Here at the Pilbara Property Guide we watch to see what’s happening with great interest as new developments and opportunities unfold.

Australia’s fi rst resources boom – the gold rush – began 160 years ago and people moved in droves to places like Bendigo and Ballarat.

Now it’s all happening in the Pilbara, which is closer to Bali than Bendigo. It’s the resources boom that is attracting people to WA, this part in particular, and making life easier for families to grow here.

The Australian Bureau of Statistics says the median age – at 30.4 for males and 31.5 for females – is fi ve years younger than Perth’s median and the state’s as a whole. Western Australia continues to record the highest population growth

fi gures. The ABS website: www.abs.gov.au/ausstats says:

“The preliminary estimated resident population of WA at 30 June 2010 was 2.30 million, an increase of 49,100 persons, or 2.2%, over the previous year. Nationally, the population grew by 377,100 persons, or 1.7%, to 22.34 million.”

State and local government, the resources industry and the building industry are all involved in the planning and development of our Pilbara towns – make that cities – of the near future.

The Pilbara Cities program has growth in mind – creating residential environments for employees in the iron ore, oil and gas industries.

Houses need builders and the Master Builders Association is calling for more land to be released, and quickly. Michael McLean, the WA executive director, visited the region recently, and he said the

A joint taskforce comprising investigators from Consumer Protection, WA Police Major Fraud Squad and representatives of Landgate is investigating a reported real estate scam.

A couple returning from overseas have advised authorities that their property has been sold without their knowledge or consent and a joint investigation has been launched.

The previous owners were living and working overseas at the time and didn’t discover the property had been sold until they recently returned to Perth to inspect the property.

The real estate agent involved has told investigators that he received a phone call from a man claiming to be the owner, in February this year, inquiring about the property.

Shortly afterwards, the agent received an urgent request to sell the property as funds were needed for a business investment, which was later revealed to be a supposed petro-chemical project.

Detective Senior Sergeant Pete Davies of the Major Fraud Squad said it appears the scam originated in Nigeria and there are some similarities to the fraudulent sale of a Karrinyup property in September last year.

“We are in the early stages of a full criminal investigation and examining computer, phone records and bank accounts,” Det Sen Sgt Davies said.

Commissioner for Consumer Protection Anne Driscoll has urged real estate and settlement agents to apply stringent measures to confirm the identity of absentee owners who wish to sell their properties remotely and ensure the person they are dealing with is the legitimate owner.

“It is essential that agents have rigorous procedures and a clear protocol in place to certify that the appropriate person has been identified as the real owner before providing the service,” Ms Driscoll said.

“It is critical that when an owner changes their contact details that real estate agents send a confirmation to both the owner’s original and new addresses, using all forms of communication.

“This will confirm that the new details are correct and may alert the owner to any improper activity that is occurring.

“The general principles of ‘know your customer’ should apply at all times and the standard 100-point identity check used by banks and other institutions should be used as a minimum when dealing with remote clients.

“While identity fraud is always a risk, these are important prevention measures.

“Signatures should also be carefully checked against original signatures on file and any major differences should prompt further investigation. Agents should also ask questions about the property that only the true owner would know.

“If agents have any doubts about the authenticity of a document, they should seek to have it independently verified by the issuing authority.

Landgate’s Registrar of Titles Bruce Roberts said he fully supported the increased measures to refine and improve identity verification by all organisations involved in the selling and transfer of property.

A $6 million medium-density housing development in Karratha’s Tambrey estate has been quickly snapped up for rent by businesses in the region.

Builders, local authorities, developers, engineers, architects and others involved with the building industry should attend a Building Act information session in regional areas.

The Building Act, which has just been passed by State Government, is set to modernise the building industry, streamline building approvals, introduce private certifi cation and strengthen protection for consumers who are building new homes.

Commerce Minister Simon O’Brien said the new building legislation delivers the most signifi cant reform to building regulation for Western Australia in more than 50 years.

“The new laws will see the Department of Commerce’s Building Commission become the principal regulator of building standards and building service providers in Western Australia. Its primary focus will be to promote fair and effi cient building and plumbing practice in WA.

“The new legislation will see the abolition of Builders’ Registration Board, the Painters’ Registration Board and the Building Disputes Tribunal.

“A building commissioner assisted by a building services board, will register building service providers.

“The building commissioner will deal directly with consumer complaints by focusing on resolving them rapidly, before becoming entrenched through the courts.

“This will provide better protection for consumers who fi nd themselves in dispute with their builder. Intractable disputes will be referred to the State Administrative Tribunal.”

“Western Australia’s building industry is modern and sophisticated and employs more than 10 per cent of the workforce, plus it is an important training ground for young people.

Mr O’Brien said the State Government has moved quickly to consolidate building regulation into the Building Commission to provide enhanced services to consumers and building industry

participants, as well as to support reforms to building approval processes.

Building Commissioner Peter Gow said sweeping reforms to Western Australia’s building industry are seeing wide changes to the responsibilities of owners, builders and many other people who provide services to the building industry.

“When laws are updated so signifi cantly, some dating back 50 years, it is important to provide the community with access to information that is going to help make the transition trouble free,” he said.

“The Building Commission acknowledges the vibrancy of the industry in WA’s regional areas and is hosting free information sessions in a range of towns.

“I encourage anyone interested to invest three hours of their time and register.”

The building act reforms will be in Karratha on Monday, September 12.
