A four-member Marine Depart-ment team, headed by Director of
Marine Tsui Shung-yiu, was part of a high-level Hong Kong delegation to promoteHong Kong’s maritime services at thePosidonia 2002 International ShippingExhibition in Greece, held betweenJune 3-7.
The delegation was led by Ms SandraLee, Secretary for Economic Services,and Sir Gordon Wu, Chairman of the HongKong Port and Maritime Board (PMB).
The Marine Department team includedMr So Ping-chi, General Manager of theShipping Registry and Seafarers’ Branch,Mr Chan Ming-yau, Chief AssistantRegistrar of the Shipping Registry andMercantile Marine Office, and Mr ChanHon-bun, Marine Officer of the Planningand Development Section.
Mr Tsui and his team met variousshipowners, including Greek owners, toexplain the advantages of the Hong KongShipping Register that had been re-engineered three years ago.
Ms Lee reassured the shipowners thatHong Kong is the ideal base to exploreshipping opportunities in Asia andupdated them on the attractiveness of theHong Kong Shipping Register (HKSR).

quality tonnage, as evidenced by thegrowing gross tonnage (GT) in the last fewyears, from 6.3 million GT in 1999 to thepresent level of 14.8 million GT. TheRegister is expected to cross the 15million mark by the end of this year.
The delegation also met Greek Ministerof Mercantile Marine George Anomeritisto foster closer Hong Kong-Greek co-operation.
Mr Koo Kou-hwa, Chairman of theHong Kong Shipowners Association, wasone of the leading speakers at the event.
Other delegation members included MrFrank Tsao, Chairman of the PMB’sShipping Committee, Mr Liang Ming-hang, Chairman of the Shipping RegistrySub-Committee and Mr Raymond Chung,Chief Assistant Secretary of the PMB.

The Harbour Patrol Section (HPS)has been lauded for its efforts to
combat illegal marine activities. At aceremony held on April 3, 2002, the HongKong and Kowloon Motor Boats and TugBoats Association presented a plaque tothe HPS in recognition of its efforts.
Association chairman Kwok Kam-tung,vice-chairmen Kwok Tak-kee andLeung Ming-kee, HPS General Managerof the Operations Branch Ng Kin-manand Senior Marine Officer of the HPSSummy Chu attended the presentationceremony.
In addition, both the Hong Kong andKowloon Motor Boats and Tug BoatsAssociation and the Hong Kong Cargo-Vessel Traders’ Associat ion sentindividual letters to Director of Marine TsuiShung-yiu praising the HPS team for itsuntiring efforts to stamp out illegal marineoperations.
The associations said such action wasconducive to maintaining an open and fairbusiness environment.

Twenty-one marine officials from
13 countries, including six from
Hong Kong, attended a two-week regional
training course recently to promote
uniformity in conducting marine accident
investigations in the region.
The two-week course, which was held
at the Hong Kong Polytechnic University
from June 3-14, was jointly organised by
the International Maritime Organisation
(IMO) and the Hong Kong Special
Regional training course on marinecasualty investigation held successfully

technical co-operation in IMO is to
contribute our effort in enhancing
standards of international shipping,” Mr
Tsang Man-ching, the Acting Director of
Marine, said at an opening reception.

Mr Tsang said that the Marine
Department might consider changing the
subjects to include other topics if the
course was to be held by the Department
next year.
Participating countries included
Bangladesh, Cambodia, China, India,
Iran, Korea DPR, Republic of Korea,
Maldives, Myanmar, the Philippines, Sri
Lanka, Thailand and Vietnam.

Hong Kong Shipping Registertakes centre stage at liaisonmeeting
The Hong Kong ShippingRegister took the limelight at
the Hong Kong-Guangdong Liaisonmeeting held on March 21, as itsadvantages, procedures and serviceswere explained in detai l to theparticipants.
The meeting, jointly organised bythe Hong Kong Marine Department,Ch ina C lass i f i ca t i on Soc ie t yGuangzhou and Shenzhen Offices,was attended by 29 participants.
They included Shenzhen MaritimeSafety Administration Vice BureauChief Tan Yonglie, Director of theZhuhai Maritime Safety AdministrationZhuang Zeping, and representatives ofChina Classification Society HongKong Office as well as 12 Guangdongshipowners.
At the meeting, Mr Tsang Man-ching, Deputy Director of Marine,spoke about business opportunities,outlook and development of the HongKong maritime industry as well as theadvantages of the Hong Kong ShippingRegistry. He also thanked theparticipants for their support.
Mr So Ping-chi, General Managerof the Shipping Registry and Seafarers’Branch, introduced new trends andservices of the Registry while Mr ChanMing-yau, Chief Assistant Registrar of
May 3 , May 7 and June 21respectively with shipowners andshipping related sectors to discussv a r i o u s t o p i c s c o n c e r n i n gimprovements to the Hong KongShipping Register.

Two experts from Hong Kongprovided a wide range of Port
State Control (PSC) training and lecturesto junior port state officers of Malaysia aswell as promoted PSC simulationinspections and survey activities in Marchthis year.
The experts, Mr Stephen Li Yiu-kwong,Surveyor of Ships (Nautical) of Port StateControl Section, and Mr Leung Man-chiu,Surveyor of Ships (Engine and Ship) ofthe Passenger Ship Safety Section,conducted the sessions from March 4-9and March 11-15 respectively.
Mr Raja Malik Saripulazan, DirectorGeneral of Marine, officiated at theopening ceremony, wi th lessonsconducted at the Quality Hotel, ShahAlam, Malaysia.
A total of 22 participants took part inthe lectures whose subjects includedIMO’s International Convention for thePrevention of Pollution from Ships,(MARPOL) International Convention on

Hong Kong’s fire fighting capabilitya t sea has been g i ven a
tremendous boost with the recent deliveryof the new technologically advancedfireboat “Elite”.
Commiss ioned by the Mar ineDepartment, the powerful fire-fightingvessel constructed by builder, Wang TakEngineering and Shipbuilding Co Ltd forthe Fire Services Department wasdelivered to the Government Dockyard atthe end of April, 2002.

communication equipment, will replacethe existing “Alexander Grantham” thathas been in service for nearly half acentury.
The steel mono hull vessel canaccommodate 15 crew and 100 survivors.Her superstructure is made of aluminiumand is fully air-conditioned. Measuring42.5 metre long, 9.6 metre beam and3.15 metre draft, “Elite” provides amplespace for a cabin to accommodatesurvivors, a hospital, a conference room,crew cabins / day rooms, sanitaryfacilities, gallery, mess room and severaldeck stores.
Bravery acts of 29 commended
The state-of-the-art vessel is fully fittedout wi th f i re- f ight ing and rescueequipment which include three fire pumps,eight fire monitors, a moon pool/divingcage operating at 60 metre water depthand a daughter boat for fire-fighting andrescue in restricted and shallow waterareas.

In recognition of their braveryin saving lives during marine
incidents last year, Director of MarineTsui Shung-yiu commended 29 peopleon April 10.
Speaking at the commendationpresentation ceremony, Mr Tsuipra ised the rec ip ients o f thecommendations for their courage andaltruism and paid special tribute to latefireman Chiu Shun-on.
Mr. Chiu sacrificed his life whiletrying to save a boy in the rough seasoff Tai Long Sai Wan on August 28 lastyear.
“Seeing a young boy being swept intothe sea by big waves off Tai Long Sai Wanin Sai Kung, a group of off-duty fire officerson scene in i t iated rescue act ionimmediately,” he said, adding that thegallantry of Mr Chiu and his colleagueshad exemplified the best values of civilservants.

In spite of facing extreme dangerto himself, Mr Chiu, an acting PrincipalFireman, attempted to rescue the boyand unfortunately lost his life whiletrying to save that of another, headded.

At a regular meeting held betweenthe Marine Department and the
Beijing Maritime Safety Administration(MSA) in Shenzhen on April 9, consensuswas reached that future coastal shippingstandards should be uniform for bothHong Kong and the Mainland in the longterm.
Draft documents on Hong Kong'scoastal shipping standardisation weresubmitted to the Beijing MSA coveringsafety standards for coastal vessels, crewe x a m i n a t i o n a n d c e r t i f i c a t i o nrequirements, and the simplified safetymanagement system.
Both sides agreed that furtherdiscussions would be held by expertgroup on this topic.
