The application site is located on the northern side of Chase Side, Southgate, within the boundaries of the Southgate Circus Conservation Area. The site is bounded to the north by No.1 Old Court, 311A, Chase Road south by Chase Side, east by no. 16, Chase Side and west by nos. 26-28, Chase Side. The building is circa 1921-35 and is cited in the Southgate Circus Conservation Area Character Appraisal as making a neutral contribution to the area. Stylistically, it comprises a 3-storey, 1930s red brick building with stone dressings and features a flat roof set behind a parapet. Designed in a distinctive Art Deco style, the building retains much of its original detailing to the upper storeys. There is a strong vertical emphasis created by the use of striking double height stone pilasters that act to dominate the main elevation. The building forms part of an original shopping parade of a similar era and was formerly a Burtons Menswear Store. The original detailing to the ground floor remains in part, although unsympathetic alterations to the original shopfronts greatly detract from the original design intention. . Several listed buildings and structures are sited in the immediate vicinity of the site, including Southgate Station, Chase Side (grade II* listed), Station sign to north of Southgate Station, Chase Side (grade II* listed) Station Parade, Nos. 1 to 8 (consecutive) including No 1 Chase Side (grade II* listed).

The focus of the Conservation Area is undisputedly the early 1930s listed Underground station and its ancillary structures, which together comprise one of the finest examples of Charles Holden’s modernist work commissioned by London Underground. The setting of the booking hall – the concourse, the curved traffic islands, the adjoining shops and office building, and the signs and shelters – were all designed by Holden in a carefully integrated urban design exercise, which translated the former Southgate village green into a modernist town centre to match its new status as a major commuter gateway for Enfield. These

structures and the layout remain largely intact and endow Southgate with a distinctive character rare in suburban London.

Proposal The proposal is for the construction of a third floor to provide 2 x 1-bed self contained flats involving new stairwell and increase in height of front parapet wall. The roof extension will be flat roofed, faced in brick and light grey render, with a reinstated parapet surmounted by a stone coping to match the original design of the building. Planning history 1. Planning Permission Permission REF: 16/03572/FUL was granted for the reinstatement of the front parapet of the building. 2. Appeal Dismissed 17.03.2016 Appeal REF: 15/00124/REFUSE against Councils decision to refuse permission for Construction of a third floor to provide 2 x 1-bed self contained flats and a rear extension at second floor level to provide new stairwell to existing and proposed flats, solar panels to flat roof of third floor and increase in height of front parapet wall.(Relates to Planning Application Reference 15/01184/FUL) Previous CAG Minutes

(15/01184/FUL) 18 Chase Side London N14 5PA - The group remain completely unconvinced that this Barclays Bank site can be extended in the manner proposed by the revised application. - Nothing of substance has changed from the group’s earlier objection. It is noted that the extended Chase Side elevation is now to be clad in brick and the parapet wall raised. The group complained that no sections were available. It was therefore impossible to determine whether the new top floor is set back and its relationship with the neighbouring roof (to No’s 26&28) - Barclays Bank building is, largely, dressed in stone. Further there is a vertical expression to the cladding with four columns rising to a stone parapet. The prevailing style is simply laid waste by layering on an additional brick clad extension that has no vertical expression. - The eastern and rear elevations remain as ugly as the original submission and will be dominant particularly given the lower height of the adjoining building (Food Palace). Existing garage to be demolished Background No. 29, The Chine comprises a detached dwelling circa. 1897- 1920 that is sited within the boundaries of the Grange Park Conservation Area. It is characteristic of Edwardian speculative housing, in an Arts and Crafts Style. Stylistically, the dwelling is of red brick with exposed red brick end stacks, a pitched roof with clay tiles over, featuring deep overhanging eaves and projecting gable. A corner window (leaded lights), porthole window and casements in horizontal ranges with stone mullions can be seen set within an expanse of plain walling, which acts to accentuate the unusual fenestration. The front garden has been extensively given over to hardstanding. No. 29, The Chine is cited as a key building contributing to the special interest of the area. Key views identified in the Appraisal are afforded northwards along the Chine. The Conservation Area is also covered by an Article 4 (2) Direction which withdraws certain permitted development rights relating to dwelling houses. Grange Park Conservation Area is formed of a cohesive group of houses and shops initially laid out and partly built between 1910 and 1914 by a single developer, and subsequently completed in the 1920s and 1930s. The design of the existing dwellings draw on strong Arts and Crafts influences and consistently make use of high quality details and materials. The area retains a strong sense of architectural unity which is key to its special character and appearance of the area.

Proposal The proposal is for the demolition of an existing precast concrete garage and the subdivision of the rear garden to accommodate a new dwelling. The application site, whilst forming part of the rear garden of No.29 the Chine, does have a frontage to Nestor Avenue, (a residential cul-de-sac) to the rear. Nestor Avenue has an established residential frontage on its western side, and an increasing residential frontage on the eastern side; three new dwellings having been built in recent years on adjacent plots.

The proposal is for a ‘chalet style’ dwelling with accommodation in the roof. The house will be set down below road level as the site naturally slopes away from the road.

Proposed roof plan Relevant DMD Policy

Policy DMD 7 seeks to protect and enhance the positive contribution gardens make to the character of the Borough. The policy advises that development on garden land will only be permitted if all of the following criterial are met: a. The development does not harm the character of the area; b. Increased density is appropriate taking into account the site context in terms of its location, accessibility and the provision of local infrastructure; c. The original plot is of a sufficient size to allow for additional dwellings which meets the standards in DMD 8 ‘General Standards for New Residential Development’ (and other design policies); d. The individual plot sizes, orientation and layout created are appropriate to, and would not adversely impact on the residential amenity within the development, or the existing pattern of development in that locality; e. An adequate amount of garden space is retained within both of the individual plots in accordance with the minimum amenity space standards (DMD9’Amenity Space’), and the role of each space is enhanced to contribute towards other plan objectives such as biodiversity, green corridors and networks; flood risk; climate change; local context and character; and play space; f. The proposals would provide appropriate access to the public highway.

Background

No. 47A, Chase Side comprises a converted industrial building on the site of a former coal yard. The building was converted to a residential use (single dwelling) in 2000. The site is located within the boundaries of the Enfield Town Conservation Area. Nos. 39-45 (odd), Chase Side are included on Enfield Borough Council’s Local List. Proposal The proposal is to alter and extend the existing dwelling at ground and first floor levels. The proposals include the following works: -Conversion of garage into habitable room; -Installation of bay window to front, covered porch area with green roof; -External cladding to west elevation, -Extension to roof together with roof lights to main roof; -Installation of pitched glass roof over court yard; -External flue pipe to east elevation; -New boundary fence to south elevation with alterations to fenestration.

The Keble Preparatory School complex is partly sited within the boundaries of the Winchmore Hill Green Conservation Area. However, the application building itself is sited immediately outside the conservation area boundary, which bounds the application site to the south and east.

The surrounding buildings are predominantly residential in character. The site is bounded to the east by no. 1, Harwoods Yard, which forms part of a row of mid and later 19th-century bay-fronted stock brick estate cottages. The cottages are noted in the Winchmore Hill Conservation Area Character Appraisal as making a positive contribution to the character of the conservation area. Two interwar dwellings, nos. 1 and 2, Broadfields Avenue are located to the north and west respectively and fall outside the conservation area boundary. In addition, a Grade II listed dwelling, Glenwood House, no. 28, Wades Hill (Grade II listed) can also be seen in the vicinity. All of the existing school buildings are noted in the appraisal as making a neutral contribution to the character of the conservation area and are not of architectural or historic merit.

The main Keble Preparatory School building comprises a late 20th-century, double fronted, yellow stock brick building with parapet and slated mansard roof with central double height canted bay to the main elevation. Timber sash and case windows with ‘19th-century’ glazing bars and flat red brick arches over can be seen throughout the main elevation. The front roof slope features dormer windows set in lead surrounds with an entablature inscribed ‘1990’ below. All of the existing school buildings are described in the Character Appraisal as making a neutral contribution to the character of the site.

Proposal The proposed works are to upgrade the playground area adjacent to the Junior School building and provide additional teaching space for small groups of children. The current playground (appox. 15 years old) is no longer fit for purpose because of the inadequate play furniture and materials. The existing surfaces consist of rubber safety floor (on which the play furniture is fixed) and concrete paving tiles. Located along the boundary wall a lean-to roof provides shelter for some storage and an outdoor teaching space. There is also a storage shed located to the left of this canopy, which is of insufficient size and falling into disrepair. The area of the site is approximately 382 sqm and is elevated 0.5m above the pedestrian access route along side the playground.

There is pedestrian-only access into the school site via the main gate on Wades Hill, adjacent to the turning into Harwoods Yard. Vehicular access is via the rear gate off Broadfields Avenue

Pavilion The proposed pavilion will be clad in timber panels finished in varing colours (refer to diagram: 01 below). The building will then be wrapped in Larch timber louvers, softening the edges of the contemporary structure with a palette of earthy tones and playful colours derived from the surrounding brick. The roof will be finished in sedum with low profile circular skylights. The Playspace refurbishment

The refurbishment of the playspace will consist of resurfacing the ground with wetpour safety surfacing and artificial grass, refer to drawing 101-(P)-101 Proposed Plan. Elements to be installed are also indicated on the Proposed plan.
