This policy is an internal document of MQPCI and as such deemed strictly

confidential and private. Unauthorized replication or distribution of this manual regardlessof purpose is prohibited and non-compliance shall be dealt with due process.

This policy shall outline the basic framework to follow with regards to the suspension of

classes for Mary the Queen College (Pampanga), Inc. (MQCPI).

With the following objectives to wit:

Provide a standard procedure in order to streamline the flow of communicationwith regards to cancellation of classes.

To protect the welfare and interest of MQCPI students and its employees againstinjury, harm and/or damage to property caused by incidence of calamities either

natural (floods, typhoons, earthquake and the likes) or man-caused (fires,terrorism and the likes).

Observance of the school with state statutes, proclamations, memorandum ordersand the likes regarding national holidays, special holidays, local holidays and thelikes.

A. General Guidelines1. General Provisions

1.1. Announcement of suspension1.1.1.Under Section F of the Commission on Higher Education Memorandum Order

(CMO) no. 19 series of 2005 or the Revised Guidelines on the Suspension of

Classes in the Tertiary Level on the occasion of typhoons/storms, earthquakes,

floods, fires and other natural and/or man-caused calamities (Refer to Annex A -

CHED Memorandum Order No. 34 Series of 2010)

a. The announcement of the suspension of classes, where appropriate, should bemade not later than five o'clock (5:00 AM) of the day when the suspension is totake effect using all available means of information dissemination

1.2. Effect on Teaching and Non-Teaching Personnel1.2.1.Under section H of the Commission on Higher Education Memorandum Order

(CMO) no. 19 series of 2005 or the Revised Guidelines on the Suspension of

Classes in the Tertiary Level on the occasion of typhoons/storms, earthquakes,

floods, fires and other natural and/or man-caused calamities (Refer to Annex A -

CHED Memorandum Order No. 34 Series of 2010):

a. Teaching personnel shall not report for work when classes in the tertiary level aresuspended but shall conduct make-up classes to recover for lost time (Section H,

Paragraph 1)b. Non-Teaching personnel shall continue to render service even when classes in

the tertiary level are suspended unless the government, through its appropriateagency has declared otherwise (Section H, Paragraph 2). However, the

management can declare otherwise if it feels that non-teaching personnel might

be unable to go to work or might cause damage and/or injury.1.3. The Vice-President for Academic Affairs (VPAA) should notify the President of the

College upon declaring suspension of classes. However, for documentation purposes, the

VPAA should write a formal communication addressed to the President stating the reasons

for the cancellation of classes within one week from the resumption of classes.1.4. As stated on the CHED Memorandum Order No. 34 Series of 2010 with the subject

"Clarificatory Guidelines for the Suspension of classes in Higher Education Institutions

(HEIs) due to Typhoons/Storms, Flooding and other Weather Disturbances" (Refer to

Annex B - CHED Memorandum Order No. 19 Series of 2005)

1.4.1.Even without the suspension of classes, students who are unable to report to class orparticipate in scheduled activities such as exams, due to inclement weather, shall be

given consideration and be allowed to make up for the missed class or activity

B. Causes in the suspension of classes1. MQCPI shall not hold classes or shall issue a suspension of classes based on the following

situations:

1.1. Regular Holidays1.2. Special Working Holidays1.3. Local Holidays1.4. Natural Calamities1.5. Man-Caused Calamities1.6. Suspension as declared by Government Agencies1.7. Suspension of Classes as approved by managementThe aforementioned items will be further discussed in succeeding sections of this policy.

C. Regular HolidaysThe following shall be considered as official Regular Holidays as provided for under

E. Local HolidaysEach local government, be they cities, municipalities, or barangays, will often observe one or

more holidays. Being a predominantly Catholic country, these are usually the Saint Day of

the locale's one or more Patron Saints during which a fiesta is held. Secular observances

usually mark a government's founding day or the birth or death of a prominent native. These

are often celebrated with parades, processions, entertainment, and feasting, as well aswhatever local customs are traditional. Local holidays for the most part are applicable only to

the immediate area concerned, and barangay fiestas do not usually warrant a public holidayfor the area unless otherwise ordered. (Source: Wikipedia)

F. Natural Calamities1. As stated in the Commission on Higher Education Memorandum Order (CMO) no. 19 series of2005 or the Revised Guidelines on the Suspension of Classes in the Tertiary Level on the

occasion of typhoons/storms, earthquakes, floods, fires and other natural and/or man-caused

calamities, particularly under Section B.(Refer to Annex A - CHED Memorandum Order No.34 Series of 2010)1.1. In case of heavy rains and/or floods and/or earthquakes and/or other natural

calamities affecting particular locality which would render the holding of classes inthe tertiary level, including graduate and post-graduate, impractical and dangerous

to the students concerned, the subject Presidents/Heads of HEIs may declare a

suspension of classes.

Tertiary Level on the occasion of typhoons/storms, earthquakes, floods, fires andother natural and/or man-caused calamities (Refer to Annex A - CHED

Memorandum Order No. 34 Series of 2010)

a. (Section A, Paragraph 1) When the Philippine Atmospheric, Geophysical andAstronomical Services Administration (PAGASA) raises typhoon signal no.3 or

above in a particular locality... all classes in the tertiary level, including graduateand post-graduate , within the said locality shall be deemed automaticallysuspended without need of declaration... until PAGASA lowers the said Typhoon

Signal(s).

b. (Section A, Paragraph 2)However, Presidents/Heads of Higher Education (HEIs)within the said locality, may at their discretion, suspend all, some or any of their

classes in the tertiary level, including graduate and post-graduate, until such timethat the typhoon signals shall have been lowered by PAGASA or until the

weather improves.

G. Man-Caused Calamities1. As stated in the Commission on Higher Education Memorandum Order (CMO) no. 19 series of

2005 or the Revised Guidelines on the Suspension of Classes in the Tertiary Level on the

occasion of typhoons/storms, earthquakes, floods, fires and other natural and/or man-caused

calamities, particularly under Section C. (Refer to Annex A - CHED Memorandum Order No.

34 Series of 2010)1.1. In case of fires and/or other man-caused calamities in a particular locality which

would make holding of classes in the tertiary level, including graduate and post

graduate, impractical and dangerous to the students concerned, the

Presidents/Heads of HEIs affected by the said man-caused calamities may suspendany, some or all classes in the tertiary level, including graduate and post-graduate,

as their discretion may deem appropriate.

H. Suspension as declared by Government Agencies1. Refer to Procedure A - Suspension by National Government (NG), Local Government

Unit (LGU) or other authorized governmental entity, for the detailed procedure.

I. Suspension of Classes as approved by management1. MQCPI Management Committee (MANCOM) can suspend classes even without the occurrence

of any of the mentioned above situations, such in the case of a special event, situation and the

likes once approved by a majority of its members.
