> THE OPPORTUNITY IS NOW

President Barack Obama is charting a new course in U.S. nuclear

policy. At a time when nuclear threats are increasing, when there is

widespread recognition of the failure of previous polices, a consensus

is emerging across the political spectrum for deep reductions in nuclear

arsenals. An unprecedented policy window has opened. But the

Obama Administration’s efforts to “set a goal of a world without nuclear

weapons and pursue it” are being met with criticism from partisan

ideological forces and from skeptics who believe that change is neither

desirable nor possible. We have two years, possibly three, to take

the bold action this moment demands. The time for action is now.

No other foundation, no other organization brings

together the elements needed to seize this historic

opportunity. With offices in San Francisco and

Washington, D.C.—and with our own lobbyist on staff—

Ploughshares Fund is providing a unique combination

of policy advocacy, access to the key decisionmakers

in the White House and on Capitol Hill, media visibility

and the financial resources to make targeted, strategic

investments where they can have the greatest impact.

At the hub of a global network of the world’s leading

experts and advocates, Ploughshares Fund is distinctively

positioned to help bring about the most important

achievement of the Obama era, and our lifetimes. In

the words of Senator Chuck Hagel, a member of our

Board of Directors, “Ploughshares Fund is catalyzing the

momentum, courage and leadership to make the most

of this transformational moment.”

We are implementing an ambitious, practical campaign

aimed at nothing less than transforming U.S. nuclear

weapons policy. Over the next two years, Ploughshares

Fund will substantially accelerate our operations and

investments to take advantage of this critical opportunity.

We will both increase the total amount of our grants and

expand the scope of Ploughshares-initiated projects.

Starting now, Ploughshares Fund will provide strong

support for the Obama Administration’s new national

security posture in order to solidify policy gains.

CATALYZING THE MOMENTUM

Together we can seize this unique policy moment. But

we must act quickly. This critical transformation in

U.S. policy is more economical than you might expect.

Contrasted to the 20 billion dollars our government

will spend over the next two years to maintain the U.S.

nuclear arsenal, Ploughshares Fund’s campaign is a

bargain. Over the coming 18 to 24 months we intend

to spend a minimum of 20 million dollars on smart,

strategic investments. We are seeking one- and two-year

commitments from funding partners who understand

the responsibility we share to build a safe, secure,

nuclear weapon-free world. With the stakes so high

and the opportunity so great, there has never been a

moment like this before.

to refute misinformation and attacks;

› Expansion of public support among independent

thought leaders on national security policy, military and

veterans organizations, religious communities, along

› An agreement to reduce U.S. and Russian warheads

to 1,500 each, followed later by negotiations for even

deeper cuts.

› New U.S. policy guidance establishing that the sole

purpose of nuclear weapons is the prevention of their

use by others.

› Ratification of the nuclear test ban by at least

67 votes in the U.S. Senate and facilitation of its entry

into force.

› Increased support for the goal of a nuclear weapon-free

world by global leaders.

› Containment of North Korea’s and Iran’s

nuclear programs.
