Plan on use of “Military and Civil Defense Assets” i.e. (foreign ) in times of national disasters
Establishing leadership for better delivery of humanitarian assistance through clusters
UN, ASEAN and other partner States and Institutions– not competing but complementing…
Multi-lateral response – preparedness at all levels Sharing of resources and info - coordination is key
Humanitarian Assistance Issues
Humanitarian ChallengesHumanitarian Challenges Towards effective incorporation of participation of
international military forces in the mobilization plans of host nations, particularly disaster-prone ones
Civilian humanitarian community and military forces – Military transition’s timeline is based on the availability of
adequate relief capacity of host nation– International humanitarian organizations’ transition timeline
is based on “relief to recovery phase” Standardization of assessment procedures for use of
both civilian and military disaster relief workers Institutionalization of education and training on
disaster relief operations in military organizations
