PIK MISSION

The mission of the Police Inspectorate of Kosovo is through the exercise of its activity, to provide police service, which is accountable, democratic and transparent, in accordance with applicable legislation and required standards.

1. The object of the PIK activity is:

1.1 prevention, detection, documentation and investigation of criminal offenses committed by Kosovo Police employees, regardless of rank and position in the exercise of his duty or abroad;

1.2 inspection of structures and functions of the Kosovo Police to ensure accountability, effectiveness and efficiency in the implementation of laws, bylaws and standard operating procedures in force;

1.3 The investigation and / or inspection of disciplinary incidents of high profile, including all employees of the Kosovo Police.

1.4 Investigate all alleged disciplinary offenses officers with the highest rank of senior management and officers of senior executive level;

1.5 When there is a suspicion that the General Director of Police has committed misconduct; the Prime Minister may authorize development PIK disciplinary investigation. PIK after completion of disciplinary investigation report’s findings to Prime Minister;

1.6 Accepting all citizen complaints and review and determine which of the complaints investigated by the PIK and which will be referred to the Kosovo Police or the responsible institutions.

INTRODUCTION REMARKS BY THE MINISTER

Good functioning of a democratic society requires a constant supervision of police

powers by an independent authority outside the police. In this context, the Police Inspectorate of Kosovo as an independent executive agency within the Ministry of Interior is fulfilling its mission.I am significantly aware about the sensitivity that the exercise of police powers has, along with respect for human rights and the possible abuse of such rights, so I will be intensively engaged to further strengthen the Police Inspectorate of Kosovo, in order to increase the efficiency and effectiveness of its work.Also will be examined the possibilities of structural alignment of PIK at local level in order to ensure that this service is provided closer to the community and that the police service is more accountable, more democratic and as transparent as possible, while respecting the consistency and completeness legislation and international standards.We will take care to strengthen regional, European and wider cooperation with oversight police sister institutions, by achieving cooperation agreements, with the aim of operational cooperation in preventing, detecting, documenting and investigating criminal offenses committed by police. The promotion of cooperation between PIK and

State Prosecutor and other relevant institutions in the field of security will have e special care, because without a good cooperation with these institutions, mission of PIK shall be fullfileld in a very difficult circumstance or almost shall not be fullfilled at all. But, on the other hand will monitor vigilantly PIK itself and provide that the latter is more responsive, professional and at the highest level of its duty.Eventually, I will support PIK and its staff and will always be with them, as I will be supportive to other agencies under the Ministry of Interior. In continuation, I will seek advancement of professionalism and will cater to providing the most modernized equipment and stimulate personnel, besides the budgetary possibilities.I would like to personally make a public invitation to citizens of the country to further enhance cooperation with PIK, by filing complaints. I would like to extend you full guarantee that your complaints will be examined in detail, and will take actions and measures in accordance with the facts.

Dear citizens of the Republic of Kosovo, with pleasure we present to you the Annual Report

for 2014.We are presenting today for our citizens, for the Kosovo institutions, local and international partners, achievements and challenges of the Police Inspectorate of Kosovo. Ongoing reforms, full implementation of the organizational structure, the continuation of advanced training for our staff, as well as many, many other activities have characterized the year 2014. Having always in mind that the legal mission of the Police Inspectorate of Kosovo is that through the exercise of its activity, to provide police service, which is accountable, democratic and transparent, in accordance with required standards, we have taken care to continually improve our services.We now have 45 complaints boxes located throughout the territory of Kosovo, in East and West, North and South of our Republic. But emphasize that, despite providing this opportunity to appeal any of our citizens to police work, we can‘t talk

for a large number of complaints. In this regard we have successfully implemented the project “Blue Line”, offering special phone number for free for everybody (citizens, institutions etc.) that may have any complaints about police work.Report that you have in your hands today, presents a comprehensive analysis of three (3) year development of PIK and activities that we have undertaken in the period 2012-2013-2014. We achieved that with the help of our partners, especially the American ICITAP, to create internal organization functional system, enabling the treatment of 766 cases with criminal elements for this period of three years, raising 387 criminal charges within three years, and from the information we have, were raised 86 indictments. In this period, PIK has carried 21 types of inspections, regular and extraordinary, from which flow 145 recommendations for our police that certainly helped directly in its work.Police Inspectorate of Kosovo, declared to be happy, since the percentage of investigated officials within our police, does not exceed 4% of the total number

of employees in the Kosovo Police. We also enjoy the fact that the interest in the police to combat negative phenomena within its own institution has increased.Dear citizens, Police Inspectorate of Kosovo have been one of the institutions of Kosovo that had spread to the north part of the country, especially since 2011. As an oversight agency of police work, we have done self-assessment of our work, and we can say that we realized almost entirely our Strategic Plan 2012 -2015. In the coming months, along with local and international partners, we will compile the new Strategic Plan of the Police Inspectorate of Kosovo for the period 2016- 2018.The main goal of our institution (PIK) will be that every time we should be closer to citizens and together contribute to the professionalism, humanity, impartiality, transparency and greater accountability of our police, as one of best police force in the region. In this context we have received unreserved support of the Ministry of Internal Affairs and the Government of Kosovo that in this year - 2015, to start preparing expansion project of PIK, and in a short future, we can be present with our staff and permanent offices in every region of

our Republic. We are ready now for this thing since PIK is already stabilized in the center, and can be called freely prepared, professional and objective institution towards accomplishment of its legal mission.We will keep this epithet, serving with ethics, with professional behavior and communication, listening very carefully any complainer and giving the necessary explanations to our citizens. As every time so far, will continue to be an example in the implementation of our legal mandates by providing professional help to police in improving the services offered to citizens, but also by always monitoring for possible violations of human rights .Being at this level of professionalism, let me be allowed at the end, on behalf of all employees of the Police Inspectorate of Kosovo and in my name, to thank everyone who contributed for this level of PIK development, especially: American ICITAP, State Prosecutor at all levels of the organization, Courts, EULEX, OSCE, etc. We will always be grateful and will stay committed to accomplishing our mission, proving to our citizens and partners that PIK is a joint success story.

III. INTRODUCTION

This is a summary report of the work of the Police Inspectorate of Kosovo (PIK) for the period January - December 2014 which contains documented activities and achievements. PIK has been working and managing according to the goals and objectives set forth in the Strategic Plan 2012-2015 to achieve meaningful and sustainable results.

The report presents the challenges and activities undertaken based on the provided powers by the legislation in force, the main achievements during this period, and difficulties in achieving strategic objectives and challenges that await us in the future.

The functions of Police Inspectorate of Kosovo were conducted through operational departments dealing with investigations and inspections which are: Department of Investigation, Department of Inspections, Department of Special Investigation and the Department of Management and Review of Complains, and the Department of Finance and General Services who through its activities have supported the functioning of the operational departments.

Police Inspectorate of Kosovo has conducted its activity in human resources with a total of 48 investigators, 13 inspectors and 12 support staff, a total of 73 employees.

The report continues with the presenting of the challenges and the main achievements of the PIK during 2014, summarizing the main challenges in the implementation of operational functions (investigative and inspection) as well as financial and administrative support functions.

The main parts of this report are undoubtedly are the parts outlining concrete results in receiving complaints and investigating cases under the mandates of PIK based on the number, quality and results of the investigation of cases, and, concrete results in exercising the function of inspection describing the number, type and outcome of these inspections.

Administrative support which is offered by the Department of Finance and General Services provides information on the number of trainings, level of budget expenditures by economic categories.

The part of cooperation with citizens, local and international organizations contains concrete activities of PIK cooperation with the citizens. Through various campaigns, information concerning their rights, forms and mechanisms of appeal is filed their level of awareness regarding access to the PIK. Increasing professionalism and positive impact on performance is achieved through cooperation with various local and international organizations by sharing experiences, training, receiving counsels and other mechanisms that were in PIK interest.

IV. CHALLENGES AND KEY ACHIEVEMENTS OF PIK DURING 2014

Strategic Plan 2012-2015 is the guide to run PIK terms of achieving the goals and objectives of this plan. This includes a number of strategic goals and objectives that the PIK faced in a range of challenges starting with issues of working conditions until increase of communication with citizens and institutions related to the mandate of the PIK. Although the PIK has achieved significant success in most of these goals and objectives there is still work to be done.

During 2014, one of the main and continued PIK challeng, identified in the Strategic Development Plan, was the establishment and maintenance of professional standards in implementing legal mandates of PIK.

Implementation of the new organizational structure by selecting, in a transparent and based on merit, heads of divisions within the departments has made it able to functionalize the middle management level by creating a system of internal quality control and quality in relation to services that PIK offers to citizens. Functionality of middle management level has created more space for high level management to be more effective in strategic aspect of management.

Review of PIK administrative instructions, provided on Legislative Plan of the Ministry of Interior was a challenge; PIK has managed to surpass successfully five (5) reviewed administrative guidelines and to deliver in legal office of the Ministry of Interior for approval to the Minister.

Implementation of these administrative guidelines resulted in a well analyzed restructuring which has established managerial accountability, functional clarity of departments, divisions and functional middle level management

Strengthening PIK human resources through advanced professional training that was provided mainly by American ICITAP has enabled PIK efficiency to be constantly growing in preventing and investigating acts of corruption in Kosovo of Police.

PIK continued to provide better services and to cooperate with the Kosovo Police, citizens, stakeholders and its internal and external partners in the implementation of its legal mandates, offering services that were complete, correct, the prudential, performed with dedication and kindness.

PIK this year will keep close and utilize the latest advanced informational technology to perform better its duties by assisting to the Kosovo Police to raise its professionalism and providing services to citizens. PIK will continue to update and expand the operating IT system regarding the implementation of legal mandates, equipment and software for use by departments regarding the resolution of complaints, investigations and discipline.

PIK will improve the centre of the PIK web-portal which has a link to citizen complaints, the form of ad-hoc reporting and opportunities to improve the image and promote the use of social media tools (Facebook, Twitter, and YouTube).

PIK this year has managed to strengthen her trust in Kosovo Police through quality inspections with concrete recommendations holding regular meetings to discuss and argue the findings of inspections and content of concrete recommendations. This strengthening of trust is emphasized to all Kosovo citizens regardless of their ethnicity or religion which is proven by

transparency and fairness through the publication of inspection reports and quality of investigations.

PIK has successfully managed to handle all received complaints with a high efficiency and to convey them to Kosovo Police or to the prosecutor for further treatment. PIK has handled carefully all negative indications of police management by initiating concrete inspections and providing clear recommendations for senior executive management for necessary improvements. Among the challenges in 2014 was the visibility of our organization to be always close to citizens who need our services, management of the Kosovo Police and other stakeholders. PIK constantly informed Kosovo Police regarding investigative activities and undertaken inspection findings and continuously informed citizens and interest groups by showing transparency and willingness to work with others who share the same vision to have a professional and accountable police to its citizens.

V. RECEIVING OF COMPLAINTS AND INVESTIGATION OF CASES IN 2014

Based on the authority given by the Law for the Police Inspectorate of Kosovo, PIK is obliged to accept all citizens' complaints against KP employees and examine and determine which of the complaints will be investigated by the PIK and which will be refered to Kosovo Police or other responsible institutions. During the reporting period, the Kosovo Police has had 8820 employees. In total there were 305 KP employees as the subject of investigation by PIK. Presented in the form of a percentage, only 3.4% of KP employees were under investigation, or 0.6% less than last year. So in 2014 the number of employees investigated is smaller for 25 employees than in 2013. Chart No.01: Number of KP employees investigated by PIK 2014

According to the "Regulations for internal organization and job systematization in PIK" provides that the Department of Management and Review of Complains (DMRC) deals with citizens' complaints. This department is responsible for ensuring that complaints addressed to KP employees are treated properly. DMRC has a duty and responsibility to receive and collect complaints, determine the nature of the violation and send them to the responsible authorities within and outside the PIK. Citizens can appeal to the PIK regarding their assumption that any of the members of the KP perform his tasks contrary to the rules and procedures. During 2014, the PIK has received a total of one thousand six hundred and twenty-two (1622) paperwork documents. From these received paperwork documents twelve hundred and eighty-seven (1,287) have been complaints, while seventeen (17) others have been information.

The options which PIK offers citizens on how they can submit their complaints are: a) Through delivery in physical form (physical delivery or by mail), b) Through the delivery in electronic form, c) Through the declaration by telephone (080003333), d) By giving personal statement directly to DMRC staff, e) Through the complaint boxes, f) Through delivery by other parties.1

Complaints Management Division in 2014 and has received 1,304 complaints and informations, compared to last year where the PIK has handled 1,050 complaints, this year the number of complaints filed about 254 complaints or 24.2%. Complaints and information received by way of exercise, during 2014 are as follows:

From citizens through Kosovo Police, were received four hundred and seventy-eight (478) complaints;

From citizens to PIK offices, were received four hundred and fifty-eight (458) complaints;

Initiation from inside the Kosovo Police, were two hundred and sixteen (216); Through email to the PIK, were received ninety-six (96) complaints; Through other forms that are to be accepted (e.g. boxes complaints from

prosecutors, courts and other institutions) and thirty-nine (39) complaints, and; PIK information received seventeen (17).

Compared to last year, complaints by citizens through Kosovo Police have increased with 126 complaints, initiation from inside the Kosovo Police have increased with 105 complaints, complaints with electronicall means have increased with 51 complaints, complaints received from other institutions have increased with 23 complaints. This year is increased the number of different informations. These statistics speak for awareness of citizens and other institutions of Kosovo to the powers of PIK, professionalism and diversity of opportunities offered by PIK to appeal to one side, while on the other hand we have a dedication and professionalism of the Kosovo Police who are showing that they are committed to any violations that occur in their ranks quickly to be forwarded to the PIK for investigation.

According to PIK statistics upon receipt of complaints by month, the busiest months with complaints during 2014 were the months April, May, July, August and the average for the month is 109 complaints. Diagram 03: Trend of receipt of complaints by months 2014

After receiving and reviewing complaints, investigators prosecute complaints to the responsible authorities to investigate. Depending on the steps taken to further proceedings of the case, PIK notifies the complainant about the status of his complaint. Out of one thousand three hundred and four (1304) complaints and information received, six hundred and eight (608) complaints were forwarded to the Department of Investigation2 in the PIK for preliminary investigations, six hundred and seventy-four (674) after reviewing complaints are sent to the Directorate of Internal investigations in Kosovo Police disciplinary investigation, nine (9) cases were processed in the Department of Special investigation (PIK) for collection of information, one (1) case was sent for treatment at the Department of Inspections, eight (8) cases were closed in DMRC and four (4) cases were sent to the Complaints and Appeals Commission within the KP.

Six hundred and eight (608) complaints were sent to the Department of Investigation for preliminary investigations. During preliminary investigation of these complaints, two hundred and thirty-three (233) complaints resulted in elements of the offense and got the case number to investigate further while two hundred and eighty-three (283) cases have resulted in the violation with disciplinary elements and returned to DMRC to convey to the Directorate of Professional Standards in Kosovo Police for disciplinary investigations. No case has resulted in disciplinary infraction high profile that is under the jurisdiction of the PIK to investigate. Ninety-two (92) cases are still in the preliminary investigation which cases are mostly accepted in the last two months of this year. Table4 nr.04 presents disciplinary measures taken after investigating complaints that have elements of criminal acts and complaints with elements of disciplinary violations. These statistics are presented by the Directorate of Professional Standards in Kosovo Police. For cases with elements of the offenses were given 30 disciplinary measures which means that unless the case is sent to the prosecutor, police were given the disciplinary measure, while complaints with elements of disciplinary violations are issued 99 disciplinary measures. Out of 233 cases with elements of the offense5, 132 cases were sent to competent prosecutors by the Department of Investigation with criminal charges. With special reports were sent 86 6cases, while 15 cases 7are under investigation carried forward to 2015. 4 Table. 04 are presented disciplinary complaints that are reviewed and sent to investigate the Department of Investigation in the PIK for the elements of the offenses. Having completed the investigation the case has gone to basic Prosecutor a copy was sent to the Directorate of Professional Standards in Kosovo Police to be investigated for disciplinary violations and the DPS investigations have resulted in measures data which are presented in the table above 5PIK compiles criminal charges where evidence discovered in the process of data collection and submitted to the state prosecutor along with objects, sketches, photographs, reports obtained, records of the measures and actions undertaken, official notes, statements taken and other materials which may contribute to the effective implementation of the procedure. 6If the measures and actions carried out by the Police Inspectorate of Kosovo, evidence and data collected provide no basis for criminal charges and if this does not justify the existence of reasonable suspicion that an offense, the Police Inspectorate of Kosovo sends this special report the prosecutor. 7Cases which are still under criminal investigation but have not been submitted to the state prosecutor.

During 2014, 132 cases were sent to the prosecutor for which it filed an indictment against 28 criminal suspects and cases are prosecuted in the competent courts (11 times more than last year). Five (5) criminal charges were dismissed in the absence of evidence and no case has been closed to prosecution. Last year 105 criminal charges have been raised by the PIK that were in process at the competent prosecutor of the Republic of Kosovo, and this year there are 99 cases in process. During the past three years (2012, 2013 and 2014) almost the same acts lead the list of the five most frequent offenses under the jurisdiction of the PIK to investigate. Acts of endangering public traffic, abuse of official duty or authorization, light body injury, mistreatment while on duty and intimidation are repeated acts as five most frequent offenses allegedly committed by employees of the KP. It is seen positively the decline of criminal cases involving the use of force by police officers as light bodily harm or abuse in the exercise of official duties, for which the PIK considers that came as a result of frequent inspections undertaken by PIK and qualitative investigations in this area and the commitment of police management to provide additional training related to thise field of policing. Chart No. 06: The five most frequent offenses - 2012.2013 and 2014

Police Inspectorate during this year special attention has dedicated to acts with elements of official corruption and crimes against official duty. This year PIK investigated 83 criminal acts with elements of corruption and other offenses against official duty, among which the most common were: 48 offenses of abuse of official position or authority, 12 criminal falsification of official documents, the 10 acts of taking bribes, 4 acts impact exercise, 4 official secrets acts discovery, two works of bribes, 1 offense of embezzlement in office, the first act of fraud and one offense of conflict of interest. VI. RANKS AND STRUCTURAL UNITS WHERE THE PK EMPLOYEES COME FROM, INVESTGATED BY PIK

Kosovo police during 2014 had a staff of 8820 employees. As known Kosovo Police has an organizational structure with different functions and tasks and as such it is divided into multiple subdivisions with diverse tasks and responsibilities. In context of this report is presented a comparison between the total number of employees of the KP and the number of the investigated among this total for criminal violations of these employees of the Kosovo Police which are serving PIK to be investigated.

Out of the total employees of KP, 8820 employees, of whom 7690 are police officers of varying degrees, while civilian personnel - no police powers were in 1130.

Kosovo Police has promoted a staff of 1,555 officers who manage all lines of management, from the first line to the management of high level executive directors. In 961 KP are sergeants, lieutenants 340, 142 captains, 52 majors, 39 lieutenants and 13 colonels.

During 2014, PIK has investigated 39 officials promoted, among them four lieutenants, one major, four captains, 11 lieutenants, 17 sergeants, 257 police officers and 10 civilian staff employees.

During three years (2012-2013-2014) trend of police officers implicated in acts which investigated by PIK is decreasing the number of officers and sergeants, as lower managerial ranks. The ranks of Lieutenant and Captain, rank in the middle management level, the trend of involvement is approximately the same. The ranks of senior management level as major and colonel, has decreased the cases where these degrees are involved in the investigation, while the rank lieutenant colonel has an increase in the number of investigated from this rank.

Based on its organizational structure, KP consists of five departments. The largest number of personnel has the Department for Operations with 6204 employees or 70.3% of the staff of the Kosovo Police, Border Police with 1,322 employees or 15%, Investigation Department with 547 or 6.2%, Department of Support Services with 296 employees or 3.4% and the Human Resources Department with 284 employees or 3.2% of Kosovo Police personnel. The largest number of the investigated in PIK is: employees from Department of Operations where from 6204 employees that has this department, the subject of investigation in the PIK have been a total of 248 employees. Frontier Department of 1322 employees, to investigate the PIK had 41 employees. Being the Operations Department has the largest number of workers in KP as well as the largest number of the investigated from PIK continuously stratified report is still under other subdivisions within the department in which the unit found 248 employees investigated by PIK in this department. Based on the diagram above, RPD Pristina and RPD Pec have decreased significantly the number of workers who were the subject of investigations by the PIK. RDP Pristina which has the largest number of employees from all Regional Police Departments reached nearly the largest number of its employees who were subject to investigation by the PIK since 2012, while Peja RPD from 53 employees investigated during 2013 has dropped to 12 in 2014. Positive changes are observed in Prizren RPD where there was a decline in the number of cases. Addition of cases has RPD in Gjilan where 27 workers were investigated as in 2012 and 14 as they were in 2013, in 2014 this figure reached 50 investigated by PIK. A slight increase in cases observed in Ferizaj RPD. Differences in RPD North and South Mitrovica are not measurable after dividing themselves as two separate Regional Police Director which happened last year. In the next diagram shows the number of cases according to police stations which are under the command of Regional Police Directorates within the Division of Public Safety, Operations Department.

VII. INSPECTIONS DURING 2014

One of the basic functions of the Kosovo Police Inspectorate is the development of inspections on Kosovo Police. Through the inspection process, PIK evaluates the manner of performance in the Kosovo Police by:

• Determine if the laws, relevant regulations and principles of the Kosovo Police procedures implemented properly and are suitable to achieve its goals; • Determine whether police resources are used effectively and efficiently and are suitable to achieve organizational goals and objectives; • Prevent violations that may occur during the operation of the Kosovo Police; • Identify gaps and recommending legal and organizational measures for better functioning of the Kosovo Police.

In accordance with the annual plan for 2014 of the Department of Inspections, PIK has conducted five regular inspections and two extraordinary. 1. Regular inspections conducted during 2014 were:

1. Assessing the implementation of recommendations from inspections PIK 2012-2013; 2. Assessment of police officers care for official vehicles; 3. Inspection of BP management calls; 4. Assessment of road traffic management by the Kosovo Police; 5. Evaluation of training and knowledge of police officers on the use of force.

2. Extraordinary inspections conducted during 2014 were:

1. Evaluation of the performance of the police during the night shift at border crossings; 2. Assessment of tickets management control unit highways.

During the implementation of the 2014 inspection, the Police Inspectorate of Kosovo, by a total of five regular inspections and exceptional two units has inspected 149 police, interviewed about 279 police officers. Also misdemeanor tickets are checked 8390, 590 different folders, a significant number of different documents (laws, administrative guidelines, standard operating procedures) and inspected a number of vehicles of the Kosovo Police. Police Inspectorate of Kosovo, in seven inspections conducted during 2014 has developed inspection reports which are presented findings and are derived fifty (50) recommendations for the Kosovo Police. These reports primary were recommended to the Minister of Interior and the Director General of the Kosovo Police then are published on the official website of the Kosovo Police Inspectorate citizens.

Identifying the police areas for conducting inspections is based on the importance of police programs / areas and identified risk based on research undertaken were identified five (5) police areas to inspect that are included in the annual plan of inspections for 2014. Some of the areas inspected during 2014 were identified based on statistical data received from the Department of Investigation and the Department of Management Review and Appeals to the PIK. These statistics after analyzing the Department of Inspections have shown that the number of cases involving danger to traffic police officers and official vehicles KP and the use of force by police officers involving offenses such as light bodily injury, mistreatment in the performance of official duty was high threat. From these data it is concluded that there is a need to inspect these areas to identify problems and recommend solutions. From these statistics are two topics selected inspection; "Evaluation of training and knowledge of police officers on the use of police force" and "Evaluation of police officers care for official vehicles". As other areas that were inspected during 2014 were the Call Management area in Kosovo Police and scope of the Road Traffic Management.

Call management area in Kosovo Police is very important area on the police work in which any inspection was not conducted before, to see where the advantages and shortcomings in this area are. As such, this research field after it was decided that it should be inspected and has space to recommend several improvements which would improve the quality of services of Kosovo Police to the citizens of the Republic of Kosovo.

The management field of road traffic as an area which has profound impact lives of Kosovo citizens. Although there were several inspections in the past in this area, road traffic management is required to always be in the expectations and demands of citizens. As such, this inspection field has also entered into regular inspections plan for 2014.

Implementation of the recommendations of PIK inspections 2012-2013 constitutes a very important initiative tracking and measuring the performance of the Kosovo Police in the application and implementation of the recommendations of PIK arising from inspection reports from the field of inspected different. During 2014, the PIK has developed an inspection program with the purpose of monitoring the implementation of recommendations given in 2012-2013 in ten (10) different inspection reports which included 84 recommendations for change - improving the situation found. This inspection serves as a long-term review of the work and success of the Kosovo Police to measure and evaluate its efficiency and effectiveness and as such has access to regular inspections plan for 2014. Extraordinary inspections, as provided in the Administrative Instruction Inspections are conducted for cases assessed by management that are needed.

During 2014, the PIK has estimated that it is necessary to make an inspection of the Border Police Stations to assess the human resource capacity during the night shift, organizational preparation and presentation of their professional. Once these units except duties and responsibilities they have, they are representative of the state unit of Kosovo and are the first units and people who meet by anyone who entered the Republic of Kosovo. These units are required to have a higher level of duty, with dignified presentation at any time during their work.

Tickets management assessment unit for controlling the highways has been developed as a result of some internal information that formed the basis for an inspection to assess the field of police management in this unit. This inspection is successfully accomplished, out coming some concrete recommendations. What has been different than previous years have been closing meeting organized inspected after each field. These meetings have contributed to the strengthening of proper cooperation between the Kosovo Police Inspectorate and Kosovo Police (KP) that after the preparation of the draft reports from any field inspection set closing meetings between these two organizations. These closing meetings were conducted with the purpose of discussion and argument that the PIK findings presented in the reports of inspections conducted.

Department of Inspection (DI) this year achieved six closing meetings which were held between representatives of DI and BP officials. The contribution of the participants in the meeting has been phenomenal, which has been consistent with findings that are presented in inspection reports considering that all findings are based and present fairly the situation found during the inspection of police work for the specified period. Special emphasis KP has put to the discussion, which is derived in terms of the recommendations that emerged from reports of inspections as a result of the findings. Of all the areas inspected are in total fifty (50) recommendations that all participants agreed and pointed out the importance for each issue presented in recommendation. While at the meeting of inspection areas "Evaluation of implementation of recommendations from inspections PIK 2012-2013", KP has emphasized the importance of this area to inspect all commitments towards the implementation of all recommendations arising of the ten areas inspected by the inspection of the years 2012 - 2013 where 84 implementation of recommendations were treated.

After completion of the closing meeting and appropriate amendments in the report, the PIK has determined that the total ten (10) inspections from the period 2012-2013, which were the focus of the inspection tracking of which have come eighty-four (84) recommendations, forty-six (46) are fully implemented, thirty-six (36) are partially implemented and two (2) of them have failed to address.8

VIII PROJECTS OF THE POLICE INSPECTORATE OF KOSOVO

a) Project "Complaint Box"

The "Complaint Box" is one of the projects implemented in 2014 that aims at strengthening cooperation with citizens by providing an option for reporting complaints and cases various elements of the offenses. As part of the project are metallic boxes located in public areas with large attendance of citizens.

The boxes are located in areas where citizens attend without problems including the Centers corridors Civil Registration Agency and border crossings. In the framework of commitments for this project was prepared Standard Operating Procedure which was approved by the Chief Executive.

a) The "Blue Line” PIK in collaboration with the Communications Regulatory Authority of Electronic and Postal (ARKEP) has achieved to provide toll-free from (series 0800) and a number for free SMS (series 50). After obtaining toll free ARKEP decision, PIK has also implemented the necessary support from PTK and other mobile operators licensed for the functioning of this number. In support of this project was developed Standard Operating Procedures - "Treatment of calls to the PIK", which regulates the PIK approach to complaints-information that is expected to come from this project. PIK has conducted basic training for staff PIK "Treatment of calls to the PIK ", based on the Law on PIK, administrative guidelines and SOPs Call Handling. Training attended 32 employees PIK. Within this project are listed activities in the field of public relations to inform citizens of the new free numbers available to them

b) Twinning project "Strengthening the capacity for criminal investigations against organized crime and corruption"

Police Inspectorate of Kosovo, Kosovo police and the Kosovo Prosecutorial Council are beneficial partners in the project of EU Twinning entitled "Strengthening the capacity for criminal investigations against organized crime and corruption".

The overall objectives of this project are to support Kosovo institutions in preventing and combating organized crime and corruption. Within this project were several activities related to the action plan within the twinning project as activity 1.1 "Improving coordination and cooperation between law enforcement agencies" which began the review of existing guidelines for cooperation between PIK, PK, prosecution and institutions involved in preventing and combating organized crime.

Even within the component IV (Strengthening the internal supervisory mechanism of the Kosovo Police and justice / Reduction of corrupt behavior and bad behavior) have conducted several activities and workshops .In this regard, the activity 4.1 "Review and update proper procedures for handling cases of misconduct and corruption within Kosovo police and support of local professional standards and the Police Inspectorate in the application of disciplinary measures "a workshop.

The workshop was held with participants from KP, PIK, EULEX, OSCE and NGOs.

Within this project were conducted meetings and field visits by experts to start a feasibility study on the architecture of Information Technology and database interoperability between law enforcement agencies. Such a document feasibility study was presented to law enforcement agencies that are beneficiaries under the project.

IX. FINANCIAL ADMINISTRATIVE AND SUPPORT SERVICES Department of Finance and General Services (DFSHP) in the Police Inspectorate of Kosovo has a supporting very important role and in the work progress and achievement of the objectives of the Police Inspectorate of Kosovo. DFGS through its staff care to implement all legal regulations pertaining to the implementation of procedures that relate to budget management, human resources management and management of information technology systems and logistics services. Budget data managed by the Division of Budget and Finance, are presented in table and graph below, separated by economic categories. The table and graph presented above are presented summary data generated by FMIS system, where one can observe that the allocation and expenditure of budgetary funds Economic two categories differs from the amount of the original approved budget, because during the year are incorporated decisions of the Government of the Republic of Kosovo, to budget cuts in the economic category of goods and services and the decision to increase salaries from April, of 25%. While the amount of the budget in the economic category of capital projects, the decision of the Treasury, after allocation under the Plan Cash Flow in November is dis-allocated. Plan Commitment - Expenditure is managed based on legislation, Cash Flows Plan, Procurement Plan for 2014, as well as other operational activities. In this case note that during fiscal year 2014 were processed:

• 134 requests for the commitment of budget funds in the amount of € 342,874.80 and • 290 executions financial subjects in the amount of € 267,817.85 (not including costs incurred by Economic Category of Wages and Salaries, because, their way of proceeding differs from other categories).

Based on the data presented above, the implementation of the budget for fiscal year 2014 reached 90.54% quota. Human Resources Division manages human resources needs for the entire PIK employees who according to the qualification structure, ethnic and gender have this setup as in the table below. In order to implement Regulation (MIA) No. 03/2013 on Internal Organization and Job Systematization of the Police Inspectorate of Kosovo during 2014 were developed internal all procedures competition for leadership positions in the Departments Operating Divisions (total 10 leader) and determination of the leaders of Division for IT and Logistics Services. Division of Human Resources, this year has done scanning the physical files PIK staff, where is greatly facilitate employee access to their personal files. PIK being an employer that cares for discipline within the organization according to the highest standards, in 2014 has treated nine disciplinary cases (seven of them minor violations and two seriuous violations from witch one of them is in process). Also during 2014, has started to be implemented electronic system RIMS, the donated by American ICITAP, through which it was possible the electronic management of data relating to human resource management. As the success of the Division for information technology and logistics services can be distinguished these achievements:

X. PIK COOPERATION WITH AMERICAN ICITAP

PIK appreciates the cooperation with ICITAP American who is with special importance and multidimensional character. This cooperation, in addition to advisory and supportive nature, helped PIK in capacity building. PIK in 2014 has benefited from ICITAP concrete training in needed areas to raise the quality of work in the PIK and to perform mandates and mission of PIK with a high quality. Regular management meetings PIK with representatives of the organization, their dedication and hard work without tiring, made PIK be recognized as an organization that proves before its citizens and others that it is an organization of trained well prepared to face the challenges, and the objective to seek the truth in the exercise of its functions. Like other years, ICITAP, this year has remained more supportive organizations PIK. It is noteworthy contribution of this organization in providing advice and expertise in extracting and reviewing administrative instructions emanating from PIK law, and drafting Standard Operating Procedures clearly separating the duties and reSPonsibilities of the PIK which guarantee increase efficiency and quality of work of the PIK. Prior trainings basic, advanced and SPecialized, offered by ICITAP are configured with the study visit supported by ICITAP in 2014 for some of the leading positions in the PIK. Sorry study conducted in the US and three heads of departments PIK has been designed to provide maximum opportunities of observation on the ground, built on three thematic areas of focus:

1) Relationship police / prosecutor and between agencies, 2) Quality of the case as a result of proper management and the priority of the case, and 3) A SPecific assay integrity test within the context of proactive investigations.

Departmental-level executives, who were part of this study visit, were returned to the PIK with additional knowledge that is expected to help and support the effective and efficient organizational management in the PIK.

Training which has ICITAP offered to PIK through years have been indispensable in professional capacity building of employees PIK offering programs and the best experts in the field

of law enforcement. Training which has offered ICITAP PIK have been more necessary and targeted to achieve the fulfillment of the mission of PIK

The most important trainings supported by PIK noteworthy ten-week training "School of Police Staff and Command" organized by ICITAP expert lecturers from North-western University that was held at the Academy for Public Safety (KAPS) .

Experts from ICITAP have shown readiness to support continuously to give necessary advice being devoted to provide practice from their countries, which have had notable successes in fighting corruption and mismanagement police. Viewing a willingness to cooperate by this organization, PIK has set in one of its strategic objectives continued cooperation with this organization.

One of the projects in which PIK is supported by ICITAP is the RIMS (System for Information Resource Management. This project is implemented by the International Program for Training Assistance in Criminal Investigations (ICITAP). System Resource Management information (RIMS), assists in meeting strategic goals for increasing efficiency, accountability and transparency in the PIK. This system digitalizing internal processes and makes it possible, e-governance in the MIA and its agencies.

XI. PIK COOPERATION WITH EULEX

The European Union Rule of Law - EULEX has played a very important role in the PIK. Collaboration has been in a high level, where their highly valued contribution was the advisory role in the investigation as well as in the inspection. PIK appreciates also the support of EULEX Prosecutors who have helped PIK investigators in some criminal cases, and without hesitation supported them at every stage of the investigation. Numerous meetings were held between the mission monitors and senior staff of PIK, offering their experiences on issues of mutual interest, with the sole purpose to achieve better results in the fight against corruption and organized crime. PIK valued the work of this mission in strengthening rule of law in Kosovo.

The contribution of this mission has been emphasized in addition to providing advice and expertise on various issues in the implementation of PIK functions in the issuance and review of administrative instructions emanating from PIK law and unreserved assistance its mission experts in the design and review of Standard Operating Procedures for the PIK.

XII. PIK INTERNATIONAL COOPERATION

a) The 14th Conference of EPAC-Regulation (European Partners Against Corruption)

PIK participated this year at the 14th on the EPAC-Regulation (European Partners against Corruption) that was held in Sofia, Bulgaria on 16 to 19 November 2014. EPAC-was founded in 2004 in order to contribute to the field of police oversight and the global war against corruption. Over 65 organizations - police oversight institutions and anticorruption European countries including Police Inspectorate of Kosovo (PIK) participated in this conference EPAC-Regulation. During the plenary sessions at the conference important topics were treated such as recent developments concerning the European Public Prosecutor's Office, his fighting corruption and police services, the challenges in investigating cases involving senior officials - best practices, mechanisms new and old to supervision, inspection, anti-corruption training, psychological support to prevent corruption etc. Presentations by delegates raised some important issues related to police oversight agencies. PIK praised the importance of exchanging experiences between police oversight institutions of European countries.

a) 5th Conference of regional internal audit agencies

PIK participated in the 5th conference of the regional internal audit agencies that took place in Macedonia titled "Current Challenges to internal control units in support of the modern police service". The conference was focused on coordination and cooperation between the internal audit units and the public prosecutor, the complaints system for citizens and police officers and human resource management in support of effective mechanisms of internal control. This conference was organized by the OSCE mission, DCAF and the Ministry of Internal Affairs of Macedonia inviting internal control officials from the region and beyond. Kosovo delegation was represented by the Chief Executive Officer of PIK and head of the Department of Inspections and the Directorate of Professional Standards in PIK. This year the conference was focused on coordination and cooperation between the internal audit units and the public prosecutor, the complaints system for citizens and police officers and human resource management in support of effective mechanisms of internal control. The delegation from the Republic of Kosovo presented to representatives of other countries participating in this conference how it works in Kosovo appeals system for citizens and police officers.

Good practices from Kosovo delegation emphasized the possibility of giving citizens of the country to complain against police violations in an agency independent of the police (PIK) by providing guarantees for citizens that their complaints will be handled in the public interest and appointment of SPecial prosecutors to deal with cases of PIK in each region. In addition to these good practices was emphasized even delegating authority for the treatment of minor disciplinary violations to the first line managers and second-line command of the Kosovo Police. This is seen as an opportunity for police managers to have in their hands a tool through which you can directly raise the level of discipline and have full reSPonsibility regarding the management of their units. Otherwise, such conferences are a good opportunity for the exchange of best practices internal control mechanisms contributing together to fruitful results in this field. The scope of international cooperation will continue next year in an effort to raise the level of cooperation of the Kosovo Police Inspectorate and sister organizations of PIK.

b) European Congress 2014 Legal Technology (Tech Law Congress Europe 2014)

The end of October marked the organization of the Congress Law Tech Europe 2014 Congress Czech Republic where the participants were representatives of the Police Inspectorate of Kosovo. The participants of this Congress was rated above for the exchange of experiences in the field of computer crime as well as the possibility of notification regarding the latest developments in information technology and legal basis regulating this field. In this Congress, PIK was announced with the latest achievements of information technology as the technical aspects as well as in the legislative where he presented numerous presentations of information technology products which help in securing electronic evidence through the investigative process and legal aspects to use these technologies to ensure that it violated human rights and freedoms. In these presentations as presenters were well known firms expert information technology as well as prosecutors and judges from different European countries.

XIII. DEVELOPMENT OF COOPERATION WITH CITIZENS AND LOCAL ORGANIZATIONS

Development of public relations and strengthening cooperation with local and international organizations is of particular importance for the PIK. During this year, PIK has had a number of activities under the continuing efforts to build lasting relationships with citizens and partners with government and non-governmental organizations and the media.

a) Public Relations

In order to inform the public opinion right and timely are published press releases, meetings and press conferences that reflect the results achieved by the PIK. One PIK commitments for 2014 as part of efforts to strengthen the transparency was the continuation of magazine publishing PIK "Integrity".

In addition to internal information, mainly through various

articles published in the official journal PIK magazine "Integrity" is regarded as an important project for external information, especially the Kosovo Police officers but also with local and international partners, commitments PIK and citizens. Police Inspectorate of Kosovo has continuously informed media about the work and activities developed through various forms in order to show proper transparency and information to citizens. Being committed to increase transparency in relation to citizens, PIK has conducted many public appearances. Important role in informing the public on the work of PIK has played official website which has been an open window to all who were interested in the activities and

reporting on various occasions.

One of the strategic goals of the Police Inspectorate is to provide good service to citizens by offering a complete service, correct concise performance with devotion and courtesy.

Inherently, years ago entered an additional feature where a citizen can contact PIK - link to the appeal which once it is clicked, allows citizens to complete their data on the possible appeal. It is worth mentioning that during 2014 the number of complaints increased, which were processed electronically compared with the previous year.

Official statistics of the official address on Face book, notes increase of visitors and the number of approvals in the official address of the PIK in this social network. The age group most frequently visiting the official address of the PIK is 25-34 years with 45% followed by the age group 18-24 years total 25%. In increasing the number of visitors to this social network has impacted the update and publishing timely news photos and various activities PIK.

b) Cooperation with Ombudsman Institution

Kosovo Police Inspectorate and the Ombudsman as two independent institutions have a close cooperation in the protection, supervision and promotion of human rights and fundamental freedoms in Kosovo. This cooperation is implemented with direct communication and other forms during the implementation of the mandate of the two institutions. PIK has provided feedback to the cases for which the Ombudsman has expressed interest.

c) Cooperation with KMDLNJ in (Council for the Protection of Human Rights and Freedoms)

Kosovo Police Inspectorate and the Council for the Protection of Human Rights and Freedom have a close cooperation in the protection and promotion of human rights and fundamental freedom in Kosovo. This good cooperation reflected in direct communication, data exchange and other forms during the implementation of the mandate of the PIK.

d) Cooperation with the Parliamentary Committee on Security, Internal Affairs and Oversight of the KSF

In the framework of cooperation with local institutions Police Inspectorate of Kosovo has had a good cooperation with the Committee on Internal Affairs, Security and Supervision of the Kosovo Security Force, the Assembly of Kosovo where PIK always reSPonded to the call for debate associated with PIK reports. PIK welcomes the support of the Commission of the Assembly of Kosovo towards the fulfillment of strategic objectives.

e) Cooperation with the Prosecution

During daily work, investigative structure employees and its management have established very close ties of cooperation in fighting corruption and other criminal offenses to the police. Prosecutors setting to work with officials PIK professional, help in dealing with cases of Inspectorate.

This has influenced the Kosovo Police Inspectorate and the State Prosecutor of the Republic of Kosovo to establish partnership and cooperation in combating negative phenomena encountered among the members of the Kosovo Police, particularly in combating corruption through, sharing information concerning suspicion of involvement in criminal activities of police officers, cooperation in the investigation of cases that result in criminal actions, the granting of authorizations by the prosecution to undertake certain investigative actions by the PIK, help and assistance during the process of investigation and providing mutual advice in solving various problems related to combating negative phenomena in Kosovo Police.

f) Cooperation with the Police

Cooperation with Kosovo Police is oriented to contribute in raising the performance of the two agencies and the provision of mutual assistance, technical, operational and support, provided with the legislation in force. This cooperation has led many meetings were held to discuss issues related to the scope of the Police Inspectorate.

In addition to regular meetings, the PIK has had several meetings with the officials of KP public relations. These meetings are conducted in a spirit of cooperation and strategic communication mainly before publishing inspection reports discussing common lines of communication with the media, referring to the findings of the areas inspected.

PIK appreciates regular cooperation with Kosovo Police often on a daily basis by sharing information and support each other in combating negative phenomena within the Kosovo Police.

In many cases investigations of joint operations which resulted in a very good coordination in the selection of cases and implementing legal mandates of the two institutions.

In the framework of cooperation with Kosovo Police, it should be noted that a

proactive approach KP in relation to the initiation of cases and taking concrete actions to raise the level of discipline in the organization and improve efficiency and effectiveness.

In total during 2014 were 216 complaints addressed to the PIK that were initiated by the Kosovo Police against its officials. The number of initiations that compared to last year has increased nearly 100% speaks for enhanced engagement Police towards improving the quality of internal control and improving performance of KP.

Police Inspectorate appreciates the cooperation with Kosovo Police intending that the same will be strengthened further in subsequent years based on the authority and legal powers PIK towards increasing the effectiveness and efficiency of the police.
