it’s the most relied-upon, trusted source of information inthe Postal Service today.

In the 1970s, when our nation became more concernedabout our environment, the Postal Service began using re-cycled paper to print the Postal Bulletin. We have also triedover the years to print just the right number of copies tosave our nation’s resources.

Despite our efforts, some offices tell us that they receivetoo many copies. We need to do something about this.

3-4 Standard Formats for Date and Time

3-4.1 Standard Format for Date — General

The Postal Service standard format for expressing calen-dar (and ordinal) dates for external date data exchange andinternal date manipulations, calculations, and storage isMM/DD/YYYY. This format is based on the Federal Infor-mation Processing Standards (FIPS) Publication 4-1 for ex-ternal date data exchange.

Two-digit year representations may be used where there isa need to conserve space and no potential for confusion(e.g., computer screens, forms, or reports).

3-4.2 Standard Formats for Date and Time FieldsThat Identify Changes to Data in InformationSystems

Postal Service policy requires that each table in every data-base contain fields that automatically identify the date andtime of the last change to the row. (See section 3-6 forpolicy). To conform to this policy, date and time must followthe format CCYYMMDDhhmmss, where:

� CC = first two digits of the calendar year.

� YY = last two digits of the calendar year.

� MM = month of the year.

� DD = day of the month.

� hh = hour of the day.

� mm = minute of the hour.

� ss = seconds of the minute.

Note: This requirement can be satisfied in Oracle and DB2databases by specifying the DATE field type.

3-6 Identification of Date and Time of Changes toData in Information Systems

3.6.1 Description

Information systems that include data fields that record thedate and time that changes to data occur must follow astandard date and time format. This is to avoid the need foradditional steps to process and verify data manually beforeit is forwarded to target databases or data marts.

3-6.2 Applicability

This requirement applies to all information systems de-signed, developed, replaced, purchased, or maintained bythe Postal Service or by a company or an external groupunder contract with the Postal Service.

Exception: If a database was in operation before Decem-ber 16, 2002, it may be brought into compliance when it isredesigned or replaced.

3.6.3 Use of Alternate Methods and ContactInformation

The Enterprise Architecture and Standards organization inIT is responsible for approving or disapproving any excep-tion to this policy, including use of alternate methods.

Ensuring Standardization of the Postal Service Computing InfrastructureWith the rollout of the Advanced Computing Environ-

ment (ACE) initiative, Information Technology (IT) is re-placing all outdated computers in the Postal Servicecomputing infrastructure with state-of-the-art, standardizedequipment that will help make the computing environmentmore efficient and effective. IT is both deploying and fund-ing the non-mail-processing core infrastructure hardwareand software that will become the new standard for theenterprise.

The key objectives of this initiative are as follows:

� To upgrade, standardize, simplify, and centralizethe Postal Service computing infrastructure compo-nents to better support the Postal Service’s businessneeds.

� To realize substantial cost savings.

To achieve these objectives, we must ensure that thePostal Service is conducting its business using the ACEcomponents that we are deploying — and only those com-ponents. This means that you must do the following:

� Remove computers that are being replaced from theinfrastructure and do not redeploy them. Ongoingsoftware, maintenance, and support costs for thoseoutdated units far exceed the cost of the hardware.This outdated hardware additionally compromisesthe integrity of the standardized environment.

� Do not locally purchase desktop computers, laptops,flat-screen monitors, and servers — those purchasesare no longer permitted. The exception to this isapplication-specific hardware and software that willcontinue to be funded by specific projects and muststill conform to Postal Service standards.

� Coordinate local purchases of software or software li-censes with your local IT representative to ensure thesoftware is supported and approved.

TRACK & CONFIRM

Checking Delivery Status Online Is Made EasierStarting on June 3, 2003, customers will find it even eas-

ier to check the delivery status of a mailpiece at the Track &Confirm site at www.usps.com.

At the Track & Confirm site, the customer can enter alabel number and immediately receive a response. If theresponse indicates that there has been a delivery ordelivery-related event, the customer may choose from twoe-mail options:

� Have the Postal Service e-mail the current status ofthe shipment to as many as three e-mail addresses.

� Have the Postal Service e-mail future scan eventinformation as it arrives to as many as three e-mailaddresses.

In both options, the e-mail addresses may be the cus-tomer’s own or those of other parties.

If the customer selects the e-mail update option, thePostal Service will generate future e-mails based on deliv-ery or delivery-related events. The Postal Service will keepthe update request open for 2 weeks.

The Track & Confirm site also has a series of frequentlyasked questions to provide additional information; click onTrack & Confirm FAQs.

Options for Obtaining Delivery Status of Certified Mail and Registered Mail ItemsEffective May 20, 2003, customers can call

800-222-1811 to obtain the delivery status of their Cer-tified Mail and Registered Mail items. The following re-visions to the Domestic Mail Manual (DMM) reflect theinclusion of the “800” number and clarify the current optionsavailable to customers for retrieving the delivery status.

We will incorporate these revisions into the printed ver-sion of DMM 58 and into the monthly update of the onlineDMM available via Postal Explorer at http://pe.usps.gov.

NOTICE

Clarification of the Nonmachinable Surcharge for Shrubs and TreesEach spring, people ask us questions about the mailabil-

ity of shrubs and trees.

Nursery stock such as shrubs and trees completely en-closed in boxes or cartons are considered machinable. Therequired dimensions for machinable parcels, as describedin Domestic Mail Manual (DMM) C050.4, are as follows:

� Minimum 6 inches, maximum 34 inches in length.

� Minimum 3 inches, maximum 17 inches in height.

� Minimum ¼ inch, maximum 17 inches in thickness.

� Minimum 6 ounces, maximum 35 pounds in weight.

Shrubs and trees that are placed in plastic, vinyl, or pa-per bags (sealed or unsealed) are nonmachinable. Itemsthat are nonmachinable have characteristics (such as inad-equate packaging) that could result in damage to thecontents, other parcels, or Postal Service machinery if me-chanical sortation is used. These items require more costlymanual sortation and therefore must be assessed the appli-cable nonmachinable surcharge. For more information onthe characteristics of nonmachinable items, see DMMC700.2.

NEW FORM

PS Form 6014, Certification of Move Update CompliancePS Form 6014, Certification of Move Update Com-

pliance, was recently developed for use by third-party mail-ing agents, such as presort bureaus or letter shops, toensure compliance with move update standards, which arenoted in Domestic Mail Manual (DMM) E130.3 and E140.1.To qualify for First-Class Mail� service discounted rates,mailers must use an approved address-updating method toensure that the addresses on the mailpieces are updatedwithin 180 days of the date that the mailer submits thepieces to the Postal Service.

PS Form 6014 serves two purposes:

1. It advises the mailing agents’ clients of the move up-date requirements.

2. It places the responsibility for meeting the moveupdate requirements on the client, who accepts re-sponsibility by signing the form. This protects thethird-party agent in the event that the Postal Servicemust assess a revenue deficiency for noncompliancewith the move update requirements.

The third-party agent retains the signed forms — theagent does not submit the forms to the Postal Service.

ject to certain conditions or restrictions of mailing regardingcontent, preparation, and handling. The APO/FPO tablebelow outlines these conditions by APO/FPO ZIP Codesthrough the use of footnoted mailing restrictions codes (seethe Restrictions page following the table).

Acceptance clerks should use the table with the inte-grated retail terminal (IRT) or POS ONE terminal todetermine which APO/FPO ZIP Codes are active and

which conditions of mailing apply. Acceptance clerks maycontact the Military Postal Service Agency with anyquestions regarding APO/FPO ZIP Codes, toll free, at800-810-6098, Monday–Friday, 0730–1630.

� All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.

� Prepaid mail from military contractors is exempt, providing themailpiece is endorsed “Contents for Official Use — Exempt fromCustoms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must completecustoms documentation when sending mail addressed to or from this APOor FPO weighing 16 ounces or more.

Federal Regulations on Soliciting and FundraisingFederal regulations, including the Standards of Ethical

Conduct and the Combined Federal Campaign rules, pro-hibit Postal Service employees from soliciting funds onPostal Service property, except in connection with theannual Combined Federal Campaign, or as an authorizedactivity of an official Postal Service employee recreationand benefit organization. Otherwise, while on duty, in uni-form, or on Postal Service property, employees may notrequest donations for charitable causes, or sell or take or-ders for candy, cookies, cosmetics, gift wrap, pizza, or anyother merchandise or service, regardless of whether thesolicitation is for profit or for the benefit of a charitableorganization.

Employees may engage in fundraising only whileoff-the-clock and off Postal Service premises, subject tothe following broad restrictions:

On April 29, 2003, the Postal Service entered into an In-ternational Customized Mail (ICM) Service Agreement witha Qualifying Mailer. In accordance with International MailManual (IMM) 297.4, the Postal Service now makes publicthe following information concerning the Agreement:

a. Term: May 1, 2003, through April 30, 2006.

b. Type of mail: Global Express Mail� (EMS) and Air-mail Parcel Post. Every item must conform to themailing requirements set forth in the IMM for Qualify-ing Mail.

c. Destination countries: Worldwide.

d. Service provided by the Postal Service: The Post-al Service has agreed to:

1. Furnish the Mailer, or its agent(s), with the postalequipment and postal supplies required for theuse of Qualifying Mail.

2. Provide the Mailer, or its agent(s), with any neces-sary training to prepare mail shipments in confor-mity with the requirements of Qualifying Mail.

3. Provide the Mailer with technical assistance nec-essary to prepare the necessary information link-ages, electronic data files, and data exchanges.

4. To arrange with carriers to transport QualifyingMail to international destinations where the properauthority will effect delivery.

5. Return EMS items refused by an addressee andundeliverable EMS items to the Mailer at nocharge provided that the return rate is no morethan four (4) percent of total volume.

6. Return EMS items and Airmail Parcel Post itemsreceiving Customs Pre-Payment in Canada,whether refused by an addressee or undeliver-able, to the Mailer at the fees listed in Exhibit 1.

7. Return Airmail Parcel Post items refused by anaddressee and undeliverable items to the Maileraccording to the provisions of IMM 771.

8. Provide the Mailer with access to delivery perfor-mance reports and tracking reports, if applicableto the service.

10. To apply a USPS shipping label and Customs doc-umentation to each package mailed under thisAgreement.

11. Send an electronic data file to Canada and Japanthat will allow the Customs officials to review thecontents of each shipment before the packagesarrive.

e. Minimum volume commitment: The Mailer hasagreed to meet an annualized minimum volumecommitment of at least 1,000 packages of QualifyingMail.

f. Worksharing: The Mailer has agreed to:

1. Establish the necessary linkages to exchangedata transmissions.

2. Exchange electronic information with the PostalService according to the specifications and in-structions the Postal Service provides.

4. Provide the Postal Service via fax or email withnotification of new permit numbers used for Quali-fying Mail one week in advance of using the newpermit numbers.

International Mail (continued)

On April 24, 2003, the Postal Service amended an Inter-national Customized Mail (ICM) Service Agreement datedNovember 15, 2001. The Agreement was published onpage 27 of Postal Bulletin 22068 (1-24-02). The Amend-ment modifies the rates for Rest of World Labeling. In ac-cordance with International Mail Manual (IMM) 297.4, thePostal Service previously announced entering into an Inter-national Customized Mail Service Agreement with thisQualifying Mailer and now makes public the following infor-mation regarding this Amendment:

a. Term: November 15, 2001, through October 31,2003.

b. Type of mail: All other provisions of the Agreementshall remain in force.

c. Destination countries: All other provisions of theAgreement shall remain in force.

d. Service provided by the Postal Service: All otherprovisions of the Agreement shall remain in force.

e. Minimum volume commitments: All other provi-sions of the Agreement shall remain in force.

f. Worksharing: All other provisions of the Agreementshall remain in force.

g. Rates: The Mailer will pay postage for all QualifyingMail according to the rate charts in Exhibit 1.

American Eagle Definitive Stamp

The Postal Service will issue the nondenominated(25-cent value) American Eagle Presorted First-ClassMail� stamps in a pressure-sensitive adhesive (PSA) coil of10,000 (Item 782100) on June 26, 2003, in Santa Clara,California. The stamps, designed by Tom Engeman, Bruns-wick, Maryland, go on sale nationwide June 27, 2003.

These Presorted First-Class Mail coil stamps feature anartistic rendering of a detail of the Great Seal of the UnitedStates. In his 1782 design, Charles Thomson, secretary ofthe Continental Congress, gave prominence to the Ameri-can bald eagle. This majestic raptor, a native of NorthAmerica, became a symbol of freedom as well as the em-blem of our country. The designs for the stamps feature thehead and outstretched right wing of the American baldeagle and a portion of the shield is on its breast, withthe tip of the olive branch held in its right talon. The coil has10 versions of the eagle — in gold, green, blue, red, andgray — that appear against a background of a contrastingcolor.

How to Order the First Day of Issue Postmark

Customers have 90 days to obtain the first day of issuepostmark by mail. They may purchase new stamps at theirlocal Post Office, by telephone at 800-STAMP-24, and atthe Postal Store Web site at www.usps.com. They shouldaffix the stamps to envelopes of their choice, address theenvelopes (to themselves or others), and place them in alarger envelope addressed to:

Initial Supply to Post Offices

Post Offices requiring quantities of Presorted First-ClassMail PSA coils of 10,000 must order them from their desig-nated SDO using a separate PS Form 17, Stamp Requisi-tion/Stamp Return. SDOs must not distribute this coil toPost Offices before June 23, 2003.

Philatelic Requirement

Philatelic centers requiring the American Eagle 10,000stamp coil must order Item 782100 from their designatedSDO using a separate PS Form 17.

Additional Supply

Post Offices requiring additional coils must requisitionthem from their designated SDO using PS Form 17. SDOsrequiring additional coils must order them from the ap-propriate accountable paper depository (APD) using PSForm 17.

The Postal Service will issue a souvenir sheet of the37-cent Arctic Tundra stamps (Item 454500) on July 3,2003, in Fairbanks, Alaska. The stamps, designed by EthelKessler, Bethesda, Maryland, and illustrated by John D.Dawson, Hilo, Hawaii, go on sale nationwide July 4, 2003.The souvenir sheet may not be split, and the stamps maynot be sold individually.

The Arctic Tundra stamps are the fourth in an education-al series designed to promote appreciation of North Ameri-ca’s major plant and animal communities. The previousissuances in the Nature of America series were the Sono-ran Desert (1999), Pacific Coast Rain Forest (2000), GreatPlains Prairie (2001), and Longleaf Pine Forest (2002).

Coldest of the North American ecosystems, the Arctictundra is a vast treeless region stretching across northernAlaska and Canada. There the soil is permanently frozen

except for the surface layer, thawed by the summer sun,where plants take root. The frozen soil, or permafrost,keeps the surface layer moist by preventing water fromseeping deeply into the ground. Summer days in the Arcticare long, but the growing season is short. Arctic plants haveadapted to survive the cold and wind. Most grow close tothe ground, many are evergreen, and all are frost hardy. Al-though there are no trees on the tundra, other plants flour-ish there: shrubs and herbs (nonwoody plants), sedgesand grasses, lichens, and mosses.

The Arctic tundra provides habitat for diverse fauna, in-cluding mammals, birds, insects, and fish. Large mammalssuch as the musk ox, grizzly bear, and gray wolf are tundrainhabitants. The tundra serves as the calving grounds forcaribou and also provides nesting sites for many species ofmigratory birds.

Customers have 30 days to obtain the first day of issuepostmark by mail. Migratory Bird Hunting and Conservation Stamps

The $15 Migratory Bird Hunting and Conservationstamp for the 2003–2004 season goes on sale at PostOffices nationwide July 1, 2003, and is valid through June30, 2004. The Department of the Interior will formally issuethe stamp at the National Postal Museum in Washington,DC, on July 1, 2003.

The Migratory Bird Hunting and Conservation stamp willbe issued in two formats — the traditional gummed pane of20 stamps (Item 332700) and a self-adhesive single stamp(Item 333000). The stamp in the self-adhesive version isthe same size as in the gummed version and can be peeledfrom its carrier sheet. The carrier sheet is the size of U.S.paper currency and fits easily in cash drawers. Postmas-ters should order enough of Items 332700 and 333000 tomeet the expected demand for this item by stamp collec-tors, conservationists, and hunters.

Distribution

Post Offices

To allow postmasters to order the 2003–2004 MigratoryBird Hunting and Conservation stamps in quantitiesapproximating customer demand, there is no minimumordering quantity for either format. Postmasters shouldreview their previous year’s sales records to determinethe appropriate number of the 2003–2004 stamps torequisition.

Postmasters must immediately send a separate PSForm 17, Stamp Requisition/Stamp Return, to their stampdistribution offices (SDOs) for enough Migratory Bird Hunt-ing and Conservation stamps to last until February 29,2004. Post Offices served by stamp service centers mustfollow their established ordering guidelines.

If the initial stamp supply is exhausted before February29, 2004, postmasters must requisition additional quanti-ties. Retail units with authorized philatelic centers shouldorder both formats and have them available to meet phila-telic demand. All postmasters and station managers mustensure that Migratory Bird Hunting and Conservationstamps are available to meet public demand.

Stamp Distribution Offices

SDOs will receive automatic distributions of both Item332700 and Item 333000, Migratory Bird Hunting andConservation stamps. Automatic distributions to SDOs arescheduled to begin May 1, 2003, and complete May 29,2003. SDOs must not distribute stamps to Post Offices be-fore June 23, 2003.

SDOs requiring additional gummed stamps (Item332700) or additional self-adhesive stamps (Item 333000)must requisition them from the designated accountablepaper depository using PS Form 17.

Hunting Regulations Pamphlets

The Department of the Interior does not automaticallydistribute pamphlets on hunting regulations because migra-tory game bird laws vary by state. Direct all inquiries abouthunting regulations to the state fish and wildlife agency orstate department of natural resources. Do not forward tothe federal U.S. Fish and Wildlife Service.

Pictorial Cancellations AnnouncementAs a community service, the Postal Service offers picto-

rial cancellations to commemorate local events celebratedin communities throughout the nation. A list of events forwhich pictorial cancellations are authorized appears be-low. If available, the sponsor of the pictorial cancellationappears in italics under the date. Also provided, as spacepermits, are illustrations of those cancellations that werereproducible and available at press time.

People attending these local events may obtain thecancellation in person at the temporary Post Office stationestablished there. Those who cannot attend the event,but who wish to obtain the cancellation, may submit amail order request. Pictorial cancellations are availableonly for the dates indicated, and requests must be post-marked no later than 30 days following the requested pic-torial cancellation date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail� post-age. Items submitted for cancellation may not include

postage issued after the date of the requested cancella-tion. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, ad-dress the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL CAN-CELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).

Customers can also send stamped envelopes andpostcards without addresses for cancellation, as long asthey supply a larger envelope with adequate postage andtheir return address. After applying the pictorial cancella-tion, the Postal Service returns the items (with or withoutaddresses) under addressed protective cover.

Special Cancellation Die Hubs

Postmasters and plant managers who have any of the special cancellation die hubs listed below may use them for theperiods designated. The New Color of MoneyThe Bureau of Engraving and Printing (BEP), Depart-

ment of the Treasury, unveiled the 2004 design for thenew $20 bill on May 13, 2003. It will be released intocirculation sometime in September of this year. Thenew bill includes increased security features to detercounterfeiting and added background colors. You can ob-tain more information from the BEP on their Web site atwww.moneyfactory.com/newmoney.

The latest currency changes will require a reprofiling ofthe vending machine bill acceptors to accept the new billsin addition to all previous bills already in circulation. SelfService and Access Management is preparing for this re-profile and will be forwarding information and schedules assoon as vendors have their processes complete. We antici-pate this effort beginning before the first week of July.

Key AccountabilityPostmasters must keep an accurate inventory of all

building keys and signed receipts for all assigned keys. UsePS Form 1628, Individual Key Record, to obtain signed re-ceipts when keys are assigned.

You must conduct semiannual physical inventories on allbuilding keys. Pay particular attention to master keys, exte-rior entrance keys, and special keys such as those for theregistry cages, stamped envelope rooms, and employeerecord rooms.

EBUY UPDATE

Forwarding Off-Catalog Requisitions to Supply ManagementSince 2001, the approval and routing of “on-catalog”

purchases have been done through eBuy, the PostalService’s web-based, self-service requisitioning process.Effective January 11, 2003, those with access to the PostalService Intranet are required to enter “off-catalog” requisi-tions into eBuy as well. This process will replace the re-quirement to complete and print hard copies of PS Form7381, Requisition for Supplies, Services, or Equipment.

eBuy users can choose to electronically route off-cata-log requisitions to category management centers (CMCs)and purchasing service centers (PSCs) by one of two meth-ods: either via ad hoc approval or by e-mail. Either methodwill reduce manual transactions and move the Supply Man-agement organization toward the corporate goal of estab-lishing a paperless requisition process.

To obtain documents outlining the two methods for off-catalog requisition routing, go to http://blue.usps.gov/purchase and click the “e-Req” icon (which soon will beavailable). Please note that it is important for you toread all of the documents in order to fully understandthe off-catalog requisition routing process.
