Stamp Announcement 11-19: The Civil War: 1861

© 2010 USPSOn April 12, 2011, in Charleston, South Carolina, the

Postal Service™ will issue The Civil War: 1861 (Forever®

priced at 44 cents) commemorative se-tenant pair (two designs) in a pressure-sensitive adhesive (PSA) souvenir sheet of 12 stamps (Item 576300). The stamps, designed by Phil Jordan, Falls Church, Virginia, will go on sale nation-wide April 12, 2011. The $5.28 The Civil War: 1861 souve-nir sheet may not be split, and the stamps may not be sold individually.

With this issuance, the U.S. Postal Service® begins a series commemorating the 150th anniversary of the Civil War, joining others across the country in paying tribute to the American experience during the tumultuous years from 1861 to 1865. A souvenir sheet of two stamps will be issued each year through 2015. For 2011, one stamp depicts the beginning of the war in April 1861 at Fort Sumter, South Carolina, while the other depicts the first major battle of the war 3 months later at Bull Run, near Manassas, Virginia.

Art Director Phil Jordan created the stamps using images of Civil War battles. The Fort Sumter stamp is a reproduction of a Currier & Ives lithograph, circa 1861, titled “Bombardment of Fort Sumter, Charleston Harbor.” The Bull Run stamp is a reproduction of a 1964 painting by Sidney E. King titled “The Capture of Rickett’s Battery.” The painting depicts fierce fighting on Henry Hill over an important Union battery during the Battle of First Bull Run. For the stamp pane’s background image, Jordan used a photograph dated circa 1861 of a Union regiment assem-bled near Falls Church, Virginia.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each addi-tional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

This article publishes the Stamps by Mail® (SBM) print run cutoff schedule for fiscal year (FY) 11. Each date has a designation whether it is for the year-round (YR) brochure or the holiday (HOL) brochure. The remaining FY 11 print cycle cut-off dates are as follows:

April 8, 2011 (YR).

May 20, 2011 (YR).

June 24, 2011 (YR).

August 19, 2011 (HOL).

Starting with the June 25, 2010, print cycle, the English-only brochures have been replaced with bilingual (English and Spanish) brochures. All orders received from SBM sites by June 25 and thereafter will be provided bilingual brochures. There is no change in the price.

To order brochures, submit PS Form 3227-O, Stamps by Mail Brochure Order Form (January 2009), to Cyril-Scott Company:

The cost per unit of 500 is $12.51. This cost includes overprinting the address of the fulfillment office placing the order. You may pay for orders (under $10,000) with local IMPAC credit cards, checks, or money orders. However, Cyril-Scott Company cannot process the order until it receives payment. Local eBuy procedures may also apply

(refer to local procurement procedures). Cyril-Scott Com-pany must receive orders placed by mail by close of busi-ness the day of the print run cut-off date listed here. Orders received after the cut-off date will be processed the next print run date.

All local Post Offices™ and centralized sites should fol-low the ordering instructions contained within this article and utilize local funds.

For Orders Exceeding $10,000Use eBuy to process both centralized and decentralized

brochure orders that exceed $10,000.00. In the Purchasing Method field, select “Route Req to Supply Mgmt,” then in the After Approval Route field, select “Eastern Services CMC (Memphis, TN).” Include completed PS Form 3227-O with imprint information with the eBuy order.

Note: These approved eBuy orders must be received by Supply Management at least 10 days prior to a published run cut-off date to be included in that run.

Cyril-Scott Company will deliver orders within 35 calendar days after printing. Printing begins 1 week after the deadline date, and actual receipt of the order will depend on the ultimate destination and the corresponding delivery service standard. You should save copies of all orders placed at your local Post Office until the order has been received. Ensure procedures are in effect locally for proper verification of receipt.

Supply ManagementWhat’s New in eBuy2? A Greener Choice … Excess Items Catalog

The Excess Items Catalog (EIC) in eBuy2 is a one-stop shop for obtaining and posting excess equipment and sup-plies. Not only is the EIC a priority source for satisfying day-to-day operational needs, but using the EIC is a greener choice because it promotes reuse, reduces waste, and saves the Postal Service™ money.

The EIC is also a terrific way to get supplies or equip-ment at little or no cost. There are only two situations where costs will be associated with items obtained from the EIC:

1. When capital equipment is transferred to another fa-cility, a completed PS Form 7340, Property Transfer Request, must be submitted to the supporting Asset Accountability Service Center (AASC) (see link under “Helpful Links”) for processing. If the capital equip-ment has an undepreciated balance, the remaining depreciation is assumed by the gaining activity.

2. If equipment cannot be shipped using postal trans-portation, the site requesting activity should contact the site shipping activity or the AASC to coordinate the shipment method and approve the payment of transportation services, if required.

Posting excess items to the EIC is easy:

Log into eBuy2.

Select the Excess Items tab at the top.

From the left menu, click Submit New Item.

Complete the Submit Excess Item Listing form.

Click Submit Item.

Obtaining items from the EIC is just as simple:

Log into eBuy2.

Select the My ProcureIT tab at the top.

Click Search.

Select Browse Supplier.

Click Excess Items from the supplier listing, and all EIC items will appear. From here you can refine your search to specific items or just page through. Procur-ing an excess item through EIC is as simple as order-ing any other on-catalog item in eBuy2.

So, next time you need to make a purchase, make the EIC your first stop. And if you have excess equipment or supplies that are taking up space on your dock, in your office, or on the workroom floor, make a greener choice by adding them to the EIC!
