NRM and Livelihood Support

Basis of Labour Budget

Sec14 (6) of the Mahatma Gandhi NREGA stipulate that the DPC shall prepare a Labour Budget and Shelf of projects for the next year in the month of December.

The preparation of Labour Budget and Shelf of Project shall be prepared on the basis of the revision in Sch I & II dated 3.1.2014

The preparation of LB and Shelf of Project should also follow in the line the Master Circular for 2016 17 and directives of Government of Kerala in this regard

Shelf of Project

Every year, the GP shall delete the works already completed and add in new works so that the shelf will have 200% of works in every FY

A Shelf of Projects will enable the Panchayat to identify works hassle free and will enable the GPs to have technical scrutiny of the project in advance

The Shelf of projects in another way denote 200% of the works needed to satisfy the demand anticipated for the Financial Year

The shelf of projects shall consist of sufficient works in such a that the GP can easily identify works without difficulty

Shelf of Projects is the list of projects prepared by the Panchayat and approved by the Grama Sabha.

Category: A - Public Works Relating To Natural Resources Management

Water conservation - underground dykes, earthen dams, stop dams, check dams with special focus on recharging ground water including drinking water sources

Watershed management - contour trenches, terracing, contour bunds, boulder checks, gabion structures and spring shed development resulting in a comprehensive treatment of a watershed

Irrigation - Micro and minor irrigation works and creation, renovation and maintenance of irrigation canals and drains

Renovation of traditional water bodies - desilting of irrigation tanks and other water bodies

Afforestation - tree plantation and horticulture in common and forest lands, road margins, canal bunds, tank foreshores and coastal belts

Land development works in common land

Category B: Individual Assets For Vulnerable Sections (Only For Households In Paragraph 5)

• households in Para c 5 - land development, irrigation (dug wells, farm ponds and other water harvesting structures)

Improving productivity of lands

• Horticulture, sericulture, plantation, and farm forestry Improving livelihoods

• households defined in Paragraph 5 to bring it under cultivation

Development of fallow or waste lands

• Unskilled wage component for houses under IAY & other Government Schemes Construction of houses

• poultry shelter, goat shelter, piggery shelter, cattle shelter and fodder troughs for cattle Promotion of livestock

• fish drying yards, storage facilities, and promotion of fisheries in seasonal water bodies on public land Promotion of fisheries

Works which are non-tangible, not measurable, repetitive such as, removing grass, pebbles,

agricultural operations, shall not be taken up

Estimate Preparation

All Sanctions (AS/TS) henceforth will be accorded through the

SECURE Soft

The work file should be maintained at the GP properly. Each file may consist detailed

Estimate, Report, Abstract, Sketch, Plan , Data Analysis,

Material list and Photo before implementation

These documents can be digitally generated as and when the

SECURE is rolled out

TS may be accorded as per the directions in GO (Rt) No

1208/2016/LSGD Dated 12.7.2016

As stipulated in GO (Rt) No 1640/2016/LSGD Dated

10.5.2016, the MGNREGA Standardised Data will be

followed and rates for material, skilled wages and semi skilled

wages will be based on the LMR

The Unskilled wage rate will be declared every year by the MoRD

based on CPI AL. The data for unskilled Manual Wages will be

based on the Data created in the MGNREGA Standardized Data

However, this will be revised as and when the Time and Motion

study now concluded

This will enable Panchayats to select works

which are needed for NRM and enhancement of

agricultural productivity

Hence, Watershed based Development processes to be adopted in an orderly

manner

Watershed Features

Watershed may be Mini, Micro, Sub and Master Watersheds

The entire development of NRM and Livelihood supports in an area to be

developed based on the Slope, water resources, vegetation, soil type and

climatic conditions

The strategy of interventions should be designed from the Ridge to Valley

All activities to be converged in such a way that an integrated Watershed

Approach to be followed

What the Panchayats are to Do?

Already the GPs have a Comprehensive Watershed Master Plan approved by the DPC

The life of the Plan is 5 years

In case the life is expired and interventions are remaining for treatment, the plan can be submitted to DPC for

approval

In case works are exhausted, the GP can conduct a rapid rural appraisal in a Mini watershed by voluntary teams and identify works that are allowable under MGNREGA

Strategy to identify the works in a watershed approach

Land for intervention are of three types

Agricultural Land in the ownership of people

(Private Land)

Land kept fallow which can be converted for

Agriculture

Public waterways, water storage and Land

Natural Resource Management

Efforts to conserve or regenerate top soil coupled with efforts to conserve water

Afforestation

Local wisdom in conservation to be followed instead of typical construction methods

Intervention may be planned in the three zones of the watershed – Upper reach, middle reach and lower reach

The integrated NRM aims to address soil erosion, water harvesting, make waste lands cultivable, develop land of vulnerable communities

Each district should plan to propagate one tree species which is unique to the district

traditionally

This does not mean that only that species

alone should be propagated

The GPs can follow the stipulations

eloborated in the AMC 2016 17

Individual Assets. What to do?

Sol and water conservation activities

Activities that enhance the bio mass

Activities that enhance the bio diversity

Recharging the existing ponds/Wells

Livelihood support through infra structural facilities such as cow sheds, goat sheds, poultry sheds and

piggery sheds

MGNREGA & PMKSY

In the case of blocks where PMKSY project is not sanctioned, works can be taken under MGNREGA provided the Scheme is implemented in a Project approach with Ridge to valley approach

All activities allowable in the Scheme can be converged with PMKSY where it is sanctioned

Non Negotiable

Instead of Earthen sack filled check dams, earthen plugs and Gabions can be used in plains

and places with low slope

In other areas Drop spillway and Earthen dams can be

constructed

Integrated NRM and individual interventions shall be taken up

in a scientific manner

Intervention in the Vulnerable 10 communities to be treated first and after saturating their land can enter into the land of

SC/ST

Non Negotiable Temporary and

unproductive works should not be taken in

the land of private individuals

Officers according TS to such unproductive,

temporary and unnecessary works shall

be held responsible

In the case of interventions in the high

ranges, stop dams should not be resorted

Well recharge and river rejuvenation to be given

top priority

Works directly benefitting Agriculture should not be less than

60%

Labour Material Ratio should be maintained 60:40 at the GP level

Expenditure on roads should not exceed 10% of the total exp at any

point of time

Tips for the processes

The consolidation of NHG proposals will be done by Asst Secretaries, VEOs, Ward level Facilitators, Engineers/Overseers,

Data Entry Operators and three mates from the ward

On the basis of the proposals, the committee above should prepare a map of the ward that depicts the works
