Planning for continued successIt is hard to believe that we are well into

another year already. 2002 was a toughyear for everyone. Having been in the avia-tion business for more than 35 years, I haveseen tough times before. I am optimistic thatthe industry will come through this strongerthan ever. I say that in part because DuncanAviation continued to see plenty of success,even in a tough year like last year.

Duncan Aviation again received high marksfrom Professional Pilot readers in the maga-zine’s annual PRASE survey as well as itsnew Completions Center survey publishedlast fall. In 2002, we added more than 25STCs to our list of more than 450. OurRVSM solutions advanced at a rapid pace.We opened new satellite avionics shops inWheeling, Ill., and St. Paul, Minn. Our listcould go on and on.

We believe Duncan Aviation continues tohave successes like these because of our talented employees. Duncan Aviation is comprised of 1,800 aviation enthusiasts whohave chosen careers they love and enjoy. Ona daily basis, they strive to do their best andmake sure their customers are served as bestthey can. They look for opportunities to

Duncan Aviation Adds Satellite AvionicsFacilities in Wheeling, Ill., and St. Paul, Minn.

Duncan Aviation is pleased to announce that it hasopened two new satellite avionics facilities at the busycorporate airports of Wheeling, Ill. (PWK-Palwaukee) andSt. Paul, Minn. (STP).

These facilities were opened during the fall of 2002 toprovide operators with easy access to Duncan Aviation-quality avionics and instrument repairs as well as our freeavionics loaner pool.

The Palwaukee location has 450 square feet of shopspace located at the Palwaukee Municipal Airport in NorthAmerican Jet, 1005 South Wolf Road. The team leaderthere is Kendall Neeland. You may reach him at847.459.0650.

Russ Meyer, Jr., Receives Fifth AnnualDuncan Aviation Excellence Award

Duncan Aviation recognized Russell W.Meyer, Jr., currentChairman and CEO ofCessna Aircraft Co.and President of theAircraft Sector ofTextron Inc., for hisdedication to the business aviationcommunity by presenting him withDuncan Aviation’s fifthExcellence Award.

“For 36 years, Russ has been one of the most consistentand persistent advocates for business aviation,” says J. Robert Duncan, Chairman of Duncan Aviation. “Irespect him both personally and professionally as ahands-on leader who keeps in touch with the industry byflying, talking to customers and staying engaged.”

In his current position, Meyer oversees Cessna AircraftCo., Bell Helicopter and Lycoming. Meyer joined Cessnain 1974 as Executive Vice President and served as CEOfrom 1975 to 2000 and as Chairman from 1975 until thepresent. Meyer worked tirelessly to gain passage of theGeneral Aviation Revitalization Act of 1994, which included the then-new Statute of Repose benefit, whichhas had a huge, positive impact on business aviation.

Duncan Aviation Named Top Completion &Modification Service Provider

Duncan Aviation was named the #1 Completion andModification Center in a survey of Professional Pilotmagazine readers, published in October 2002.

A random selection of 7,218 survey forms were sent toProfessional Pilot readers asking them to evaluate thecompletion and modification centers they had used overthe last five years. Customers were asked to rate centersin the following categories: Creativity & design, Quality ofwork, Customer attention, On-time delivery, Warranty &documentation, and Quoted vs. actual cost.

Readers were also given the opportunity to make comments about the services of the completion centersthey rated. “Reader comments reflect a high regard forthe (Duncan Aviation) organization,” the magazine states.Both Duncan Aviation’s Lincoln, Nebraska, and BattleCreek, Michigan, facilities received high scores and therefore share the #1 spot.

This new survey is conducted a little differently than themagazine’s PRASE Survey, which has ballots bound intothe December issue. In that survey, Duncan Aviation consistently places high in the Avionics and Maintenancecategories. (In 2002, Duncan Aviation had three facilitiesrank in the Best Avionics category—LNK #1, BTL #2 andTEB #3. Both Duncan Aviation full-service facilities placedin the Best Maintenance category—LNK as #1 and BTLas #4).

“We have always been proud of the high ratings wereceive from customers in Professional Pilot’s PRASEsurvey of maintenance and avionics services. Yet, aCompletions Center category has been missing from thatsurvey for the last several years. Duncan Aviation Offers New Hawker AirborneExchange Pump Retrofit Program

Duncan Aviation recently outlined a new HawkerExchange Pump Retrofit Program that allows for theexchange of an Intertechnique pump (part numbers2070C01 or 2070C11) for an Airborne pump (part number2C40-2) at an incredible cost savings to Hawker 125series operators. In addition to a great price, DuncanAviation is offering an extended warranty of three yearsfor all new Airborne exchange pumps when they areexchanged for an Intertechnique pump.

Duncan Aviation Installs Two Dassault Falcon900 Firsts: Honeywell Television andHoneywell MCS-6000i Aero-I

Duncan Aviation recently installed two firsts in theDassault Falcon 900 airframe. Honeywell’s greatly antici-pated OneView AIS-1000 television system andHoneywell’s MCS-6000i Aero-I communications system.These systems work in concert to keep travelers connect-ed with the world below like never before.

Honeywell’s OneView AIS-1000 Airborne InformationSystem brings more than 60 channels of live news,sports, weather and business information and 40 musicchannels in the business aircraft via Direct BroadcastSatellites (DBS) service providers. On the ground or inthe air, OneView delivers up to four channels for simulta-neous viewing throughout the aircraft.

The MCS-6000i six-channel Aero-I system uses Inmarsatsatellites to offer a wide range of communications services including voice, fax and PC data services worldwide.

Duncan Aviation Adds Brad Lennemann toAirframe Service Sales Team

Duncan Aviation welcomesBrad Lennemann as a mem-ber of our airframe servicesales team. In this position,Brad will prepare detailedairframe maintenance pro-posals for Duncan Aviation’score airframe models, whichinclude Hawkers, Learjets,Challengers, Citations,Falcons, Gulfstreams,Astra/G-100/Westwinds andJetstars.

“Brad brings us a wealth of airframe experiences,” saysJeff Manion, Airframe Service Sales Team Leader. “Hishands-on experience will further the sales team’s ability toassist customers in planning airframe service and ensurethey are receiving the best value for their money.”

Brad joined Duncan Aviation in 1992, most recently hold-ing the position of Learjet Airframe Team Leader. Brad’saviation career began in the Air Force in 1986. He wassubsequently employed as an A&P mechanic at aKearney, Nebraska, maintenance facility.

Duncan Aviation Sponsors U.S. AerobaticTeam Member Chandy Clanton

Duncan Aviation is a proud sponsor of U.S. Aerobaticteam member Chandy Clanton. Chandy will compete inher first World Aerobatic Championships in Florida thissummer andwill be one ofsix pilots show-cased in the“Stars ofTomorrow” pro-gram duringEAA’sAirVenture inOshkosh.

Born and raised in Lincoln, Nebraska, Chandy is thedaughter of Harry Barr, a longtime pilot and employee ofDuncan Aviation. She has flown 1,200 hours and holdsseveral ratings, including: commercial, multi-engine withinstrument and type ratings for a DC-3 and Learjets.

The mother of two young boys, Chandy was a competi-tive swimmer in college and has competed in aerobaticcompetitions for the last eight years. She flies an Edge540.

Bob Elrod Receives Local and RegionalMaintenance Technician of the Year Awards

Bob Elrod, Duncan Aviation’s Technical TrainingCoordinator, was recently recognized by the LincolnFSDO and the North Central Region FAA as theirMaintenance Technician of the Year. Bob was recognizedfor his dedication to aviation maintenance, education andsafety.

Bob began his careerwith the United StatesAir Force in 1955. Afterretiring from the militaryin 1985, he joinedDuncan Aviation as aSheet Metal Technician,but for the past sixyears he has beenDuncan Aviation’sTechnical TrainingCoordinator. On thewall in Bob’s office hangs a plaque stating: “Pay forgood training or pay for poor performance.” That state-ment pretty much sums up Bob’s philosophy of aircraftmaintenance training. Over the years, Bob has encour-aged classes aimed toward safety as well as technicalproficiency. His years of experience in the field of avia-tion maintenance have allowed him to be an effectiveand proficient trainer and coordinator. Bob’s willingnessto share his expertise with fellow technicians is evidentin the enthusiasm he brings to his profession.Congratulations, Bob!

Duncan Aviation’s Avionics and InstrumentRepair/Overhaul area recently added a new series ofHoneywell directional gyros used on legacy Gulfstreams,Challengers and Falcons to its long list of repair and overhaul capabilities. Ted Miller Named Manager of AVPAC, Duncan Aviation’s Parts Division

Duncan Aviation is pleasedto announce that Ted Millerhas been named theManager of AVPAC, DuncanAviation’s rotables, avionics,components and parts out-sourcing solution. In thisposition, Ted oversees theday-to-day operations ofAVPAC and manages its 13salespeople and technicalrepresentatives.

Duncan Aviation hosted its sixth Intelli-Conference symposium October 1 and 2 at its Lincoln, Nebraska,location. The two-day symposium drew 104 aircraft operators and 28 vendors and media representatives todiscuss aviation issues in their choice of 19 class topics.

Class topics includedthe following: AgingAircraft Issues,Aircraft Acquisition &the Current Pre-owned Market, CabinCommunications &High-Speed Data,Citation MaintenanceIssues, Compass/Attitude Reference Systems FaultDiagnosis, Entertainment Soundproofing & Lighting,Effective Prebuys, Falcon Maintenance Issues, FlightDeck Upgrades & Flat Panel Displays, HumanFactors—Crew, Human Factors—Maintenance,Mandates: RVSM & TAWS, FAA Form 8130 and Its Uses,Planning Large Completions & Maintenance Projects,Safety/Security Issues & International Operations, andfour separate TFE731 Engine Troubleshooting topics. Citation 560XL - Honeywell Mark V EGPWS Duncan Aviation recently certified the Honeywell MarkV EGPWS with windshear and display for the Citation560XL. This installation satisfies the upcoming Class Aand Class B TAWS mandates.

Citation 650 - Honeywell Mark VIII EGPWS Duncan Aviation recently certified the Honeywell MarkVIII EGPWS for the Cessna 650. This installation offersCessna 650 operators an additional option for meetingthe Class A TAWS mandate.

Citation 750 - AirCell ST 3100 Iridium Duncan Aviation recently earned an STC for the instal-lation of an AirCell ST 3100 Iridium TelecommunicationSystem in a Cessna 750. This system offers worldwideair and ground voice and data communication throughthe Iridium Satellite LLC network of low-earth orbitingsatellites. The network, once slated to be discontinued,has been purchased and is once again a viable optionfor aircraft telecommunications.

Falcon 10 - RVSM AltimetryDuncan Aviation completed the first step in the Falcon10 RVSM certification process with the installation ofAir Data Display Units manufactured by InnovativeSystems and Solutions (IS&S) and a Collins ADC-87Air Data Computer.

Gulfstream G-IV - EMTEQ LED LightingDuncan Aviation was recently awarded an STC for theinstallation of LED lighting (from EMTEQ, Inc.) in aGulfstream G-IV. This STC is the first to approve anLED lighting system as the emergency lighting systemfor the G-IV. It incorporates upwash, downwash, domeand reading lights. A matching air gasper was alsodesigned by the Duncan Design team.

Hawker 400, 600 and 700 Series - Universal TAWS and Multi-Functional DisplayDuncan Aviation recently certified Universal TAWS andMFD for the Hawker 400, 600 and 700 series. This satisfies upcoming Class A and B TAWS mandates.

Hawker 700 - Rockwell Collins FDS-2000Duncan Aviation recently certified and installed theRockwell Collins FDS-2000 flight display system in aHawker 700. Duncan Aviation also certified andinstalled dual IS&S ADDUs (components of DuncanAviation’s Hawker 700 RVSM program), and dualRockwell Collins AHS-3000S AHRS in the Hawker 700.

Jetstar - Honeywell Mark VIII EGPWSDuncan Aviation recently certified and installed theHoneywell Mark VIII EGPWS in a Jetstar. DuncanAviation also certified and installed the Collins AHC-3000attitude heading reference system (AHRS) and theHoneywell Primus 880 weather radar.

Learjet 31A - Honeywell Mark VIII EGPWS Duncan Aviation recently installed and certified theHoneywell Mark VIII EGPWS in a Learjet 31A. Terrain andobstacle displays are provided on the EFIS 50 MFD.

Westwind 1124 - RVSM Group CertificationOn September 5, Duncan Aviation flew the fifth and finalWestwind 1124 required for RVSM group certification.Duncan Aviation has also been awarded an STC for theinstallation of the Innovative Solutions and Support (IS&S)Air Data Display Unit (ADDU) in the Westwind 1124, a keycomponent of Duncan's 1124 RVSM program.

Westwind 1124 - Universal TAWS and Collins AHRS Duncan Aviation was recently awarded an STC for theinstallation of Universal TAWS with MFD and the CollinsAHS-3000 (AHRS) in a Westwind 1124.

Duncan Aviation Names Bob Brega ServiceMarketing Representative for the Northeast

Bob Brega is the new Service MarketingRepresentative in the Northeast Region,which includes Virginia, West Virginia,Maryland, Delaware, New Jersey,Rhode Island, Connecticut, New York,Pennsylvania, Maine, Vermont, NewHampshire and Massachusetts.

Bob helps operators in the Northeastern United Statesunderstand the Duncan Aviation services that can helpthem, including airframe and engine maintenance, paint,interior, avionics installations, avionics, instrument andaccessory repair and overhaul, and parts support.

Bob joined Duncan Aviation in 1987, most recently hold-ing the position of Project Manager where he managedaircraft projects from arrival to delivery to ensure the high-est in quality and customer service while maintaining theprojected work schedule. Duncan Aviation Adds Service Authorizationfor Honeywell International DC Generators

Duncan Aviation and Honeywell International recentlyreached an agreement naming Duncan Aviation as anAuthorized Honeywell Overhaul and Service Center forthe DC Generator M/N 30B107-19A and P/N 6608201-9used on many Learjet models. This authorized DuncanAviation to sell, repair and overhaul the 30B107-() prod-ucts, parts and the components themselves.

Robert Duncan Receives NBAA’s DoswellAward at NBAA Convention in Orlando

Duncan Aviation Chairman J. Robert Duncan was recognized for “lifelong achievement on behalf of and insupport of the aims, goals and objectives of business aviation” with NBAA’s Doswell Award at the annual NBAAConvention in Orlando.

In addition to managing Duncan Aviation since 1965,Robert has served on many industry boards and hasmore than 14,000 hours of flying time. He is type-rated inFalcons, Citations and Learjets as well as helicopters,gliders, floatplanes and balloons.

Falcon 900EX - EMS Technologies’ HSD-128 Duncan Aviation’s Teterboro, New Jersey, locationinstalled the first “stand-alone” HSD-128 High-Speed Data(HSD) system ever in a Falcon 900EX. “The EMS HDS-128 system was selected for its ability to deliver 128Kb/sof data concurrently with all voice channels,” says TerryMarkovich, Duncan Aviation-TEB Shop Manager. “Theinstallation included configuration of the HSD data terminal, two EMS AMT-50 SATCOM antennae (mountedin the same radome), Cisco 803 router and 10 cabin ethernet ports. The router is configured to connect withthe client’s network and allow the client’s laptop usersnetwork access without a special setup.”

Falcon 900 and 50 - EMS Technologies’ HSD-128Duncan Aviation-TEB has also installed the EMS HSDsystem-128 in a Falcon 900 and a Falcon 50, integratingit with existing SATCOMs.

Gulfstream IV - EMS Technologies’ HSD-64 Duncan Aviation-TEB installed the HSD-64 single-channelsystem in a Gulfstream IV.

EMS Technologies introduced the first “true” HSD systemin Fourth Quarter 2001. Duncan Aviation is also workingwith Honeywell and Rockwell Collins to develop andinstall their HSD systems as they become available.

Through history, aircraft galley and lavatory design has focused,almost exclusively, on function. The unusual spaces and limited realestate in aircraft have made creative styling secondary to weight,catering capacity and amenity storage considerations. That ischanging. A recently sharpened focus on form, new and better build-ing materials and the production advances born from kit and modu-lar technology are empowering designers. Today Duncan Design iscreating interior spaces that offer more versatility and function thanever before and this road is leading to even greater design possibili-ties.

Form vs. FunctionFor designers, aircraft furniture design has exemplified thefundamental design principal of form following function. Recentsigns of a shift toward form are evident. Now more than ever,style and detail are leading considerations when producing newdesigns for production aircraft as well as after marketcompletions. Before the ink dries on that sentence, keep in mindthe core emphases of function, weight, balance and maintenanceaccessibility are still driving forces. But today’s designsincorporate these factors while providing innovative andattractive form and detail.

Form is receiving more attention for two key reasons. First, theindustry as a whole is doing a better job of bridging the gap

that separates aircraft owners and operators from interiorcomponent suppliers and manufacturers. Today’s aircraft

owners and operators are more savvy about aircraftinterior design and are aware of the many options for

everything from fabric to lighting technologyand they are eager to explore new ideas andproducts. The second key factor is a new

breed of aviation designers who effectivelyincorporate improved materials, components,

and technology into designs.

The Concept of KitsKits are perhaps today’s most prevalenttrend in aircraft interiors. The kit concepthas revolutionized processes for interior pro-duction and installation. It allows manufac-turers to produce repeatable products thatyield production efficiencies that translateinto radically reduced turntimes and costsfor “standard” or“stock” interior kits.However, standardkit interiors offer lit-tle or no opportunityfor design flexibilityand rarely meetevery need of anowner/operator.

Modular DesignsTo offer flexibility and customization,Duncan Aviation has progressed to the nextphase of kit technology with the incorpora-tion of modular design. In essence, modulardesign is much like a LEGO™ set. Each com-ponent combines with other components tocreate an endless array of unique assemblieswithin a predefined space. These compo-nents combine to meet nearly every need ofthe individual operator while preserving theadvantages of repeatable “kit” production.

The value of modular design, at first glance,is somewhat difficult to appreciate, but it iskey to creating “sustainable”

Today’s microwave and convection ovens are produced in a wide array of sizes andpower configurations that fit well into most galleys. Modular design allows operators tointerchange these ovens without re-engineering or redesigning the entire galley.

Beyond allowing relatively simple exchange, Duncan Design’s modular galley designsoften facilitate using the microwave oven as a coffee maker and hot liquid storagecontainer. This allows the weight and space usually occupied by these items to beused for other amenities. Other areas Duncan Design has used the modular conceptis in beverage and water storage, waste containment and catering storage.

SynchronicityDuncan Aviation and Schering-Plough

Duncan Aviation was proud to work with Schering-Plough on the recent maintenance and refurbishment of

their Gulfstream G-IV. Schering-Plough chose DuncanAviation based on demonstrated strengths: quality, integrity,creativity, flexibility and a history of excellence in Gulfstreamcompletions. The synchronicity of the Duncan Aviation andSchering-Plough teams was evident from early in the biddingstages through delivery of the aircraft. The G-IV’s extensiveworkscope included a 72-month inspection, exterior paint, asoundproofing package, cabin entertainment and a com-pletely redesigned interior that included a new interiorshell, LED lighting, new seating, custom carpet, new win-dow panels and walnut cabinetry.

Collaboration and advance planningwere key to the success of the

extensive G-IV project. DuncanAviation worked with theSchering-Plough team—Bill Lemon, Jim Healy andCurt Barsi—to plan allaspects of the project. For sixmonths prior to the input ofthe aircraft, the DuncanDesign and engineering teamsworked closely with theSchering-Plough team to designthe innovative interior systems thatmake this interior truly spectacular.

More Interior VolumeDuncan Aviation designed the interior to increase the width betweenthe drink rails by three and a half inches, allowing for larger, morecomfortable seating and a roomier configuration. One inch of heightwas also realized in the cabin, allowing for plush carpet with a thick-er pad. Duncan Aviation Interior experts removed the entire exist-ing interior shell and replaced it with a new shell panel. The smoothdesign of the headliner and PSU panel not only created additionalcabin volume, but also a spacious, elegant look.

CabinetryThe new cabinetry is flat cut walnut veneerwith inlays of satin almond gold and figuredwalnut. Duncan Aviation designers and interior technicians completed everythingfrom design to construction using CADthree-dimensional modeling to create thecabinetry drawings, and then downloadingthem directly to an in-house CNC (ComputerNumeric Controlled) cutting machine forproduction. Special attention was given

to the lower sidewalls. Schering-Ploughrequested a complex design of compoundcurves and inlays that required customdesign and installation. The galley includedseveral custom features such as a pressure-fit wine glass rack, Baltic Brown granitecountertops, LED accent lighting and custom china storage and condiment drawers.

SoundproofingA soundproofing system was installed to reduce noise in the cabin. Decibel measurements taken by an acoustical engineer before and after installationrevealed a reduction of 10.2 decibels in theSIL, or Speech Interference Level.

Cabin EntertainmentThe workscope included installation of a Baker Entertainment System with dualDVD players, dual CD players and two 21-inch LCD monitors. A VIP in-arm 8.4-inch wide-screen monitor was alsoinstalled—a first for these seats, requiring a custom mounting system. DuncanAviation designed custom switch panels to

fit in minimum space, allowing for amaximum-width interior.

AirShow, AFIS and new RadioControl Heads rounded out

the avionics package. TheDuncan Aviation avionicsteam also refurbished thepanels with new paint and

decals.

Custom CarpetThe “Elegant Diamond” carpet

design created by Duncan Design wasinspired by the divan fabric. Schering-Plough chose the final carpet from threehand-made samples in different color variations. *

A dB (A) rating scale measures the sumof the overall perception of loudnessacross the entire audible frequencyrange (64-8,000 Hertz). This scale isweighted to diminish the value of lowerfrequencies and increase the value ofhigher frequencies.

A dB (SIL) rating scale measures thedifficulty of hearing speech, averagingthe 500, 1000, 2000 Hertz frequencies.This scale is indicative of the soundlevels that are perceived as mostannoying to the human ear.

This was the largest project we have ever attempted, and we wanted

to be sure that we chose a facility that would be able to complete

the job with the quality we require. We conducted an extensive

search, with the help of a professional design firm, Giasson Design.

We interviewed nearly every facility with GIV capability. We

The Steps of Successful PlanningObviously, most flight departments requestproposals from a handful of service facilitiesand then compare the benefits and draw-backs of each. How you go about this processcan dramatically alter the way a projectturns out. By carefully determining yourneeds before you pick up the phone, you cansave valuable time by obtaining accuratequotes that give a better picture of how yourproject will go and what the final bill will be.

There are several important steps in projectplanning. The first is the development ofyour workscope.

Step One: Develop The WorkscopeOf course you have a general idea of whatyou need to have done. By providing moredetail, you can minimize surprises andmake sure everyone involved is “on the samepage.” This is best accomplished by outlin-ing a detailed workscope for every area ofthe aircraft that will be touched.

Airframe/Engine WorkscopesIf your project includes routine airframe andengine maintenance, you will need to com-pare and anticipate hours flown and enginescycled with a monthly calendar to determinethe best time to input the aircraft for work.You will want to write a detailed descriptionof the required maintenance. Most servicecenters quote the manufacturer’s Chapter 5requirements. However, you may prefer aslightly different inspection. For example, ifyou are using a tracking service or the air-craft is operated on an AAIP program, youneed to mention that. Otherwise, you maynot receive all the detail you need for theparticular inspection.

In addition to including all required mainte-nance, evaluate the current state of your air-craft. There may be additional maintenanceitems that you need or want to have done.Maybe there are Airworthiness Directives,

Service Bulletins, or other service items thatyou want performed. You’ll want to be sureand check the times for all Time Changeitems. If overhauls are needed, is now thebest time to have them done? And don’t for-get about discrepancies.

PaintA paint quote should provide an overview ofthe facility’s standard processes, from stripto delivery. It is important to know that astandard process exists for your aircrafttype so that each step is completed properly.This will ensure a beautiful finish that lastslonger. Paint adhesion and finish are large-ly a function of good preparatory work byexperienced technicians skilled in workingon your aircraft type. For example, compos-ites should be prepped differently than met-als to provide the longest lasting finish.

Proper protection of the aircraft prior tostrip is very important. Failure to do so mayresult in damage that is not immediatelyapparent, resulting in costly fixes and down-time at some point in the future.

If you’re having a major inspection per-formed, you’ll want the final paint to be per-formed after the inspection is complete.However, you may choose to have the air-craft stripped prior to the inspection allow-ing for the best possible skin inspection.That way, if repairs are required, they canbe handled prior to paint. This is also thebest time to clearly identify and address fuelleaks. Even if a scheduled inspection is notinvolved, the paint techs should be expertsat reviewing the aircraft while stripped toalert you of possible corrosion should itexist. Certain types of screw-head corrosioncannot be eliminated by standard processes.If not addressed, those areas will continue tocorrode and eventually affect the paint.

Also while the aircraft is stripped, you maywish to have the facility’s avionics line group

perform a P-Static and Bonding test on all ofthe static wicks, particularly if you havenoticed interference on comm or nav radios.

RVSM-compliant aircraft will requireadherence to the manufacturers’ continuingmaintenance instructions for RVSM, whichstress the importance of keeping paintaround the static ports in excellent conditionso airflow over the static-sensing areas isn’tdisrupted, possibly causing altitude errors.

Registration numbers are required to be acertain size and style in order to meet FAAcompliance, and all exits must be clearlyidentified. A quality facility will be aware ofthese issues and will have processes in placeto be certain they are met. Other items toconsider include wing walk application, gearpainting, door jambs, silk-screened plac-ards, and polishing bright work. Inner gearwells do not usually require paint, butshould be inspected. This is also an idealtime for replacement of any fasteners withstainless steel fasteners if you prefer themaintenance advantages they offer.

Planning ahead when changing your paintscheme is a necessity to meet the shortestdowntime schedule possible. Working witha designer who has experience with yourparticular type of aircraft will assure thatyour scheme is one that will provide the lookyou’re trying to achieve, as well as beingeasily maintainable. For example, solid basecolors are more easily touched up and main-tained in areas that may sustain frequentchip damage or contact with corrosive fluidsthan metallic base colors.

Send an RFQ to thefacilities on your“short list” thatincludes yourdetailed workscopewith photos. Youmay want to submitthe RFQ in a formatyou like and requestthat the facilities alluse the same format. You mayalso want to requestthe proposals withina reasonable deadline.

Field

Choose a “short list”of service providersby getting referralsand looking throughpublications. Be sureto look at yourneeds and matchthem with a facilitythat has them. Ifbudget is a big fac-tor, share that withthe facility. Togetheryou may find somecost-saving solutions.

Avionics

" What is your planfor RVSM mandatecompliance?" What aboutTAWS?" Have you considered high-speed data accessor computer, printer,fax needs?" Do you need newentertainment systems? MovingMaps, Live TV, DVD/CD players andvideo game systemsare all popular choices.

AvionicsAs you are well aware, there are upcomingmandates that need to be considered whenevaluating avionics upgrades. RVSM andTAWS deadlines are coming fast and whenyou consider the number of aircraft thatneed upgrades and the number of facilitiesthat perform this work, planning is crucial.If you need to put the aircraft down for amajor inspection, think about upgradingthese systems at the same time.

There are plenty of new avionics systems toconsider as well. These include office technology like high-speed data access,workstation ports, printers and faxmachines. You’ll also want to look at entertainment products like MovingMaps/AirShow, Live TV, DVD and CD play-ers, flat-screen monitors, Nintendo videogames, phone systems, etc. After all, youwant your passengers to be happy and your

aircraft to be in demand.

Step Two: Narrow the FieldDepending on your workscope, there aredozens of potential service centers that youcan utilize. We encourage you to thoroughlycheck out those centers to make sure youchoose a reputable facility.

Ask for a referral list of operators of youraircraft type. Then call them to find outwhat they thought about the work they hadperformed. Review other sources, too. Lookthrough industry magazines to determinewho the contenders should be. Carefullylook at the detailed list of your project, thenmatch your needs with the capabilities ofprospective centers. And never throw a facil-ity out of the running because you heardthey were expensive; prices are based on themarket and now more than ever many air-craft service markets favor the buyer.Instead, share your budget requirementsand project objectives with the facility.Together, you may come up with efficiencysavings to get your project completed withinyour budget and with all of your desires.

Once you determine your “short-list,” con-tact the facilities and submit an RFQ.

Interior certificationissues are becomingmore and more complex. You musthave the certification forthe existing interior as astarting point whenmodifying existingcabinetry or interior components;the existing certification needsto be referencedwnen the servicefacility seeks certification forthe modified areas.Higher levels ofinterior certification arerequired, includingInteriorArrangement certification, 16G-certified seats andfire blocking insome instances.

InteriorWhether you want a simple refurbishmentor a complete interior upgrade with cabinetry or a configuration change, theinterior workscope needs to be as detailed aspossible and should consider all areas of the

aircraft, including the flight deck, entry,cabin, lavatory and baggage. Outline what your aircraft has and what you wouldlike to have done, from nose to tail and topto bottom.

Inspect the aircraft so you know what shapeit is currently in. Evaluate your long-termplans for the aircraft. Will you retain theaircraft for several years and perform amajor completion to upgrade to the neweststyling including new cabinetry, shell panelsand configuration changes? Or do you justwant to update the look with new soft goods?

Interview those who use the aircraft themost. What do they require to make the aircraft most functional? Think about howthe interior and galley work now and howthey could be altered to better serve you andyour passengers. Do you need to considernoise-reduction packages? Don’t be afraid tocall some completion centers for suggestionson how to accomplish your goals while youare still developing your workscope.

Certification issues are also very importantwith interior work, as they are becomingmore and more complex. You must have thecertification for the existing interior as astarting point when modifying existing

Everyone has a different definition of “quality.” That is because quality is based on the value of how somethingmeets our needs. What might be high quality to one person may not be high enough quality to another.

When it comes to performing “high-quality” work on aircraft, the tangible aspects of quality are obvious—expen-sive leathers or carpets are most likely of higher quality than inexpensive ones. However, there are severalunderlying, intangible aspects that service centers can focus on that impact the quality of your project. Theseinclude experience, innovation and creativity, and the ability to help you plan ahead for future requirements anduse of the aircraft. Following is a list of pointers to help you evaluate each.

ExperienceSpend some time getting to know the service centers, the specific STCs they have developed for your aircraft,and the experience and technical expertise they have to back them up.

Some questions to ask include:Has the facility performed this inspection before?How many projects of this type has the facility completed in the last few months?Is the facility experienced at coordinating and managing large, multi-shop projects?Do they have specialists on your airframe?Are their specialists familiar with the systems on your aircraft?

Innovation and CreativityThe world is getting more and more complex and seems to be moving at a faster pace every day. In order to con-tinue to provide quality service and products, a service center needs to continually evolve and change to meetcustomer demands.

Some things to think about are:Is the service provider innovative and do they employ creative solutions?Are they constantly trying to improve things?Do they invest time and money in developing STCs, new technology, training, etc.?

Designing for the FutureNo one has a crystal ball, but you don’t want your aircraft to come out of a major project to find out it has compo-nents that will be obsolete in the next year or so.

Some things to consider include:Are the cabinets and panels easy to remove and provide easy access for maintenance?Are the avionics systems and components designed to allow for future upgrades?Does the facility offer creative paint processes when dealing with inspection panels, exterior latches, and pressure bulkhead seams to increase the longevity of your paint?Is the product of a quality that it is “built to last?”

Finding AnswersFinding answers to the questions that show a service center’s true quality are not easy. But when you’re talkingabout expensive projects with lots of downtime, it’s best to understand fully what you are getting. The best way toget answers to these questions is to personally visit the facilities you are considering, take a tour inside some ofthe aircraft they have recently worked on, and obtain references for your aircraft type.

Step Three: Submit the RFQWhen submitting a Request For Quote,include the detailed workscope you havebeen compiling along with photographs ofthe current interior (or allow the centersaccess to the aircraft so they can inspect itand take necessary measurements). Youmay consider submitting a quotation formatthat you particularly like (with the facilityname and prices blocked out, of course) andrequest proposals in similar formats. Thatway, your proposals will be easier to com-pare. You may also want to give the facilitiesa deadline for submission, just make sure itallows them the time necessary to evaluate

your workscope andanswer the questionsthey need to in orderto provide an accu-rate estimate.

Step Four: EvaluateProposals & ServiceCentersThis is the most com-plicated part of theprocess because youwill need to asktough questions anddetermine your pri-orities. In addition to

comparing the cost of the project and mak-ing sure the quotes price “like” products andservices, you will need to weigh other vari-ables like quality, downtime expectations,the service you will receive, the support youwill have after the project, warranty, andextra charges.

Quality. Visit the facilities you are compar-ing. Look at what they have in work and askquestions about the processes you see. Getreferences from operators who fly the sameaircraft you do and make sure they were sat-isfied with the work they had done. Walkthrough airplanes the facility has workedon, not just in the last year but several years

ago; nothing else will give you a feel for howthe workmanship holds up.

Downtime. Obviously, the shortest down-time is the best. However, as you probablyknow, not all service facilities estimate accu-rate downtimes. Complex projects require aservice facility to evaluate resources andhow the different areas will interface andwork through a project. Parts leadtimes,engineering and design all need to be evalu-ated to determine a precise downtime. Aservice provider with a good track record formaking deliveries will provide you with anaccurate downtime. If you have reservationsand need to ensure a certain downtime, con-sider requesting a downtime guarantee; notall facilities will sign one.

Service. This is a generic word thatdescribes just about anything you want fromproject management to communication andfrom complimentary design services to howaccurate and easy to follow the invoices are.

Other Factors. Lots of small factors canimpact the bottom line of a project as well asyour satisfaction. These include things liketaxes, leadtime, labor rates, references, war-ranty, fees, additional charges, and changeorders. Ask up-front how the facility handlesthese issues and never assume anything.

The Final StepOnce you receive answers to all of your ques-tions, you can decide which facility is bestfor you and your aircraft. You still have onestep left, though: get on the schedule!

After you are scheduled, don’t take a breakfrom communicating with the facility. Thebetter you are about sharing your expecta-tions and desires, the better your chancesthat the service provider will know yourwishes and what will make your life easier.In turn, that will better your odds of beingsatisfied with the outcome. *
