SECTION 1. OVERVIEW
1. Introduction
Long Son Petrochemicals Co., Ltd. (LSP in short) develops the petrochemical
complex on Long Son Island, Ba Ria - Vung Tau Province, the southern region of
Ho Chi Minh City, Vietnam.
Construction Jetty is the facility to import oversized dimension and overweight
construction materials and equipment by ship for the construction of Petrochemical
Complex in South of Vietnam (“Project”). This facility includes the marine jetty as
well as the customs area connected by a causeway.
2. Definition
In these Rules, the following words and expressions shall have the meanings set
out below:
CJ : LSP Construction Jetty includes all or any part of the land,
Customs Area, structure, property, building, terminal, berth,
jetty, or wharf operated or administered by Port Master.

Port Master : Vina Logistics Corporation (VNL), management company of
LSP for Construction Jetty Operations
Port User : is the EPC contractor which has signed the EPC contract
with the Company and needs to import the equipment and
material to the construction site via the construction jetty
P.O. B : Pilot On Board
PPE : Personal protective equipment
SM : Shift Manager ~ Port Master’s staff
SS : Safety Supervisor ~ Port Master’s staff
Sub-Contractor : Service provider of EPCs such as stevedoring, lashing
gang, mooring gangs, harbor tugs, Shipping Agency,
trucking, cleaning etc.
3. Application of these Rules
3.1 Unless otherwise agreed in writing, these Rules and Regulations shall :
(a) Apply to all persons and activities within CJ, and
(b) Deemed to be incorporated into any Contract or arrangement between LSP and
its Port Users.
3.2 Any person who is bound by these Rules and Regulations shall be responsible
and liable to Port Master for the adherence to these Rules and Regulations by
their agents, Sub-Contractors and/or employees.
3.3 Port Master shall enforce these Rules & Regulations against any person who is
in violation of all or any of these Rules and Regulations.
SECTION 2. ACCESS TO AND PRESENCE AT CONSTRUCTION JETTY (CJ)
4. Access to Construction Jetty (CJ)
4.1 No person or property shall enter into or leave CJ unless prior permission has
been obtained from Port Master and Company. The grant of permission shall be
evidenced by any permanent or temporary entry pass issued by Port Master and
Company subject to requirement of the works.

4.2 Notwithstanding the issuance of the pass, Port Master may at its discretion
without assigning any reason whatsoever disallow any person or property to
enter into or leave CJ.
5. Entry and Exit by Ship’s Crew
Ship's crew are not permitted shore leave via CJ unless in an emergency such as for
medical reasons or other compassionate grounds in which case the ship's agents shall
get approval from Port Master.
6. Entry by Sub-Contractors
Sub-Contractors whether engaged by LSP or Port Users to work in CJ must apply for a
Sub-Contractor’s permit from Port Master in line with current LSP / Port Users practice.
Sub-contractors must be registered in CJMD following established protocol.
7. Photography
7.1 Prior written permission shall be obtained from LSP for the recording of any kind
(visual, audio or otherwise) in any medium whatsoever (such as film, magnetic
tape, digital memory devices or otherwise) (“Recordings”) within CJ.
7.2 No Recordings shall be used as evidence against Port Master in any action or
proceeding.
7.3 Such Recordings shall be surrendered to Port Master without demand for
inspection and Port Master reserves the sole right to edit amend forfeit confiscate
or destroy the Recordings, including its copies without cost and liability.
SECTION 3. VESSEL BERTH APPLICATION AND LATE ARRIVAL PROCESS
8. Entry of Vessel
No vessel shall enter to CJ without submitting and obtaining approval in CJMD.
9. Berth Application
9.1 When Port Users are preparing a shipment, they shall submit all vessel’s
particulars in the established format VNL SHIP QUESTIONAIRE 2020 or VNL
BARGE QUESTIONAIRE 2020 as appropriate (Please download from CJMD)
9.2 Port Master shall approves / rejects vessel as per established protocol

9.3 Once vessel meets the CJ capability requirements and other aspects, Port Users
shall book berth window in CJMD.
9.4 Within 24 hours Port Master shall approves berth window booking thereafter Port
Users have 24 hours to confirm this approved booking failing which booking is
cancelled and the window slot is open for application.
9.5 Berth allocation is on first come/ first serve basis at time of approval and on the
arriving vessel tendering a valid Notice of Readiness (NOR) at Vung Tau pilot
station.
10. Rules for Late Arrival Vessel:
10.1 If a vessel’s ETA and / or vessel tenders a valid Notice of Readiness (NOR) at
Vung Tau Pilot Station later than berth booking time in CJMD, this Late Arrival
vessel may proceed to berth if berth is available at that time always subject to
Port Master’s approval.
10.2 If berth is not available for Late Arrival vessel, vessel will wait at anchorage till
the next available berth slot as per Port Master’s sole discretion. Berth priority will
always be given to vessel arriving before / on booking time. Waiting time and
costs incur by Late Arrival vessel shall be for Port User / vessel’s account.
11. Rules for Cargo Discharge time delay or early completion:
11.1 When ETD is booked, Port Users shall ensure that the ETD is reasonably
accurate.
11.2 In order to protect the berthing schedules of subsequent vessels discharging at
CJ, once it is made known to Port Master that the cargo discharging time will
extend beyond the booked ETD, Port Master shall have the right to shift the
vessel to anchorage to facilitate the next vessel in the queue to berth within the
booking time of that arrived vessel. Port Master will endeavor best to re-schedule
the next available berth slot for the delayed vessel. All time and costs incurred by
this shifting to anchorage and subsequent re-berthing will be for Port User /
vessel’s account.
11.3 In order to ensure maximum utilization of berth, any vessel discharging at CJ
which completes discharging cargo more than 6 hours earlier than booked ETD
shall incur a ‘demerit point’ for every hour earlier than ETD minus 6 hours. Such
demerit points can be used by Port Master to give priority to Port User with the
least demerit points in subsequent berth booking time.

12. Cancellation of Berth Application and Changes
12.1 The Port User shall give Port Master written notice of cancellation of or changes
to the berth application within the stipulated time.
SECTION 4. INTERFACES AND ROAD TRAFFIC
13. Compliance with Road Traffic Rules and Directions
13.1 All vehicles in CJ shall conform to CJ traffic rules and CJ traffic flow. CJ traffic
rules include, but is not limited to: a safe distance of 5 meters is to be kept
between two vehicles, the use of mobile phones, music device is not allowed
during driving in CJ, Safety Supervisor’s instructions must be followed at all
times, vehicle lights must be turned on at night or in poor visibility. Drivers must
produce valid license upon request.
13.2 Vehicles are not allowed to stop on the connecting bridge at any time. After
loading cargo at ship-side and safe to do so, if lashing of cargo is required,
loaded truck shall move slowly to cargo lashing bay to complete lashing before
moving onto connecting bridge and onward to Custom area or out of CJ.
13.3 Speed Limits when driving within the CJ: Maximum 10 Km / hour.
13.4 Pedestrian Rules:
13.4.1 ONLY authorized personnel are allowed to access to CJ, Pedestrians are
only allowed to walk on pedestrian walkway / safe zone, PPEs (high visibility
vests or equivalent protection) is to be worn.
13.4.2 Pedestrians shall move within designated walkways.
13.4.3 Pedestrians should be aware that drivers cannot see them when they are in a
vehicle’s “blind spot”;
13.4.4 Pedestrians should avoid these blind spots whenever possible. When
approaching or walking near vehicles, it is essential to make eye contact with
the operator and be sure that the operator acknowledges their presence;

13.4.5 Pedestrians should make sure that their movements are predictable (not
darting out suddenly from behind or between containers, and not suddenly
changing directions);
13.4.6 Pedestrians should avoid placing items (including personal items) on rolling
or moving equipment. Pedestrians may be in the driver’s blind spot as they
attempt to approach the equipment and retrieve the item; and
14. Parking at CJ
14.1 Vehicles shall be parked only in designated parking spaces and parking areas.
14.2 Illegal parking shall be prosecuted by Port Master.
14.3 Under no circumstances shall Port Master be liable, whether directly or indirectly,
for any loss of or damage to any vehicle or property or any damage or injury to
any person howsoever arising.
15. Unloading, Lifting and Transport of Cargo Rules
15.1 Port Users shall submit lifting plan to Port Master for review, and unless the lifting
plan is approved by Port Master, Permit to Work issued, no lifting operation can
be carried out. Port User must assign a signal man where appropriate to ensure
crane drivers are clearly instructed.
15.2 For heavy equipment movements to Customs area, arrangements for escort
must be made to direct the cargo load and equipment safely to its assigned
location.
15.3 No transport vehicle shall be allowed to overload. All cargo must be properly
secured before moving off to prevent the cargo from falling off the vehicles during
transportation.
16. Motorcycle and Bicycle
No motorcycle and bicycle shall be driven or operated in CJ unless approved by
Port Master.
17. Heavy Equipment
17.1 No heavy equipment (mobile crane, forklift, etc) shall enter into CJ unless prior
written permit has been obtained from Port Master.

17.2 Owner or person in possession / control of the heavy equipment shall comply
with and observe all applicable laws, and terms and conditions set out in the
permit, and directions as may be given by Port Master from time to time.
SECTION 5. TUGBOATS OPERATING AT CONSTRUCTION JETTY
18. Regulations on Tugboats in accordance with Article 64 of Decree 58/2017 /
ND-CP
The use of support tugboats when a ship berths and unberths and operates at
port shall be carried out as follows:
For ships with the largest length of 80m or more when mobilizing, leaving ports,
buoy wharves; access to other vessels; relocating within the channel, turning
within the waters in front of wharves, buoy wharves, water areas within port
waters and areas under the management of the Maritime Administration must
use support tugboat according to regulations.
The provisions on the number and capacity of tugboats assisting ships, in the
case of using tugboats, shall be based on the length overall, dead weight
tonnage, characteristics of the ship, actual conditions in the area and opinions of
organizations and individuals concerned and must be specifically prescribed
according to seaport rules.
The captain of a ship may request the addition of a number of tugboats or
request a tugboat of greater capacity when necessary.
19. Using support tugboats
19.1 Tugboats shall be used as per the following regulations:
Vessels must use support tugboats with the total main engine capacity (HP) not
less than 10% of the dead weight tonnage (DWT) of the towed ship and the
following provisions:
- Ships with the length overall from 80m to less than 100m use tugboats with the
minimum main engine capacity of 600 HP each.
- Ships with length overall from 100m to less than 125m, use tugboats with
minimum main engine capacity of 800 HP each.
- Ships with length overall from 125m to less than 150m, use tugboats with
minimum main engine capacity of 1,000 HP each.

- Ships with length overall from 150m to less than 175m, use tugboats with
minimum main engine capacity of 1,200 HP each.
- Ships with length overall from 175m to less than 200m, use tugboats with
minimum main engine capacity of 1,500 HP each.
- In abnormal maritime, weather conditions, the Director of the Maritime
Administration shall consider and specify the quantity, capacity and features of
tugboats to assist ships on the basis of consulting suggestions of the
captain/ship owner, maritime pilot organization and relevant port enterprise.
19.2 Notwithstanding above when booking harbor tugs, Shipping agents shall book
minimum 2 harbor tugs while still complying with Harbor Authority regulations.
SECTION 6. SUB-CONTRACTORS’ DUTIES IN RELATION TO VESSELS AND
CARGO
20. Law Compliance
20.1 All Port Users and Sub-Contractors shall comply with and observe all applicable
laws, rules and regulations, and directions by Port Master or under any statutory
or regulatory bodies / instruments in respect of the following:
a) Vessels and/or their operation
b) Cargo
c) Use of the Services and Facilities
20.2 In accordance with Decision No.02/2013/QD-TTg promulgates the regulation on oil
spill response, Port Users shall facilitate any Oil Spill Response for vessel calling at
the CJ. To ensure compliance, Port Master requires that all EPCs to submit such a
contract between Port Users and Oil Spill Response service company.
21. Insurance
Port Users and Sub-Contractors shall, at its own costs and expense, effect
adequate insurance of the vessels, cargo, vehicles, handling equipment and its
personnel / manpower.
22. Gangways, Safety and Illumination

All Vessels shall be responsible for the supply of all gangways, their safety and
illumination and shall ensure that all gangways are properly installed and fit for
operational use and do not obstruct the passage of quayside equipment.
23. Cargo Responsibility
All Port Users shall be solely responsible for the proper stowage of cargo in the
vessel and shall provide Port Master with the necessary ship and cargo
information including but not limited to stowage, lashing plan & unloading
instructions when the booking of berth window for the vessel is confirmed by Port
Master. Such information shall be recorded in the CJMD.
24. Information Provided by Port Users
The Port Users shall provide all information necessary under these Rules or as
required by Port Master including:
(a) Cargo: its description, nature, weight, condition, quantity and quality, load
port, discharging port etc
(b) the estimated time of arrival and departure of the vessel
(c) above information to be submitted into CJMD
25. Damaged Cargo
Port Master shall not be responsible for, and the Port Users shall indemnify and
hold harmless Port Master against all loss, damage, expense, and liability arising
from carrying out his stated function in managing the Construction Jetty
operations.
26. Clearing fishing boats from navigation channel
As is customary practice at the port region of Vung Tau, in the interests of safety
of navigation for vessels transiting from Vung Tau pilot station to Construction
Jetty, all Port Users are required to contract with River Police to ensure that the
navigating channel is clear of fishing vessels during the transit both ways.
SECTION 7. PROHIBITIONS WITHIN CONSTRUCTION JETTY
27. Prohibitions

c) No discharge of cargo holds cleaning water
d) No discharge of any slops / sludge
e) No swimming permitted
f) No immobilizing of vessel for repairs without Port Master’s approval
27.2 No person shall, by act or omission, do anything or permit anything to be done
within Construction Jetty that has or is likely to have any of the following results,
notwithstanding approval granted by Port Master for such act or omission:
a) to jeopardize the safety or health of persons
b) to endanger or obstruct navigation or traffic
c) to interfere with an authorized act
d) to cause a nuisance
e) to cause direct or indirect damage to vessel or other property
f) to adversely affect soil, air or water quality
g) to pollute a berth or the port waters in the conduct of any activities, in
particular while performing dangerous goods handling operations or
delivering waste from a vessel
h) to adversely affect port operations or property
i) to discharge, throw, deposit or permit or suffer to escape any dirt, ashes,
exhaust, steam, oil, water, filth or waste matter whether liquid or solid
j) to cause smoke, fumes, soot, ash, grit or oil to be emitted in such quantity
or density as may be deemed to be a nuisance or annoyance in the
opinion of Port Master
SECTION 8. SHIPMENT INFORMATION AND JETTY LIMITATION
28. Instructions to Cease, Remove, Return and Restore
Port Master reserves the right to take any action against any person who:
a) conducts an activity that is prohibited or unlawful or improper;
b) conducts an activity for which an authorization is required without first
obtaining the authorization; or

c) the person or any person covered by an authorization fails to comply
with a condition of the authorization;
28.1 All shipment’s information shall be fully disclosed by Port Users to Port Master
and entered into the relevant pages in the CJMD
28.2 Before any oversize, over-height cargo is landed from a vessel, Port Users shall
furnish to Port Master full particulars of the gross weight, measurements, marks
and contents of each packets.
28.3 All such cargo above shall have separate special discharging plan and approved
by Port Master. Such discharging and transportation plan shall take into
consideration the limitation of Construction Jetty.
28.4 Port Master shall not be responsible for damage caused to cargo due to any
cause.
SECTION 9. PROPERTIES, EQUIPMENT AND MANPOWER
29. Equipment and Manpower
29.1 Port Users and/or Sub-Contractors shall use equipment and manpower approve
by Port Master for handling the cargo (see section 10 for details).
29.2 Port Users and/or Sub-Contractors handling cargo in any form shall provide
suitable trucking equipment for the movement of cargo from vessel to Customs
area and shall ensure that the cargo is securely stored at the designated areas.
29.3 Movement of heavy lifts discharged from vessel on the wharf deck to Customs
area and beyond shall be on vehicular transportation designed for such
operation.
30. Liability of Port Users / Sub-Contractors for Damage to CJ Equipment or
Property
Anyone who causes damage to any part of CJ or equipment or machinery or property
(which includes jetty berths and customs area, roads, lighting, lighting masts) belonging
to or leased, operated, managed by Port Master shall be responsible for any direct and
indirect costs of such loss and damage suffered by Port Master.

SECTION 10. CUSTOMS AREA
31. At Customs Area
31.1 Immediately upon arrival of the vessel at the berth and upon completion of all
formalities and safety checklist, the Port Users / Sub-Contractors shall, in the
absence of any express agreement to the contrary:
31.1.1 ensure that all equipment & manpower are ready to commence cargo
discharge;
31.1.2 ensure that equipment & manpower are ready at to receive the arriving cargo
at the planned designated location;
31.1.3 ensure effective supervision for the proper and safe working of the cargo
without causing any damage or injury whatsoever;
31.1.4 ensure effective supervision and safe working environment for the proper and
safe storage of the cargo;
31.1.5 comply with all instructions given by the shipper / consignee of the cargo;
31.1.6 ensure that the servants and workmen employed by Port Users / Sub-
Contractors, clients or agents or visitors do not indulge in any hazardous or
unlawful activities;
31.1.7 ensure that smoking is absolutely prohibited;
31.1.8 ensure that no damage or loss will be caused by its servants, workmen, Sub-
Contractors, clients or agents to any goods, vehicles, articles or equipment
belonging to or handled or used by others Port Users;
31.1.9 be responsible for all its operations and ensure that all aspects of its
operations are carried out properly, safely and in good workmanlike manner
as may be prescribed by Port Master from time to time and comply with all
applicable laws;
31.1.10 be responsible for the safety and safekeeping of the cargo, articles, vehicles,
machinery and equipment handled or used or in any way connected with Port
Users / Sub-Contractors’ operation;
31.1.11 be responsible for the regular housekeeping of all areas;
31.1.12 all hazardous & non-hazardous cargo related waste must be cleared after
every shipment;

31.1.13 keep all areas clean, and in the fullest possible hygienic conditions to the
satisfaction of Port Master;
31.1.14 be responsible for all consequential claims, actions and proceedings caused
directly or indirectly by any sole act, default or negligence of Port Users /
Sub-Contractors, its servants, workmen, sub-Sub-Contractors, visitors,
clients or agents, and shall fully indemnify Port Master in relation thereto.
31.1.15 After customs clearance, all cargo must be cleared from Customs area within
1 working day failing which parking charges shall be imposed on respective
Port Users.
31.2 Without prejudice to any right or remedy Port Master may have against Port Users
Sub-Contractors, the latter shall be responsible for all claims from cargo shippers
and consignees.
SECTION 11. PENALTIES, DAMAGE AND CLAIM REQUIREMENTS
32. Disclaimer of Liability
32.1 Notwithstanding the generality of the Rules, except where expressly agreed
otherwise between the parties, Port Master shall not be liable for any loss,
damage, action, demand, proceeding, claim, cost and expenses however caused
and of any nature in particular;
a) unavailability of labor and/or Services/Facilities;
b) delay;
c) seizure under legal process;
d) fire, theft or explosion;
e) act, neglect or omission of the Customer;
f) latent or inherent vice of goods, vermin, white ants, rust, dry rot, wastage due
to natural deterioration or contamination by other goods;
g) failure of the Customer, its agents or servants to take delivery of the cargo;
h) breakdown failure or malfunction of equipment or facilities;
i) any other cause outside the reasonable control of LSP.

a) For first violation, "Prohibit from entering CJ for 1 month" shall be applied.
b) Second violation, "Prohibit from entering CJ for 3 months" shall be applied.
c) Third violation: Prohibit from entering CJ indefinitely.
33. Violations of Rules & Regulations within CJ
1 Threatening, intimidating, cursing, abusing by words or gesture towards safety
personnel or supervisors while they are on duty.
2 Smoking in smoking prohibited areas.
3 Failure to follow safety instructions / directions of safety personnel may result in
injury or danger to others or damage to property.
4 Failure to comply with safety signs & warnings leading to accidents.
5 Standing on the floor of the vehicles when moving.
6 Working under the influence of alcohol and drugs.
7 Lying or sleeping on the jetty.
8 Standing / sitting on bollards, mooring lines or edge of jetty.
9 Gambling in any form.
10 Riding on vehicle bumpers or fenders.
11 Standing under the area where the crane is working.
12 Not wearing helmets or wear unfastening helmets when on jetty
13 Not wearing safety boots when on the jetty to work.
14 Not wearing reflective clothing when working
15 Wearing / using of damaged personal protective equipment.
16 Inappropriate use of personal protective equipment.
17 Unauthorized parking of vehicles.
18 Going to unauthorized place.
19 Urinating outside the toilet area.
20 Using vehicles (bicycles, motorbikes,) within CJ without Port Master’s approval
21 Illegally using CJ's facilities / equipment (electricity, water; motorbike, equipment)

d) Other violation of the rules of Occupational Safety and Health will be
considered and applied on a case-by-case basis.
SECTION 12. TERMINATION OF SERVICES / FACILITY
34. Earlier Termination
34.1 Without prejudice to any provision in these Rules, Port Master may terminate
the provision of the Services/Facility forthwith at any time without any claim or
charge by the Port Users / Sub-Contractors if;
a) The Port User / Sub-Contractor fails to observe or perform any of its
obligations and if in the opinion of Port Master, the default is capable of
remedy and is not remedied to the reasonable satisfaction of; or
b) The Port Master is prevented from performing the Service by Force Majeure
or cause beyond the reasonable control of Port Master.
SECTION 13. SUB-CONTRACTORS’ CREDENTIALS AND APPROVALS
35. Vetting and approvals of Sub-Contractors
35.1 In the interest of safe and efficient operations at CJ, all Port Users’ Sub-
Contractors such as but not limited to Harbor Tugs service, Stevedoring service,
Mooring service, cargo lashing service, cargo trucking service, shipping agency
service, mobile crane service etc shall be vetted and approved by Port Master
prior to them being allowed to provide their respective services at the CJ to the
Port Users.
35.2 All Sub-Contractors’ profiles must be submitted by Port Users to Port Master at
least 60 days prior to the intended service commencement date for vetting and
approval.
35.3 All Sub-Contractors shall be a Vietnamese registered company preferably having
their base office in the Vungtau / Ba Ria province in support of the local economy
and familiarity with local knowledge and customs.
35.4 All Sub-Contractors shall have adequate experience in their respective scope of
services to be provided. Following are details of evaluation criteria for Port
Master’s evaluation;
35.4.1 Harbor tugs company –

preferably with Azimuth type, all complying with Vung Tau Port Authority
regulations.
➢ Minimum current operations - 500 over last 6 months
35.4.2 Integrated services for Stevedoring, Ship Mooring services, cargo lashing/
unlashing
➢ Minimum number of years the company is incorporated – 3 years
➢ Minimum current number of staff 150 people, certified with social insurance
➢ Minimum current number of main ports being served - 5 ports
➢ Minimum number of years handling heavy cargo - 2 years
➢ Minimum volume of cargoes handled - 1 million tons per year (over last 3
years).
➢ Minimum revenue yearly - 100 billion VND (over last 3 years)
➢ Experienced in mooring services for vessels over 40,000 DWT
➢ Recognized certification in mooring ships, lashing / unlashing, rigging, slinging
& crane operations
➢ Any company that can offer the above integrated services will be preferred over
individual company due to costs savings and more efficient planning and
execution of the whole operation.
35.4.3 Ship Agency Services –
➢ Minimum number of years the company is incorporated - 3 years
➢ Minimum current number of boarding officers – 4 staffs
➢ Minimum current number of ship calls per year – 100 calls
35.4.4 Port Trucking and Mobile Crane Services –
➢ Minimum number of years the company is incorporated 3 years
➢ All assets and manpower must be certified for OOG cargoes and meet Port
Users requirements
35.5 All Sub-Contractors shall have quality system ISO9001-2015 certification by an
internationally recognized body such as IACS members.

35.6 Once approved by Port Master, all details of Sub-Contractors shall be entered
into CJMD.
SECTION 14. PERSONNEL PROTECTION EQUIPMENT
36 Personnel Protection Instructions
The PORT USER shall provide personal protective equipment (PPE) for PORT
USER’s personnel such as safety harness and lanyard, eye protection, respiratory
equipment, hard hats, safety footwear etc.
PORT USER shall train and require their employees to wear appropriate personal
protection equipment that is maintained in good condition. PORT USER's employees
shall not commence work until proper protective equipment is worn at all times while
on-site.
PPE shall be used according to respective job assignments.
All employee staff and visitors shall wear the appropriate specific PPE at all times
when they are on the work SITE.
37 Requirements of PPE
All employees shall wear appropriate personal attire in accordance with this plan and
wear approved types PPE depending on exposed hazards like below:
38 Head protection.
39 Foot protection.
40 Falls protection.
41 Eye and face protection.
42 Hand and skin protection.
43 Hearing protection.
44 High Visibility Vest:
45 Life Vest/ Personal flotation device (FPD):

46 Safety helmet is intended to give the wearer protection against impact and
penetration damage and is designed so that it will not fracture when struck or
transfer the falling force to wearer's skull immediately below the point of impact.

47 Helmets should be designed for comfort in use and should be of an approved type
to ensure they meet the required performance.
48 Wear a safety helmet and tie to the chin and nape firmly.
Foot protection outfit
49 Safety shoes are capable of preventing such hazard that feet are struck with a
sharp thing or a worker falls by slipping or feet are injured by fallen article.
50 Wear safety shoes suitable for job nature.
51 Don't wear rubber shoes or slippers.
52 Tighten the lace in case it is attached, and the shoes and the lace shall not be
loose.
53 Check whether there is any abnormality or not before wearing.
Falls protection outfit
54 Provide necessary facility so that falls may be precluded. However, if impossible,
prevent a worker from falling down by means of safety harness.
55 Appropriate types of safety harnesses shall be worn by all personal working at a
level higher than 2 meters above ground or above a platform where there are no
proper handholds, foothold and scaffolding with closed platforms.
56 Safety lifeline shall be used together with safety harness at areas where there are
no convenient anchorage points for safety harnesses. The lifeline shall be securely
anchored.
57 Safety harness material shall be leather or other strong material.
58 Only approved safety harness shall be used.
59 Length of life-rope attached to the harness shall be within 2 m.
Eye protection outfit
60 When doing grinding and welding work or working in a place where dust or small
fragments are scattered or where brilliant light or heat is radiated. Eye protection
shall be worn.
61 Prior to wear eye protection check if in good condition.
62 Use it cleanly and when storing it, keep it in the place where dusts are not
scattered.

63 Clean eye protection surfaces with soft cloth so as not to avoid scratching.
64 Full-face protection to be worn when grinding.
Hand and Skin protection outfit
65 The workers who are exposed to rough objects, sharp edges, rubbing materials,
electric work or who are likely to be injured, struck, burned, and bruised wear finger
protection glove.
High Visibility Vest:
66 High visibility vest/ clothing shall be day-glo orange or fluorescent yellow in color to
ensure the wearers to stands out against the ambient background found in the
working environment. Vest/ shirt must have a minimum of 30% high visibility
coloring
67 Always fasten high visibility vest/ clothing closed at the front.
68 High visibility vest/clothing must be worn whenever you are outside in the terminal.
69 Protective clothing must be kept clean.
Life Vest/ Personal flotation device (FPD):
70 Life vest/FPD are required and in use for all waterside exposed work areas.
Personnel are exposed to a number of risks when performing their work. One of
these risks is being pulled or knocked into the water. Brain damage or death can
occur in less than five minutes if a victim is unconscious due to head injuries or is
exposed to cold water. PFD’s reduce this risk by ensuring that the person wearing
them is kept afloat in the event that they suffer a fall.
71 The purpose of wearing a PFD is to save lives. However, if not worn properly they
will be ineffective in the event of an actual fall. Make sure you follow these
guidelines when donning a PFD:
• Use the proper PFD
• Prior to each use, personal flotation devices shall be inspected for dry rot,
chemical damage, or other defects which may affect their strength and
buoyancy. Defective personal flotation devices shall not be used.

• Use a PFD that fits you – The vest must properly fit the individual it is to
save. If it is too small or too large the you will not benefit from its use.
• Wear it correctly – The vest must be properly worn and attached. Wearing
the vest with the front zipper or clasps unattached will cause the victim to
fall out of the vest in the event that he or she enters the water.
